International diplomatic negotiations in conflicts often require extended timeframes and multiple phases, with progress on specific issues not guaranteeing a final agreement; successful resolution typically involves addressing interconnected challenges such as nuclear programs, territorial disputes, and sanctions relief through phased approaches that allow parties to build trust before tackling the most contentious issues.

Despite more mediated talks, a quick end to the United States and Israel's war with Iran is not looking likely. US Secretary of State Marco Rubio said Tuesday negotiations may take a few more days.
>> to be a deal, we're going to have to work through that.
>> Iran's Foreign Ministry said earlier progress was made on many parts of a memorandum of understanding, but that did not mean a final deal was close. So, where are the discussions at?
Since a truce in early April, the two sides have continued to clash over major issues.
>> You're not going to yield to their maximalist demands.
>> The straits have to be open.
They're going to be open no matter where they are.
>> They include Iran's nuclear program, Israel's war in Lebanon against Hezbollah, and Tehran's demands for sanctions relief and access to frozen assets. After weeks of mostly indirect talks, both sides say they've advanced work on a potential 14-point memorandum that will pause the war and create a 60-day window for negotiating a final deal.
A US source said Iran had agreed in principle to open the Strait of Hormuz and to dispose of its highly enriched uranium. In exchange, the US would lift its naval blockade.
But, Iranian officials said the initial framework centers on ending the war on all fronts and does not include immediate commitments on nuclear.
If the two sides agree, Iran's Supreme National Security Council will need to give the memorandum the green light.
Then so must its Supreme Leader.
If that first phase holds, the two sides could use the 60-day period to tackle harder issues, especially the nuclear dispute. The US believes Iran wants to build a nuclear bomb. Iran has always denied this, saying its atomic program is to generate power. The last nuclear deal with Iran took years of negotiations between large teams of technical experts. It was struck in 2015 and torn up three years later by US President Donald Trump.
>> Never acquires a nuclear bomb.
