I will uh just say something about what uh Honorable Ssemujju was saying.

So, you all of you can see what is going on.
And uh it was predictable. And uh all of you have seen what everybody predicted, but I think our emphasis is on the rule of law that telling the people of Uganda, regardless of who you are, to fight for the rule of law.
Because everybody needs the rule of law.
Regardless of who you are.
All of you saw a few days ago one of the NUP people was abducted.
The same person who was mocking our supporter about their abductions and all that.
It took seeing the trending content.
I saw that human being saying that her abduction was a good lesson.
And she was condemning the manner in which she was she was taken.
And I think that's a message to everybody that when we say let's fight for the rule of law, it benefits every single individual to fight for the rule of law.
About what is going going on with uh Anifa Moung of course, I think everybody knows that this is really just not about fighting corruption because they are simply trying to settle some scores.
The same General Museveni who was uh Chambwansi giving members of parliament 100 million shillings for getting a nice day in Kampala.
He's the one purporting to fight corruption now.
All those are forms of corruption.
So, they cannot say that this is about fighting corruption. As and as NUP, we shall continue demanding for accountability. We shall continue, you know, doing whatever we are supposed to do as NUP to call for accountability.
And I want I want to appreciate those members under the leadership of Honorable Ssewannyana putting their backs against the wall.
>> But I think we also need to appreciate the activists, our comrades from Agora, from all other entities of civil society who have been speaking out.
I think one of the lessons we learn in this is continue speaking out, continue doing what is right.
And I want to say this, if the people of Uganda are celebrating in the capital uh a smaller big but smaller fish, what will happen when the big fish when the big fish fall? And for sure they will fall.
They will fall and the people of Uganda will be able to get their freedom.
The IGG does not work under the direction and control of any person.
>> If someone is stealing billions that should be preventing diseases that kill our people every day.
If someone is stealing iron sheets for the people of Karamoja, who are always dying because of hunger, because of uh all sorts of vagaries and all that, then that person is murdering people. But then, because these people are not looking at inner corruption, they wait for them.
Some Ugandans have been calling it strategy. Uh they are calling it strategic patience. They say, "This man is very wise. He left this woman to steal until he decided to act."
But while he waited, many people suffered. Many people died.
Many people have lost livelihoods because of that corruption that was not going on. So, if they are serious about fighting corruption, it should be a different mode and not what we are seeing now. Therefore, ladies and gentlemen, as the National Unity Platform, we've been having a meeting with the parliamentary caucus.
Members of Parliament are here today.
We discussed at length together with the party leadership, as you can see, and agreed, first of all, that Parliament needs an alternative vision coming from the people who love this country, who are truly patriotic.
>> [applause] >> We believe as NUP that the Parliament of Uganda needs to regain its independence.
And we do not see that in whatever is going going on in NRM.
You see even how someone who should not be participating in politics wakes up in a day and says, "This is the person we are endorsing for the speakership."
And another says, "Now I I am endorsing We're going to tell you who we shall endorse. It will be a woman." Then the following day he changes his mind and says, "Now I'm endorsing this person."
The very person who is making those endorsements is not supposed to be doing that because he is a serving military officer, who should not have anything to do with political contestation.
So, if we get such a speaker of Parliament, how independent can they be?
You've all seen the kinds of laws that are coming out of that Parliament.
Even when our members go there and put up a fight, they don't have a chance.
So, yes, we hope and implore the members of the NRM also to see what is going on.
And we, together as the citizens of Uganda, but most importantly, those MPs, try to restore the image of Parliament, but not just the image, but the functionality, which is envisaged under the constitution. The constitution creates Parliament as a very, very important institution that should be checking government, that should be ensuring that the laws that are made are for good governance and the rule of law, that should be consulting the people of Uganda, that should be representing their views. And that Parliament has not been doing that.
That is why, ladies and gentlemen the National Unity Platform leadership together with the caucus of members of parliament has decided to fill a candidate for speakership of the 12th parliament.

Ladies and gentlemen I'm going to invite uh acting president and uh deputy president Eastern Uganda to come here as we are ready our candidate for speaker.

Paul Mwiru is my name and I here by welcome my party for the trust they have put in me as a their candidate for the the position of the speaker of the 12th parliament.
Fellow countrymen and women today I officially declare my candidature for the speakership of the of the 12th parliament of Uganda.
As the 12th parliament prepares to embark on its 5-year term beginning on 25th May 2026 and considering the numerous lessons learned from the previous parliament the choice of speakership is a matter which which should interest all Ugandans.
As the head of the legislative arm of government a speaker provides the strategic legal, procedural, governance, administrative compass for the law making, representation, oversight, appropriation, and functions of parliament.
As the chief custodian of the rules and privileges of members, the speakership requires an experienced, exemplary, and patriotic Ugandans like myself.
As I step forward to offer my candidature for the speakership of the 12th parliament with the ambition of enabling Ugandans have a proper people's speaker who will restore the image of parliament.
We will enforce competitive [applause] selection and reform these processes and procedure in the 12th parliament that serves the best interest of all Ugandans irrespective of tribe, religion, color, political party, or region.
My candidature is vested in my proven com- commitment to defend our national constitution and serving the people of Uganda with honor, dignity, and patriotism.
At the time when we are striving for remarkable social-economic transformation, Uganda deserves a parliament a parliamentary leadership which will listen and respond to the aspirations of the masses on how national resources are allocated, the nature of laws passed, and the manner in which parliament operates.
AS YOU ALL KNOW, everything in governance everything in governance rises and falls with leadership.
I therefore call upon all members of the 12th parliament to rally to rally around my candidature so that we can have a speaker who stands for consensus, fairness, equity, inclusivity, protection of privileges, and dignity of members, and safeguard the aspirations of the cattle men and women.
We are not able to see me or hear me using derogatory language against any of you.
>> [applause] >> The candidature is not an external imposition. The way it is, you are voted our secretary of opposition. It is like the speaker is not any position in the 10th parliament. If we don't rise up my speakership is going to be actual.
An issue to do with all members of parliament, not an external imposition.
A solution for speakership that works for all members.
It will be the speaker of parliament and not I'll be speaker for parliament, not a political party or particular group.
Having been a member in two previous parliaments and successfully led parliamentary committees, I bring with me a wealth of executive leadership experience and tasks upon which shall go to rebuild the 10th parliament.
In summary, my candidature for the speakership of the 10th parliament is premised on the cardinal values of competence, impartiality, procedural mastery, responsibility, diplomacy, integrity, I give you my candidature for the leadership of the 10th parliament for God and my country.
I I want to take this opportunity to remind you, colleagues, that actually I am qualified for the position of the speaker. I'm a lawyer.
So, I will make a formal launch on Friday of this month and I will have launch my candidature in the parliament of Uganda on the 3rd of on the on the Friday.

We all galvanize this support by reaching out to the like-minded forces of change that are available.
Effective we should begin now campaigning moving out to the police not only of uh opposition, but even NRA man for your information, they are very disgruntled.

The hypothetical question on the lips of many is, if one individual through the culture of corruption that has been perpetuated for ages now, that our mass primitive land will end that is within 5 years.
That is uh like rubbish.
How about those that have been in charge for 40 freaking decades down the road?
It's even much much more.
Mine is also to say that we return to this paper as we launched on Friday, we have very little time on our hands.
And let's use it productively, maximally, and ensure that our candidate wins.

And you have heard his commitment, which reflects a lot with what we stand for as the National Unity Platform Party.

We stand I would like to invite us all to stand up in in memory of our dear member of parliament who should have been here with us honorable Eric Eternal rest grant unto her, oh Lord, and let your perpetual light shine upon her. May she rest in peace.

To the new members of parliament to you, honorable, it's a time to go and make change. It's a time to go there because you are mandated by the electorate for their with transformational practice, not transactional.
I have to say and I have to repeat that whatever is transactional, brown envelopes, brown envelopes, goes to the stomach.
And I want to boldly repeat what goes to the stomach goes to the toilet.
In the monitor today, the leader has said it is the appetite that brings down a man, including us the women. What goes in your stomach be transformational.
Be accountable.
Work as a team.
And I know you will change and rewrite the rules of participation that your values >> [clears throat] >> and your identities is not on sale. I trust that.
And should you want to to to challenge that, you already have a precedent of where that leads.
In the case, in the case, but go work as a team, be accountable, be answerable to the electorate. And 5 years is nothing.
In fact, it it has already gone.
So, as a party, we are very proud of you. We are open for consultations. We are open that you can come in case you need not even in case, you are mandated to be consulted.
You are mandated You are mandated to be reporting. And I'm taking stock of the first 100 days of your of your your performance, the first 100 days. It will be determined a lot. Finally, finally, to Ugandans, do not ask us what else are you going to do? We are not only keeping hope alive, we are reclaiming our victory.

What is the evidence of whatever percentage upon which our president has been hurried this morning.
What is that What Where is the evidence? We continue to demand it.
We are also calling upon our team members at the various regions, West Nile and northern region, western region, eastern region to be ready. Who is there?

Because there is no way all those efforts you showed, the prices paid by blood, the lives of people, their freedom will go in vain. If it will not I believe and I can see we are coming back here to celebrate our victory.
>> [applause] >> We are We are So, I that because I know that you are all tired, sick and tired of the exclusion. Oh, in fact, there is an elderly woman who who who whom who was telling me, "But sincerely, this has gone beyond beyond.
It is too much.
It is unacceptable.
And so, we say, "What shall we do?" We will speak against it. We will continue to make demands, and we're also going to continue to pray over it. I want to salute each of you. We will celebrate our victory, but we also continue to demand for the unconditional victorious re- return of our president, His Excellency Robert Kyagulanyi Ssentamu, and his family. Then, we continue to seek to accountability for all the destruction of property, life, the lives.
We are still awake.
We are still human, and we are still powerful by right. So, let us not give up. Let's keep hope alive, and we move from the book of the Acts of the Apostles in politics to the book of Revelation era.
We are going to be there. We are reaching there. As we start with the people in the parliament, and also we are going to join other elected leaders, the councilors, among others. And also, we are calling on the court, please release release our people because you are presiding over illegalities.

You are falling because the spirit of those that you eliminated for vanity is seeking for justice.

So, what we have of all the peace-loving Ugandans on behalf of our Babule here, they are no longer Babules.
They were Babules last week. Now we are ready going to the kitchen in the parliament. I want to say congratulations. Let's go and deliver on our commitment. Let's go and continue to demand for our victory.
I speak this for God and my beloved country Uganda that is now crying that we want to wipe the tears of Uganda.
