The labor market was mixed and the political pressure on the Fed to ease was enormous. What happened to people who held traditional 60/40 retirement portfolios through that era? The bond half got destroyed. When rates rise, existing bond prices fall. That is simple mathematics. A portfolio that was 60% equities and 40% bonds did not hold its value. It eroded. The purchasing power of the cash portion eroded even faster.
