[00:00:48]43 million people in Texas and other parts of the Gulf Coast faced major flood threat uh this morning. That region has been hit by heavy rain for days. Driving has become very, very dangerous. Texas Governor Greg Abbott has declared a disaster.

[00:01:02]>> Heavy rain drenched central and south Texas on Monday, leading to scenes like this underpass underwater in Houston.

[00:01:09]Cars and roads were submerged in Marshall, Texas. And in San Antonio, the river city saw a record-breaking day of rain.

[00:01:16]>> This is a situation where we can get into trouble very fast. This is time to be weather aware, to pay attention.

[00:01:22]Getting information, and taking action is very critical.

[00:01:25]>> This video shows first responders making a rescue in Mlennen County over the weekend. And in Waco, you can see some of the road damage here from flash floods that scoured the pavement away Sunday night and created terrifying situations for drivers, especially on the interstate. I literally, I'm not kidding. You thought I was going to die out here. Rick Smith says he was making his way home when I35 suddenly filled with water. He was trapped. Water on all sides and lines of cars behind him.

[00:01:55]>> It just looked like Niagara Falls coming across that that barrier wall. What do you do in that moment to protect yourself?

[00:02:03]>> It literally was a flash flood. And so I would tell people, heeded the warnings and if you see standing water on the road, do not try to drive through that water. No matter how, you know, shallow you think it is or how big of a car you think you have.

[00:02:18]>> Yeah. And to his point, this is a Houston road that goes under railroad tracks. Hasn't raid in hours, but it is still underwater. This morning, the governor has cleared the way for more resources to be positioned throughout the state because Nate, there is more rain developing just off to our south and Hey all those trash comments. I mean I I feel like the last week I mean I mean it's just drenched in rain and then the sun comes out and then everything's sunny, things start to dry and then it goes right back to raining.

[00:11:27]>> This is a really uh tropical air mass that can produce a lot of heavy rain in a short period of time.

[00:11:34]>> Overnight, this video shows first responders rescuing people trapped in flood waters in Mlennon County. In Waco, Texas, more than six inches of rain turned highways into rivers.

[00:11:44]>> Uh there's a car uh just floating down the median. I hope nobody is in it. Only the wall separating lanes of traffic on Interstate 35 was holding the water back. Flooded lanes. Cars floated away and multiple vehicles were left stranded in the middle of the highway.

[00:12:00]>> And there's EMS. Uh we're just stuck out here.

[00:12:03]>> Many drivers abandoned their cars while first responders rescued others as the water kept rising.

[00:12:09]Storms have triggered dangerous flash flooding across the state and along the Gulf Coast. There have been more than 70 flash flood reports in the past 24 hours. Texas Governor Greg Abbott is calling up more resources as life.

[00:12:23]>> More than 40 million people across the Gulf Coast are preparing for record-breaking rainfall with what's expected to be the first name storm of the season. Arthur now approaching the state of Texas. Here's CBS News correspondent Jason. Arthur.

[00:12:38]>> More than half a foot of rain brought dangerous flash flooding to multiple states today, turning roadways into canals throughout Louisiana. Residents in D are waiting through waste high water to seek higher ground. And in Mississippi, while some were able to drive through flood waters, others had to be towed. Lightning and blinding sheets of rain soaked South Padre Island in Texas overnight.

[00:13:01]And water continued to pour into neighborhoods throughout the state today. So, we want Houstononians to remain resilient and be prepared and listen to messaging that may be coming from the mayor or for the office of emergency management.

[00:13:13]>> In this Houston neighborhood after hours of rain, the water is basically using this driveway as a stream bed.

[00:13:19]>> That was definitely a lot of rain. Yeah.

[00:13:20]In a small period of time.

[00:13:22]>> Justin Mills lives north of Houston in Tombball. Justin, you guys are used to rain. You're used to flooding >> a short period of time, man. That that water, it's a lot, man. for just a short peri. That's a lot of rain in just a short period of time >> around here. But this is still significant.
