The coastline of Pacific Grove is spectacular in the specific way that the California Central Coast is spectacular, which is to say it is spectacular in a way that seems almost aggressive in its beauty, as if the landscape is actively trying to overwhelm you. The Monterey cypress trees along the headlands, twisted by decades of onshore wind into shapes that look like something a troubled artist would sculpt.
The granite outcroppings at the water's edge, rounded and pale, draped in the season's sea vegetation. The water itself, which is not the warm tropical blue of a postcard beach, but something colder and greener and more opaque, the color of old glass, the color of depth.
The Pacific off the Monterey Peninsula is part of one of the most biologically productive marine ecosystems on the planet, fed by upwelling cold water from deep in the ocean, rich in nutrients, thick with life at every level of the food chain from the microscopic to the enormous.
Enormous matters here. The Monterey Bay is not a place where you're ever far from the largest creatures in the ocean.
Gray whales migrate past the point twice a year. Blue whales, the largest animals that have ever existed on Earth, feed in the bay in summer. Sea otters float on their backs in the kelp forest just offshore, cracking urchins on their chests with the self-satisfied air of animals who have figured something out that most other animals have not.
Harbor seals haul out on the rocks below the Lovers Point headland and regard passing humans with the particular expression that seals have, which is simultaneously bored and deeply suspicious. Dolphins move through in pods that are sometimes small and sometimes enormous. And in the cold, productive, churning water of the bay and along the rugged coastline of the peninsula, there are sharks.
There were always sharks. This is the important thing to understand, and it is the thing that the people who lived in Pacific Grove in 1959 understood in the abstract, but had not until the summer of that year been confronted with in the specific. The white shark, which most people still call by the name that the film made famous, had been known to inhabit the waters of central California for as long as people had been keeping records of such things. Fishermen knew about them.
Scientists at the Hopkins Marine Station, the Stanford University Marine Research Facility that had been operating at Pacific Grove since 1892, knew about them. The shark was a fact of the ecosystem the same way the gray whale and the sea otter were facts of the ecosystem. It was there. It was part of the ocean that everyone lived beside.
But knowing that something exists and understanding what it means for it to exist are different categories of knowledge. And in the summer of 1959, on a morning in May, the gap between those two categories closed in the most violent and unambiguous way possible.
His name was Robert Pamperin and he was 23 years old and he was diving for abalone.
Abalone diving was not an unusual activity for a young man on the Monterey Peninsula in the 1950s.
The abalone, a large marine snail with a shell that looks like an ear and a foot of muscle that, when properly prepared, is one of the more remarkable things you can eat, was present in the rocky shallows along the central California coast in numbers that are genuinely difficult to imagine from the perspective of the present day, when abalone populations have been devastated by a combination of over-harvesting, sea urchin population explosions, and ocean warming.
In 1959, the abalone were still there in their original abundance, clinging to the undersides of rocks in the surge zone and the kelp forest margins, and harvesting them was a straightforward matter of putting on a wetsuit and a mask, taking a large breath, and diving down to pry them off the rocks with a specialized tool. It required no scuba equipment, no boat, no special training beyond the ability to hold your breath and navigate surge.
Young men did it recreationally all along the coast.
Pamperin was diving with a friend, Gerald Lera, at a spot near La Jolla, which is not Pacific Grove, but is the same northern California coastline. And the distinction matters less than the shared character of these places, the same cold green water, the same kelp forest, the same rocky submarine terrain, the same ecosystem, and therefore the same apex predator operating within that ecosystem. The two men have been in the water for some time. It was a clear day. The conditions were reasonable.
Lera was at the surface. Pamperin had dived. What Lera saw when he looked toward where his friend had gone under is something that he described in interviews afterward with the particular halting precision of a person trying to report accurately on something that every instinct they possess is telling them cannot have happened. He saw Pamperin rise from the water, not swim to the surface, Rise lifted, as if something below him had pushed him upward with enormous force. And then he saw the shark.
The animal was described by Lera as being enormous. This is, of course, how witnesses always describe white sharks, because white sharks are in fact enormous, the largest of the lamnid sharks, capable of reaching lengths of 6 m or more and weights that are difficult to fully comprehend unless you're standing beside one, which is an experience almost no living human being has had in the circumstances Lera found himself in.
But Lera's description was in a way that transcended the usual vagueness of traumatized witness testimony. He said the shark had Pamperin in its mouth.
That Pamperin was being held with what appeared to be the upper half of his body above the waterline. That Pamperin was not moving. That the animal was much larger than the man it held.
Lera swam toward his friend. This is worth pausing on. In the presence of an animal that large doing what that animal was doing, he swam toward it. He did not swim away. He did not freeze. He swam toward the shark and toward his friend, and he dived to try to reach him. What he found when he went under was nothing.
The shark was gone. Pamperin was gone.
There was nothing in the water where they had been, but the kelp forest and the cold and the particular silence of the underwater world that is not really silence at all, but is the absence of the sounds of the human world.
Robert Pamperin was never found. Not a body, not a part of a body, not a piece of equipment, nothing. The ocean kept him completely. A search was conducted involving divers and vessels and the attention of everyone in the coastal communities along that stretch of California for days afterward, and nothing was recovered. The ocean gave back no evidence of what it had taken.
The effect of this on the communities of the central California coast cannot be overstated. The scientists who had devoted their professional lives to understanding it.
All of these people had a relationship with the ocean that included at some level a trust, not naivety. They knew the ocean was dangerous. They knew about rip currents and cold water and the unpredictability of the sea. But the danger they understood was the danger of the physical conditions of the ocean, the danger of drowning, of hypothermia, of rough water.
The danger of being killed by an animal, specifically killed, specifically targeted and consumed, that was a different category of danger entirely.
That was not in the framework. And when the framework fails, when the model you have been using to understand your world turns out to be incomplete in a fundamental way, the feeling that follows is not just fear. It is disorientation. It is the sense of the ground shifting under everything.
And then a few months later, it happened again.
This time the victim's name was Renato Zanelli, and the location was again the central California coast, and the circumstances were again a diving trip in the kelp forest zone. And again the attack was by an animal so large and so violent and so complete in what it did that there was almost nothing left to confirm what had happened except the testimony of the person who survived and the few pieces of physical evidence that remained at the scene.
The pattern was establishing itself in a way that could no longer be dismissed as coincidence or aberration. The California coast had shark attacks. Not just the theoretical possibility of shark attacks, but actual lethal devastating shark attacks that were removing people from the water with a completeness that left families without bodies to bury and communities without the closure that even the worst deaths normally provide.
The scientific community took notice.
The Hopkins Marine Station at Pacific Grove with its decades of accumulated research on the marine ecology of the Monterey Bay was positioned to become a center for the kind of systematic study that these events demanded.
But the science of sharks in 1959 was not the science of sharks today, and this is a crucial context for understanding everything that followed because the gap between what was known and what needed to be known in order to respond intelligently to what was happening was enormous.
What was known in 1959 about white sharks was, by modern standards, almost nothing. The animal had been described taxonomically. It had a Latin name. It had been caught by fishermen and examined by scientists often enough that its basic morphology was understood, its size, its teeth, its general body plan.
There was a shark attack file that had been maintained by a researcher at Cornell University since the 1930s, a systematic attempt to catalog reported shark attacks around the world and extract patterns from them. And this file indicated that white sharks were involved in a significant number of serious and fatal attacks globally.
But the behavioral ecology of the animal, how it hunted, what it preferred to eat, how it used its environment, how it found its prey, why it attacked humans when it did and did not attack humans in other circumstances, all of that was essentially unknown.
The white shark was, scientifically speaking, almost a ghost, an enormous, documented, physically present ghost, but a ghost nonetheless because it spent the vast majority of its life in conditions that made direct observation nearly impossible. It did not live in shallow water where divers could follow it.
It did not live in captivity. Every attempt to keep white sharks in aquariums in this era ended quickly and badly with the animal dying within days or weeks, unable to maintain the constant forward motion it needs to breathe, unable to eat what it required, declining rapidly in a way that suggested the white shark was perhaps the most comprehensively untamable large animal on the planet.
It was large enough and fast enough and powerful enough to go where it wanted in the ocean and do what it wanted in the ocean, and no human technology of the era could follow it reliably enough to build a picture of its life.
What this meant for the communities of the California coast was that the scientific establishment, which they naturally turned to for answers in the aftermath of the attacks, could tell them what had attacked and killed the people but could not tell them why, could not tell them where the animal went when it was not killing people, could not tell them whether it would come back, could not tell them what the risk was of getting back in the water, could not give them the information they needed most.
Which was a rational basis for making decisions about a place they loved and a way of life they did not want to abandon.
In the absence of that information, what filled the space was something older and less rational and in its own way entirely understandable. Fear. Not the ordinary fear of a known risk, but the specific, shape-shifting, hard-to-contain fear of an unknown one.
The fear that comes when you realize that something enormous and lethal and essentially invisible exists in a place you thought you understood, and that it moves through that place according to rules you do not have access to, and that the people it has killed gave no indication beforehand that they were in any more danger than anyone else in the water.
The beach attendance in communities along the central California coast dropped that summer and the summer after. Not uniformly, not completely, because the relationship between people and a place they love is not so easily severed, but noticeably, in ways that local businesses felt and local officials noticed and local newspapers reported.
The families who had spent every summer weekend at the beach found themselves having conversations that they had never expected to have. Conversations about whether the water was safe, about whether the risk that had always been theoretical had now become real in a way that changed the calculation. But the recreational community, the community that had grown up around the post-war California beach culture that was crystallizing in the late 1950s into something with its own identity and its own economics, that community was confronting something it had not built its identity to accommodate. The California beach was supposed to be a place of freedom and sun and the democratic openness of a coastline that belonged to everyone.
The idea that the water itself might be hostile, that the thing you were swimming in might be hunting in, was not just frightening. It was philosophically incompatible with the entire meaning of the place.
The city government of communities along the affected stretch of coastline responded in the way that governments typically respond to threats they do not fully understand, which is to take the most visible and assertive action available regardless of whether that action is likely to be effective. Shark nets were proposed and in some cases deployed. Barriers of netting anchored to the seafloor and extending to the surface intended to keep sharks out of swimming areas.
The problem with shark nets, which was known at the time and is well documented now, is that they are only partially effective at best and come with significant costs to the broader marine ecosystem. They catch not only sharks, but sea turtles, dolphins, rays, and other marine life that has nothing to do with the threat they're supposed to address. They create a psychological sense of security that may not correspond to actual security because white sharks in particular are fully capable of going over or around or through nets that are not perfectly maintained. And maintenance in the conditions of the Central California coast, with its strong surge and its fouling marine growth and its seasonal storms, is a constant and expensive challenge.
There was also a campaign, informal but widespread, to simply kill sharks. Any shark, fisherman who brought in a shark of any species received attention and approval that they had not previously received for that particular catch.
Shark fishing tournaments were organized. The kill was understood in the emotional logic of communities that had been frightened as a response, as a way of doing something, even if the something was not targeted in any scientifically meaningful way. White sharks were the problem.
White sharks were not the only sharks being killed. The conflation was not a failure of intelligence. It was what happens when fear has nowhere more precise to go.
Man named Albert Cogler was 21 years old in 1959, a student at San Francisco State University, and he was swimming with a friend named Shirley O'Neil at Baker Beach in San Francisco on a May afternoon when the water exploded around him. This was not a diving incident in a kelp forest. This was not an abalone hunting trip in deep rocky water. This was a swim on a public beach in a major city on a clear afternoon.
Cogler was perhaps 50 ft from shore in water that was chest deep when the shark hit him.
O'Neil heard him scream. She turned and saw the water around him going red, and she swam toward him, not away, toward him, the same reflex that had moved Gerald Lara toward Robert Pamperin a few weeks earlier, the same refusal of the obvious self-preserving choice in the presence of a friend in mortal danger.
She reached him and grabbed him and pulled him toward shore. And what she found when she reached him and what others found when they met them at the waterline is information that I am going to give you directly because sanitizing it would be a different kind of dishonesty, and this story deserves accuracy.
Albert Kogler had been bitten almost in half. His left arm and his left side had sustained injuries of a severity and a character that were consistent only with the teeth of a very large shark. A shark that had closed its jaws on his torso with sufficient force to compromise structures that no smaller animal could have reached. He was alive when Shirley O'Neill pulled him to shore. He was alive when the people who had been watching from the beach reached him.
He remained alive for a period of time that under the circumstances is a testament to something in the human body that continues to function beyond what should rationally be possible. He died at the hospital later that evening.
Shirley O'Neill was 20 years old. She saved his life in the sense that he reached the shore alive, and she lived with what she had seen and done and felt in that water for the rest of her life in the sense that those minutes in Baker Beach would never stop being part of who she was.
She received formal recognition for her bravery, including a commendation from the city of San Francisco, and she gave interviews in the years immediately following the attack that were precise and honest and remarkable in their clarity. And in those interviews she did not describe herself as brave. She described herself as someone who saw her friend and swam toward him. She said she did not think about what was in the water. She said there was no space for that thought. There was only the thought of him.
Baker Beach is within the Golden Gate National Recreation Area. It is in the shadow of the Golden Gate Bridge. It is a few miles from downtown San Francisco.
It is one of the most famous and heavily visited beaches in one of the most famous cities in the world. The attack on Albert Kogler was not in a remote location, not in a wild coastline far from population centers, not in a place that carried any sense of wildness or remove. It was in the city. It was in the familiar.
And that, more than anything else about that year's accumulation of shark incidents, was what completed the transformation of the California coast's relationship with the Pacific.
The scientists at Hopkins Marine Station and at the Scripps Institution of Oceanography in La Jolla and at Stanford and Berkeley began, in the years following the 1959 attacks, to take the white shark seriously as a scientific subject in a way that had not been possible or perhaps had not seemed necessary before. The Navy was interested.
The Navy was always interested in anything that posed a threat to personnel in the water, and naval aviators who went down over the Pacific and naval divers operating in coastal waters were exactly the kind of people that a better understanding of shark behavior could help protect.
Federal funding that might not have materialized for pure scientific curiosity materialized for shark research framed as a national security interest. And this is not a digression or an irony. It is the actual mechanism by which a significant portion of early white shark research got funded.
What the early research revealed, painstakingly, over years of study that were limited by the impossibility of following the animals in their actual environment, was a picture of the white shark that was simultaneously more comprehensible and more extraordinary than the blank-eyed killing machine that popular fear had constructed. The white shark was not, it turned out, an undiscriminating predator that attacked everything it encountered.
It was a highly selective hunter with specific prey preferences that shifted over the course of its life. Juvenile white sharks, which were smaller and less capable than adults, fed primarily on fish. As they grew, as they became capable of taking larger prey, their diet shifted toward marine mammals, toward the seals and sea lions and sea otters that were present in enormous numbers along the California coast.

The California coast was, paradoxically, becoming more dangerous for human water users at the same time that it was becoming ecologically healthier. And this paradox would take decades to fully articulate and longer still to begin to resolve in terms of public policy and public behavior.
The community of Pacific Grove specifically and the Monterey Peninsula more broadly spent the years following 1959 navigating this situation without a clear map. The practical responses were what they were, the nets and the patrols and the signage and the monitoring programs.

There is a concept in the study of how communities respond to trauma that is sometimes called the normalization of a new reality. And it describes the process by which something that was once experienced as a rupture, as an event so far outside the expected that it cannot be integrated, gradually becomes part of the fabric of ordinary understanding.

The beaches along the Monterey Peninsula and up and down the California coast began over the following decades to post shark advisory notices when conditions warranted, when a shark had been sighted close to shore, when seal activity was high in a particular area, when the seasonal patterns that the growing science of white shark ecology was revealing suggested elevated risk.
The divers and the surfers developed their own informal knowledge base, sharing information about sightings through the networks that small passionate communities have always used to maintain collective awareness.
The sharks themselves continued to live their lives with complete indifference to all of this. This is perhaps the most important thing to hold on to when thinking about what 1959 meant for the California coast. The sharks were not responding to the humans. The natural human response is to make the human the protagonist, to frame the ocean as our space that the shark invaded to experience the violence as an aggression directed at us. And that frame is understandable and in many ways unavoidable given what it feels like to be the species that has stories and grief and the capacity to be permanently marked by what we lose.
But it is not accurate and the inaccuracy matters because the choices that communities and governments and scientists make about how to manage the relationship between humans and white sharks depend on the frame they are using. If the shark is an invader in our space, the response is exclusion, elimination, control.
If the human is a visitor in the shark's space, the response is different. It is accommodation, awareness, respect for the rules of an environment that was not originally organized for human use.
The shift from the first frame to the second, which has been happening gradually in California and along white shark habitats globally over the past several decades, has not been a comfortable one. It has been resisted by commercial fishermen who lost catch to sharks and by surfers who lost friends to sharks and by politicians who needed to be seen doing something in the aftermath of attacks.
But it has been driven by accumulating evidence. A picture of what white sharks actually are that is so much more complex and so much more extraordinary than the image of mindless predatory violence that the attacks of 1959 had installed in the public imagination.
The work that began at Hopkins Marine Station in Pacific Grove and at Scripps in La Jolla in the years after the 1959 attacks eventually contributed to one of the more remarkable conservation reversals in the history of marine biology.
California in 1994 became one of the first places in the world to legally protect white sharks, prohibiting their targeted killing in state waters. A decision that would have seemed not just premature, but genuinely insane to the people who attended city council meetings in Pacific Grove in 1959 demanding that the sharks be hunted and eliminated. It was not an easy decision politically.
It required a level of scientific consensus and a level of public trust in scientific authority that took decades to build. And it required at a cultural level a shift in how the communities of the California coast understood their relationship with the ocean and the animals in it.
That shift has not been complete. It is not finished. White shark attacks on surfers and divers along the California coast continue to happen rarely, but regularly a few each year in most years, occasionally a fatal one. Each one triggers a fresh version of the same response.
The fear and the anger and the demand for action and the political pressure on managers to do something visible. Each one is also for the scientists and the conservationists and the people who have built their understanding of the white shark on 40 years of accumulated research, an event that needs to be contextualized, that needs to be placed within the larger picture of what the ocean is and what the white shark is within it without dismissing the reality and the enormity of what has been lost.
Albert Cogler died on a Tuesday evening in May of 1959 at a hospital in San Francisco. He was 21 years old. He had been swimming in the ocean on a clear afternoon with a friend. His death was reported in newspapers across the country and around the world.
The coverage was, as coverage of shark attacks has almost always been, somewhat more about the horror of the mechanism of death than about the person who died.
And this is a tendency worth naming directly because it shapes how these events are understood and remembered.
The mechanism is dramatic. The mechanism invites a specific kind of narrative, ancient and visceral, about what the ocean can do, about the specific terror of being consumed by something in the sea.
And the mechanism is real, and it is terrible, and nothing about contextualizing it ecologically or scientifically makes it less real or less terrible.
But Albert Cogler was also a person with a life before the water and plans for a life after it. And the reduction of him to the manner of his death is a diminishment that his family has had to live beside for decades.
Shirley O'Neill, who pulled him to shore and who survived not just that day, but the years of knowing what she had seen and what she had done, was also a person before and after those minutes in the surf at Baker Beach. A person whose life was marked by that day in ways that do not reduce to bravery or heroism, though she was both of those things. She was a 20-year-old woman in the water trying to reach her friend.
That is the human fact at the center of this, and it is the one that tends to get lost in the larger story that the attack became.
The larger story is also real and also deserves to be told. Because what happened on the California coast in 1959 was not just a series of isolated tragedies. It was the beginning of a conversation, extended and unresolved and still ongoing, about how human beings understand the ocean and their place in it.
It was the moment when the specific character of the Pacific off the central California coast, its depth and its cold and its extraordinary biological productivity, and the apex predators that productivity supported, became undeniably present in the daily life of the communities that had been living beside it for generations. It was the moment when the ocean stopped being a background and became a subject.
The Monterey Bay today is different from the Monterey Bay of 1959 in ways that are almost entirely positive from a biological standpoint. The sea otter population, which was down to a few dozen animals when protection began in the mid-20th century, has recovered to several thousand. The harbor seal and sea lion populations have expanded dramatically.
Gray whale populations, which were driven to the edge of extinction by commercial whaling, have recovered to near their pre-whaling levels and the twice-yearly migration past Point Pinos is now one of the great wildlife spectacles of the California coast. The kelp forests, though they have contracted in some areas due to sea urchin population explosions driven by ocean warming, are still among the most productive and diverse marine ecosystems in the Pacific and the white sharks are there.
In greater numbers than they have been in living memory, following the seals and the sea lions into the richest marine habitat on the western coast of North America.
The Monterey Bay Aquarium, which opened in 1984 on the site of a former sardine cannery on the Cannery Row waterfront, has become one of the premier marine conservation institutions in the world and its work on white sharks, including the only successful attempts to display live white sharks in captivity for periods longer than a few days, has contributed enormously to the public understanding of the animal.
The aquarium has also been central to the shift in how white sharks are perceived by the general public, moving the cultural needle from undiscriminating killer to complex apex predator with a specific ecological role in the health of the nearshore marine ecosystem. This is not sentiment.
The presence of apex predators at the top of food chains has documented effects on the ecosystems below them, effects that can be measured in the health of the kelp forest and the distribution of prey species and
