[00:00:19]Breaking news, the man accused in the shooting death of a woman at a nature preserve near Baraboo has officially been charged this afternoon. 80-year-old George Paul has been charged with first-degree intentional homicide with a domestic abuse modifier along with four other felony charges. This is in the killing of 80-year-old Susan Paul.

[00:00:38]Police say last week George pulled Susan from a car at Pewits Nest Preserve and shot her multiple times at short range killing her. George then drove to the Sauk Prairie Police Department and fired at that building. He was arrested shortly after and will be in court later this afternoon.

[00:00:54]Right now, a new report shows businesses face rising inflation due to the Iran war and experts say consumers are feeling it as well. It shows the producer price index rose to 6% on an annual basis in April. That's far above economist's expectations. Experts say a big reason is that reduced oil supplies are driving up the cost of shipping.

[00:01:15]Diesel prices are now at an all-time high in four Midwestern states. AAA reports they're averaging $6.13 a gallon in Indiana, Illinois, and Michigan.

[00:01:25]Diesel costs about $6.20 in parts of Wisconsin. As businesses face wholesale inflation, experts say they'll likely pass on at least some of the costs to customers. Already, a new report shows the consumer price index has risen to an annual rate of 3.8%.

[00:01:42]A local bus driver called police after seeing a young passenger point a gun at another passenger in Madison. It happened around 4:00 yesterday afternoon. Police were called to Midvale Boulevard near the Cherokee Heights Middle School. When police got there, the student was still on the bus and they determined the gun was an airsoft plastic pellet gun. The 17-year-old was arrested for disorderly conduct while armed and possession of a fake gun.

[00:02:06]Police tell us realistic fake guns are hard to distinguish from real guns by looks alone, and they are a continuing challenge and safety concern for the public and police.

[00:02:17]Two employees with the city of Janesville Housing Services are accused of routing benefits to family members.

[00:02:23]Alicia Alvarado and Rachel request are each charged with misconduct in office.

[00:02:28]A criminal complaint says Jacquest pressured an inspector to approve a home that did not meet requirements so her daughter and mother could move in.

[00:02:37]Alvarado is also accused of acting as a case manager for her son and his girlfriend while overseeing their benefits.

[00:02:45]The city of Madison is announcing a new plan that looks to make walking, biking, or taking the bus safer for students.

[00:02:52]The new safe routes to school plan includes safer crossings, lower speeds, and better walking and biking access near schools. The plan builds on Madison's larger pedestrian safety push, including the pedestrian safety plan and vision zero efforts aimed at eliminating traffic deaths by 2035.

[00:03:09]Between 2017 and 2023, more than 200 school-age pedestrian and bicyclists were involved in crashes in Madison.

[00:03:18]Within the the mile or mile and a half from these schools are areas that we should really be focusing in on because those students are you know, are required to get themselves to school.

[00:03:30]The plan also includes education efforts teaching students safe walking and biking habits and encouraging more families to get outside. Next week, you can weigh in on the draft plan during the city's public meeting.

[00:03:42]At the state capital, a new budget deal between the governor and Republican legislature legislators, rather, would increase school funding by millions.

[00:03:50]Most school districts say the plan moves funding in the right direction. The proposal includes more than $600 million for K-12 education, including a boost to the state's special education reimbursement rate to 50%. But some education leaders say the plan still falls short on long-term funding needs.

[00:04:09]We do have to ask questions about which programs do we want to keep as budgets get tighter? How do we make sure that we retain and recruit great staff to serve our students and to be educators and other staff members here in our school buildings?

[00:04:21]And that's all connected to the financial health of our school district.

[00:04:26]That was the Sauk Prairie School District Superintendent speaking there.

[00:04:29]He says the increase in special education reimbursement will bring in about $200,000 this year and roughly $600,000 next year for his district.

[00:04:38]Let's get a first check of your First Warn Forecast now with meteorologist Blaze Kellar. Hi Blaze.

[00:04:42]>> Hello. It is a breezy but pleasant day outside as we're beginning to kick off the noon hour. It's 59° out there in Dodgeville. Some clouds as we can see there on our Upland Hills Sky Cam. The winds are starting to die down but there's still the occasional gust upwards of 20 to 25 mph across Southern Wisconsin, especially further south and east where those gusts upwards of 30 mph out in Janesville. 28 mph wind gust up in Watoma Camp Douglas. Little bit less breezy towards Boscobel and Viroqua at this moment. But those winds are going to remain out of the northwest throughout the rest of the day. Now, temperatures are beginning to slip into the 60s along the Wisconsin River stretching from Lone Rock into Prairie du Chien. Everybody else in those mid to upper 50s. Everybody pretty much is right around 57. I would say 56°.

[00:05:29]But we'll continue to warm on up as the rest of the afternoon goes on. Now, if you are going to be going outside today, know that those allergens, they are high from maple, ash, and birch trees especially. You may be sneezing, be dealing with some runny eyes just because of the very high tree pollen.

[00:05:47]The good news is as we go towards the weekend that should start to lessen up because we will get some rain and that's going to wash out the atmosphere. Now for the rest of the afternoon we're looking at the 60s by the mid-afternoon partly to partly sunny to mostly cloudy at times and then we're clear as we go overnight. Another round of some patchy frost may be possible for folks north of Dane County. But Josh we're looking ahead to the weekend and next week because we got two back-to-back severe weather days. Who's under the threat?

[00:06:25]>> All right. Well, we know you have us covered Blase. Thank you. Right now students at Watertown High School are set to walk out this afternoon. It follows last night's district board meeting discussing a controversial song meant to be played at a band concert.

[00:06:44]Good afternoon Josh. Yes, I'm currently here at Watertown High School. Now that walkout that you were just mentioned just getting underway. Tuesday night the Watertown school board had had a vote 7-1 to take out a piece of music in the upcoming spring concert.

[00:06:58]That song being Mother of a Revolution.

[00:07:01]The song honors members of the LGBTQ+ community from the Stonewall uprising back in the 1960s. But I'm going to have the camera point here just over my shoulder. Several Watertown um students around of the high school right now protesting you know the decision to take Mother of a Revolution out of the spring concert. Um there's still going to become some coming out of the school here in the next few minutes or so but just in the past 20 minutes or so there been multiple parents that have showed up at the school just to come and support some of the students and to ensure that the walkout you know go smoothly without any issues. Um but the walkout again starting now. Uh it's going to start at the front of the school and end right here to this garden over my shoulder here. Some students are starting to have already started walking into the garden as we speak. But again, this particular issue has been one of note. We had a crew out here at the school board meeting last night. Um countless members of the community coming out, speaking out against the decision to remove that piece of music from the spring concert. So, it's something that we'll continue to keep you all updated both on air and online.

[00:08:20]Today, President Trump is set to begin a high-stakes meeting with China's president in Beijing. Some of the biggest topics on the agenda are expected to be Taiwan and trade. Early this morning, Treasury Secretary Scott Bessent sat down with his Chinese counterpart in South Korea. The pair discussing sanctions and tariffs. But the other big talking point of the summit will be the war in Iran. China is Iran's biggest oil buyer with most of it traveling through the Strait of Hormuz.

[00:08:45]But with the oil now trapped in the crucial waterway by ongoing US and Iranian blockades, it could put pressure on China.

[00:09:21]>> [music] >> The latest consumer price index report shows inflation soared 3.8% in April compared to last year, a new nearly 3-year high. The jump was driven by rising energy costs due to the war with Iran. Gas prices in the US hit around $4.50 for a gallon of regular Tuesday, according to AAA. Those extra costs are also showing up in the grocery aisle with fresh vegetables, citrus fruit, coffee, and beef prices also up. eBay has rejected GameStop's $55 billion bid to acquire it, describing it as neither credible nor attractive. In a statement, eBay CEO also said the offer was turned down due to uncertainty over the acquisition's financing, as well as the operational risks of combining both companies. GameStop already owns a 5% stake in the e-commerce giant. The video game retailer did not immediately respond to request for comment. And now, fans of Dunkin's Refreshers can toss their favorite flavor in their pockets and go. The chain has partnered with the company Gelser to offer sugar-free single-serve powder drink mixes inspired by the popular beverages. [00:12:05]>> Time now for your certified most accurate forecast with the first weather meteorologist Blaise Keller. Hi Blaise.

[00:12:09]Hello, we are looking at a breezy but overall pleasant Wednesday and Thursday and pretty much Friday. We really don't see any showers and thunderstorms returning until about Saturday and especially Sunday into Monday. That's when we could be dealing with our next round of severe weather. We've been very fortunate to be quiet over the last couple of weeks but starting across southwestern Wisconsin on Sunday is when we'll squeeze out a few showers. Maybe a shower there or two uh Thursday night but it we dry out by the time we go into Friday. As you can see here the real rain moves in as we go into Sunday, Sunday night, Monday especially and then that wraps up as this system moves on through. So we're looking at the southwestern part of Wisconsin underneath that severe weather threat on Sunday. This is when the warm front will start to lift its way northward but then Monday is when we are in the warm sector of that low pressure system. So more of southern Wisconsin is going to be underneath that severe weather threat Monday afternoon into Monday evening.

[00:13:07]We're not seeing that likely shade.

[00:13:09]We're just seeing possible right now. So I wouldn't be surprised if at least being put in an isolated to severe or to uh scattered chance for severe thunderstorms, a marginal or slight risk as we go Sunday into Monday and then Monday into Tuesday. The setup is pretty much going to be this. A low pressure system and its cold front will be cutting across parts of Minnesota. The warm front will lift its way through parts of Wisconsin as we go Sunday into Monday. Now, that's going to put us in the warm sector. These green arrows represent all this Gulf air that is warm, it's unstable. We haven't been underneath that since about mid-April.

[00:13:49]So, this is going to bring back that air mass that thunderstorms really, really like that is really good for that severe weather chance. And when looking at our checklist that we've created, we pretty much can check off everything as we go, especially into Monday. Temperatures and dew points will be into the 60s and 70s for both temperatures and dew points.

[00:14:09]There's going to be upper air support, some rotation, there's going to be plenty of atmospheric energy. So, first warning you now to get ready for what will likely be a chance for severe weather Sunday and then again to kick off next week. And as we go through the month of May, a lot of Wisconsin is underneath that medium to high chance for any severe weather, large hail, damaging winds, or tornadoes, especially across southwestern Wisconsin. So, we're beginning to get into our peak severe weather season. That really peaks there as we go into July. So, we'll be in the mid-80s on Saturday. We're looking at the mid-70s on Sunday, back to the 80s on Monday, fueling that severe weather, and then we'll cool off and dry out a little bit by the time we go into the middle of next week.

[00:15:21]We're learning they've been taken to the hospital, officials and Dayton streets near the Bassett Street Brunch Club just before 11:00 this morning for reports that someone had fallen. We're unsure of the construction workers' injuries, but we'll continue to follow the story right here on News 3 Now and channel3000.com.

[00:15:38]We're back now to Angie Horton from the Wisconsin Beef Council and May is Beef Month, and what better way to celebrate than with some burgers?

[00:15:45]>> Exactly, and it's National Burger Month.

[00:15:47]Oh my gosh, all my favorites in one.

[00:15:49]>> I know, it's just crazy. I love May. So, okay, so this month I'm I want to do smash burgers.

[00:15:55]>> I've I've um I've rarely made those like on TV kind of showing them. We're always grilling cuz we we love being outside.

[00:16:02]>> that time of year.

[00:16:02]>> It's that time of year. But now, smash burgers, you don't need the grill. Um like one of those the real nice outdoor griddles works perfect. You can do a whole bunch. I just like using my heavy bottom skillet.

[00:16:13]>> Okay.

[00:16:14]>> Cast iron pan is perfect, too. It's kind of heavy for me to travel with, so I just use this. Um and I got a little bit of extra virgin olive oil in your heating. You want a really nice hot skillet to do the smash burgers. Um they cook really fast >> All right. versus your traditional burger cuz you flatten them. So, you know, usually my burgers, I think I set timer like 4 or 5 minutes a side. These only take a couple minutes a side.

[00:16:37]Awesome. So, the this burger is called the birria smash burger. So, you know, birria tacos Yeah.

[00:16:44]um that we love that's kind of so trendy, so popular. We took that, we turned it into a smash burger. So, I've just got a little white onion in here and I'm going to put my burgers in and then I'm going to talk about what's in them. Yum.

[00:16:54]>> Because these guys are already loaded with flavor.

[00:16:57]So, the nice hot skillet, and then you take them and you make these balls. You don't make patties. So, this is 1 lb of ground beef, and I actually use a little bit higher fat content. I use the 85/15.

[00:17:08]>> Makes the burger extra good.

[00:17:10]>> [laughter] >> Yeah, why not?

[00:17:12]>> Right. So, put them in. Give them a little bit. Now, in the burger, I already have some more onion, I've got some fresh cilantro, got smoked paprika, cumin, a little salt and pepper.

[00:17:23]>> And then um the sauce from the chipotle pepper in adobo. So, a tablespoon of that. So, do you do you like spicy? No.

[00:17:30]>> A little bit of bite is always good.

[00:17:32]>> have a little bit of bite for you.

[00:17:34]Okay. So, let's see cuz kind of smashed them down. I used my little spatula, it's not very So, that's where the smash comes from.

[00:17:42]But, I use some leverage.

[00:17:44]Okay. So, then really let them go a minute or two at home.

[00:17:49]Give them a flip.

[00:17:51]Get that nice Oh, they already got a really nice sear.

[00:17:53]>> Oh, yum. Yeah. Now, birria consommé.

[00:17:57]Made this ahead of time. That's the secret? It's It's good. This is the birria. So, in here, I have dried guajillo chilies and dried ancho chilies. Just put them in a little hot water, 10 minutes, and they kind of come back to life. Feed them.

[00:18:13]>> Cuz that'd be really hot. And then throw them in a food processor or your blender, and just kind of process them up, put them in a in your like a stock pot or a large stock pan.

[00:18:24]Some garlic, some more onion, a little vegetable oil, some cinnamon, which is a little different.

[00:18:30]>> Some garlic, some Mexican oregano, then you got tomato paste in here, and then two cups of beef broth.

[00:18:36]>> Oh, wow. That's a mixture.

[00:18:38]>> tablespoon of apple cider vinegar. Kind of a lot of ingredients, but a lot of it's kind of pantry staples other than those dried chili peppers, but look around, I found them in the supermarket, so Now, I've got toasted brioche buns.

[00:18:51]>> Mhm.

[00:18:52]These guys are looking good.

[00:18:54]A little cheese on.

[00:18:57]Yeah, like 4 minutes total, it's depending on how well you smash them.

[00:19:02]They're done, and then I try to scoop up some of those more grilled those grilled onions in there. Oh, those look delicious.

[00:19:10]Can can cover it, let your cheese melt.

[00:19:12]Give it a little steak at time. We are going to plate these up.

[00:19:18]Then we can top or drizzle a little bit of the birria consommé Mhm. over the top.

[00:19:27]And we shut this down.

[00:19:29]We'll drizzle this and you can always top with some pickled onion I got here, some cilantro.

[00:19:35]>> so good. That's going to be a good one.

[00:19:37]Yeah.
