And it is said that some of the very many people who live in Mombasa have lived as masqu are Kenyan citizens. How is the ground? Many people have come forward but he has been embarrassed in Mombasa but then he will still go back to Mombasa. You know sometimes these things do happen. Even we Kenyans don't know right now. We believe that President William Ruto is in Mombasa and he is visiting Mombasa. Let's know all those people, the Itumbi, the Faruk, the Oscar Sudi, the Murkomen, the Nani, whom I can say that President William Ruto trusts very much.
Your deep problem is in speaking but aside, the people of Mombasa were expecting that when President William Ruto gets to Mombasa, they will come and be told that we promised that we would do this. The fishermen were told that they would be sent what to fish. How do we call them? They will be sent what they are called to do this. You were told that this is the plan that is being prepared. So all these fishermen who were put in this promise do you think they still go back there and say we will because even they themselves know and see it on social media every day.

First, I explained to them that our Mombasa port, the port operation that had been moved elsewhere, and I told them that if I were president, God willing, the port operation would return to Mombasa.
Today I stand before the people of the coast. Port operations have returned to Mombasa and that's not all.
Our Mombasa is now expanding the Dongokundu special economic zone further.
We have received 50 billion shillings and this year it is starting to be built with the money we received from Afri Exim Bank here on the coast, here on the coast, and there, as I speak to you right now, another special economic zone of 40 billion shillings is being built. As you are meeting, I was there early next year at the end of last year to officially launch it.
I should also inform our coastal brothers that Shimoni Fish Port has been completed.
Now we are looking for those who will operate the port to ensure that the people of the Coast benefit from the port infrastructure that we have here on the Coast.
on the commitment of Mombasa Port and infrastructure associated with Mombasa Port. I can confidently say we have discharged our commitment to the people of the coastal province. The second thing I explained to them was that this coast, which has been discriminated against for many days, whose development has been delayed for many days, this coast will no longer be discriminated against.
And I stand here to say that for the development of coastal people, road development, electricity development, special economic zone matters, railway matters, agricultural infrastructure, fisheries matters on this coast, we have invested more than five billion for the coastal fisheries infrastructure program. Today, as I stand here, we are completing the process through the ministry overseen by my esteemed brother Hassan Joho.
Five fish landing sites at a cost of 820 million shillings. In the next three months we will return here to open them here on the coast. We have also purchased 272 fishing boats, in collaboration with our counties, for 840 million delivered for youth by the people of the coast province. As I stand with you here today, we are building a mananet here where we will provide 1.4 billion shillings to fingerlings to ensure that when our fishermen go there to fish, we ensure that there are enough fish.
We have made sure that housing matters are continuing on this coast, construction of markets is continuing on this coast, construction of hostels is continuing on this coast. I was yesterday in Voi to inaugurate a 900 million shilling stadium. I was on the coast here today and tomorrow I will be in Kilifi to inaugurate a one billion shilling stadium to build a stadium in Kilifi here in Mombasa, the stadium that was stalled here in Mombasa, now we have provided government money of 1.4 billion shillings to build a stadium in Mombasa city.
I tell the people of the coast what I told them, you will not be discriminated against again. As we develop other parts of Kenya, this coast will be at the center of our development plans. The third thing I explained to the people of the Coast was the matter of land. I explained to them that all governments have discussed the land question. I told them we have the land answer. And today, I want to explain to the people of the Coast the titles that we have issued as a government over the past three years.
1.5 million coastal titles are Title 1381.
Today we are issuing 33 title deeds to citizens of various areas.
But the most important thing I want you to listen to carefully is the problem of absentlords, that there are citizens living on farms that other people own and have title deeds to.
There are people who have title deeds, but these farms are occupied by Kenyan citizens. And that problem that has been the biggest challenge on matters land in coastal province. So that as we sort out settlement issues, we must address ourselves to the question of absent landlords, of landlords who have learned, who have titles but they have not learned and citizens who are sitting on land but they have no titles. That is the answer we are answering today. Today we are answering that question.
Those quotas live on land without a title deed. Titled is with other people. And those other people have title deeds. But they don't have land because the people live there.
And because I want you to listen carefully, my brothers and sisters, because today is a historic day.
I want to read my report so that it is where we are finally solving the land question.
And let me read ladies and gentlemen, I want you to listen carefully. The question of land in Kenya has never been simply about title but it has always been about identity, about dignity, belonging, security and opportunity.
Land ownership embodies the right of every family to lead in security, to build with confidence and dignity, and to leave future generations a foundation of hope, opportunity and shared prosperity.
land is the inheritance entrusted to us by past generations and the platform upon which future generations will build their dreams and their prosperity for many decades. However, the story of land in part of our country and especially here in the coastal region has also been a story of pain, a story of marginalization and a story of great injustice.
Thousands of families have lived on land for generations without the certainty of ownership. Communities have occupied ancestral lands without legal recognition through title deeds. Parents have raised children and clan children and in some cases great clan children on land they called home but could not legally claim as their own. For many citizens, this has meant living with a certainty and the fear of eviction. It has meant inherited property and unresolved disputes passed from one generation to another. It has meant limited access to credit and investment opportunities.
The land question here at the coast has remained one of the most emotive issues in our nation because it touches on the deepest aspirations of our people that is security, fairness and dignity.
That is why from the very beginning my administration was determined to deal with this matter decisively and conclusively.
When we came into office, we made a commitment that we would confront difficult issues honestly and decisively.
We committed ourselves to resolving historical learning justices and restoring dignity to citizens who have waited for justice for far too long.
Since August 2022, we have treated land reforms as a cornerstone of our national transformation.
Across the country we have so far issued 1.5 million titles of which 381,000 have been delivered here in the coastal region alone accounting for 25% of all title deeds issued nationally. Ladies and gentlemen, this is neither merely an administrative undertaking, nor is it about statistics on paper. It is about restoring justice to communities that have waited for far too long and transforming lives through dignity, ownership and economic activity.
Behind every title deed is a family whose future is rooted in ownership, security and hope. Behind every title is a farmer who knows the land, invests confidently and reaps the rewards of hard work.
Behind every title deed is a community freed from fear and the fear of displacement with a dignity and confidence to build a better future.
And today as I begin my tour working tour of the coastal region we take another important step in this journey of justice and transformation.
restoring ownership, saving guarding dignity and unlocking new opportunities for families and communities to build a better future. I am happy to announce that we shall be issuing an additional 33,025 title deeds in Mombasa, Kilifi, Kwale, Tana River and Taita Taveta and Lamu Counties. Specifically we shall be issuing titles in Kilifi Weru Ranch Mwele Kimakeni Msabaha Kazandani Wachu Kodentu and the Ronge Ju Registration Unit for many communities this moment carries deep significance take the case of Rongeju in Taita Taveta established in 1969 N families have been waiting for nearly 60 years for formal recognition and ownership.
I don't know which side you are on. I don't know if you're on the one-term side or the two- term side. But I would really like to know which side you are on? Are you on the one term or two term side depending on what you know about President William Ruto and his promises that never end and his promises that never come true? I don't know which side you are on, but for my love, I really want to know here in the comment section, you can type one term but also with more details why you decide to say that you are a loser and why you decide to say that you are a loser but many Kenyans are pleading with President Ruto that enough promises are enough, please do something else. These promises are enough if you want votes, we know. You know, someone like President William Ruto is not someone I think is campaigning right now because Kenyans know that he desires and wants to be reelected.
And the only thing they would use to get him reelected is to work for the people and fulfill the promises he made when he won.
So I don't know what is going to happen maybe after tomorrow and the day after tomorrow, those days when President William Ruto will be making his visit to Mombasa, but then you know that even the Edwin Sifuna brothers will still be planning a rally to return to Mombasa and we will see the difference. We will compare what will happen when the Edwin Sifuna brothers and Linda Mwananchi go to Mombasa and what will happen now that President William Ruto is there. Because even the pictures that you see now, they had to go out on the streets and walk along the roads and gather people. But at the meeting he had at the forum that was held in Nyali, many people who had been supporting ODM boycotted it. And right now the person who will be blamed for all this is Rigard Gashagwa and it will be said that he used Nyali MP Mohaji Chopevu to prevent citizens from attending President William Ruto's rally.

So I don't know how he is going to convince the people of Kenya that maybe it was abrapped maybe it was not planned and then what I can say is that it is the luck of the people of Mombasa for those who will receive the title deeds we are not sure if they will all receive them because you know there are some people who will be told that these title deeds exist but they will not see them and there are those who will see them you know there is also discrimination but all these people who will miss them and it has been announced that they will come back to complain where they know if they complain it will reach Ruto and where is he in the opposition so they must be very careful because the only thing that could take President William Ruto back to Mombasa is to issue these title deeds there is nothing else big that maybe he would have done what is it there is nothing else. So that was the only escape. That was the only thing he would use to get back there.
And remember this is something that happens after three good years.
