[00:01:16]You, by the way, as a citizen of a community, you have a right to be seen by the mayor. I hope you know that. If you voted for a mayor, the mayor works for you. Therefore, you have a right to see him. You can make an appointment to see any public officer you voted for.

[00:01:36]That's democracy. So, I want you to make an appointment to go and see your mayor or go and see your governor and just sit and say, "I want 30 minutes with you, sir, and ask him about that list right there." And sir, what is your purpose for being in leadership in this city?

What is it that they are hiding from that report? This is a disgrace and time and time again we see this woman continue to put the parliament in disrepute.

[00:33:40]We um after looking at the MOU decided that um as we saw where it was um had a lot of gaps and could have left us in a very bad position. One in terms of funding and two in terms of land tenure, three in terms of um approvals in terms of um um subdivision, three health concerns, four infrastructural concerns.

[00:34:15]>> So, yes, ma'am. So we we we we wrote to the to to the ministry expressing our concerns and asked that theou be amended.

[00:34:27]After a lot of back and forth, some amendments went down especially to clause number nine which said that we were basically responsible for financing the project.

[00:34:41]>> That's the munoration was responsible corporation right >> for financing.

[00:34:45]>> That's what it was saying.

[00:34:46]>> Mhm. That's what that's what he was saying on paper. But when we spoke to the minister, he was saying that no um they have had a cabinet agreement and and um and and minister of finance will be providing the money. So we said no this is on paper. We wanted to change to reflect that.

So if a change was made despite the fact that we still weren't completely completely satisfied with everything in the MOU but um bearing in mind the plight of the people in the shelters we went along and we signed >> yes >> after we signed told that the that food for the poor had pulled out of theou >> and and I've been made to understand yes I've been made to understand that some of the same their reason pulling out surround of the same concerns that we have. Bear in mind one that food for the poor is an international organization and they do not do any form of construction on lands for any beneficiary unless such beneficiary has proof of ownership can display proof of ownership or written proof of permission to to utilize the land.

[00:36:08]And I have been made to understand that that was that was not your sticking point.

[00:36:20]That is one of the main reasons why why they pulled out of the MOU.

[00:36:37]So we wanted we wanted good and proper sewage treatment and disposal facilities to be included in the plan as well.

[00:36:48]So eventually we heard that a lot would have been would have been contained there. So the first one of the first um input that we got said 75 lots 75 to be built.

[00:37:03]>> Then it came down to 50 and now we are at 20.

[00:37:10]>> What? And we're told that the the estimate is 82 million but our technical department was estimating the whole thing at approximately 160 million. We also expressed concerns over that.

[00:37:24]>> Anyway, eventually minister got angry.

[00:37:27]He had sent down 40 million for for works to commence um for for work for work to be paid works to be paid for.

[00:37:36]>> Yes. Bearing in mind that works the ministry or the minister engage a contractor to start work on the site before bringing us into the into into the picture.

[00:41:07]SO YOU CANNOT blame the municipal corporation for the slow pace of granting house to these people. The blame must be laid squarely at the foot of Desman McKenzie. HOW DESMOND McKenzie go send $40 million go down there and then take it back as if the money belongs to him.

[00:41:31]Eh, how is IT THAT YOU GO AND SEND MONEY GO DOWN there and and you realize the mayor Dan Ray Delans send it back because him no drama with no corruption and money.

[00:41:45]SO HIM SEND IT BACK AND DESMOND TAKE BACK THE MONEY. YEAH. AND CHANGE THE PROGRAM THE THE MAYOR. SO INSTEAD OF THEM GETTING 75 HOUSE NOW IT DROPPED FROM 75 to 50 and now it dropped from 50 now to 20. What is going on Jamaica?

So now ONLY 20 PEOPLE LOOK HOW THE JAMAICA Labor Party is wicked and spiteful all because say the parish of West Milan voted against the Jamaica Labor Party. FOOD FOR THE POOR GIVE THEM 75 house and Desman McKenzie go behind food for the poor BACK AND CHANGE THAT CONTRACT. SO THAT MEAN SAY A 75 HOUSE spot supposed to be paved for those 75 house and Desmond McKenzie use the money to do otherwise and I go send only 40 million when his people should have get 180 million. Them have them own sewage system, them have them own water, everything was there. So why not put this house back where these people used to live?

[00:43:38]YEAH. To pay for go dig PIT FOR PAY NOW FOR GO PUT IN sewage system FOR PAY MORE MONEY NOW FOR GO DIG trench for run water go this place. When these persons were living somewhere before where all they have to do now IS JUST PUT BACK A HOUSE STRUCTURE on the spot where their house usually sits. Desmond McKenzie is hellbent in squandering and spending these money. Eh, tell me now Jamaica, it gets worse.

So eventually um after letters and um very bad conversations over telephone all that and meeting we decide to sign >> in good faith in the best interest of the shelteries. Yes, >> we don't want to stand in the way of people getting over the head bearing in mind that the hurricane season the next hurricane season is being done upon us >> days away.

[00:46:01]>> So So we did that and then immediately after that the contractor sent in a bill. So just just like the 21st of of April, the contractor sent a bill on the 22nd of April.

[00:46:18]>> Sorry. Are you exaggerating? One day after you sign the contract, >> right? And then um our technical department was said um they cannot sign off on this because one um technically so much work have been done in one day.

[00:46:37]So this kind of set up to audit scrutiny and two we have to um we have to go there and and and and and and check the work to ensure that it it has been satisfactorily done.

But I guess minister became um jittery and vex cross and miserable >> after MP vase pointed out some shortcomings with the two teacher cottages. two two teacher cottages that were prepared or being prepared um for a to be a temporary housing solution for the for the the shelteries at the Petville High School bearing in mind that um the houses um these 20 houses a long term is a longer term thing >> and and and the deadline of May 8th was fast approaching and the minister did not want to miss another deadline.

[00:49:32]>> At at what stage was it decided that the teachers cottage would have been the place that the people would go to?

[00:49:40]>> Um first let me point out that the West M corporation was none whatsoever involved in in the refurbishing of the teachers cottages.

[00:49:54]>> Neither the principal cottage or the teachers cottage. We were not involved in in the in refurbishing work there.

[00:50:01]>> Were you aware that >> aware of who the contractor is?

We we're we're aware we're made aware um I would say at least two weeks before >> okay >> before before deadline but we were but we were we were not asked to be a part of that process. The ministry took that on and um and and got their contractor our contractors but the minister is playing that picture as if we we were involved in that and we were not involved in that aspect of it any at all.

[00:50:43]>> Yeah. Yeah. The only contractor with whom we have been involved is the one preparing the site to include the bases to accommodate the 20 container units in Shrewsbury West.

[00:51:02]But the refurbishing of the of the two cottages on the compound of the Petersfield High School, >> you had no role. We were not in any shape or form involved in replurishing works on those two buildings.

[00:51:29]Your worship let's let's look at the hurricane recovery. I am aware it's my understanding that within the parish council there is a office of disaster preparedness there's a agent in your in the parish in the municipal cooperation.

[00:51:50]>> Yeah. Yeah. Well, we we we are we have um our disaster preparedness management committee and we have a disaster preparedness coordinator who I must say have been performing well.

[00:52:08]>> Mhm. Given the the the the limited resources she has at her disposal sometime sometimes no resource whatsoever and the fact also that is it is that unit is basically a one man or a one woman unit so to speak. So, so hold on your worship.

[00:52:27]>> In a in a in a recovery like this, a hurricane recovery, isn't it that the municipal cooperation in collaboration with that agent should be playing a major role in assisting the citizens of West Milan?

[00:52:43]Well, what we we have had to be doing, we have had to withdrawing um persons or employees from other departments who um whenever we can to assist with the running of of of that of that office. But uh but we have we we have a committee there's a committee in place. Mhm.

[00:53:04]>> We have the emergency operation center that is man by a committee and this committee is basically a subcommittee of the of of of the disaster preparedness management committee which is a full committee of council and it comprises um other stakeholders such as the JDF, the JCF fire brigade, SDC etc. So what kind of assistance you've been getting from central government? Is central government working through the parish council to deal with the disaster relief of the people in your parish?

[00:53:44]>> You know, in terms of relief, you know, um I mean I I haven't seen much of that.

[00:53:49]I can tell you that um I know of age I know of age division being allocated $250,000 >> um for hurricane relief to purchase hurricane relief material and stuff hurricane relief supplies immediately after the uh after the passage of of hurricane Melissa >> 250,000 >> of that per division that works would um if you stretch the money you can get about 50 you could get about 50 care packages.

[00:54:24]>> Hold on hold on hold on your worship how many divisions are in your parish?

[00:54:29]>> 14.

[00:54:30]>> You have 14 division but your parish is one of the hardest it parish.

[00:55:38]>> And then um we encourage the counselors from before the hurricane from threatening until after we encourage the counselors to use um money from their per revenue fund allocation.

[00:55:57]um for for preparation work and also for clean up after math as well again.

[00:56:04]So the clean up after was a was an ongoing process.

[00:56:09]>> Have you met with the prime minister since the hurricane you worship?

[00:56:13]>> No.

Yeah. the prime minister came the prime minister came to flew and went to every every other parish basically was that wasffect affected you know except at the time and I saw in the media when they said when people were were were um expressing outrage of him not coming to the media they said that there was nowhere to land >> so you worship >> you are the media >> you are the prime minister's representative in the parish based on protocol.

[00:56:49]The mayor represents the prime minister, the custo represents the governor general and you are saying a category 5 hurricane hit West Mullan and you have not met with the prime minister yet?

[01:03:51]>> It came from central government um previously accounts. So every month you get your PRF allocation and then PRF is broken broken down to other into several subheadings.

[01:04:05]>> One of which is SGS special grant special grant request which is emergency funding.

[01:04:12]So you keep that until you have an emergency. Say for example now if have bad weather and a particular road is cut in two.

[01:04:21]>> And people are marooned if you have funds in the SG we can use that now to to to to um remedy quick and fast repairs and elevate elevate the the suffering and stress on the on the people who have been cut off. There's a we had some funding in that and we use that now 500,000 per division.

[01:04:43]>> So that's another 7 million.

[01:04:46]>> Right.

[01:04:47]>> So from hurricane till now the counselors all together got about 10.5 million for the entire parish.

[01:04:57]>> Totally right.

[01:04:58]>> There there's a special fund there's a special fund. Hold on hold on your worship. There's a special fund that the minister has to release. I don't remember what it name. What's that?

[01:05:06]What's the name of that fund?

[01:05:08]>> Equalization fund.

[01:05:09]>> Yes. Have you gotten any of that?

[01:05:12]>> No. Well, the the the money that is now being used to to prepare the shoes sites is coming from the equalization fund.

[01:05:22]>> But but the but no come directly to the council for you to disperse in whatever way you see fit.

[01:05:28]>> Not a not a single solitary scent. No.

[01:05:32]>> How do you feel as the mayor of West Milan not getting the kind of resources that you would expect after a major the hardest disaster to ever hit Jamaica in our lifetime? Not getting the kind of resource. How do you feel today?

[01:05:49]>> I feel that as if the people of West Morland are being victimized.

[01:05:54]I feel that the people of West Morland land are being are being punished based on on their political leadings.

[01:06:07]>> Wow.

[01:06:08]>> I feel that um the people of West have not been given the level of respect that they deserve.

[01:06:18]>> The hurricane season you worship is a few days away.

[01:06:25]What will happen if, god forbid, another hurricane come down your side of the island? How you think the people would fear based on their sit their living situation now?

[01:06:40]>> It's going to be rough as for one for one um currently I'd say at least 70% of our shelters are in no are in are in no shape or form.

[01:06:54]>> To accommodate shelteries.

[01:06:56]>> So most of our shelters based on report from our disaster preparedness coordinator, most of our shelters cannot be utilized at this time. Right. And we still have a large amount of persons without a roof over their head. A lot a number of people even up to Monday a lady um in the parish capital was asking me for toping because every time it rains um water comes in through the top the top of become worn.

[01:07:30]So I'm here hoping and praying that this year we don't have another hurricane.

[01:07:35]you're praying because I don't know what will happen to resp I want to really and truly you know pause here >> and say thanks to the private city citizens private entities overseas partners overseas friends who saw it fit to come in and lend a hand to the people of West Morland when Lewis and our weakest had it been for individuals and for donor organizations coming in and lender the disaster the effects of the disaster would have been far worse on us here in West Morland. So I really have to say thanks.

[01:08:26]>> Yes. And at the same time say to your listeners out there if there's anyone out there who is minded to offer some assistance to the people of respond who are still in need. Please do not hesitate.

How you feel about that?

[01:09:32]>> I I was just about to mention that you know that when I read the report um stated that only one point approximate 1.8% >> yes 1.8% have been spent.

[01:09:50]of the money has been sp of donations have been spent so far. I had to I had to read about three times think that I was really seeing what I was what was really seen was was was um actually 1.8%.

[01:10:10]And it's it it left me with a raw feelings. I'm of that has now strengthened my view and opinion that this government is uncaring.

[01:10:25]This government is selfish and this government only puts themsel first. I remember them come camp campaigning and saying that um this will be the people's term or something like that. Yeah, >> Jamaica Jamaica's term for that is the case. I'm wondering who or what is Jamaica? What what are Jamaicans? Because this money was indeed donated to help um benefit the people of Jamaica and it is sitting there. I don't know in whose account arguing what but trust me this is really really a great injustice.

[01:11:12]This is really a great injustice and on the part of those who have the powers and those of the control over over these donations, right? And um I'm sure that the donors must be very unhappy about it and they must be be regretting the day when they sent these donations directly to the government and maybe not to to some local organizations because I know I know for a fact that um people of people who have donated and send the donations to organizations on the ground and these donations have reached the people that it was intended to reach.

[01:12:12]>> But approximately what percentage of the population of West Milan is still living on toping today?

[01:12:23]>> Uh okay. in East Susan over 500,000 qu over 500 over sorry 5,000 houses were affected um most of that 5,000 houses were completely destroyed and currently I say near about 25% of these persons have received some assistance from the government so far >> 25% >> so I'd say I'd say 25% have received assistance based on you to my understanding.

[01:12:56]>> So 75% of those who were affected still might be on the top 75% of those who lost their houses completely.

[01:13:07]>> Um luckily some of these persons found the means and ways to to maybe you might have three or four apartment house.

[01:13:17]>> Yes. and they find a way to fix one the roof and one or two of the of these of of these rooms.

[01:13:27]But I know persons were still living in a tent.

[01:13:32]>> Person who are still under your >> So it is it is still it is still a very a very rough situation.

[01:13:44]Um and I tell you something also, some parts of of the parish is also suffering from um rain in terms of flooding because this year since since the hurricane we have been having constant rain so to speak and in in places like during the months of March and April it have been traditionally dry not this time around.

[01:14:13]So as we get some rain now in parts of of of a parish like SAR which you know is um sits at or below sea level.

[01:14:24]>> Mhm.

[01:14:24]>> Um and the side is so saturated as it rains for 10 minutes you have flooding on the streets but luckily um most times it runs off back quickly.

[01:14:34]Um I was anticipating that we would have received funding for a special drain cleaning program >> by now to prepare for the hurricane season.

[01:14:46]Nothing to do. Nothing at all.

[01:14:50]>> Mhm.

[01:14:51]>> Your worship you have a position in the parish of leadership as you go. Why me I tell you Jamaica he rough it rough but me glad the mayor come out come speak the truth because we have been having enough of the headlines too much headlines by Desmond McKenzie and Nester Morgan and Marlon Morgan and the gatekeepers.

[01:15:30]And I don't think the mayor would be so wicked to come out and speak the truth.

It don't have a reputation of truthfulness. So I don't have any doubt to believe this mayor for Savar. It is bad Jamaica.

I personally believe that the NHT needs a complete overhaul because once you prove your bank statements to the NHT that you are well off and can afford to buy a piece of land, the NHT shouldn't give you any money. You should use what you already have and go and buy a piece of land and buy one house and start your life and leave the funds at the NHT for the poor man who is ablebodied to continue to work who have many years left in them to work to get the loan to go buy piece of land pay house and meanwhile them get the loan. Yeah. then can continue to work, continue to work and pay them mortgage and pay back the NHT. NHT must stop give persons who have millions of them bank account. I don't see it's making any sense. The National Housing Trust was designed to help poor people and that's why Michael Manley put it there to help the average poor. He never put the NHS there to the to give to the rich who already have house and land and properties.

[01:29:34]It breaks my heart today Jamaica to see what Andrew Hoess and the Jamaica Labor Party has done with the National Housing Trust. It is so bad that them have to use them majority 35 to bully the opposition's 28. Yeah. to make it law to change the law where they can further go to the NHT to draw down another $57 billion of you and I money. That $57 billion could have stayed there where a average poor man or a poor woman can go there and ask them for a loan to pay down on a house or to pay down on a piece of land because them work on in one job and every month can pay the little mortgage or pay back the loan.
