As if that's the way it's supposed to be. We know things are bad. Worse than bad. They're crazy. It's like everything everywhere is going crazy. So, we don't go out anymore. We sit in the house and slowly the world we're living in is getting smaller. And all we say is, "Please at least leave us alone in our living room. Then we have my toaster and my TV and my steel melted radios and I won't say anything. Just leave us alone." Well, I'm not going to leave you alone. I want you to get mad.

[00:09:53]Well, we continue to focus on the Joy St. or murder and the the fact that we hearing off time after time that the system failed her and somebody addressed that issue this week forensic scientist Mr. Louisie Morray when he said that the system is an inanimate object does not have life.

[00:10:26]It is just there and the system has to be manned by human beings. So if the system is not functioning as it ought to, you blame the people who should be manning the system, who should be ensuring that it functions properly. So stop saying the system, the system, the system. Let's listen to Mr. Louisie Marray again, you know, expressing um frustration after hearing decades after decades that the system has failed someone. Let's hear from him.

So the most times I think I mean I'm not saying that every system is perfect and you can't do a little tweet but that can't blast thing you hear people saying oh the system the system the to me that's nonsense. It is the people who make up the system. So don't blame the system blame the people. You get people lack of integrity. People are accepting money um or reward to and and I and I say our systems are not I will say that our systems are not being manned.

You just heard there from forensic scientist Mr. Louie Murray and you also heard this week Mrs. Sarah Fab Bora saying that there's need for a commission of inquiry not a faultf finding exercise not a fault finding but a factf finding exercise so that we would learn along the way what transpired and how we once again did not do what we had to do which resulted in somebody losing their lives senselessly on losing their life senselessly.

[00:13:08]So in case you missed it, let us hear from Mrs. Sarah Flood Boran. Where are we going with this? In the end, I'll be reading to you a contribution, a piece that was sent to me by somebody who has the nom dear, the equalizer.

[00:13:51]It will be looking to see at every stage of this process what happened and to make recommendations as to what should have happened and we'll also identify where the flaws where the loopholes are in the system and make recommendations to improve the system. Timothy, if this incident happened, say in Canada or in England, I've lived in England for for many years in my life, there would be a full commission of inquiry that would make recommendations on every aspect, on every agency, on every intervention that was made or wasn't made. So that at every level where the system is broken, you would identify what the brokenness is and you would make recommendations. Now I'm not talking about a commission of inquiry that's not thorough, that's not objective. And I'm not talking about recommendations that will sit on a shelf. That's not what I'm talking about. I'm talking about an independent commission if we have to bring in experts from overseas to do this and we can get I'm sure there can be funding for this so that when this commission of inquiry produces this report it will investigate and and determine at every level every agency every official every person who had contact with Droid every report she made, it will go through it with a fine tooth comb and be able to tell us this is what happened, this is what should have happened, this is what must happen. I think if we do that, we can we of course cannot bring joy back. We cannot bring back anyone who's gone through the system and have been let down before and there have been others before. But that is the best way we can ensure that it doesn't happen again.

[00:16:37]We're tired of making reference to the government. We're tired of saying that people have been elected to perform a particular duty, a particular task.

[00:16:47]We're tired of referencing people who have failed the citizens of this country who were appointed as well to ensure that there is law and order in this country and the lives of the people of this country and not put in jeopardy not jeopardized. You improve the lives of the people and not worsen it.

[00:17:11]So let's listen to a report filed last evening by DBS's Miriam Montut and she's referencing a press conference hosted by the hierarchy of the Royal St. Lucia police force on Thursday and during that exercise the police released a detailed um timeline of the events leading up to the death of this 24year-old Joy St. Assistant Commissioner of Police Luke Def Frightus provided a detailed timeline of events leading up to the murder of 24year-old Joy St. Frighter says that the situation was first brought before the ancillary police station on Thursday 19th February 2026 when St. made a report of assault. The freighter states that St. M was interviewed and referred to the family court for further intervention. St. returned that same day about 5:10 p.m.

[00:18:06]with an interim protection order for 3 days along with a summons for her aranged husband, 34year-old Primus Tuset, to appear before the family court on Tuesday, 24th February, 2026.

[00:18:20]Defa says that the ancillary police immediately went with St. Ma to the resident she shared with Tuser, served him the court documents, and assisted her in leaving the premises to go to her mother's residence. On February 24th, 2026, Miss Sentoma along with Mr. Tuser did appear at the family court and at that seating the interim protection order or the protection order rather was extended for 6 months.

[00:18:55]On Saturday, March 8th, about 6:15 p.m., Miss Joyce sent again reports to the Anceler Police Station that she was assaulted at her mother's residence by Primus 2.

[00:19:10]>> Defa says the following day, Monday 9th March, St. Omar was comprehensively interviewed by the ancillary police. A statement was also recorded in which she recounted the Sunday, March 8th assault, among other incidents. On Wednesday, March 11, after several attempts were made on the days previous to arrest Mr. Primus Tus, an operation was launched which extended between Canry's and Margo in an effort to locate Mr. Tusi.

[00:19:44]Mr. Tuser was eventually arrested at his residence about 9:00 a.m. that March 11th.

[00:19:53]On Friday, the 13th day of March, Mr. Tuser was formally charged with two counts of breaching the protection order, one count of ham, one count of assault, one count of threats. Tuser was then taken to court the following Monday, March 16th, and was remanded to the Bodlay Correctional Facility, after the police objected to his bail, which was denied by the first district court.

[00:20:20]On the afternoon of Tuesday, April 21st, Defright says police investigators received information from the Office of the Director of Public Prosecution that Tuser had applied for bail before the high court. Tusi was subsequently granted bail. The circumstances leading to the bill I am still looking into and will report on these at a subsequent date.

[00:20:50]On May 7th, 2026, Miss Joyce Santoma tenders a missisive to the ancillary police station, which in short indicated her unwillingness to continue or pursue the matters. Of course, the homicide occurred on May 20th and um as you know, Mr. Primus Tus has been charged with the murder of Joyce and Duma. The freigherss did not delve into details of what occurred the day of St. Omar's murder as emerging information forms part of investigations being undertaken by the major crimes unit. The freighters did however say that he obtained a copy of the recognition to appear signed by Tuser at the high court. Defa says on that recognition, the sitting judge reviewed the conditions under which bail was denied. Upon submissions by both the prosecution and the defense council, the decision was made to grant bail to Tusair.

[00:21:47]>> The bail conditions included but not limited to the fact that he was not supposed to go within 100 meters of Miss Joyce Santoma. Uh he seemed to have agreed to move to Canri where he also shared a residence with other relatives.

[00:22:07]Um, of course, his travel documents were to be surrendered to the state. He ought not to have applied for other travel documents or attempt to leave the state without informing proper authorities.

[00:22:20]>> On Saturday, May 23rd, Primus Tuser was formally charged with the offense of murder. The following Monday, he was taken before the magistrate's court in Castries, where he was remanded in custody until June 30th, 2026.

[00:22:33]The freighter says that he hopes the timeline lays to rest some of the concerns and questions that the general public have expressed over the incident.

[00:22:51]According to um officer Luke Defrightus subsequently in a subsequent broadcast he will be providing details as to the circumstances which resulted in Mr. to say receiving bail. Bail was granted by a high court judge told his one justice Rohan Phillip.

[00:23:18]And so the system continues to fail the women of this country and in other circumstances fail the children and also fail the male population.

[00:23:35]So we are all being failed by the system.

[00:23:42]Allow me to go through a piece that was sent to me by somebody who has not identified themselves and this using the nom de gear the equalizer and I received this article sometime yesterday and the headline is when the crown said nothing. So it reads, "There are moments when public anger is justified.

[00:24:17]The killing of Joyce St. Omar is one of them. A young woman is dead.

[00:24:24]A child is left motherless.

[00:24:27]A family is left to grieve in a country already exhausted by violence against women. But anger, however righteous, becomes dangerous when it fires in the wrong direction.

[00:24:40]In the public square, much of the rage has turned on the defense attorney who previously acted for the accused in a bail application.

[00:24:49]That may be emotionally understandable.

[00:24:52]It is not legally sound.

[00:24:55]A bail herring is not a one-man performance. It is a three-part constitutional exercise. The defense applies, the prosecution responds, and the judge decides.

[00:25:09]Each arm has a duty. Each arm has a role. And when the system fails, the public must be careful not to blame the only person who actually performed the function assigned to them.

[00:25:26]Here is a troubling sequence as researched by this individual.

[00:25:31]The accused was first denied bail in the magistrate's court. That means the prosecution at that stage had placed sufficient material before the lower court to persuade it that bail should not be granted. The information existed.

[00:25:50]The risk factors, whatever they were, were apparently known. The reasons for resisting bail had already been ventilated.

[00:26:00]Then the matter moved to the high court.

[00:26:03]There crown council representing not merely the prosecution but the public interest sought an adjournment.

[00:26:12]The stated purpose was to get the facts, review the material and prepare any objection to bail. That was the critical window. Between April 17th and April 22nd, the crown had ample time to consult a colleague who had successfully opposed the bail in the magistrate's court. They operated from the same office inside the blue coral building in Castries. The information was not across the ocean. It was across the corridor.

[00:26:48]That adjournment was the procedural bridge between the lower court's refusal and the high court's discretion. It was the moment when the reasons for continued detention should have traveled from one courtroom to the next.

[00:27:04]But when the matter returned, the crown reportedly offered no objection, no substantive resistance, no stated risk to the complainant, no apparent reliance on the earlier refusal in the lower court, no warning strong enough to persuade the court that liberty should remain restricted pending trial. In those circumstances, what exactly was the judge being asked to do?

[00:27:38]Courts do not operate on rumor. Judges do not deny bail because Facebook is angry. The court acts on evidence, submissions, sworn material, anticidence, risk assessments, and legal grounds.

[00:27:57]Likelihood of outscounting, interference with witnesses, risk of reoffending, public safety, obstruction of justice.

[00:28:08]If those matters are not properly placed before the court by the prosecution, the court is left with an application for bail and no meaningful opposition.

[00:28:22]That is not the defense attorney's failure. That is the prosecution's burden.

[00:28:28]A defense lawyer's duty is to advance the lawful interests of a client within the boundaries of the law. That is not endorsement.

[00:28:38]It is not moral approval.

[00:28:41]It is not a declaration of innocence. It is the architecture of justice.

[00:28:46]The prosecution's duty is equally clear.

[00:28:50]To protect the public interest by placing all relevant material before the court, particularly where violence, threats, domestic risk, or prior complaints may be involved.

[00:29:06]If the crown had information and failed to present it, that is a grave institutional question.

[00:29:14]If the crown did not have the information, then the question becomes why.

[00:29:20]If the information existed in one court but did not travel effectively to another, then the country must confront a deeper administrative failure.

[00:29:33]The public may rage. It has reason to.

[00:29:37]But rage without precision is a blunt instrument.

[00:29:42]The issue is not whether an accused man had a lawyer. The issue is whether the state with all its machinery properly argued why he should not have had bail.

[00:29:55]That is where the spotlight belongs.

[00:29:59]That peace penned by the equalizer.

[00:30:05]And now let's hear from Laura Shapierre Noel speaking yesterday during a press conference again on the murder of Joy St. Omar. Quite an emotional >> we are gathered here because Joy St. Omar lost her life. She was murdered.

[00:30:25]But let us be honest with ourselves.

[00:30:29]This tragedy is not an isolated incident.

[00:30:33]It is another painful reminder that too many women in St. Lucia are suffering in silence.

[00:30:43]Behind closed doors, many women are suffering with fear, intimidation, threats, emotional trauma, humiliation, and uncertainty.

[00:30:57]Some remain silent because they are afraid.

[00:31:01]Some because they feel ashamed.

[00:31:05]Some because they are financially dependent.

[00:31:09]And some because they are not sure whether help will truly come.

[00:31:18]And sometimes even when women speak up, tragedy still follows.

[00:31:41]Valinda Joseph. And this one is close to me because she came from a neighboring community and I was a youngster at the time and I marched for Valinda.

[00:31:53]She spoke up and she's dead.

[00:31:58]Joy sent, not much older than my own niece.

[00:32:05]She spoke up and she's dead.

[00:32:10]The reality should trouble each and every single one of us.

[00:32:15]Because abuse rarely begins with the headlines.

[00:32:20]It often begins quietly with control, with manipulation, with isolation, with emotional wounds that deepen over time, while the outside world sees nothing.

[00:32:39]And too often, communities recognize the warning signs only after tragedy strikes.

[00:32:48]Families see distress.

[00:32:50]Friends notice withdrawals.

[00:32:54]Neighbors hear conflict.

[00:32:57]Communities sense that something is wrong.

[00:33:02]But sometimes we dismiss it.

[00:33:06]Sometimes we stay silent.

[00:33:10]And sometimes we convince ourselves it's none of my business and then another life is lost.

[00:33:24]I remember once hosting a talk show, a very popular talk show on a Wednesday night as an interim host and I was discussing rape and a caller questioned why I cared so deeply about the victims.

[00:33:51]Imagine living in a society Where com compassion itself is treated as suspicious.

[00:34:01]Where empathy is questioned instead of encouraged.

[00:34:08]That emotional coldness is dangerous because indifference creates the kind of environment where abuse grows unchecked and vulnerable people feel abandoned.

[00:34:26]St. Lucia must become a country where people feel heard, valued, protected, and supported.

[00:34:38]A country where women feel safe seeking help. A country where victims are believed.

[00:34:49]A country where support systems respond before situations escalate into tragedy.

[00:34:58]And we must be honest enough as a country to admit sometimes we ask women to speak up while failing to build environments where they feel safe enough to do so.

[00:35:15]That must change.

[00:35:18]Protecting women cannot only be important after tragedy strikes.

[00:35:25]Protection must begin earlier before the bruises deepen. Before threats escalate, before another child loses a mother, before another family plans a funeral.

[00:35:43]Beyond policy, we need compassion because domestic violence is not just a legal issue. It is an emotional issue.

[00:35:55]It is a social issue. It is a cultural issue, a public health issue.

[00:36:03]And solving it requires all of us, government, opposition, churches, schools, community leaders, men, women, families choosing to care enough to intervene before it is too late.

[00:36:24]Too often when violence happens, society interrogates the victim instead of condemning the perpetrator.

[00:36:37]Why did she stay? Why did she choose him? Why didn't she leave earlier as though her love for him was the crime?

[00:36:51]That mindset is dangerous as well because every time we shame victims instead of confronting abusive behavior, we normalize dysfunction and excuse cruelty.

[00:37:09]I heard somewhere it being said that the alleged perpetrator had experienced a painful trauma.

[00:37:18]Pain is never an excuse for violence.

[00:37:25]And until we confront the attitudes that normalize control, intimidation, and abuse, we will continue to gather at vigils, mourning lives that should have been protected.

[00:37:39]That is why today's conversation cannot and should not end with grief.

[00:37:47]It must lead to reflection. It must lead to compassion.

[00:37:52]It must lead to intervention.

[00:37:55]And it must lead to responsibility.

[00:37:59]Ladies and gentlemen of the media, fellow St. Lucians, me, my colleagues, we gather not as politicians first. And that is a term, a heading, a title I am beginning to despise.

[00:38:21]But as human beings, as mothers and fathers, as daughters and sons, as neighbors, as a nation in mourning. Because when women live in fear, families cannot flourish. And when families are broken by violence, communities suffer. And when communities suffer, the nation bleeds.

[00:38:57]This is not women versus men. This is all of us versus violence.

[00:39:05]And to the women of St. and Lucia who may be listening to me today.

[00:39:10]You matter. Your voice matters. Your safety matters.

[00:39:16]Today, let this moment become more than mourning. Let it become a turning point.

[00:39:25]Let us build a St. Lucia, where women feel safe, where families feel supported, and where communities are empowered to protect the vulnerable before tragedy occurs.

[00:39:41]Because protecting women is not simply simply a women's issue. It is a national responsibility.

[00:39:50]And if we protect our women, we protect our families. And if we protect our families, we protect our communities.

[00:40:00]And if we protect our communities, we protect St. Lucia.

[00:41:29]Tim, believe it or not, I went looking around cash for the system yesterday and I could not find it. I'm supposed to go to View for tomorrow and I'll be looking for it on my way there. Who did we vote for to manage the system?

[00:41:44]A few comments here reading, he's so right, though. The system is working as it should. Everything is in place. It's the persons behind it that's the true problem.

We have another comment here saying blood is on the hands of Primus's lawyer and that high court judge. I hope their conscience don't allow them peace. The judge gives judgment on what is before him or her.

[00:42:40]By now, we should have known who this judge is. A few more comments from our Facebook page reading, "We need to pay attention to those who remain silent on this issue, but are vocal about other issues. Your silence is loud."

Read the assault. That's their version. Joy is not here to give her response to this. That's where we step in. And they still need to tell us what happened on the day of her murder.

So now we have to find out the relationship between the prosecutor and the lawyer for the defendant. We have to keep it at minimal for the rest of the world to look at us as civilized human beings. As I said, we cannot eradicate crime and criminal activity because crime is is is not black and white. It's multi it's multifaceted. So it's a but but violent crime, man.

[01:09:39]the first one that see during the May 23rd 1997 general election. We put a photograph of my favorite politician. He is the late Romanus Lancico. So Mr. Philip Jpierre did the unthinkable.

[01:09:59]Never in the history of St. Lucia anyone anticipated that Mr. Philip J. Pier would have defeated Mr. Romanus Lancico but he did and Mr. Philip Jier in that 1997 general election defeated Mr. Romanis Lancico by 2,43 votes. 24,043 votes. Philip J. Pierre polling 4,422 votes to Romanus Lancico's 2,377.

[01:10:40]And that was a shock to many people in St. Lucia. They could not believe it.

[01:10:47]And that is when the St. Lucia Labor Party humiliated the SL the um UDP at the polls winning 16 of the islands 17 seats. And we have the photograph of Mr. Lancico. He was one of the casualties.

[01:11:04]Never anticipated uh that Mr. Lanco would have been defeated in that general election. I'm sure that there are number of people who are watching and listening to this broadcast and they're asking themselves, who is this guy? They don't, you know, the first time you may be hearing about Mr. Romanus Lancico, a former minister of tourism, former minister of information and broadcasting.

[01:11:29]And in that era without social media, without Facebook, without YouTube, without WhatsApp, he knew all about public relations. He knew that open a standpipe and a sword turning ceremony. He would invite all the media representatives, reporters, journalists to come on board and he would make this turn this into a big thing. So Mr. Lanco um knew about PR during that particular era. He was perceived to be a very hardworking government minister yet still he was defeated by um Mr. Philip Jpierre. It was seen as the unthinkable. No one ever anticipated that this would have happened. So fast forward to the general election of 2025 December the 1st and Mr. Mr. Philip JP did it again winning several general elections. He's never lost after winning 1997.

[01:12:32]Um the first election he contested was in 1992 and he lost and people were had given up on him. That's my my perception. But he did the unthinkable by winning 1997.

[01:12:43]Um in the 2025 general election, Mr. Philip J. Pierre won by 2,866.

[01:12:52]He pulled 4,04 and Mr. Peter Chico of the United Party received 1,148.

[01:13:01]So Mr. Philip JP has been boasting about, you know, serving the people of Castri East for 29 years and he marked that anniversary on the 23rd of this month.

[01:13:14]>> On Saturday, the people of Kash the people of Kash is on to thank them.

[01:13:22]29 years I've represented them. 29 years before you were born.

[01:13:26]>> Oh, how do you know that?

[01:13:28]>> Right. I represented them, right? And I thank them for that. I thank them for that. So that's what keeps me going. Not people raving and ranting. The people that I represent, that's what keeps me going. And anytime I go, I I walk the streets up to this morning, the lady says, "Thank you, Prime Minister."

[01:13:47]That's okay. Not raving and ranting and trying to make me look bad for personal reasons. Is what the people the people who elected me.

[01:13:58]The people who've increase my majority.

[01:14:01]You know what it is to be on the sixth election and your majority increases?

But the people of Castries East, what do they have to show for having Mr. Philip J. here being their parliamentary representative continuously from 1997 up until now 29.

Another YouTube commenter saying Pierre has an opportunity to create history by stepping down as prime minister. A very strong message must be sent to the criminals from the government. St. Lucia knew all of this before the 2025 elections and they still went in and voted the empty-headed SLP.

[01:15:57]on Facebook. Our first comment reads, "You want me to get serious and we have a jokey government.

[01:16:04]You people who are commenting on Laura's emotions are heartless. The situation is real. Joy is dead because of people who have the same heart as you. How do you know her empathy isn't genuine?" We have another comment here saying, "And that's very insensitive. I am so troubled by you guys blame politics in everything.

[01:16:28]Crazy thing about these people in authority. They want all the praise when things go right but blame everyone else when things go wrong. Our prime minister went to the courts to protect a range Rover and said that he wanted to see that justice is served. So I do hope that he will do the same in this particular case where all we need is justice to be served.

[01:16:51]A few comments here reading, "After 29 years, Marsha still looks like someone helped me there. I would like it would be very embarrassing for me to talk about 29 years in politics. They don't scare Tim. That's why these officials are saying nothing. They just don't care." Caller of the year. We have another comment here saying, "We clearly can see our justice system is a hot mess and whoever is representing us as a national security has no pity on us."

[01:17:23]You know, he would have gotten out, so why not them? Where is the place to keep her safe and protected until she maybe decides to leave St. Lucia? Think better. Tim, you hit the nail on the head. We have more comments from our Facebook page saying we need to stop speaking as individuals and speak as collectives, mother's groups, father's groups, sporting groups, communities, businesses, interests, etc. It has taken approximately 30 years for Dubai to transform into metropolis. It has developed into and it took our PM 29 years to make Marshall look like that.

[01:18:02]He has a good reason to celebrate. 29 years representing the same constituency and nothing to show for it. We have another comment here saying Elwin St. Rose what is the crime fighting strategy for the law and justice systems in St. Lucia? Joyce and Omar was from your constituency you joined forces of Casper and neither of you used your voices and neither of them have been heard almost a week after this heinous murder.

[01:18:33]The civil service reviewed the proposed GPH steel and recommended that the government not sign it, but they went ahead anyway.

[01:18:44]Another comment here is saying 29 years of deterioration. And our final comment, no wonder St. Lucia now looks like Marsha.

[01:19:21]I don't think it was Trisha Dennis. It was not. It was Gizelle Georgees. And it says, "I will never forget that story. I wonder what happened to this murderer.

[01:19:30]Another person says, "Still happening today almost 50 years later." Another one says, "Tim, can we hang at least six men just to send a message to the wannabe criminals because last time I checked, they are property of the states." Right. And some more of your messages. And somebody says there, "Tim, let me tell you straight. The reason so many young people are dying and our schools are out of control comes down to one thing. Unrestricted access to social media. We used to get our values from school and a few bad apples could only do so much damage. Now children see everything with no one watching and they left to sort right from wrong by themselves. Other countries have already put limits on children using social media. St. Lucia needs to do the same. and some more of your messages. And it says there, Tim, the Laundry, list of dates and times given by the police at this time makes no sense to me. Had the police arrested and charged the suspect as the initial assault and battery of joy at a mother's home might have prevented further assault and threats by the suspect. In addition, when the first report was made along with advice to go to the family court, the police should have gone to the suspect and speak to him about the complaint made against him by his wife.

[01:20:55]The prosecution of life and property is the responsibility of the police and they failed to take action and somebody says there via WhatsApp. De Marsha people, they are shameless. Castri East is the worst and dilapitated community in the whole of St. Lucia and the rep is boasting he celebrated 25 years of being a rep. Our very very sad indeed for St. Lucia for choosing these visionless people for the rep Pier should be ashamed of himself. Again, according to a WhatsApp message, some more of your messages and it reads, "If every murder prompted the same level of public attention, official urgency, and societal reflection, perhaps we would be further along in confronting the culture of violence that continues to erode our communities. Violence has not become more or less tragic based on the story attached to it. The circumstances may shape our emotions, but the outcome remains the same. A human life has been taken and a family has been left to grieve. What concerns me is that society often appears more responsive to certain forms of violence than to violence itself. We become deeply engaged when a case contains particular elements that resonate emotionally. Yet many other victims pass through public consciousness with far less discussion.

[01:22:20]This is not an argument against the outrage shown in some cases. It is a question of whether our collective concern for human life is as consistent as it should be. This is not a discussion about men versus women. It is a discussion about a society becoming increasingly accustomed to violence. A young man was murdered just 48 hours after joining. Have we already moved on?

[01:22:45]Are we demanding justice with the same intensity? Are we asking what conditions continue to produce these tragedies? If violence is truly the enemy, then our commitment to confronting it must extend beyond individual cases and toward the larger crisis facing us all.
