[00:27:49]>> Good night uh board members. So I'm here to present the police department headquarters. This project has right now two applications. A site application SP25007 and a land use application LU250003.

[00:28:06]The land use is a request to change uh the land use from recreation to community facility.

[00:28:18]So we can see here where the project location is on Blue Heron.

[00:28:26]There's an aerial of the project location.

[00:28:31]We can see West Blue Heron and Avenue S.

[00:28:37]This is the land use amendment.

[00:28:41]You can see is recreational.

[00:28:45]On top we have office, commercial, community facility and residential.

[00:28:51]So the request is to do a land use amendment for community facility.

[00:29:00]The adjacent zoning districts as mentioned a minute ago a second ago offices commercial community facility um residential and neighborhood commercial.

[00:29:14]So here we can see the property location a view from west blue heron. This is the intersection between bless west blue heron and avenue s where the barracuda bay aquatic complex is located currently.

[00:29:30]Here is a view from Avenue S that we can see here the proposed eye plan. Here on top will be West Blue her and here will be Avenue S. Uh the main building is situated here and then building B will be in front of West Bluehair. We have secure parking spaces.

[00:29:58]We have visitor parking spaces and if not mistaken here are some amenities for the police department.

[00:30:09]Here's the proposed landscape uh plan for the police headquarters. Uh the proposed landscape plan is designated to meet accepted uh guidelines.

[00:30:22]Once again, Westh the newest principal building uh building B.

[00:30:31]This is the proposed elevation. This is the primary building uh facing Avenue S right here with the main entrance.

[00:30:46]And this is the secondary building facing West Bluehair City Beach Police Headquarters.

[00:30:57]Staff review. So after an extensive review by the different disciplines in the city uh we have reviewed the project and found is core compliant zoning approved utilities approved city engineer approved. Uh we also found is compatible with the comprehensive plan. Um, it's a recommendation from staff. Staff staff recommends that the planning and zoning board forwards a recommendation of approval for site plan application SP25007, a future land use application LU25003 to the city council.

[00:31:46]uh he does have a presentation of his own so I will please advise to hear his presentation and then we can go to questions that okay >> thank you thank you sir Good evening, uh, Mr. Chair, vice chair, and board members. Uh, my name is Joby Balance. I'm with PGL Architects, and happy to present this, uh, project. Just wanted to just do more of a quick architectural and just kind of basic theme of the building. and working with staff, they wanted to make sure that a lot of their municipality municipality buildings had very similar features with towers like fires got red, police is going to have blue. So, it'll be very distinct. And also by putting uh by locating the police headquarters on this intersection of Avenue S and Blue Herring, we again create that whole city uh connectivity with again another fire station to the east, police, future city hall to the east and another fire station to the east. So you're looking at basically the main entrance for the uh police station. Uh, as you can see, we also implement sept uh, such as like ballers, architectural ballers to uh, help kind of deter uh, deter people that might want to kind of interact with the lobby that shouldn't be interacting with the lobby with vehicles.

[00:33:32]As you can see with the site plan, um, again, this is the main administration building. We have their their emergency generator. Um, again, complete 100% backup redundancy. Um and again the evidence and uh in their firing range building will be right here in this corner. Again secured parking we're keeping the existing uh retention area.

[00:33:55]And then we have two ways uh mainly this this um southern entrance uh for staff to come into the secured parking. This will be more for the public. And as you can see even with the Septe uh the original entrance to the parking lot is up around here. Well that's kind of in line. So the last thing you want to do is give uh somebody that wants to do harm. Last thing you want to do is give them a straight shot. So by doing these little offsets provides that. And again we do have some schools and I think that's a very good thing. But at the same time we have brought back what used to be the entrance to the fire station of I believe it was 86. This will be also another way that staff can get into the secured parking lot and at the same time in case of an emergency they'll be able to also go east or west on Blue Haron.

[00:34:50]In the primary elevations as you can see we have a very architectural blue wall uh very prominent glass entrance.

[00:35:06]This what it'll look like at night giving that sort of nice halo to it.

[00:35:17]Then the other building which again we also wanted to make sure that they were they were sister buildings. So we you can see that we brought in glass even though it's maybe not necessarily what something you might have but you plenty of glass along blue heron again kind of creating an entrance even though it's not really necessarily for public and this is if you're now looking at the corner as you can see we'll have our monument sign and again very prominent with the logo the city of River Beach Police Department again night shots this is what you're going to be seeing on Blue Heron. Very similar. So, we're keeping that same municipal type signage straight on shot. And as you can see, yes, we even brought in the Riviera Beach Fish.

[00:36:09]And then a nice far back as you can see how the two buildings will marry together at that intersection.

[00:36:38]>> Hi. Um, about 10 or 11 years a By the way, the the building's beautiful. About 10 or 11 years ago, the city um hired a consultant to um do a survey of all the city properties and determine where city properties and other properties to determine where the police department some I don't think the fire department, the police and the city hall should be built. And basically because we own the property at Wells, they determined the most efficient use of taxpayer dollars was for the city hall to remain where it was while they um created a new city hall across the street at Wells and the police department. I don't remember if the police and I think the police department basically stayed where it was. And um and I I sort of like that idea because it involves taxpayer dollars and we already own the property. I know we own this property, but now we have to go and buy other property for a barrauda bay and I just don't um I love the building.

[00:37:48]It's just the location that is a concern to me when you could put a substation there maybe. Um, but I think we should try to utilize the properties we already have for public use or administrative use or police department or fire. Anyway, thanks >> Mr. Chair, if I may.

[00:38:12]>> Yes, I I'll just um respond um to that question by saying that the staff present before you tonight uh are not involved in in um that aspect of the project. we are reviewing it or we were responsible for reviewing it for consistency with the land development regulations uh and its consistency with those um as far as the decisions uh as far as where the um future facilities and capital um infrastructure of the city uh that was not made by anyone here uh at this hearing. So, uh, uh, just to clarify that, um, our scope of review is based on, uh, the land development regulations and and so the, uh, board or city council would be expecting a, um, recommendation from this board based on those same regulations and it consistency with those.

[00:39:09]Um, how you how y'all doing tonight? I would like to say that that building is amazing. But I have a question far as um S Avenue.

[00:39:19]Will it be a entrance and exit on S Avenue as well or is everything going to be on Blue Heron far as entrance and entrance and exit for the police department?

[00:39:35]and the major is here and he can explain um the operations of the police department. But yes, we do have for public their access would be off of S Avenue which is that entrance right there that aligns up with the with the building entry. The southern entrance is for staff. Um there is a concern because of again that's the primary daily use.

[00:40:00]Now again there is schools buses can stack people can drop off their students. So that is why we brought back the entrance on uh blue heron uh that is really predominantly for emergency use.

[00:40:14]So again, they can speak to operations, but that's the other reason why we have the Blue Heron is for staff to if there's an if if there's an emergency, yes, we will be able to go east, I mean, sorry, west on Blue Heron because we're going to bring back a little roll curve.

[00:40:32]Uh but predominantly with the traffic studies and everything we did with with our letters, um you know, we won't have any issues. But again, the primary is off Avenue S, but if they have to, they have ingress and egress on Blue Heron first staff.

[00:40:49]>> Because the reason I asked because that area right now is gets congested.

[00:40:53]>> Yes.

[00:40:54]>> Because you have the kids coming from Mary CL, JFK, Sunost, and then you have the uh KFC right there. So you have it blocked off where people are trying to turn in. So it's already congested to where traffic is just horrible right there.

[00:41:10]>> Yeah. and and I don't disagree and that is why we brought in the blue heron for staff so that they do not have to contend uh with those kind of issues.

[00:41:19]>> All right. And and um I also have a question about with Veraracud now that that's been closed down where would the city go far as with uh pools and things of that nature?

[00:41:32]>> I will let Mr. Clarence address that because I'm not part of those process.

[00:41:40]Uh again, um planning and zoning staff has only reviewed this project on its face as what's been brought to be developed at this site. Uh for uh those uh questions for u future parks operations, we would not be the staff to answer that question. Um I do know that the state city has created plans for recreational uh activities in the future and in the interim uh while this construction would be going on. Um and uh I can um provide additional information uh from the that was presented in the multiple council meetings and hearings uh on this item.

[00:42:19]uh staff can forward that to the board, but the city has had extensive u workshops, public hearings, and things of that nature to talk about its future um capital facilities, how to move them around and where to put interim operations during that time. Um however, the uh the planning and zoning staff before you uh this evening. um their scope is just what's uh on this paper, but we can get you the information on the city's plans for serving the residents in the interim while these construction and changes are taking place.

[00:42:52]>> All right. Cuz I know like right now it's like people who were relying upon Barracuda Bay, they kind of stuck in in the abyss right now like what to do.

[00:43:43]I'm not sure the reason why, but the judge did dismiss the case. So, it has been dismissed.

[00:43:54]>> I think the the case involved whether there was proper notice and procedures followed the first time. So you essentially are having a redo because proper process wasn't followed. So this time staff has made sure all the proper procedures have been followed. That's why it's back in front of you again. So even though the case is dismissed, you need to redo um or rehear uh this application again.

[00:44:20]>> So we have to rehearrove it.

[00:44:24]>> That if your decision is to approve it or not, that's your choice tonight.

[00:44:26]>> Gotcha. Okay. Thank you. Um, and this is for the applicant or I guess maybe even the city. If you could go to the property appraisers website and pull up the location, I just have a question about something that I'm seeing.

[00:47:39]And at when if this is approved by recommend approved by you all and by city council, this the whole property will need to be replatted into one lot uh for sake purposes of site plan uh purposes.

[00:47:56]And according to state law now replplats or platting is done administratively. So if you all approve it and if city council approve it, there'll be a a replat of the entire site.

So we have sister buildings but in the sense of welcoming the public what you're seeing for the police headquarters where somebody will come in if they have to deal with fingerprint or anything like get that we have that same similar lit tower except it's got a covered awning and it'll say Rivier Beach.

[00:49:18]>> That's the main entrance for public >> on the Avenue West. So that's going to be the nice side facing the blue area in traffic. But again, that that's what you're looking at as a combined building.

So again, and the other reason if the existing the existing drive that goes into Barracuda Bay aligns with the road that runs north east to west. So that was the other reason why we moved the public entrance further uh to the south is so that if somebody was to try to get a running speed to try to head on, we also have provided that >> from that parking lot where you can get access to. You don't need a running speed with a with a truck. Okay?

[00:51:12]You don't have enough protection on the Avenue S side. If you have plenty of those little concrete barriers on the Blue Heron side, nice job. But your main entrance where where you got public going in there to park.

[00:51:28]Third, again, we do we do have a concrete wall along the sidewalk along Avenue S. And by setting back the building, we we provided added protection.

[00:53:41]So one of the thing is is that the whole site plan the whole site does follow the landscaping itself follows septic guidelines and septic guidelines is to you know minimize uh criminality on so like the landscape itself it's designated and designed with that purpose in mind but the lighting you stated that there will be sufficient lighting all around Uh pretty much. Yeah.

[00:55:22]>> Major, has has your staff reviewed the construction plan to make sure that those concrete walls on the Avenue West side can withstand a vehicle impact and also the egress and ingress operationally? Have you viewed the the construction the plans?

[00:55:42]>> Yes, good enough. So, um the police department staff has been involved in the in the design of this project from day one. We were [clears throat] very intimately involved with the architects and the um the contact contractors in regards to this project. Um we did speak of the wall. That was part of the reason for the wall because we were concerned just as you brought up earlier. We're concerned about vehicles that may be used as a weapon uh towards the building. Um so the concrete wall is there. Um there are those ballards that are on the north side of the or uh east side of the building right by the entrance. those three ballards as long uh as well as if you look on the right there, there's a memorial that's similar to the memorial that is at the uh fire stations which is uh also concrete which is which concern uh acts as a uh security barrier also. So really it would be really difficult for any vehicle to make any type of entry into those um doors or windows from from that area. So to answer your question, yes, we were very intimately involved with the process.

[00:56:49]>> Okay. Cuz personally, I would rather have more of those barriers around in the front than having a vehicle impact the actual concrete wall.

[00:57:01]That's my humble opinion. You guys figured it out. You worked on it. I just want to make sure our brothers and sisters in blue are safe and sound because you have all those little pylons on Blue Heron.

[01:01:27]Um, then there's a entrance and exit further south that will be primarily for law enforcement to go through a secure gate, which is just west of that.

[01:01:36]However, public can also um go into the public parking lot. And then just north of that on Blue Heron, there's an ingress and egress that is going to be strictly for law enforcement to um will be able to make to enter and exit through that area. And in the case of a life safety emergency west of the uh property going towards Congress or or military trail, we will be able to in emergency situations go westbound from that with the proper use of our emergency lights and sirens.

[01:04:35][clears throat] >> Well, as you can see, this has been brought back to you and staff can can explain. Um we have been working with with police for quite some time. Um we are on the verge of getting ready to start uh construction. I wish my core team was here. Uh they would be able to uh fill you in on some other things. But yes, we are we do believe in active and being proactively communicating uh so that it's just not sprung on people.

[01:05:08]um with the I mean increased level of pedestrian accidents and ebikes, are we going to be doing any additional training for staff and um and I know we've workshopped the community out, but I think you know in the last 60 to 90 days, it bears a heightened level of of of awareness for that because even though the school is getting out. I know summer camp, summer school is still happening. So I I just think that should be just like the additional security for the building, definitely additional security for for the community or safety rather.

[01:05:55]>> Yes. So the police department has been proactively um doing some um giving information about safety ebikes. I know there's been some legislation also that's going on which is um going to cause uh ebike riders to follow more specific laws and and rules in regards to speed and where they can ride and how they can ride and the safety. So there is a lot of that. Um the police department also on our on our website I'm sorry and on Facebook we're constantly talking about ebikes and uh ecigarettes and you know a lot of things that that affect the community the community and the safety of our children and the citizens. So yes, there will be some information about that coming up.

[01:06:39]>> And just walking, not even I mean ebikes is a part of the component, but I mean you drive down there in morning time, I'm sure you do. Um you know, you got little kids that barely can even see over the the you know, anything. So them just them walking and you know, how are we connecting to the community? You know, when this is going to happen. I mean, it's one thing to talk to residents that construction is happening, but then it's another component of letting parents know like, hey, this is happening. Um, make sure your children are doing X, Y, and Z. Um, different things like that. I just think it we need to be a little go a little extra um of an extra mile to do that.

[01:07:15]>> Yes. Um, so we do have um our crossing guards that are we station in areas of the, you know, the school zones. This is definitely a school zone because of all the the schools that are there and the children that go back and forth um from home to these schools. So, this will definitely be one of the areas that we'll be beefing up with our crossing guards and making sure the children that you know have to go through during any type of construction time do make it back and forth um from home to school in a safe manner.

[01:07:48]>> Thank you. Um, lighting. They we talked about lighting, but how does that impact neighbors? Like, you know, would that impact any, you know, from them on their homes when you have that heightened lighting? Is there a certain uh code or something like that that lights people to have?

[01:08:06]>> Yes, there there is a code that when it comes to lighting and what they do like is to make sure that we use full cut off fixtures. So, we're basically shining all our lights down and that we basically cut off at the property line.

[01:08:18]So, we make sure like if I put a light fixture on within 5 foot of property line, I'm going to make sure that that lighting head is facing into the parking lot and not being that nuisance.

Um I will um even before the the next meeting uh I will make sure we send out to the board the recreation departments um swim on the go program um where they have created opportunities uh for recreational activities swim lessons at uh other sites um in the area and within the city as well as discounts at the rapids water park um as all part of the um the program they've created in lie of this particular particular facility being open. So, I'll make sure the board gets all of that information in the meantime and um I will make bring this to the that request to the attention of the uh parks department director, but in the meantime, we'll send that information to the board members.

Um, we also be doing a program again teaching the kids how to pass uh the ACT and SAT program to be able to help out and get into college and be able to get um higher scores. Um the so the EFC, excuse me, ECF building um in West Palm Beach or Beacon Circle, they'll be providing um the location and any um necessities that we'll need for the kids to be able to learn in a proper environment. um three of the kids that are actually working inside that facility just so happened to be three of my students which was very rewarding to be able to see um working at that working at a job um and doing very very well um but again we will be starting that program so I can't give you specific dates on that yet but if you follow my um uh Facebook I'll send out frequent information and then when I come back on board um for the planning zone board I will give uh the proper dates for that also. But please, any kid can attend. Um there's no fee for this.
