Government military contracts can serve as proof points that help convert non-binding commercial letters of intent into actual revenue, but the fundamental question of whether commercial revenue will materialize remains unresolved until demonstrated through real progress. This distinction between confirmed government funding and commercial pipeline is critical for evaluating pre-commercial companies' valuation.

Hyliion (HYLN): Guidance Said $40–50M in Military Contracts — The Navy Just Awarded $41.7M
Added:Back in May, Hyliion's management team said they expected to sign 40 to 50 million in new military contracts sometime in 2026.
Well, this week, the Navy awarded Hyliion a $41.7 million contract.
Fully funded at signing. And this time, it isn't another study. It's an order for actual hardware.
>> [snorts] >> Let's look at the numbers on this one.
The Office of Naval Research is paying Hyliion 41 uh 41 million 699,946 dollars under a cost-plus-fixed-fee contract, and the full amount is obligated right now.
Uh 16.35 million dollars from fiscal 2025 funds, 25.34 million from fiscal 2026.
This covers a 36-month base period with no option years, running through July of 2029.
So, what's actually being built? Uh it's a 2-megawatt and 3-megawatt Carnot power generation unit delivered directly to Navy.
Uh there's follow-on work bundled into uh alternative core components, de-risking um magnetic supplies, and improving the additive manufacturing process. And this was completely won under the Navy's long-range broad agency announcement, not handed out uh sole source.
Here's the part worth actually slowing down for.
Every ONR contract Hyliion has landed before this one, the 1.5 million SBIR award, uh the roughly 17 million-dollar contract before that, paid the company to explore or assess whether Carnot could work for the Navy.
The language in this contract is different. It calls for Hyllion to design, develop, build, test, and deliver a 2 MW and 3 MW scale power generation unit directly to the Office of Naval Research.
That's the whole story right there. This isn't Hyllion getting paid to prove a concept. It's Hyllion getting paid to hand over finished hardware.
In the same MW class that the company has said its data center product needs.
The Navy is funding development of hardware that overlaps directly with Hyllion's planned commercial product platform.
And as this recording, I haven't seen a single outlet cover this this specific contract yet.
This is about as fresh as it gets.
So, what does this do to the balance sheet? Nothing dramatic, really. And that's actually the point. Hyllion ended the first quarter with 139.3 million in cash investments.
Guided down to around 100 million by year end after planning Yeah, after planned spending. This 41.7 million is Navy research funding obligated by the government, not new equity.
No dilution tied to this announcement.
But it's worth being a bit precise. It's a cost-plus contract. So, that money reimburses Hyllion for performing the contract work. It isn't the same as 41.7 million landing in the bank as unrestricted cash.
Management's full-year cash guidance already assumed continued military spending. So, this contract funds work the company was already planning to do.
Net loss last quarter was 11.7 million, narrower than the 17.3 million loss a year earlier. Cash isn't the risk here.
Commercial conversion is. And I'll get to that.
So, two other things worth noting, um >> [clears throat] >> Johnson Fistel and uh Liwei Dengelberg, two firms have put out uh investor notices over the past few weeks tied to the short seller allegations we covered on this channel already.
Nothing new has surfaced. Uh these are standard loss investigation notices and I treat them as background noise until an actual filing shows up. Uh what I'm watching is the next earnings date, August 11th. That's when we find out whether management confirms this contract, uh closes out most of the 40 to 50 million dollar military guidance for the year, and where things stand on year end uh for commercialization for the Carnot power module.
>> [snorts] >> All right, let's put this against the bigger pipeline. Before yesterday, Highlands confirmed funded Navy contracts totaled around 18.5 million going back to 2024.
Add this award and that confirmed Navy total jumps to roughly about 60 million.
Uh separately, there's also a 6 million DOE methane emissions grant announced back in late 2024.
I'm not folding that into this number because as of the most recent public update, it's still contingent on a final agreement with the DOE that hasn't been confirmed as executed.
Compare that to the number that actually drives the stock, uh nearly 400 million dollars in non-binding letters of intent across about 750 Carnot cores. Most of it tied to data centers.
Um that pipeline number hasn't moved at all.
This contract doesn't convert a single one of those uh LOIs into a signed deal.
What it does is shrink the gap on the uh on the side of the business that that that's easiest to verify. Um confirming government dollars.
Well, the harder question whether that 400 million pipeline turns into real revenue is exactly as open as it was last week.
I'd rather be honest about the distinction that blend the two numbers together.
>> [snorts] >> So, on the street side, Highly Un carries a buy consensus from three analysts.
Uh the mean price target is about $7.
Needham uh initiated in June with a buy uh and then a $9 target.
The highest of the group. Shares closed at $3.95 $3.95 on July 15th inside the 52-week range of about a $1.40 to $8.49.
Uh still a volatile small-cap pre-commercial stock. And none of those targets reflect this contract yet since it only came out this week.
Short interest has been elevated given the short report controversy, but I don't have a number I trust enough to put on screen. So, I'm not even going to guess at that one yet.
So, where does this actually leave us?
So, the bull case uh this Navy hardware traction becomes the proof point that starts converting that 750 core LOI pipeline into real signed business.
The base case would have to be uh and this is where I'd put myself.
This is a genuinely good funded data point on the the defense side, but the actual thesis converting the LOIs into commercial revenue is still unresolved until we see real progress later this year at least.
And the potential for a bear case uh Hyliion is still pre-commercial, still burning double-digit millions a quarter uh against a market cap north of 700 million.
That has already priced in a lot of hope with the short seller allegations still sitting out there just unresolved.
So, three things I want you to remember.
This is the first publicly announced O&R contract I've identified that explicitly requires delivery of full-scale Carnot uh hardware, not just a feasibility study.
It fulfills nearly all of management's already guided military contracts uh to contract targets for the year on schedule.
And it does not resolve the one question that actually determines whether today's valuation ultimately proves justified um real commercial conversion.
