>> Thank you, Honorable Speaker. Just to inform the member for Manyatta that the National Disaster Management Bill which is a bill I sponsored way back in 2023 has gone through mediation, is completed, and it will be assented tomorrow morning.
>> Thank you. Honorable Speaker, it's good to be informed, but I also say that we need to expedite that because uh a national disaster, Honorable speaker, is something that you can't expect. But, the preparedness in it, honorable speaker, is what really this house must look into.
We need also to actually ensure, just like uh the country we are talking about, Canada, which has uh if you read clearly, honorable speaker, you'll see from 2023 moving forward, they have increased their budgets in terms of disaster risk management. Honorable speaker, to ensure we mitigate whenever such an issue comes in.
But, honorable speaker, also as we discuss uh Mr. Humphrey, who is a person I knew when he was in KRA.
And as we congratulate him, honorable speaker, it's good to discuss our very interesting foreign policy, honorable speaker.
And I agree with the previous uh contributors on the need for Mr. Humphrey to look at how to enhance our trade between Canada and Kenya, honorable speaker.
And also, honorable speaker, see how we can have even our very produce that uh we have been we have had value uh getting to Canada, honorable speaker, so that our trade can even be better, honorable speaker. And also, ensure that we sign even a free trade agreement uh with this country that I've seen even the population of Canadians in Kenya has been increa- increasing immensely uh in the late uh years, honorable speaker.
But, honorable speaker, we also need to discuss in a major way, honorable speaker, today uh I woke up to news of some agreement of um uh quarantining Ebola victims Honorable Speaker to from other countries such as the US to Kenya, Honorable Speaker.
And I was wondering such significant agreement and knowing very well, Honorable Speaker, we are discussing our very weak disaster management and risk management including things as easy as screening of diseases at the airport, Honorable Speaker.
Uh we are having challenges with them as a country.
But, Honorable Speaker, when you hear uh voluntarily can Kenya coming in to say we can quarantine uh Ebola victims. And knowing this disease, Honorable Speaker is a disease that can spread like wildfire, Honorable Speaker.
If you quarantine a patient even at KNH and you have a cleaner who comes from Kibera, Honorable Speaker then this country will lose a big population.
If you read, you'll know you'll notice, Honorable Speaker, that almost 80% to 90% of Ebola patients uh lose their lives.
And that is something that this country must completely and this house must refuse in the strongest term possible, Honorable Speaker.
And this Honorable Speaker also brings a question of how prepared we are.
Honorable Speaker, uh I know sometimes we we work to ensure that we have good relations with the our Western world uh brothers but we cannot be doing the most.
We have just had a crisis with uh our police officers going all the way to Haiti.
We had to foot the bill, uh Honorable Speaker, in a very unfair way.
And as we enhance our engagement with Canada, one of the things that I like about Canada is the fact that yes, they are superpower, but honorable speaker, you will not find them pushing such and bullying honorable speaker such issues to a country a developing country like ours uh honorable speaker.
And it's good honorable speaker to say that I wonder uh what would inform even the Ministry of Health or even the president on and on trying to risk uh honorable speaker Kenyans in such a big and a significant way honorable speaker.
I have read the CV of Mr. Humphrey honorable speaker.
I believe he's a man that not only he has done good things for KRA, but he should leave with his uh with his book well filled on things that he's supposed to achieve uh as he move to Canada honorable speaker to enhance our relationships. Honorable speaker, I support.
