El Niño is a naturally occurring climate pattern characterized by abnormal warming of surface waters in the central and eastern tropical Pacific Ocean, which typically brings reduced rainfall and severe heat waves to affected regions like Papua New Guinea. According to climate experts, Papua New Guinea faces an 80% or higher probability of entering an El Niño event, with forecasts indicating a potentially historic super El Niño could develop later in 2026, creating high probability of severe extreme weather and record global temperatures. The country experiences two distinct seasons annually: wet season from November to April and dry season from May to October. Multiple provinces including Jiwaka, Simbu, Enga, and Western Highlands remain on drought alert, with communities experiencing vegetation stress and below-average rainfall. Climate authorities are conducting rapid assessments and consultations with disaster management agencies to prepare for potential impacts.

And police add up roads online [music] system.
A very good evening. This is National MTV News. I'm Melisa Polo. Thank you for joining us. Model forecast indicate the possibility of an El Nino developing later in the year. Experts define El Nino as a naturally occurring climate pattern characterized by the abnormal warning of surface waters in the central and eastern tropical Pacific Ocean.
This means Papua New Guinea is expected to experience reduced rainfall and severe heat waves. Kasis Inape, the assistant director of climate services under PNG weather service gave an update on the current climate.
Current information that we have at the moment is saying that there's a increased chance that we may be heading into an El Nino come next month.
So, there is an increased probability chance 80 80% more than 80% chance that we may head into an El Nino.
He explained the drastic changes in normal climate conditions.
>> So, when an El Nino happens, it normally brings a lot of heat and significant reduction in in in rainfall across the country.
Uh so, when you have less rainfall, uh obvious impacts on vegetation, uh water resources, energy.
Uh so, this is this is heightened uh uh awareness on those kind of those those uh sectors that are impacted.
Mr. Inape highlighted the wet and dry seasons in Papua New Guinea. What normally happens is for the country, we have two seasons, as you correctly pointed out, the wet season and the dry season.
So, the wet season starts from November to uh April.
And then the dry season starts from May up to October, September.
Uh so, uh the right now, we are moving away from our wet season which has passed into the dry season.
Recent data from organizations like the National Oceanic and Atmospheric Administration indicates that a potentially historic super El Nino is rapidly intensifying, creating a high probability of severe extreme weather and record global temperatures heading into late 2026 and 2027.
I'm in the light here, National MTV News.
Papua New Guinea normally experience dry season from May to October annually.
Latest data reveals that Jiwaka province continues to be on drought alert since February 2026, whilst Simbu, Enga, and Western Highlands remain on alert since March.
In addition, Gulf, Hela, and city of Port Moresby, Southern Highlands, Western and Western Highlands have transitioned to drought alert at a 3-months time scale. Thus, assistant director of climate services from PNG weather service, Cassius Inape, elaborated on the impacts of the drought, highlighting recent observations.
>> From what we are observing uh since uh last year, uh we have a lot of uh places, especially up in the Highlands, we've been experiencing a lot of vegetation uh stress, uh more more similar to uh drought-like situations.
Uh much of our communities in the Central Province, even Milne Bay, uh uh so, uh the the the the sign has already is was already evident uh last year. Uh so, that is still continuing. Even parts of uh Western provinces, we have been consistently seen that place have been uh experiencing below average rainfall.
With high chances of the country experiencing extreme weather conditions, Mr. Inape urges communities to be vigilant.
>> We would like to control as much as possible information that's going out here. So, it is better for you to seek those uh technical agencies uh who who who are experts in in their work, so that you can be able to get more reliable information on what is happening.
Uh the second one is that >> [snorts] >> uh although uh there's a lot of information saying that we'll be leaning towards super El Niño, the it's too early to preempt it.
But that doesn't mean that we should stop because the indication as I said earlier on we have 80 to close to 100% chance that El Nino will form. So our best preparation is start preparing now.
The April 2026 drought update indicates that at this stage most of centers throughout the country remain on drought watch and alerts. I'm Melinda Elaiteia, National MTV News.
Meanwhile, climate service assistant director Kasis Inape revealed that relevant authorities are working in close consultation to monitor climate conditions.
Reliable up-to-date information from official agencies is critical for public safety and effective decision-making during major climate events like El Nino. Mr. Inape said this is why authorities are working together. For the last few days we've been uh having this uh consultation meetings, awareness meetings with uh National Disaster Center uh with uh the AL, Department of Agriculture and Livestock uh just to tell them of what is happening and what we expect for the next uh uh 3 to 6 months and into the end of the year. He emphasized on rapid assessments. What we are doing is based on those those observations that we have seen. We are now having uh consultation and uh with our partners from National Disaster Center and IOM.
And now we are going we are visiting those hotspot provinces to do a a rapid assessment so that you know, based on what the models are saying, the forecast are saying, we wanted to at least go down to the ground and get them ground truth in information to at least give a reality check on what what we are seeing. So, in that way we can at least have a complete assessment picture of what is happening so that with that information now, we can go to the government >> These assessments will enable data gathering, report writing, and submission to the government should there be a need for relief assistance.
I'm in the light here, National MTV News.
The Independent Consumer and Competition Commission has clarified its role in stabilizing fuel supply while confirming that parts of the country are still awaiting subsidies, while other major centers have already been covered by the government.
Some insights provided >> ICCC Commissioner Roy Daggy says parts of the country still awaits government fuel subsidies that will be sorted out this week. However, he confirms the subsidized price across the country. He also clarified confusions on the role of ICCC on regulating fuel prices in the country. Um, petrol is around 4 kina 39 toea.
Diesel is around 4 kina 44 toea. And kerosene is around 4 kina 9 toea. He says there are certain fuel prices like the price of the jet A1 fuel that they do not regulate and that the people must be made aware of. Uh, in terms of um, um, some fuel products like jet A1 or jet A1 which is the aviation fuel, ICCC does not set the price, but it just monitors.
And also for um, Zoom and um, Premix, so the policy does not have regulatory oversight but it is only monitors jet A1 of aviation fuel. Daggy Fida thanked the government for subsidizing fuel prices in the country in this critical time to assist the people as he urged the public transport operators not to illegally overcharge the public.
>> We as the regulator we commend the government because we stand between the businesses, the consumers and the government making sure that whatever fuel price that is passed through to the people affordable and at at a reasonable rate and also the business houses that the fuel suppliers are making a minimum reasonable retain return. Charlie Dumavi, National MTV News.
Meanwhile, Commissioner Daggy also confirmed that the fuel task force team is yet to receive the government funding promised to them to enforce regulations across the country. However, he confirmed that they are making sure all distributors comply.
Naturally implementation happens is that we need to come up with our work plan. We need to have a time frame, we need to have costings clearly outlined and then invoicing has to be done so to date nothing like in terms of going down on the funding nothing has been done but it's part of the fuel package.
It may not be 50, it may be less than that, it could be 1 million, it can be 2 million, it can be 5 million depending on on actual costings and the work plan.

Following a successful community of practice on social protection in the Pacific, hosted by Papua New Guinea, a participant from Vanuatu is calling for a stronger regional collaboration in the area of social protection.
Attending the second community of practice for the first time and visiting Papua New Guinea for the first time, Judge Natari, a Deputy Registrar General of Civil Registry from Vanuatu, described the four-day conference as highly insightful. She said the discussions provided valuable lessons on how the participating countries manage social protection.
>> can all agree to say that the challenges that we face in the Pacific are similar.
The challenges that my colleagues in Fiji face are similar to what I face in Vanuatu and also in Papua New Guinea and I think it was important to come and listen to these experiences and how our colleagues, particularly how they overcome those challenges in the area of social protection. Tarei said COP member countries must strengthen cooperation in the area of social protection. We found out that the countries are actually spread out across the spectrum. There are some countries that are the advanced in social protection initiatives and program while there are some countries that they just started, some that are still going through some challenges and I think as a region it's important that we support each other through policy initiatives as a region. We we work to encourage each other. She added that the participating countries must take the lessons and experiences shared back to their respective nations to improve social protection services. Because we want to come back to the next COP meeting and say that okay, this is how far we've progressed and we cannot do that alone because we need our Pacific brothers and sisters to support us here.
A key reason for introducing online police recruitment is to uphold the integrity of the process and ensure quality is maintained. This was highlighted by Deputy Commissioner of Police and Chief of Administration Dr. Philip Mitna while addressing new police recruits at Bomana.
Addressing the new intakes at the Bomana National Center of Excellence yesterday, Deputy Commissioner of Police and Chief of Administration Dr. Philip Mitna praised the strict screening process implemented through the online recruitment system. Our screening process is very strict.
We subscribe to only one standard, one recruitment process. I won't talk about past experience but for the last couple of training recruits we've done, it's online.
Really to maintain quality.
Dr. Midna said the online recruitment platform has created equal opportunities for eligible candidates across Papua New Guinea to apply for police training.
And to be fair, because we've been now looking at all the regions across the province across the country, it's not getting everybody on board to match the numbers.
You come out of the recruitment process, which is strict. The next part is also strict, training.
If you falter, if you are lagging behind in your training, you get kicked out.
We are comfortable managing a self a well-disciplined police force.
And with that, we don't compromise quality.
He also reminded the new recruits that the training hired will test their discipline, commitment, and ability to serve the country professionally. The next 6 months will be trying for you.
And 50% now is the effort you put into The Royal Papua New Guinea Constabulary continues to modernize the recruitment process to improve transparency, accessibility, and the quality of officers entering the force.

East New Britain Governor Michael Marum has welcomed the two proposed oil palm bills during their final validation process in the province, while also highlighting key concerns affecting small growers and landowners.
With the aim of the two proposed oil palm bills to provide better regulation, industry growth, and greater opportunities for local participation, Governor Marum said East New Britain has always been an agriculture-based province dating back many years. East New Britain has a good and a proud agricultural history. Our people have relied on on the land to grow cocoa, copra, and small holder farming to sustain families and and community communities.
Over time new industries such as oil palm oil emerge bringing opportunities for economic growth, employment, and rural development.
However, concerns were also raised regarding the protection of small holder farmers, land owner benefits, and fair pricing mechanisms.
However, while there are opportunities ahead, we must also speak honestly about the realities faced by people over the past years.
Many of our local farmers and land owners have raised concerns over the issues such as inadequate infrastructure infrastructure support, market accessibility, benefit sharing, land owner participation, transparency, and overall the impact of development on the rural communities.
He stressed the importance of ensuring the legislation addresses issues affecting rural growers and promote sustainable development while safeguarding the interest of communities heavily dependent on the oil palm industry.
These concerns are real and they they must not be ignored.
As leaders and stakeholders, our responsibility is not only to promote industrial growth, but also to ensure that growth is fair, sustainable, and beneficial to the people on the ground.
Development must improve the lives of our local farmers and not leave them behind.

Department of Agriculture and Livestock Secretary Saki Bank has stated that agriculture remains a key driver for economic growth noting its potential to transform rural livelihoods and boost national revenue.
Speaking at the recent event, DAL Secretary Bank said agriculture is expected to increase the country's GDP.
In the medium term plan for the government expects from agriculture significant contribution towards national development.
There are five. The first is an increase in GDP from where we are now sitting at 20 billion to the country. We must contribute another 10 so that in uh by 2030 and 2033, the agricultural sector must contribute 30 billion in a to an economy that would have been to 200 billion.
That's our first outcome.
He also the whole pig secretary for ongoing efforts in advancing the oil palm industry, describing it as a vital sector for PNG's development. The secretary told me we must employ up to a million jobs or more.
And the captain is every palm every aspect of the oil palm in every province or every district. I've been told large numbers of people are engaged in every every plantation or estate.
That's a big number that I was given.
Captain and the captain and the close to me in the formal meeting will tell me I don't know for every one hectare of oil palm there's a number of big numbers of people are involved.
And these are the numbers of people the government wants to see to increase as we expand to the provinces that want to grow oil palm.
They must expand to the He emphasized that strengthening agricultural value chains will create sustainable job opportunities, particularly for young people and rural communities. As we create jobs, we must also create opportunities for SMEs whether directly in the agricultural sector or or indirectly as they become service providers, but but as agricultural sector as indeed the oil palm industry will will expand.
So, these opportunities for SMEs will expand.
And government expects in the next 5 to 10 years that we must create up to 450,000 such opportunities.
Secretary Ban also called for stronger collaboration between government agencies and industry stakeholders to improve productivity, infrastructure, and market access across the agricultural sector in the country today.

Moving to overseas news, the Kenyan government says at least four people have been killed during protest over fuel prices.
The interior ministry says more than 30 people have been injured in clashes between police and protesters. The Kenyan fuel regulator opted to increase prices by more than 23% last week, leading to nationwide marches that turned violent in some parts.
There have also been mass public transport strikes. The government is calling for calm and a stop to the vandalism taking place in the protests.
Blocking roads and vandalizing public and private property can in no way bring down the oil prices.
If anything, the disruption of transport and closure of business can only worsen the situation.
>> It is not that this government is insensitive. It is that we have a crisis which is a worldwide crisis. It is a crisis in the US. Even moving around has been very expensive. We are not used to this.

So, a teenage gunman have killed at least three people in a suspected hate crime at an Islamic center in San Diego, California.
Dozens of police officers rushed to the scene after reports of an active shooter.
The bodies of three male victims, including a security guard, were found outside the building.
Gunfire was also reported at a second location where the two suspects, aged 17 and 19, were found dead with what appeared to be self-inflicted wounds.
Police say they were already looking for the pair after a mother reported her son and a companion had taken off dressed in camouflage with her weapons and car missing.
While we were gathering this information and we were trying to zero in on where these individuals were at, we received the call at approximately 11:43 that there was an active shooter at the Islamic Center.
Officers were in the area still talking with mom trying to piece together where they might be.
The locations that she felt that they would be at.
And that was just a few blocks away.
Those officers, once they heard what was happening at the Islamic Center, immediately dispatched themselves to the mosque.
The center is the largest mosque in San Diego and includes a school. Authorities say all the children and staff have been accounted for.
I know it's time of sorrow, time of sadness.
We have never experienced a tragedy like this before. It's sad that someone died today. It's very sad, especially in the mosque. They didn't do anything at all. They don't do not deserve that.

I want to see someone coming and want to give his heart, mind and soul to help our players to reach the level of Australia, New Zealand, and other countries in the world.
I have to protect. I'm a safeguarding officer for Hekari, and I will make sure protect that for my team.
And if he's said either way and he said from the media saying he's upset and leave, that's not true. She gave the reason behind the situation and urged Gus Mao to apologize for being untruthful about his resignation. When he came to our team, he he had very bad uh relation with the boss. When he's upset with the players, now I think media want to know he swore at them.
And this is not part of my culture. This is not the part of nature that I want.
We've been tarnished on the social media describing us really bad about that.
But sad to say he is not a coach and I'm not scared to express that. Hekari head coach Jerry Allen reaffirmed the reasons given stating that Gus Mao was incompetent.
Nah.
We've been stuck with all coaches for 25 years under different coaches. So around the world we start with them all.
How long have been things have different?
But this guy to be true guys we struggle with him, yeah.
Struggle. Doesn't have a plan.
Going forward Hekari appeals to the public to be fair and diligent considering they are giving everything to represent the country. But I think the media here needs to be you know be fair to Hekari. People putting people on that level.
It's just unfortunate for this season.
But it's hurting us very much and it's hurting the boys trying to do their best on the social media is killing us.

Meanwhile the PNG Hekari Express transparency addressing speculations of their entrance into OFC Pro League and explaining their long-standing work as well.
The general manager for Hekari FC William Wama has highlighted that Hekari was on top of all compliance requirements and was therefore qualified to enter the OFC Pro League. He acknowledged the PNG Football Association for supporting them and explained the reasons behind that support.
>> I want to thank PNGFA.
You know many many negative comments about PNGFA and PNG Hekari.
But if you can if you look at other clubs their FA teams regulations and the MA should support whoever represent the country.
So, we are so thankful for PNGFA to support us.
We the field that we use, the ground that we build, we we paid. We are filming this director Wani Kapinato says the club believes we are ordered years and that it is disheartening to be called names.
And when I heard that people are naming Hekari with PNGFA, it was really heartbreaking. Knowing that we worked 23 years to come this far. Bipla, you know, get up now like other teams today they were born today. But for Hekari was born 18 years ago, 20 years ago. And to me it's a great pride. We have a great history at the back of our belts. So, him pride Bipla. Meanwhile, she stressed that invitations were sent out before entering the inaugural 2026 OFC Pro League. She said Hekari did everything it could to represent the country well. Bipla, this season was unfortunate. We requested players from other clubs. Remember, they withdrew in the last minute.
And it it give us no other chance to do what we can do the best. Then some of our players were poached out in the last hour before. So, we have three transition for the PSL and to our Pro League. So, it was very very hard for us as a team.
We were thankful when Oti returned, but we lost most of our good players. But for me it is not a problem. It happens for a reason. This game, this competition this year for the professional league, for me I'm very excited about that. Now I can see now these boys are picking up very well. Pro League is not PSL, is not like Solomon League. It is a very high high competition. Now OFC is coming into it.
