The Copyright Claims Board (CCB) has jurisdiction only over copyright infringement claims, not breach of contract disputes; claims must comply with the CASE Act requirements and provide sufficient factual details about the nature of the alleged infringement to proceed.

Sarasota Tim | Copyright Strike Claim Update| May 28Added:
On April 17th, Timothy Baker was hit with a copyright strike from YouTube for infringing on another creator's copyright.
Sarasota Tim's channel has received multiple copyright strikes. Here is what we know.
The video that was allegedly infringed upon was titled [music] Kimber Micro 9 Not For Me. According to the copyright owner, it was published on YouTube channel Sarasota [music] Tim owned by Timothy Baker on January 30th, 2025.
A claim for infringement was subsequently filed on April 17th, [music] 2026 with the Copyright Claims Board in Washington.
The claimant stated that he was the videographer of a video titled [music] Kimber Micro 9 Not For Me. The video was 11 minutes and [music] 23 seconds in length. The complainant went on to say that Timothy Baker published the entire video onto his monetized YouTube channel Sarasota Tim without his permission or authorization as he had not been compensated for his work, which was part of their agreement. To date, that video has received almost 10,000 [music] views with all revenue going to Timothy Baker and nothing going to the videographer who owns the copyright. The claimant stated, under penalty of perjury, that he is the owner of the copyrighted material >> [music] >> and produced proof that registration is currently pending with the US Copyright Office in [music] Washington. He submitted a takedown request to YouTube.
On April 18th, 2026, the content was removed [music] by YouTube noting a copyright infringement claim. The claimant is requesting all revenue to date [music] that content generated and also for Timothy Baker to agree to stop infringing on his copyright. [music] On April 19th, Baker submitted a counter notification in [music] response to a copyright removal request asking YouTube to reinstate a video that was removed.
In that counter notification, Baker claimed he was the author and sole copyright owner of the video [music] in question. He further claimed the video was recorded and created by him using his own personal recording device.
YouTube denied [music] his claim and is not reinstating the content at this time due to a lawsuit initiated [music] by the claimant.
On May 13th, 2026, [music] the claimant received an order to amend a non-compliant claim as the Copyright Claims Board found that the claim did not comply with the requirements of the CASE [music] Act and related regulations, and that the claim could not move forward unless it is amended.
And if he [music] wish to proceed with this claim, he must file an amended claim by June 12th, 2026. [music] If he does not, the board must dismiss the claim without prejudice, although the claimant may file again in the future before the board or in federal court. [music] The order went on to say that the claimant submitted a copyright infringement claim alleging infringement of a video.
>> [music] >> However, information in his claim suggested that this might be a breach of contract dispute, and that the board is not authorized to hear claims for breach of contract.
In response to this order to amend, the claimant sent the following motion to the board, request to withdraw copyright infringement claim, Copyright Claims Board [music] regarding claim number 26 CCB290, claimant John Bianco, respondent [music] Timothy R. Baker, request to withdraw claim.
Dear Copyright Claims Board officers, I, John Bianco, the claimant in the above referenced proceeding, [music] respectfully submit this motion requesting an order dismissing my copyright infringement claim.
>> [music] >> On April 19th, 2026, I filed a claim with the Copyright Claims Board alleging infringement of a video work. Upon further review and consideration, I have [music] determined that the core issue in dispute is not copyright infringement, but rather a potential breach of contract [music] between the parties. Because the substance of the disagreement between the parties concerns contractual obligations [music] rather than copyright infringement, I am concerned that this matter falls outside the jurisdiction of the board. [music] Therefore, I respectfully request that the Copyright Claims Board issue an order dismissing [music] this claim without prejudice to any rights I may have to pursue the matter in an appropriate forum [music] with jurisdiction over breach of contract claims. I certify that the foregoing is true and correct to the best of [music] my knowledge.
Respectfully submitted, John Bianco.
On May 25th, [music] 2026, the Copyright Claims Board received a request from the claimant to dismiss this claim. The board dismisses the claim without prejudice and closes case 26-CCB-0290.
[music] Dismissal without prejudice means the claim can be [music] filed again in the future provided there is no agreement with the respondent to the contrary.
>> [music] >> The copyright strike received by Timothy Baker has been resolved since the claim has been retracted and [music] the video will be restored to the Sarasota Tim Channel on YouTube.
Update coming soon on claim 26-CCB-0302, which also [music] received an order to amend non-compliant claim from the Copyright Claims Board. This was the copyright claim submitted alleging infringement [music] of 10 videos.
More to come on that one.
