Nairobi Police Commissioner Emmanuel Toff explained that fuel price increases are a global phenomenon driven by international market forces beyond Kenya's control, and that violent protests, road blockades, and property destruction constitute criminal acts rather than legitimate demonstrations. The police arrested 225 individuals for offenses including economic sabotage and malicious damage to property, emphasizing that peaceful demonstrations require coordination with authorities and must follow public order guidelines, while rights to protest are not absolute and can be limited to maintain public safety.

Police Update on Fuel Demos!!Nairobi Police Boss Speaks!Added:
I was saying >> [music] >> It's in a better a better economy and a poor economy. What do you know for enjoy privileges cheaper prices.
I can actually wear and wear.
I mean it's not worth sitting in the ship.
We were going to oil refinery pilot.
>> supermarkets and shops destroy private and public properties and cause malicious damage to property and to cycle hours.
But, we were ready for them.
And also our officers were on the ground to respond to maintain law and order protect life and property keep all major roads open and all business premises open.
And police will use any necessary means to make sure that there's order.
And >> this order.
I will use any necessary force as provided in to deal with any unlawful assembly and restore order.
Although protesters allegedly say that they were pursuing grievances, but they are not pursuing their grievances through any lawful action.
It was not a protest.
It was riot and with the intention to loot.
I call upon the public that they should not be allowed to be used by criminal elements or political actors.
Nairobi will not be held hostage by lawless elements, and we will not allow criminals to hijack public spaces or intimidate citizens or destroy properties.
On the issue of fuel, it is a global phenomenon.
It is not unique to Kenya, Africa, save in Africa, and the whole world.
So, it's nothing It's not something only unique to Kenya.
Due to global markets forces beyond the control of a single country, you know, the prices global oil prices, you know, global oil supply has reduced, while demand remains high, pushing prices upwards.
So, fuel prices adjustments are driven by global geopolitical events.
And this decision unlawful or riotous mob.
Any attempt to block road, disrupt business, engage in violence will not lower the prices of oil, but will instead harm the economy, endanger lives, and that will attract also the full force of the law.
And that's why you're here.
Global challenges will go but as I said earlier, and it will not be solved through lawless means, criminal acts, or what are disguised as protests.
These are criminal actions. What you have seen today are criminal actions.
Through Waiyaki Way, through Waiyaki Way, through the roundabout there, through altering Tuskys Mall area, Rongai, and Dagoretti, those are criminal acts which are disguised as protests.
We will deal with them firmly, decisively, within the law.
And for now, the total damages we have police vehicles which were smashed, windscreens are five in number, and one owned [clears throat] by civilian.
The police officers who were injured are six, including me.
You can see.
This is a rock.
So, you tell me this is a an armed and a peaceful protest, you know what it means.
You know what it means, this.
So, I was not born like this.
So, this is a new uh something added to my body.
So, it's different already, you can see.
We'll deal with them. I'm going to give you more.
It is not law.
So, if you have one question, I will take it and then we'll talk about it.
My name is Emmanuel Toff from Citizen TV. Best of luck. How many people have died or killed during >> Zero.
Zero. We have not killed. Arrests, how many?
Arrests? Correct. We have 225 arrests so far.
We'll charge them with serious offenses.
Economic sabotage.
So many things. And the malicious damage of police vehicles.
So, they will face serious and let us get the full consequences of the law.
As I said, there is no arrest.
Bye.
You see, people did a lot of mobilization you know, online.
And they want people to close their shops.
You see, that's a right of somebody, whether to open or close. We don't control that. What we will control is the violence. That we will not agree. We will use the full force of the of the law. They are lucky even these guys who are holding the guns.
You know?
So But uh I'm ready.
We go the long way.
So Lastly, you said you've arrested over 200 people.
>> Yes, yes. What are some of the crimes that they'll be charged with? Crimes?
Uh you know, there was no notification.
So this was an illegal you know, thing.
So we'll charge them with the criminal something like that. And under the public order act we'll charge them also under the penal code. So the charges are so many. So they will carry they will carry the heavy weight.
They are with us. After they are booked.
So some of these There are people who are trying to vandalize.
You know? And they were they're lucky they were not being killed today.
There was no death. Only we have control. We have no theft.
We managed to get it under control.
We denied them the opportunity to steal. Lastly, lastly, any assurance you can give to the business owners and the people within Nairobi about the >> Yes, yes.
Yes. Nairobi will take care of them.
This will not be a den of criminals.
Criminals will be dealt with accordingly.
Yes.
So for their own security it is their choice.
So and we don't have to deal with them.
It's their choice. That's That's an individual choice.
That's really the last one. What What in your context, what do peaceful demonstrations look like?
Peaceful demonstrations means that uh you're not armed.
You You come to me. You go to those days, we agree on your routes, we agree on the number, we agree on the speakers, and and you know, you receive the constitution grants us You know, under under the constitution, there's a guarantee of that freedom of speech and doing that. But, it's guided by public order.
You follow the public order, then it's easy.
Then you come to me, we agree. You're going to, you know, you go through Tom Mboya Street or Moi Avenue, take your project, you know, you know, your arguments for whatever office you want, we'll escort you. We'll give you even riot to escort you. That's our problem.
That's the way.
>> [laughter] >> And then it has to be within time frame.
But you can't You know, your your right is limited to a certain place. It's not an absolute right. Yes. But if you say Kenyans are taking, you know, Kenyans are taking this thing too far.
You know?
The rights are not absolute.
This is an agitation. So maybe lastly last last I don't deal with the go to minister about that. But But you have seen the police tear gassing the people even if it's a peaceful demonstration.
>> What you call peaceful is a bit different from what I call peaceful.
>> [laughter]
