[00:07:30]The manhunt for Senator B Rosa has spanned several locations across the country. On Wednesday, May 27 and BIN PNP personnel conducted search operations in Paranyaki Bulakan and Pampanga. Authorities checked a house in Analis city reportedly owned by the uncle of Santa Robin Padilia, a known Del Rosa ally, but that yielded negative. Del Rosa was also not located at other target sites, including his ancestral home in Davo Desur. But wife Nancy posted a photo of the operatives doing the manhunt, which he said should be within the bounds of the law. PNP said the synchronized operations were carried out lawfully, professionally, and respectful of constitutional rights.

[00:08:12]Meanwhile, the criminal investigation and detection group has referred an obstruction of justice complaint to the Department of Justice against Senator Robin Padilia for their alleged role in the Larosa's escape.

House lawmakers are warning the Senate against allowing online participation and voting in the impeachment trial of Vice President Sara Duterte. House impeachment trial spokesperson Zia Alonto Adyong says Senator judges should be physically present to observe witnesses during the presentation of evidence and crossexamination.

[00:13:11]House prosecutor Lordan Suan also says impeachment is not an ordinary proceeding that can be handled like a Zoom hearing. He says the process demands full presence, full attention and full accountability. The statements come after a proposal to allow off-site electronic voting triggered a walk out by minority senators.

Now, how that bears out impeachment trial, I think impeachment proceedings and I think your perception very quickly before I turn you over to Angela attorney Senator Ping Lak discuss a possible approach to the leadership no he was asked to change leadership feeling current minority is as majority new majority the Senate leadership remains in place and Senator SP presiding officer power although Senate President that's very bizarre I I don't know how that going to work in real life in a classroom discussion game of the general And the thing >> in actual uh operations of the Senate, you cannot separate your presiding officer role from the Senate presidency role, right?

[00:18:08]Then he has to perform his two jobs or his two uh duties uh like he's supposed to do, right? So I don't know, Senator Laxon is on to something, >> but I mean from from my perspective as a like an outsider, is that workable? Is that viable? So I do not know. I do not know >> if that's going to work or not. Mhm.

[00:18:36]Well, on your argument earlier, you said thatong recent majority because they are known Duterte allies and they were known also uh to oppose the uh impeachment trial since day 1.

[00:18:53]Now let's turn it over. No, for the sake of argument, for the sake of fairness, it turn it over to the other side of the fence wherein the some of the members of the minority block are also known Duterte's critics. So that's a fair point, fair criticism on them at least.

[00:19:22]contrad they they've ever come out and say we will vote conviction >> just because >> whereas allies vice president do they've openly declared now they they will vote that they are actually against uh the impeachment of the vice president. So, it's not necessarily political.

[00:20:14]That is the the Kool-Aid that I'm referring to.

[00:20:23]Um significance judge physically present and of course this time around impeachment.

[00:20:41]So I want to clarify uh we're talking about the impeachment online voting s impeachment. We're not talking about online voting in legislation or video conferencing in in law making. So that's a totally different matter. No. So impeachment itself. I think there are two views here it and it all boils down expectation senator judges >> if you talk about a court of law very clear expectation s court of law judge and that is to personally hear the testimonies reasonings I'm sure discuss and also to to manage the conduct of the trial That's the role of the court of law judge in the context of a court of law judge remote work.

[00:21:54]required to to you know manage the proceedings.

[00:22:01]Presiding officer and required to ask probing questions required to to ask or to observe personally you witnesses and whatever.

[00:22:20]I mean he's there to make a decision acquittal or conviction that's the expectation right based on the constitution and and their rules. So specifically either conviction then that's that's openly then so be it.

[00:22:49]>> Mhm. So my point is we cannot use the standard of a court of law judge to impose it on the senator judges circumstances but I'm not endorsing now just to be clear I'm not endorsing online voting and and video conferencing. I'm just saying let's let's be let's be common sensical here now. We cannot use the standards of the rules of court for a court of law judge and then superimpose it on the impeachment and the senator judges because those are two different circumstances.

[00:23:37]But is it ethical uh attorney although internal rules and political and process impeachment pattern of which the impeachment court was constituted based on history is they got little bits and pieces from also the court. So part legislator coming from the senate and congress and then part coming from the court. So based on that isn't it spirit or essence impeachment is to try somebody when you try then you have to be there and present and know everything that is happening. Uh cloud of distrust among the people.

[00:24:20]Yeah, >> again that's a fair point is that when the rules were crafted technology that can facilitate video conferencing and online voting within the realm of possibility you can just imagine for example senator judge accident right during the trial remotely in the hospital bed if his faculties are are still working.

[00:25:04]>> You know what I mean?

[00:25:09]is the the idea the idea of teleconferencing and online voting in the impeachment trial should be entertained should be considered let's say he was there throughout the process that is fine voting to cater supposedly context is it's happening and being pushed this week before the arrest of possible three Duterte allies. Question let's uh let's be specific. Will you are you what what is your stand on uh voting or uh through teleconferencing impeachment under arrested ano person in question? Let's say Senator Jingo Estrada uh Senator Joel Villain Noeva and Senator Rodante Marleta hypothetically enforced arrest.

[00:26:12]Uh it's not about being okay with me or not.

[00:26:17]If you are already a detained or a detention prison or or a fugitive from justice for that matter for example for example rules online voting and teleconferencing including lawmakers who are detained or lawmakers are fugitives from justice.

[00:26:47]that that's unlawful. That's not only unethical, >> but that's unlawful. That's undemocratic. That's unconstitutional.

[00:26:57]So circumengo that is not or that cannot be allowed based on the law itself or even our rules no rules of criminal procedure once detained prisoner or detention prisoner or fugitive from justice limited rights. Mhm. But what about the argument attorney? What about the argument arrested?

[00:27:28]There's no conviction yet.

[00:27:31]>> Yeah, you know, that's what I'm trying to explain. Detention prisoner that's already part of our criminal justice systems detention prisoner. So that allows you curtailment of those >> rights. No. For example, lawmaker just like what happened to senator.

[00:28:13]The same principle should apply online voting or teleconferencing in the context of the impeachment online voting or teleconferencing under the law and under the constitution.

[00:28:58]Lawmakers and advocacy groups are pushing for stronger provisions in the proposed anti-political dynasty bill as the House prepares for its third and final reading next week. Mobile journal Amy Atenza has the report.

[00:29:13]The anti-political dynasty bill is yet to be approved by the House of Representatives on its third and final reading. After a series of hearings and public consultations around the country, the House Committee on Suffrage and Electoral Reforms has already decided to push for a second degree of consanguinity and affinity for the bill.

[00:29:35]Other conditions of the bill of the lower chamber include the prohibition of two family members running for the same national or local elective office. But for the part of some lawmakers, this does not fully execute what the purpose of the anti-political dynasty bill really is. Akbayan Partilus representative Dada is says that there must also be some focus on the partist system which does not completely restrict family members from holding a national position and a local position simultaneously.

[00:30:12]uh we have the uh party list congressmans.

[00:30:18]So um I disagree on that part.

They call for a much stronger provision for political dynasties, including lesser opportunities for families in the local level. At the same time, they are aiming to push for a people's initiative as an alternative if the bill comes out accepted by both chambers of the country.

[00:32:57]>> Mhm. Okay. So, this is going to be the first time public school. So, what are the key changes students and teachers should should uh expect from this?

[00:33:11]Well, when we discussed this last time, Angela, uh I think there were uh questions or at least comments in terms of why was it not not piloted or are our schools ready to implement this three >> uh uh adjustment I think uh on the upside or on the positive side as what is uh written in the dev policy and that's basically the reason for it is the learning blocks are actually protected. So um and basically that that preserves the contact time between the teachers and the and the students. So learning block uh other activities other than the actual uh teaching and learning uh in the in the classroom and there are also dedicated uh times or block for extracurricular activities. So I think on the upside on on that's the advantage that the that the learning time for of students and teach uh uh of the students are actually uh protected from let's say uh other extracurricular activities that usually disturb learning time and aside from what you mentioned usually Every time we pilot something in the past, the way they conduct themselves cuz let's face it, studying also is also habitual and they've formed habits already from the last school year.

[00:34:46]>> You're correct. Correct. Uh sir Angelo, as what I've said, uh and it's always like that when we do education reforms.

[00:34:53]Uh what is in the policy may look good on paper, but when it boils down to implementation, issues, it's when the rubber meets the road. So when you look at let's say how it is being implemented at the school level uh and basically are our systems uh prepared for it. Uh teachers are are prepared for it. Uh basically I still have that uh concern over learner mobility with this three term uh adjustment in the school calendar. Uh what if for some reason a certain uh learner from a private uh from a private school I who still adopts a quarter or four quarter school year lumipat for one for some reason public school which are already mandated to shift to the three term school calendar. I'm not very sure and it's not quite clear to me in terms of uh let's say how are they going to put in the credits and the equivalencies uh given that there's that uh matching that they need uh from a uh a quarter a four quarter school year to a three uh three-term school calendar.

[00:36:12]So that that's just one and I think uh there's a lot of also concerns and issues from from the ground in terms of uh of the implementation of this kind of uh reform.

[00:36:25]>> Mhm. Well, as we move forward with this uh three-term calendar in basic education, we are still experiencing uh reading comprehension difficulties. And uh there is a recent article stating nine in every 10 Filipinos need to be uh taught how to read and uh of course how to develop the reading comprehensions. So pun >> well we we have been in discussion uh we've been discussing this uh perennial issue about let's say literacy >> uh particularly in in basic education and as what I've we we've mentioned that the lowhanging fruit I've mentioned this in most of my interviews the lowhanging fruit to address this is really the implementation of the armed remediation or the summer reading summer reading camps no and I think uh a more recent uh let's say release from Edcom it says there uh grade seven par >> 88% are struggling uh readers at grade seven so I think that's uh as always it's it's very alarming because again at a certain grade level or at grade seven uh you would expect higher level of learning uh they could not proceed to higher level of learning if in this case their literacy levels are very low and that's where the ARL program summer learning comes SANA would come in but if you I think it was two days ago that Edcom also released a a a a news report or a statement wherein they see uh certain implementation issues in the ARL program. So it should have been implemented or it it was implemented uh May I think first week of May until the last week of May and in this case it will address that that uh let's say literacy gap no especially for those who are frustrated uh readers or you with low literacy levels but again uh we're looking at I think I think these are birthing pains because this is the first of uh the many implementation of the ARL program but then there are issues about funds funds not being downloaded on time. So teachers the tutors do not does not have let's say their their allowances. Uh there's also the big issue of uh difficulty in hiring uh tutors particularly. So um because the ARN program the uh the AR program should not be teachers tutors we don't want to put additional burden on the teachers uh basically tutors para teachers and as what I've said in previous interviews the lowhanging fruit is again those who are um studying to become teachers can be tapped for this uh aral program no so the I think uh as much just uh let's say we could say that it's uh implementation uh issues or birthing pains of a new program but uh it we need or at least DEP ed needs to really look at efficiencies and how to make sure that this programs are actually implemented well on the ground we can reap the rewards and the impact of this as soon as possible because these things could not wait for me uh have illiteracy or in this case low uh literacy rates on higher grade levels. Uh this could not wait. We have to address it before they proceed to higher uh grade levels and before they tackle higher level of learning.

[00:40:10]>> I agree with you. No, but uh also there is no uh well magic bullet. Now let's say uh we implement it this year. Uh what should be done next? Let's say reform system and hopefully improve educational system >> as always sir Angelo with these kinds of reforms no especially in education reforms uh this things do not improve overnight. So we have to be consistent on doing the right reforms right so on on our reforms uh in the education system. So as as I mentioned and I'm very uh vocal about this particularly on the K to2 uh as what I said there are uh let's say issues in the implementation of K to2 but all those issues do not warrant that uh we scrap uh the additional two years or uh the grades 11 and 12 altogether because there are improvements that are actually ongoing and we still have to see the real impact or the results of that. So that's one.

[00:41:19]So I've said it should be put on consistency in implementing the right reforms.

[00:41:24]>> For me, uh, EDCOM 2 has already laid out most if not all of the major reforms that we should do particularly in terms of basic education so that we at at at some point we address or arrest this learning crisis that we have. So it's the consistency and the political will to implement those reforms. So consistency in terms of number one putting the right budget again it's budget season and then uh for for next year's budget. So we put the right budget on the reforms that are actually needed to address the learning crisis.

[00:42:00]That's one.

[00:42:01]>> Second is we actually put in the right reforms for perennial problems that we have been experiencing. Lack of teachers, lack of classrooms, >> classrooms, >> outdated and let's say outdated at late delivery books and learning resources consistent and perennial issues every time.

[00:42:23]So we need to put in the right reforms for for for those uh issues so that come June 8th if this issues or these problems would arise again at least or at it would be at a smaller scale not at the scale every year.

[00:43:05]>> Senator Jingo Estrada now faces plunder and graph charges over alleged kickbacks in the flood control scandal. Mobile journalists de los Santos has the report.

[00:43:17]Eight months ago, during the height of hearings on the flood control scandal, Senator Jingo Estrada personally asked contractor Curly Diskaya if there was a senator in the supposed list of kickback recipients. Mr. Senator Mr. Your honor po.

[00:43:41]>> It fetched this unforgettable line from then Senate Blue Ribbon Committee Chairman Rodante Mua.

[00:43:50]>> Of course, Estrada resented the joke and asked that it be stricken off the hearing records. Fast forward to Thursday, May 28th. Estrada is at the center of a plunder and graph complaint related to the flood control scandal filed by the office of the ombbudsman before the Sandigan Bayan. Assistant ombbudzmansman Nikico Clavano personally appeared before the antigraph court to file the cases. Also named respondents were exublic works secretary Manuel Bonoan and local engineering officials from the NCR. ExpWH under secretary Maria Catalina Cabral was dropped from the case by the reason of her passing while former DPW under secretary Roberto Bernardo, DPW NCR regional director Gerard Opulencia and Bulakan first district engineer Henry Alcantra have also been excluded from the case. That's following their official admission into the witness protection program or WPP.

[00:44:48]Estrada was dragged into the controversy after former DPWH engineer Bryce Hernandez accused him of receiving kickbacks from flood control projects which the senator denied. The allegations claim that the respondents conspired to maneuver allocations, rigged public bidding processes, and siphoned government funds of major national infrastructure budgets. Clavano said the investigation yielded information that 573 million pesos in kickbacks was systematically delivered to Estrada alone. Our case is built on solid immovable evidence. These state witnesses have provided comprehensive cross-corroborated sworn statements that map out the execution of this scheme from its inception down to the logistics of the illicit payouts.

[00:45:37]Estrada Bonoan and their co-acuse are facing detention if the court orders their arrest. Plunder is an unvailable offense. Thus, a state prosecutors have recommended no temporary freedom for Estrada and Bonuan to preserve the integrity of the proceedings. The OMBbudsman has asked the Sandigan Bayan to issue a whole departure order. Recall that as early as February this year, Estrada and Bonoan were already barred from leaving the country. The Justice Department has secured a precautionary whole departure order against them.

[00:46:10]Estrada and Bonoan have yet to respond to the complaints, but in Tuesday's session, the senator was asked about the looming case against him. Well, if this is the price that I have to pay for standing on my own principles of what I believe in firstand however said this is not enough for the senator to claim innocence.

[00:46:54]>> The office acknowledges that the LBRMO legislative budget research and monitoring office has issued a certificate regarding the absence of documented initiation of budget insertions by the respondent. However, this certificate does not capture all stages of the budgetary process wherein insertions may be made in a layered method.

[00:47:18]This is the third time Estrada has been slapped with a plunder charge. He first faced the criminal offense in 2001 when he and his father, former President Joseph Estrada, were accused of conspiring to acquire hidden wealth amounting to 4 billion pesos from wetting operations, kickbacks from tobacco, excise taxes, and stock manipulation. The elder Estrada was found guilty while Chingoy was acquitted for lack of evidence. And then in 2014, Senator Estrada was charged with plunder and graft over pork battle scam. He was acquitted though of plunder in 2024, but his graph cases are still pending. Aside from Estrada, OMBbudsman Boing Remula has also announced that charges will soon be filed against Senator Joel Villainva also over the flood control scandal. The ombbudzman is also currently investigating former Senate President Chis Escuderero. Senator Rod Marleta, meanwhile, has been slapped with his own plunder and indirect bribery complaints for allegedly receiving 75 million pesos in cash gifts during the campaign season.
