In nuclear negotiations, nations often view their nuclear materials as security guarantees rather than negotiable assets, making the transfer of such materials to foreign powers a sensitive red line; successful diplomatic agreements typically require alternative custodians (like China and Russia) to be willing to receive materials, combined with gradual sanctions relief and recognition of national assets.

Could China & Russia Become The Key To A US-Iran Deal? #usiranwar #russia #china #oilprices #hormuzAdded:
So, the Iranian authorities now think that these uh these 400 kg of 60% uranium is a guarantee a security guarantee for not being attacked with a nuclear weapon. So, if this concern is uh solved by negotiations, then we guess that uh the destiny of 60% or getting out these 400 kg of enriched material from Iran uh is not a red line, but sending it to America, sending it to the United States is still a red line for Tehran. And as far as we're concerned, the Americans are insisting that uh uh these materials should be sent to the United States. This is the role of China and Russia, as you mentioned in your question, that both have uh said they're ready to receive these 400 kg of 60% enriched uranium uh to their land and to substitute it uh of course with low-level enriched uranium and uh instead Iran will receive uh some tons of low-level 3% enriched uranium in uh compensation. So, these two controversial issues, I think that there is a chance for uh agreement on them. The other points are uh the blocked or the freeze assets money of Iran. Americans uh till until now have accepted to release only 25% of the Iranians in Tehran see that uh there is no logic behind this. This is the money for the people of Iran. This is not the money in form of finance or in for in form of investment. This is the money belonging to Iran itself. So, blocking and freezing these monies have no logical excuse even if they reach to a nuclear agreement. So, 100% of these uh blocked money should be released. And the other point is the ease of sanctions, which will both parties agree that uh the release of sanctions can be done gradually through time.
And last but not least is this destiny of the Strait of Hormuz. I believe that with reference to the recent during the last days Iran has de-escalated the region. Many ships has been have been passing through the Hormuz Strait. Of course with the criteria and the service fee and the pass routes which Iran and IRGC have declared or have declared to the captains of the ships. America's also there.
