The governor may invite the single largest party which means the party which have won the maximum number of seats in the uh in the assembly election. They will be called upon by the governor or they will be invited by the governor to form the uh government.
However, they have to have a floor test where they have to prove their majority or say at least they should have that alliance or pecking from the other legislators to show that they have reached the uh majority that is let's take the example of Tamil Ladu then they have reached 118 seats.
So here the Supreme Court uh of India also clarify that constitution does not require the ruling party to independently hold a majority. However, what matters is whether the government enjoys the confidence of legislative assembly or not.
The third uh preferences was that or the third preference actually postp alliance. Post pull alliance after the elections results are declared. Maybe the next option is a post election alliance formed after results are declared. Such coalitions are constitutionally valid if they can demonstrate majority support in the house just like it happened in the Tamil Lu right Tamil Latu this time where DVK have secured about 108 seats but they need 118 so there was a shortage of 10 to 11 seats because Vijay won two seats so he have to give up one so it's just say they were in need of 100 uh 10 to 11 seats they were need in of that so what they did was during the election process they did not have alliance with the Congress, okay, with the INC international congress. However, after the elections results were declared, the DVK also formed an alliance postpull alliance with the Indian National Congress, thus securing plus five vote, which means it was taking their total to 112. So the the more that they uh the rest of the vote from where they got was from the other like CPI or or I forgot to mention the crew but there were some small parties where they had like two seats two seats two seats finally he have reached the magic number of 118 and then he was able to form the government. If okay that is one, two and third preferences. But if okay if at all if no party can form the government or if alliance fail or if they cannot secure an alliance to form the government. Then what can happen in the worst case scenario is that it may lead to dissolution of the house or in a way like uh what we call that president's rule. Yes, president's rule are declared in the state and then there will be fresh re-election but this is the worst case scenario because here you are going to lo uh lose a lot of resources and wealth okay in the electionary process.
So that is the worst case scenario but luckily we did not reach this extent but uh we we can see that this was not successful single uh and then sorry this was not there. So the single largest party that was chest party was DVK party was called upon or invited by the governor and then they had this they were they took the third preferences which was the boostful alliance where they had an alliance with all these other small parties to form the government finally. Okay. So these are some of the ways but one thing that I would like to uh emphasize upon and also let you all know that is even though the DVK and its alliance have formed the government today it is very fragile. Okay, it is very fragile. If tomorrow some of the alliance 2 plus 2 plus 2 + 5 any of the alliance leave their party or say they do not offer they do not offer their support then the DVK will fail.
That is one scenario. Second scenario is during a confidence vote, confidence motion though the DVK through their whip. I know for sure we know for sure that they will get at least that 107 seats for sure and maybe the Congress might support them. So it will come to 112.
But if DMK and AIMK they come up with a uh good offer and they offer to this group. Okay. very good positions. Now, if in the confidence motion, if TA do not vote in favor of DVK and NVJ, there's a high chance that the government might fail even before reaching its full duration.
So, we need to be very uh watchful about this one. We never know what might happen. Okay? Because the government that is at the center is not in alliance, the TVK is not in alliance with the government at the center. So throughout history in India that the government in the state when it is not in good uh relationship or alliance with those who are ruling at the center then know state smooth functioning.
Okay. So we must be watchful about that and we never know in politics anything can happen right. So if we say these two are enemies for so long or if these two's ideology is quite different, we never know if tomorrow if power is offered they might come together as one in order to feed a common enemy. Now this has resulted in the three oil marketing companies, the Indian oil corporations, the Parat Petroleum Corporations and the Hindustan Petroleum Corporations Limited running record high under recoveries.
Two sources with direct knowledge of the matters have said now the combined under recovery on petrol, diesel and cooking gas LPG is rupees 1,600 crores, rupees 1,700 crores daily. They said adding a total under recovery for 10 weeks is now well over one lakh crores. Despite a 50% surge in input crude oil prices, petrol and diesel continue to be priced at 2-year old rate at 94.77 a liter. So though the cost okay though the cost that is incurred in producing the oil and petroleum like petroleum, diesel and all like not only producing but uh no to acquire and all. However, the rate of the petrol remain petrol and diesel remains almost the same at around uh 94 rupees so and 87 rupees respectively.
Domestic cooking gas LPG prices were raised in March by rupees 60 only per cylinder but they are still way lower than the actual cost that is that they're incurring in order to manufacture that or say to pro procure that. It will be difficult for them to view in that way. And like veterans who are in service because once the new syllabus comes maybe it will so for some it might take one two years to adapt to the new changes and understand the new syllabusy. Okay. If the syllabus is so vague then if the syllabus is specific then okay it is fine for everyone but if the syllabus just like today it is so vague no syllabus is one of the most vague that I used to say they don't specify which portion to focus they just say Indian polity Indian economy like that but when you look in the other states syllabus you will see that Indian economian polity focus mention direct Indian polity So vastly is so vast what what are we going to focus on still it will be difficult for every one of us but if they come up with the syllabus where they have specified like the NSS syllabus subject it might be helpful for all of us and then we they can stick to the syllabus and we can also stick to the syllabus and prepare accordingly and those who are starting off now I think it is an advantage to you for you instead of being a disadvantage. Because from now on you can start preparing like uh the new syllabus itself that you don't have to worry about the old habits old habits.

So there are high chances that if at all they're going to declare the new syllabus by this year. I think by this year's prelims itself they're going to affect the new syllabus or if they do not affect by this year syllabus maybe they will affect by this year's mains. Okay. And the prelims will start from next year. But I'm expecting that they won't wait for that long. I think they're straight away going to start with this year's prelims itself.
But it is not out in the official casi. It is not out in the official website. So let's just wait for the uh new notification to come out. Don't be so anxious about anything. Your only job now for now is uh to keep continuing preparation or but this time try to study more intensely more deeper with better understanding and not only as an MCQ but study as if you're going to write an descriptive for 10 20 marks.
