Mr. President, esteemed members of the Russian delegation. Once again, I would like to greet you in our capital where you traveled with a state visit which uh has great significance for the future strengthening and development of our strategic partnership of the allied relationship.
We just held the talks in a restricted format and we agreed that there are no issues on our agenda which is the result of our joint effort and we can state that main agreements that we are about to sign.
They've been thoroughly and properly drafted and prepared. And we see, we consider your visit as a confirmation of the special character relationship between our states and firm resolution to continue to develop it in the spirit of comprehensive strategic partnership and alliance. For Kazakhstan, I'm not going to hide it. Close friendly ties with Russia is a priority and you are well aware of that and we are well aware of that and due to joint efforts the bilateral cooperation continues to develop across the board and all the fields and it serves as a model as the great example of interstate relations. As I have said, we've held successful talks in the restricted format and we reaffirmed our mutual willingness to continue to strengthen our multi-dimensional partnership.
There are no so-called disputes between our countries.
There is a positive dynamics.
We keep on developing our cooperation, filling it with new ideas and new projects. And in this regard, I would like to mark the great significance of the statement that we're going to make on the seven pillars on the good neighborly relations between the people of Kazakhstan and Russia. This document reflects the spirit of our relationship and it solidifies our commitment to continue to develop them in the long term which is important with great satisfaction. And I would like to note that despite the difficult global situation, our cooperation especially in the economic field is developing, is growing, the trade is growing and uh we've we were happy to note that during our bilateral meeting previously and we are developing inter regional relations between our countries and now we have a good tradition the forum of inter regional cooperation and from what I understand the next forum will take place insk I was told that it is going to be held in August 20th which is which works for me and for my colleagues and I believe on that day we can hold um an inter regional forum inter regional cooperation forum in As for the mutual trade indicators soon, I'm sure of that it will exceed the milestone figure of $30 billion and it is of utmost importance that Russia is the largest investor into Kazakhstan's economy among all the states in the world.
Kazakhstan's investment into Russian economy exceeded 29 billion dollars which is a pretty solid number. It's a very good number and it is a result of our joint effort by the administrations by the governments and as we agreed we will continue with this effort.
As of today, we formed a pool of 177 joint efforts to the tune of practically 53 billion of investment fund and I would like to say that 122 projects entered the operational cycle. So they are being implemented.
We are working on them and it is very important to show our mutual interest to continue to develop our cooperation and it is in the best interests of the peoples of our countries. It is supported by our people and I would like to mention cultural and humanitarian cooperation as well that was on our agenda as well. We successfully cooperate in the field of education, culture, science, sports and of course it helps bring our peoples even closer together. Recently we held the days of Russia in Astana in Kazakhstan and the it was very warmly received by the citizens of the capital. Last year we inaugurated the alia of friendship of Kazakhstan and Russia and a square friendship in in Moscow.
We are strengthening humanitarian people-to-people contacts especially between younger generation which will be facilitated by the games of friendship in Astana. They will be open in late July and they will continue throughout almost the entire August. And I would like to mention the serious project which I personally support because I believe it is very important for the personnel training for ensuring the future of our countries and we commence the construction of the relevant infrastructure and almati and we will continue with this project across the country to improve the level of our education. And I would like to express my gratitude to all the people who are involved with this project from your side for their resolution to continue to work together and for their professional approach and for flexibility because sometimes there are matters that require flexible decisions and it's a very promising project. As for international contacts, we exchange views on this topic as well.
Practically on all the items of international agenda, we cooperate. We work together. And I would like to mention the fact that Kazakhstan and Russia together work quite efficiently within the format central Asia Russia. I believe that this format must be strengthened considering the attention that the world is showing to the region of Central Asia which will also discussed openly and in great detail and I will also express your view of that. I would like to express my gratitude for the article that was published before your visit. It was a very interesting article.
It received very positive reception from our people and the main ideas of this article expressed in this article regarding the political strategy of our state and of everything that is being done in our country to strengthen its economic potential. And of course we were very happy to see you in Moscow or when you attended the celebrations dedicated to the great victory and 9th of May. We cherish the memory of the heroic deeds of the soldiers and of the homeront workers that made a significant contribution to the victory over Nazism.
We have a very busy schedule of this visit.
We started last night actually and we have continued this work in restricted format and we will make an important joint statement and you've mentioned the seven pillars of the relations between Russia and Kazakhstan. We've drafted a big package of various agreements that cover all areas from economy and energy to culture and humanitarian projects.
I'm confident as I've just said that we will not just sign this agreements.
It will serve as the to strengthen the foundation of our relations. Russia is among the leading trade partners of Kazakhstan. In 2025, the trade between our countries grew steadily. We've also discussed this in during the restricted format talk. We have a lot of joint investment projects between our countries and this is just the beginning because as we've discussed our teams did a great job to prepare for today's meeting and we have some promising areas that will yield good results. You've mentioned the inter regional relations and I would like to reaffirm that we hold annual inter regional cooperation forums. Last November such a forum was held in Kazakhstan. It was the 21st forum of this kind and I'm sure that the next forum that will be held on August 20th in arms will yield good results.
I've also marked this date for myself.
I'm sure this forum will be useful and we've also discussed cultural and humanitarian cooperation in November 2025 in Moscow. We successfully held the days of Kazakhstan culture in Moscow. You've mentioned days of Russian culture held in Kazakhstan.
These events are very important to develop our cooperation because it's a vital track for us. the humanitarian relations and it is very important to develop context between our citizens. In Russian universities, we have some 60,000 Kazakhstan nationals studying there and we have eight branches of the eight leading Russian universities operating in Kazakhstan. And I would like to mention the establishment at your initiative, Mr. the establishment of the international organization on Russian language. It has already started its work and yesterday during our meeting our conversation in informal setting you mentioned that as well and you gave some ideas about how the future of this organization could look like. I heard some very useful initiatives And I would like to thank you for that. I believe the our joint work at the Eurasian Economic Union, CSTTO, CS, SEO breaks and the UN trip as a model of joint effort on the in the international affairs level.
This year our countries preside over key organizations in the CIS. Russia presides over the collective security treaty organization. It summit will take place in Moscow in November and Kazakhstan is presiding over the Eurasian Economic Union. In conclusion of our visit, we will join other leaders of the Eurasian Economic Union, head of state.
We will attend the summit under your presidency. We highly appreciate the work our Kazakhstan's partners made to prepare for the Supreme Council session of the Eurasian Economic Union where we will make uh decisions to deepen the integration processes within these organizations. More than 20,000 companies with Russian participation are actively engaged in work in Kazakhstan and uh Inter regional forum that is going to take place on August 20th will give an additional impetus to our joint effort to enhance the potential of the Russian Kazakhstani cooperation investment and trade and economy and in other important areas. And I would like to say that energy is one of such examples of good cooperation. and the agreement on the construction of the nuclear power plant Bhash has a great significance for our countries. I would like to express my gratitude to the president of the Russian Federation for his resolute personal support for this large-scale project that is going to become a driving force for the scientific and technological cooperation between our countries and it will help us develop other areas of energy and industry overall for our country.
For our countries, it is important to resolve the issues of extraction, shipping and energy supplies to the domestic market and to the international markets because a lot depends on our countries transport connectivity in Eurasia. Kazakhstan and Russia are productively working on developing transcontinental corridors, north south corridors and east west corridors. And we are making a systemic effort to optimize tariffs to facilitate the administrative procedures and to develop transporter and other infrastructure.
That's why the shipping volumes are growing and last year it reached 92 million tons which is 3.5% growth. And we plan to continue to enhance these numbers by introducing state-of-the-art digital solutions and artificial intelligence technology.
We can site as an example the launch of unmanned lorries between our countries and the cooperation in space exploration also very promising. The Bikenor Kasmod drrome serves as the great example of fruitful scientific operation. The implementation of the joint project by including the recent successful launch of the Sus 5 carrier opens up new avenues for strengthening our country's positions on the space exploration services globally.
And yet another example of our cooperation is the four Ammer tigers that were brought from Russia to Kazakhstan. You've just seen this. Thank you so much for supporting our measures to reintroduce these tigers in Kazakhstan.
Everyone in our country knows about this valuable gift. I would like to express our gratitude to all the Kazakhstani and Russian specialists who were part of this unique project. It was a very noble cause. During the negotiations, we also discuss the cultural and humanitarian cooperation in Kazakhstan and in Russia.

So the import and export transactions are well protected from any external influence and any negative trends on the global markets. Russia is among the leading investors into the Kazakhstan economy. The total volume of the Russian investment is nearing $30 billion.
More than 23,000 organization with Russian participation are active in Kazakhstan. 70 large scale joint projects in various fields of the Kazakhstan's economy are being implemented. We steadily strengthen the bilateral cooperation in the field of energy. This is true. The president of Kazakhstan mentioned that the major volume of the Kazakhstan's export is going through Russia and Russian oil is moving through Kazakhstan's territory being supplied to China and other Asian countries. Gas promise supplying gas to consumers in the north of Kazakhstan.
It has been so since the times of the Soviet Union.
Russia has always supplied uh a lot of energy to this region of Kazakhstan which is profitable for Kazakhstan. They don't need to build any additional routes, any additional pipelines.
Also, we are carrying out transit supplies to the neighboring countries of Tajikistan and Kyrgyzstan. Hydro is joining the hydro energy projects in Kazakhstan. We also have transporter energy supplies. This area is very well developed. We have flagship projects in nuclear power with the participation of Russam. They're going to build the very first nuclear power plant built with the use of the state-of-the-art Russian technology. We agreed on the parameters of the NPP construction and on the funding of this construction with the Russian issued loan.
It will make great contribution to energy security of the Kazakhstan's economy. It will help provide environmentally friendly energy to the Kazakhstan's household.
And we are not just speaking about the construction of a nuclear power plant.
We are speaking about an entire industry that includes education, training of personnel, etc. A number of large scale projects in automotive industry is also being implemented by our both countries.

We're strengthening cooperation in the area of raw metals, rare earth medals and we are developing key Eurasian transfer corridors as well.
We are enhancing the throughput capacity at the transporter checkpoints. We are enhancing railway transportation, water transportation, aerial transportation. We have a unmanned cargo route between the two countries which you could see during the presentation, the video presentation. We are working together at the Bikenor Kasmodrome. Uh our academy helps train Kazakhstan's state officials and it is important that Russian is widely used in Kazakhstan and its use is supported by the leadership of the republic.

Outlining the future, we prioritize safety of our citizens in the digital environment. The new constitution of Kazakhstan for the first time stipulate the right for the protection of private data. There is a ban on illegal collection and the use of data including with the use of digital tools. It is a very important thing. So now it's part of the constitution to enhance and to introduce these innovations. We established the ministry of artificial intelligence and digital development and we also established a council on the development of artificial intelligence which includes leading experts both from Kazakhstan and abroad, business representatives and state officials. And we also expedited the development of the necessary infrastructure. For the first time in Kazakhstan, we launched two supercomputers based on the advanced technologies developed by Nvidia which is one of the leaders in this industry.
Another priority for us are development of data centers, data procession centers, infrastructure and we need to tap into the experience of global attack giants and we're also investing in developing human capital in LNI center. We launched two schools of new generation.
Tomorrow school so-called tomorrow schools and number of research labs by such companies as Telegram for example.
Two weeks ago I signed a decree on the measures on introduction of artificial intelligence in secondary school education in Kazakhstan. Our goal, our objective is to enhance the competences of the teachers with the emphasis on the comprehensive approach on developing the necessary standards. Kazakhstan is open for cooperation with the Eurasian Economic Union member states to ensure the quality shift towards the digital transformation.
We need to introduce new technologies.
First of all, the AI in the field of trade and logistics to expedite customs procedures. We need to harmonize our digital structures which will help with the resolving the bottlenecks and also to facilitate the shipments and other transportation matters.
If we recognize electronic signatures that our countries use will immensely help with this effort. It has a vast practical significance to broaden industrial cooperation. And we also need to prioritize the introduction of AI systems in agrarian industry to enhance the food security. The use of the new technologies will serve as an important factor in ensuring dynamic growth for the Eurasian Union member states. And the new technologies should not become a source of the so-called digital gaps between the Eurasian Economic Union member states. On the contrary, they need to become a tool for the connectivity between our countries, tool of synergy between our countries.
We are adopting joint statement on the responsible development of AI that we introduced last year. And the main objective of this statement of this document is to put on paper the approaches of the member states to ensure safe and production of this technology with the consideration of everyone's interests. Please consider that my first education is my first profession is teacher and every lecture and every lesson as a professional teacher I would start with the basics.
The notion of artificial intelligence is more than 70 years old already.
It's not today's novelty and in Belarus systemic work on the subject has been going on since the middle of 1960s when the institute of technical cybernetics was established in Minsk.
So our school has taken decades to form.
We preserved it and we developed it even in the troubled times of the collapse of the great country.
And if I may deviate, I think it would be good to give some terms and definitions as an experienced lecturer. So what is artificial intelligence?
I don't want to say that half of the people here haven't gone deep into this matter and for certain reasons don't know what AI is because I belong to those people myself but in Belarus always warned the early adopters the first IT parks and the CIS appeared in Barus and I listened a lot to lectures given by Chinese and American experts on the subject. But I've always warned against the excess.
Just recently we were all touting IT technologies, didn't they?
Now it's not as popular now because the buzzword now is it is AI. Everybody's talking about artificial intelligence.
what is it if we look at it comprehensively artificial intelligence I looked it up once again how it determines itself is an area of data science economic scientists mathematicians have been working with it for many years even I when graduating from the econom from the faculty of economics had to deal with that. Back in 2005, Belarus was the first to establish a high-tech industrial park. Currently, it has over 1,000 residents and over 60,000 people work there.
61,48 specialists. This park generates almost 3% of the country's GDP, 2.72% in 2025 with a total revenue of $3 billion and it accounts for 16.6% 6% of Belarus exports which accounts to two billion dollars in 2025.

Our digital platforms work in transport, logistics, state governance, and other spheres as well.
I could go on with examples for a long time, but what's important is a different thing with undoubted achievements and prospects of AI.
It will not be the reason of mass unemployment or job losses, personal data theft and cyber frauds and fakes can be countered technically and legally.
Artificial intelligence will not replace humans.
It just takes on routine and dangerous tasks.

Ladies and gentlemen, for me it is great honor to be here at this forum to greet you because we are discussing how our economies and societies will look tomorrow in the future. Artificial intelligence is not a narrow instrument for IT specialists. It's a new reality for all of us.
As a head of state, we are assuming responsibility for safety, well-being and prosperity of the millions of our people. And today when we look at the rapid development of this technology, everyone every one of us is facing this fundamental question, strategic question. How do we heads of state can guarantee that this huge resource can strengthen our sovereignty instead of changing our countries into passive consumers of someone else's foreign technologies and algorithms? Colleagues, over the last years, we've carried out large scale work to introduce a state-of-the-art digital ecosystem in our state. We've introduced a digital code of our republic, a document that is establishing a unified legal environment for the digital solutions starting with identification in the introduction of digital technologies, artificial intelligence infrastructure. We are developing our cloud infrastructure that is called G-Cloud. We continue to develop the document processing electronic systems that is now serving as a framework for the digital interaction between the state business owners and citizens. Over the last year, the number of transactions within this system grew. I would like to emphasize that just a few years ago I instructed to turn the state administration services into onto a digital platform.
Back then a lot of people thought it going to be a very difficult task. But today a citizen in Kyrgyzstan can register their property, receive a certificate and or apply for some documents without entering any actual building.
On the one hand, it's a matter of making things comfortable for the people. On the other hand, it's making every transaction transparent. We are reducing the red tape. We are switching to the digital format and we are eliminating human errors and this is where artificial intelligence is uh becoming our strategic tool. I can site a few examples.
Road safety is a problem that all countries are faced with. The road accidents are caused not by the quality of the roads but how the driver licenses are issued. Um it is a nontransparent system. A lot of human error is involved and sometimes even corruption. That's why with reform in this field we've introduced artificial intelligence oversight mechanisms control mechanisms that eliminate any subjectivity in this field which enhances the safety on the roads.
Another important area is the fiscal system. We've successfully introduced the AI platform, the intellectual system of taxation analysis based on the artificial intelligence system which can recognize fraudulent operations and the divergence between the price and cost. It can analyze supply chains within Kyrgyzstan.
It forms risk oriented profiles of the taxpayers. And where in the past it took a month of manual analysis, today we have an algorithm doing this job for us.
A similar approach is working at the customs service. Artificial intelligence helps us to analyze information and data from the documents and to analyze the commodities based on their class.
algorithm is impartial in every process that is carries car carrying out and this is just the beginning. I'm convinced that artificial intelligence can become one of the efficient tools in ensuring transparency and uh impartiality of every state-run process because corruption happens when there is a lack of transparency where there is a possibility for subjective decision making. Digital algorithm make everything objective and uh with public oversight. But when we introduce these solutions, we are faced with these technological sovereignty challenges. If you do not control your data, you do not control your future infrastructure. And those of us who depend on the external infrastructure then we remain vulnerable for a lot of things. That's why we are placing our bets on developing on domestic digital solutions and we are perfectly aware that artificial intelligence knows no borders, no national borders and Eurasian economic union has a vast potential in this regard. Our countries are united by common history, by strong scientific traditions and by common economic interest by joining our efforts on working the digital models on building data centers together. We will not be consumers. We will be architects of the global digital agenda. The future starts with our people.
We invest in education and reforms. In this regard, today in Kyrgyzstan, every school is connected to the highspeed internet.
In universities, we have courses and programs on artificial intelligence, digital law, and other modern IT disciplines.
We establish digital competence centers to train personnel of the new format because the main resource in the modern world is not are not minerals but talented people esteemed participants of the forum as our great compatriate said Yubis.

This process has been going on, education in our academic ser circles.
Russia possesses the talent required to solve these tasks. And finally, the development of artificial intelligence requires huge use of energy.
And Russia has in this regard certain competitive advantages. I mean welldeveloped nuclear energy technologies small nuclear power plants high power units as well as other sources of energy I mean hydroelectric generation conventional generation and so on can all be used and Russia has obvious advant vantages in this regard.
And finally, the development of artificial intelligence requires a lot of financing.

And in this regard, it would be important to listen to what opportunities are given by artificial intelligence for the countries that place their bets on the human capital and expedited introduction of high-tech solutions and artificial intelligence. So please, the floor is given to the next speaker representing Armenia.
Thank you and eight esteemed participants of the plenary session. First of all, I would like to express our gratitude to Kazakhstan for the traditional welcome and uh high level of the organization of the Eurasian Economic Forum and also I would like to mention the agenda of Kazakhstan's presidency at the union that is oriented at the digital transformation issues and one of the key topics on this agenda uh is obviously artificial intelligence.
The new era of deep technological transformation is coming where the global competition in the field of artificial intelligence is becoming not only a matter of the efficiency of production growth but also an important factor of economic and technological sovereignty of every state. And at the same time it is important not only to introduce these technologies to use these technologies but also to create sustainable educational and infrastructure and institutional foundation for their development.
In the fifth century the establishment of Armenian alphabet helped to preserve knowledge and to pass it on to the new generations. And in this era of artificial intelligence, we are faced with the new task. Not only to teach people, but to teach machines, to understand us, to understand our languages, our texts, our cultural legacy.
Global economic agenda is now being formed under the influence of the rapid development of artificial intelligence.

So the states are competing not only with the technology they have but with the quality of their education and the level of the development of their research activities because if you have a strong research and scientific school and strong researchers, it is becoming one of the key conditions of safe and competitive development of artificial intelligence in the country.
in Armenia develop our engineering school, human capital, technological entrepreneurship along with strengthening education in labor market. All these things are considered as an important part of digital transformation in the country.
At the same time, one of the key challenges is still the balance between efficiency of the technology, its safety and the trust of the society shown to this technology.
We believe it is important to adhere to the principles of technological sovereignty and mutually beneficial international cooperation. Expansion of the use of artificial intelligence requires responsible and balanced approach.
We need to form clear legal framework to ensure the transparency of algorithms and ability to audit them and we need to maintain and preserve human oversight of these solutions.
Another strategic factor is infrastructure. The development of the modern large language models and artificial intelligence models is directly related to the access to the data procession infrastructure.
So this infrastructure cloud infrastructure is one of the priorities of the Armenia's state policies.
colleagues, an important step in the AI development for the EA EU member states. We believe the adoption of the joint declar declaration on responsible approach towards the development of AI in the member states countries because we need transparency. We need safety of this technology and our cooperation should be oriented at the real necessities and require and needs of our citizens. The responsible approach to the development of artificial intelligence will help us develop sustainable, safe and competitive future together. Armenia is open for dialogue and practical effort, joint effort to implement all the initiatives in this field.

If we speak about artificial intelligence, it is of utmost importance. We cannot describe some general priorities. We need to come up with standards of security, ethics certifi certification and employment of artificial intelligence in real sector.

Ladies and gentlemen, First of all, let me thank Kazakhstan for the high level of organization, the Eurasian Economic Forum, which has become a key platform for discussing key matters of economic integration.
The topic of our forum global digital race is there's a reason why it was chosen the year of Kazakhstan's chairmanship.
It reflects commitment And it emphasizes strategic importance of artificial intelligence in today's world.
Today we are at a stage when technological changes determine not only the level of the economic development but also the strategic standing of states. Of course the Eurasian Economic Union must keep track of those processes responding to relevant challenges. The global digital race is unfolding in front of us and it's not just a metaphor, it's a reality. And artificial intelligence is becoming key factor of competitive advantage and sovereignty.
Every country is actively implementing and deploying artificial intelligence technologies in different areas of economy. At the same time, digital sovereignty of states remains a fundamental principle because the countries of the union come up with their own approaches and technologies with every state building its own national trajectory in this sphere. At the same time, we must realize that efficient development of AI technologies is impossible in isolation.
So therefore, the union places great importance on exchange of experience of using best practices.
The joint statements taken today on joint development of AI was prepared in line with this approach.
Accepting making this statement reflects the steps that will be made by the member states on their way developing technologies.
The countries are going to align their actions with the plan of further implementation and program till 2030 and 2045.
It already determines spheres of super national regulation that will be used that will use AI algorithms.
Achieving these goals is impossible without active involvement of state officials and state authorities of our countries. They have the competencies, the digital information and the resources required for them. It's very important to ensure compatibility of solutions without unifying the approaches and standards of using artificial intelligence.
This is in line with the digital union approach and will ensure new quality of interaction in the digital sphere. The Eurasian economic commission practically opens the potential of our cooperation.
It launches projects AI powered projects such as digital monitoring of legislation reviewing national legislation regularly, regulatory acts, increasing quality of communication and digital profiles. Pilot projects have shown high efficiency of our approach in ensuring compatibility of national technological solutions.
In future we plan to carry out projects using AI in statistics, technical regulations, transport and logistics. At the same time, matters of using digital algorithms algorithms must use digital analysis of all possible risks because artificial intelligence is just a way of amplifying human possibilities and the final solution must remain up to humans.

Cuba is a state where technologies are considered through the prism of humanity and digital stability. Now all countries are facing the question how to how to make artificial intelligence improve people's living standards enhancing people's access to healthcare and education.

Head of the Eurasian Economic Cooperation Commission, esteemed head of state, members of the Supreme Eurasian Economic Council, esteemed guests for Cuba. It is a great honor to attend this fifth Eurasian economic forum. The mechanisms of economic cooperation. We attach great significance to this cooperation in our goal to establish relations and cooperation in the integrational space of the Eurasian Economic Union.
We participate in this forum in the times of great challenges that our country is faced with. Cuba is facing the threat of the direct military aggression by the main military power of the world and our country is suffering from relentless criminal economic war imposed on us by the government of the United States.
They have been imposing these warnings for more than 65 years and recently it was intensified with the energy blockade that is reaching unprecedented level and it deals great humanitarian damage to our people and destructive consequences for our economy. That's why the development of our economic and trade relations, economic cooperation with the Eurasian Economic Union is becoming for Cuba at this moment, especially important.
It is an urgent necessity for us now.
And considering all the topics that we are discussing now during this forum with all the countries both member states and observers we have great relations high level of dialogue that is based on historic ties of friendship and cooperation.
These are relations that we enjoy with these countries and based on the clarity of our priorities of the values we share. I believe it is my duty to condemn the economic war imposed on us that is trying to read us of the right to establish free economic relations with other countries, receive resources for our economic and social development and mainly most importantly to have necessary energy resources to revive our economy.
In these conditions, we made a decision to attend this forum to send a trade delegation from the Cuba trade chamber to show the potential of the Cuban economic environment and to find mutually beneficial solutions together. That's why we've organized a panel discussion Cuba as a partner reli reliable trade partner with the participation of the Eurasian Economic Union in our economy in Latin America in Caribbean countries.
At this panel we are we are going at this panel session we are going to represent the model of our logistics routes. We can provide the mechanisms of real integration and our country can become a part of this integration. we can create favorable conditions for the Eurasian companies to launch production alliances, joint projects with the Cuban companies in various fields of the economy among the topics of interest for us.
Cuban delegation is going to speak about the healthcare medical services cooperation in this field. We have vast experience in this field and we are open to sharing our experience with the member states of the Eurasian Economic Union. We will also present various practical projects in such fields as the use of artificial intelligence development and establishment of biotechnical products which provides vast opportunities for mutually beneficial cooperation.
We are really happy that within this economic forum we are going to sign an agreement between Eurasian economic commission and the government of Cuba for the period of 2026 2030.

As we know the world is entering a new era and I highly evaluate the subject matter of today's forum Eurasian economic council and artificial intelligence. This topic is extremely important due to the current trends and is of strategic importance as artificial intelligence is becoming new resource for growth, state governance and national competitiveness.
Vietnam combines innovations, technological growth and this is the foundation for its strategic breakthrough. As we are transitioning into a new era, we transform our growth model. In this regard, we have already reached significant results in that area.
Vietnam is a country where digital growth is already strong and we are already one of the countries that are on the front line of using AI in state governance in provision of state services.
We understand that AI requires digital and technological infrastructure which generally improves the competitive edge of our economic entities allows us allows them to create new high value added products.
Vietnam bases its air development in three areas. Number one is training highly qualified staff, creating semiconductors, focusing on developing the digital infrastructure and creating data centers and national databases and other platforms that allows us to carry out RD and practical deployment of high-tech products.
Number three, we create the required political framework in AI by developing pilot programs and pilot projects ensuring cyber security and ensuring human control.
Last but not least, so dear participants, the current agreement between URC and our country creates a great foundation for economic cooperation between the two parties. This has already produced good results in the new context.
We must complement and adjust those areas of cooperation.
We suggest doing the following.
ensuring exchange of policies among parties in the sphere of responsible use of AI, data protection standards and cyber security so that the Republic of Vietnam and USA could cooperate in this regard. We should deepen our cooperation in research and development.

Just over a month ago, His Excellency BNA Huruk, President of Mongolia, paid a state visit to this beautiful country, Kazakhstan, and agreed on many important matters.
I'm pleased to note that free trade agreement signed between the government of Mongolia and the Euro Asian Economic Union will come into effect in less than two months from today and set for implementation for Mongolia. This agreement is fully aligned with the country's long-term development policy in the government's action plan. We are committed to diversifying foreign trade, expanding export markets and actively participating in international economic integration in order to increase physical trade in the vast Euro Asian landmass.
There's a need for all the stakeholders to work actively together in order to find solution for addressing the better transport infrastructure and logistics.
We now face the challenge to deliver the real benefits of the free trade agreement to our entities, business people and citizens. The government of Mongolia is focusing in making all the efforts in finding sustainable solution for transportation, logistics and economic free zone which impact trade and require the involvement of all partners.
We believe that the mutually beneficial cooperation between Mongolia and the Euro Asian Economic Union will expand and make important contribution to regional prosperity and development.
