Um, the city of Fall River Licensing Board will come to order. It is Wednesday, May 26th at 5:00 PM. Sorry, Tuesday, May 26th at 5:00 p.m. To my right is Commissioner Michael Pereira.
My name is Melanie Cadiro. Commissioner filling in for Chairman Gregory Brilliant, who cannot be here tonight.
Before we begin, I would like to read the open meeting law. Pursuant to the open meeting law, any person may make an audio or video recording of this public meeting or may transmit the meeting through any media. Attendees are therefore advised that such recordings or transmissions are made are being made whether perceived or unpersceived by those present and are deemed acknowledged and permissible. The city charter section 9-18 mandates that all multiple member bodies developed and adopt such rules or policy for public comment. We have adopted such a policy which in short provides for citizen input on licensing board specific matters at the beginning of the meeting. There is a signup sheet that is located at the back of the room. Did we have anybody sign up?

Um yeah, so this is our first time hosting this. I do have the police detail and a fire detail already >> already in place.

>> Okay, that's one. Two is you haven't met with the police department for a safety plan now. And you haven't hired a detail yet because I checked today. There's no detail I'm hired. So, today you said you hired the police and fire. There's no police details.

>> Um, so I would think that you would come to would have this. So, you're saying the people up there singing it's actually a rap um concept with a pretty Bubba Sparks pretty pretty significant and well-known um rapper. Okay. So, >> you could have 400 people show up. I mean, they could sell 300 tickets online, but another hundred could show at the door. You're selling tickets at the door. So you could have the neighborhood of 400 people and you can have 400 people in there. You can have 413 people in there, >> but you haven't hired a detail yet. And the way you'd said it, you know, uh the the police and fire details have already been um ordered, it sounds to me like would be one detail and you hire one firefighter. I think you you I can't know what was in your mind when you said that, but it sounded to me like you're hiring one detail and that you're definitely not going to be allowed to do hire one detail for rap concert. Okay.
>> We have uh I'm going to make it when if I do make a recommendation to pass this, I'm going to I'm going to make it with a stipulation to have four police details from 5 to 12:30. That's going to be my stipulation if I do make it. And I'm not sure if I'm going to do it yet. I would think that you would have a safety plan for this event of this uh magnitude because it's a it's a jump. It's you're definitely making a leap from a boxing show.

If you can sell as many tickets, if we don't improve the liquor license and the event can't happen, then you're just out of money. So, I'm not going to stop you from promoting an event prior to coming in front of the board. I don't think that's our right to do that. Um, but I am concerned that you said you had a police detail and a fire detail, and I'm hearing that we do not. So, >> yeah, I apologize for that. I thought my wife had those in place already. She So, my wife's like she does all that stuff usually. Uh, no, no matter what, I was planning on calling them tomorrow and just confirming. So, I I have multiple boxing events coming up in the future. I work with you guys all the time. Uh, I promise you, I'm really I have four children. I'm really not trying to have this big crazy thing. To be honest with you, sir, uh, my wife didn't even really want to do this event because, like you said, it is a step different from us.
I'm very transparent. If you don't approve us, >> she'll probably be happy to be honest with you. I'm just [clears throat] I'm being completely transparent with you.
the man who is doing the event with us, your boy Loco is his name. It's kind of weird to say, but uh he's doing it. Uh it would be unfortunate for him. Uh he's a friend of mine. I like the guy. Um I work with another guy who says that he, you know, it's a good event. He does community during the day, then he does the, you know, thing at night. I asked him his advice. Do you think I should host it? Do you think it's okay? Uh I have four children. I I have probably 60 kids in my gym right now doing youth boxing class. like I don't want to promote anything that's bad and it's going to give me a bad reputation. I don't want that at all. I think I do good for the city and and have a good reputation with the city. Uh so that's all I can ask for. Um like I said before, it doesn't really hurt me if you don't approve me. I'm not saying that to be cocky or anything like that. I respect all you guys. Um my boxing events is my biggest thing. Uh that's my livelihood. It's what I do. So uh you know we you were here when I you me for my last pro event. Uh we promoted that well before that was never brought up.
Anything like that. Uh, I always work with Eugene Borges and Glenn. I make sure my inspections are done. I make sure the fire safety is all good. Um, nobody had told me that I needed like a safety meeting with the police. That's that's the God's honest truth. Um, I actually am talking I usually talk to Samantha Barbosa, but there's a new girl now. I'm talking to her about my gate show.

>> Yeah. Yeah. So, I usually talk to Samantha Corner, but there's a new girl now. My wife's in talks with her for my show that's happening at the gates August 8th. Uh, I plan to have like a safety meeting about that. Uh, I've done the battleship before. We've done pretty big events. Like I said, obviously, uh, this is a whole new territory for me.
Uh, it's a little scary for me.

I'll be honest with you. I'm just being transparent with you guys. Uh, I'm married. I've been married for almost 10 years. I'm not trying to. It's fine.
Like, you don't want to prove me, I'm okay. Uh, I'll have to tell this guy that he has to go somewhere else. Um, but I hope this doesn't affect anything in the future. Uh because the only time I do do liquor uh is when I do my pro boxing events at my hall was once twice a year max.

So as one member of this of this board, as one commissioner of this board, I do have an issue with you advertising um events prior to approval from this board as one member. Okay. That's what we that's what uh a board is for. Um the other the other thing is is um is this an event center or is it a gym?
>> Uh it's it's it's it's a little bit of both. I I mean it's it's a gym, but uh I host you know upstairs I have the basketball court and I host boxing events up there.
>> Yeah. Well, that's my point because we've allowed boxing events and and and in the past and the city has and liquor.
Um I believe it's because it's related to your gym and I would hope that the the the you're running these things to support your gym >> 100%.
>> Okay. To buy boxing gloves to buy boxing gloves for the kids and rap and everything else, right? Okay. And I'm sure you are. I'm not I'm not I'm not questioning that. But again, but I think it's a leap now that you're doing it.

Um cuz usually for a boxing event, we do the one police detail with the with the rate for the alcohol. And we've never had any issues uh with four. If I'm doing something my own show like the Gates and the Battleship, I've had six, seven, eight before. Uh and that's a lot for one guy, you know, but I've done it.
Uh and I've done it and I pay the departments on time. You can ask them.
I'm always one of the first checks to be there. Uh I never give them a hard time.
They never ask me chasing me from down.
Um I've just I've done a lot to try to be a good community member and and be good to the police departments and the fire departments. Um you know, I worked in public safety myself. So, um yeah, listen, I mean, at the end of the day, if you if you don't want to approve me this, >> I'm making I'm still making a decision while I'm going to make the motion, but the motion is going to have a stipulation to it.
>> Yeah. I just I I can probably guarantee with four police details he's not with with the rate for the police details with alcohol, which is totally fine.
Obviously, you guys have to get paid. Um he's not going to be able to afford that. So, it's just going to be >> I think I would like to hear from Detective Bonus what she thinks is appropriate for this event as far as number of police details.
>> So, to be honest, that's not something that we would typically put a number on.
Obviously, this is going to be contained inside of your business. There's not going to be anything flowing outside of the business.
>> Okay. So for us as far as like a safety plan goes if you already have a safety plan that you're working on with someone that's your event coordinator. I mean at most we would ask for maybe a copy of that if you wanted to forward it to us but it's not something that we would really require.

>> Saturday night. There there are a minimal amount of police officers that work the street at night there. If there is a disturbance and there's one police officer, he's going to need backup.

>> But if there's already a number of police officers there, they can back each other up and and and call the uh situation. Okay.

I have no problem with him. I am. But but the uh >> I just think whether it's was a rock concert, a rap concert, or any kind of thing of that nature, it's it's a it's a leap from a boxing show. Are they going to be forever? And it and and I think Heather, I think it does come out of the building because you're dealing with parking down there. Three 400 people parking. You're dealing with people leaving the event.
Um it's been my it's been my experience with with nightclubs and when people there there's problems with people leaving events that liquor being served.
There's fights in the parking lot.
There's people not leaving on time. One good thing there's not much residential down there. So that's that's good.
>> Yeah. They usually utilize Pearl Street garage. Yeah, Pearl Street garage and like that lot around there. Usually for my boxing events, it's never an issue.

>> Both at the cultural center. Yeah. Um >> well I've been at the cultural center where there's been bands and discos and things of nature and I've been there and I've responded to riots at the cultural center.

Um I just want to make sure that this doesn't affect anything in my future for my boxing events and my family events. Uh cuz like I said, this is how I feed my kids. It's all towards my youth. Uh every penny I make all goes to my youth. So, I can train these kids for free and you can ask anybody in the city. I do that.

and we're requesting your approval for that transfer, that purchase. In the world of liquor licensing, this is pretty straightforward. No pledges. Um, industry veterans here. Um, here with me today is Mr. Moit Bagot, one of the principles of the company and the proposed licensed manager. Um, he's been working on site at Jay's Wine and Fine Spirit, uh, Jay's Wine and Spirits, also in Fall River, for the last few years with no issues at the state or local level. So, he's already familiar with this community and the responsibilities of selling alcohol. Um, he'll also be alcohol tip certified before this goes to the ABCC just to have another layer of experience. Um, he is purchasing the store with another principal, Naomi Patel, who's not here tonight. Okay. Um, but she's also an owner of a different store in Fall River, Globe Liquors. Um, so she's also an industry veteran and also respons uh familiar with her responsibilities. And because they take underage sales so seriously, they're investing in a state-of-the-art ID scanning machine. So, education goes a long way. But now with fake IDs being so prevalent, and I go before the ABCC and we see the holograms that they make, it's really crazy now. Um, having a scanner is what I always like to see.
So, I'm happy to hear that they're investing in that. Um, if this should be approved. Um so again they have that experience um education and the ID scanner which the ABCC likes to see as safeguards. In terms of operations I want to note that there are no changes in hours of operation, location, alteration of the premises pledges to anyone. It's just mainly internal movement in this purchase of the store.
Um and any questions?
