When a NATO member state experiences a security incident, it can invoke Article 4 of the NATO charter to trigger consultation among allies, which serves as a precursor to Article 5 collective defense; this diplomatic mechanism allows affected nations to formally communicate threats and coordinate responses before escalating to military action.

Putin BREAKS Silence On Romania Drone Incident, Says ‘No One Knows Origin Of Drone Without Probe’Added:
Someone told me just before I entered here, a drone entered the Romanian airspace. No, I don't know what drone.
So, please tell me what's the information in the media now.
A drone hit residential building in Romania and they say it's a Russian drone. Who says that it's a Russian drone? Many people. Many people means no one. Precisely. who names Ursula Fonder.
Well, she didn't go to Romania. She didn't investigate. She didn't look at the remnants of the drone. No one can say where a flying vehicle came from before they run a forensic analysis because some drones, Ukrainian drones enter Finnish aerospace, Polish aerospace, the Baltic countries aerospace, Ukrainian drones do that and the first reaction was exactly the same like they have now in Romania.
Russians are hitting us, they were saying. And then they found out that these drone had nothing to do with Russia. Russia had nothing to do with these drones. They came from Ukraine. This state visit. We are happy with this visit because we well we drew a line because uh we discussed what was accomplished. We have a record high trade turnover and we have good growth trends. So we discussed the priorities in our cooperation in all the priority areas and we discussed all the areas of our cooperation and leading role here is with the humanitarian cooperation because maintaining good neighborly relations basically familiar relations between our states between our nationals is of utmost importance because it creates the long-term important level of trust between the two states.
>> Romania's president Nikis Sordan has made Moscow's position crystal clear. He says Russia is fully responsible for the overnight drone crash. No ambiguity, no room for Moscow to maneuver. Full responsibility.
And then he went further. Romania is now expelling the Russian consul from the southeastern city of Constant. The consulate is being shut down. The Russian diplomat has been declared persona nonrada. That is a significant diplomatic escalation. That is a country that has just been hit. hitting back through every channel available to it short of a missile. But it does not stop there. Romania is now signaling it could invoke article 4 of the NATO charter.
For those who do not know what that means, article 4 is the consultation clause. It is what a NATO member triggers when it believes its territorial integrity or security is under threat. It is the step before article 5, the step before collective defense kicks in. Romania is saying we are close to that line. And NATO heard it. The alliance responded saying it is ready to defend every inch of Romanian territory against Russia. Not some of it, every inch. The United States echoed that almost word for word. US Ambassador to NATO Matt Whitaker condemned what he called Russia's reckless incursion on Romanian territory. He said Washington stands firmly with Romania. And then he said the line that will be heard in Moscow [music] tonight. We will defend every inch of NATO territory. Now this is significant for one very specific reason. This is the Trump administration [music] saying it. The same administration that has often been accused of being soft on Russia. The same administration that took a different posture to Biden on Ukraine.
And yet here they are unambiguous standing with a NATO ally against a Russian drone. That tells you how serious this incident is being treated at the highest levels. Now Russia, of course, has its own version. Kremlin spokesperson Maria Zakarova says the entire episode is being hyped by Western nations to distract from what happened in Sterobilk last week where Russian officials claim Ukraine struck a student dormatory with drone attacks killing 21 students. Ukraine denies targeting civilians. Putin himself has been briefed. He is quote aware of the incident and the Russian foreign ministry says it will respond to Romania's decision to expel the consul.
So here is where we stand tonight. A Russian drone has hit a NATO member state. [music] Romania is expelling Russia's consul.
NATO is invoking defensive language. The US is backing every inch of the alliance and Moscow is framing all of it as a distraction. two nuclear armed sides, one incident, and a charter clause that is one step away from collective war.
Article 4 is on the table. Article 5 is right behind it. And somewhere in Galott, there's a building with a Russian drone-shaped hole in it that just changed the temperature of this entire war.
