But having indoor sports arenas and outdoor courts help to keep the youths of Jamaica out of trouble. As we can [music] see, it is finishing very slowly, but one day it will finish.
What exactly does a 4.4 billion Jamaican dollars park look like?
Let's take a tour of the official blueprint.
The entire project is managed by [music] the Urban Development Corporation, or UDC, the same agency behind the iconic [music] spaces like Kingston Waterfront and Harmony Beach Park in Montego Bay.
This isn't just a field with a few benches.
>> [music] >> It is a meticulously planned 21.5 acres ecosystem for fun, business, and climate survival.
At its core, a 700 m jogging track [music] is designed to weave through the whole complex, complete with elevation [music] changes for a tougher workout.
The Portmore Resilience Park is not just a park.
It is a commitment to public health.
So, as you travel along the jogging path, you'll have dedicated courts for tennis and the fast-going sport of pickleball.
But the vision goes way beyond just being outdoors.
The plan includes a huge indoor sports center >> [music] >> for netball, badminton, and volleyball, and can also host all of community events, no matter the weather.
Just imagine local tournaments, cultural festivals, a turn out, all having a modern dedicated home.
Outside, the blueprint shows an outdoor gym, a huge concert lawn with a central [music] pavilion, gazebos creating a natural hub for entertainment and community gathering.
This is designed to be a place where, as Prime Minister Andrew Holness puts it, you can feel the energy and the life on a Friday or a Sunday evening.
Here's the smart part about building this park.
The park is designed to pay for itself.
The plan include 14 commercial spaces and 18 small kiosks, [music] all placed strategically to serve the park goers.
This creates a built-in economic engine, giving local entrepreneurs a shot of generating money to help maintain the park.
It is a model that's about more than just recreation.
It's about empowering the community.
During its operation phase, the park is expected to create about 70 direct jobs and 30 indirect ones.

The most revolutionary part of this project is right there in the name, resilience.

The entire design is packed with climate-smart technology.

The green space will feature >> [music] >> drought-tolerant plants fed by a drip irrigation system to waste as little water as possible.
And the lights for the entire 21.5 acres facility they're slated to be powered by solar panels, slashing the park's carbon footprint.
Even the construction is meant to use recycled materials where possible.
Second, it is engineered to resist floods.
The design uses large water features and it leverages Port existing canals.
The plan also includes massive rainfall [music] harvesting with a goal of capturing up to 75,000 gallons of water to irrigate the grounds and reduce runoff during [music] heavy storms.
This is a direct answer to Portmore's [music] environmental challenges, making a green space that actively protects the community around it. This [music] is what resilience means in practice.
The ability to withstand shocks, absorb pressure, and to bounce back stronger.
This park is meant to do just that.
The park is meant to be an educational tool with interactive signs explaining climate change, conservation, [music] and recycling, embedding these ideas in daily life.
