Now, the geography of potential targets is broader. In the rhetoric of the Russian authorities, the Baltic countries, Moldova, and other states where Russian speakers live are regularly mentioned.
It is precisely there that Moscow may try to repeat a familiar scenario.

According to the Institute for the Study of War, Russia has effectively begun the so-called zero phase of preparation.
This involves restructuring military districts and creating new bases, including near the border with Finland.
Today, we are specifically discussing the three Baltic nations of Estonia, Latvia, and Lithuania, which the Kremlin leadership in Moscow still stubbornly perceives as nothing more than a severed piece of the former USSR and Mother Russia. They generally view this region as their own rightful territory where, according to their narrative for more than 30 long years, the systematic destruction and cultural suppression of Russian speakers has supposedly been taking place without any intervention.
And it is precisely in those regions that the concentration of these compatriots is highest.
And it is precisely there that the Kremlin is constantly and deliberately creating such intense tension.
One can recall many stories, such as the incident of the Bronze Soldier in Estonia, >> [music] >> and the ongoing constant pressure on Estonia itself in Narva.
The hysteria surrounding the Latgalian People's Republic was also actively stirred up in Latvia.
At the same time, other alarming signals are being recorded. In Europe, the number of acts of sabotage, provocations, and incidents of GPS jamming is increasing. Analysts believe this is part of hybrid preparations for possible future operations.
Some experts recall similar decisions that the Kremlin praised before the annexation of Crimea and the full-scale invasion of Ukraine in 2022.
Ukraine has already responded to the document. The Ministry of Foreign Affairs stated that this law demonstrates the true nature of the Russian regime and in fact legalizes new interventions.
Foreign Ministry spokesperson Heorhiy Tsikhotsky called the decision aggressive lawlessness and emphasized that Russia is turning war into an instrument of state policy. A clear illustration of this can be found in the specific instance of the accusations that the Russian Federation as part of a massive and coordinated disinformation campaign.
This investigation was originally launched back in April of this year regarding the serious and alleged provision by the nations of Latvia, Estonia, and Lithuania of their sovereign territories for the purpose of conducting attacks by Ukrainian drones.
Furthermore, there have been general claims made about not just the unauthorized use of their airspace, but also concerning actual launches being conducted from within those borders, which is in point of fact nothing more than an outright and complete lie.
Yet, we are witnessing these significant events unfolding before our eyes right now. One must ask why the Kremlin is deliberately and aggressively pursuing such a major escalation of the conflict at this critical stage.

Moreover, Ukrainian diplomacy draws historical parallels, particularly with the rhetoric of Nazi Germany, which also justified its aggression by claiming to protect its citizens abroad.
An additional signal from the statements of Russian officials is in particular the accusations against Finland and the Baltic countries of allegedly assisting Ukraine.
Analysts believe this may be an attempt to create a pretext for future border violations.
If Putin signs the law, it will come into force in just 10 days, and then Russia will gain yet another tool to legitimize aggression under the guise of protecting its citizens.
