This video documents a May 2026 public meeting in Jackson Township, Pennsylvania, where residents raised significant concerns about municipal governance, including unresolved water infrastructure issues on Highland Park Drive that have persisted for years, inadequate maintenance of drainage systems, and transparency issues regarding the Charity Fund and FOIA requests. The meeting highlighted the gap between taxpayer expectations and government service delivery, with residents questioning why officials refuse to address documented problems despite repeated requests, and why the township lacks a website or Facebook page for public transparency. The discussion also touched on regulatory compliance, including questions about a maintenance worker operating a heavy vehicle without proper licensing, and the township's refusal to provide public access to meeting minutes and agendas.

>> Yeah.
>> Yeah.
>> All right, cool.
>> Yeah. You don't even need to do a permanent install. I have mine sitting just out of my patio, right?
>> And what's funny is you when you set them up, you aim them.

>> Starite.
>> No, that's internet.

>> Yeah.
>> You got to have one of those boxes and and then next thing is your telephone.
>> Why don't you know you can get a second add a second phone number to one of your cell phones and it'll ring to your cell phone to get rid of that. That home phone's a ripoff.
>> Yeah, that is >> and we're to the point where we need new phones because they sound terrible.
>> I kind of wonder why we have one here because nobody ever answers it.
>> Your landline is >> lines are done.
Yeah, I did. But >> it made me a good living. That's all I got to say.
>> Was that >> I said it made me a good living over the years home now watching Angel.
>> Oh yeah.
>> TV station.
>> Angel Studios.
>> We got some good stuff. We got some good stuff.
>> Yeah. It's all um I don't want to say all religious, >> but um by the name Angel.
>> Yeah.
>> Um it's movies that Hollywood doesn't necessarily support.
>> Support. Yeah.
>> I tell you what, some of them are pretty darn good.
>> Yeah. I watched Last Road. You know what's coming out? What >> on Angel? They just released it in theaters.
>> What's that?
>> Animal Farm.
>> Animal Farm.
>> Animal Farm. The book. George Orwell.
>> Oh, okay. I was thinking of a I was thinking of a movie. 80 studios turned it into a uh full length film.
>> We watched a Michael Jackson movie the other night.
>> Pretty good.
United States for all standing.
Treasur please.
Yeah. Um years over two years have done years since I've asked why the one pipe out of my drive is completely miserable and so after two years I would think that something >> not driveway that runs along the curb over the curb and along the street.
It goes underneath my driveway so I can back out of my house.
It's on driveway and it's not even on my propert next to me where the pipe out at the front of my house that used to be there.
But that suddenly stops and then restarts. And I' be able to get an answer as to why Charlie told me love to know why. He doesn't know why.
>> You've had a lot going on >> for two years.
>> I mean, two years.
>> Have you been able to get your mail?
>> Can I get my mail?
>> Yeah. Have you been able to get your garbage home?
>> Yeah, I can do those things. I pay for them. I for >> We have people that couldn't get their mail and couldn't get their garbage off.
Creek Road, Stewart Road. We had five foot pipe washed out. We've had a lot going on trying to roads fixed to keep the water in the ditches and check for three.
>> Well, maybe if we had some extra money, we could hire a contractor. Charlie doesn't have the time to do it because he's overwhelmed with work.
>> He's not overwhelmed.
>> That's for sure.
>> He's not overwhelmed. But you're telling me it's taking two years for something?
>> Yeah, he's not overwhelmed with >> We don't matter up on high.
>> Make sure it's on us once we get other things.
>> So, how many years is it going to take considering it has standing water now?
almost year round >> here. I brought pictures of stuff of of Highwood Park if you guys would like to pass them around or >> No, seriously. How long is it going to take? I mean, it's been I think it was March before >> when I first came here and questioned about it >> here, Bob.
>> March or April.
>> When we get it, we'll get it. We've had other things that we wanted to get over.
>> That's a great answer.
>> I'm being honest. I'm being brutally honest.
>> I think you better go. Well, my pipe doesn't even show. It's completely buried.
>> Oh, I know. But this is the one that affects my property, and all I've asked him to do is have it lowered. Look at that.
>> Mhm.
>> That's That's unacceptable.
>> So, basically, like my neighbor, one of my neighbors had to do dig out yourself.
>> I'm sorry.
>> Like one of my neighbors had his ditch dug um dug out on his dime. And basically that's what you're saying there. We can pay taxes, but our taxes when they get the job done.
>> I'm not talking about driveway.
>> I'm not talking about driveway pipes.
>> Why don't you stop up and look at it?
You know, I've asked for three years and not one of you three have stopped up to see what I've been complaining about.
>> Michael, may I stop you, please?
>> No, you can't. You can't.
>> Oh, really?
>> Yes. 24 I came up. You ran in the house when you were grilling.
>> 25.
>> I don't issues. No, wait a minute.
>> You're a [ __ ] liar. It's like everybody says, every time your mouth opens, it's a lie. You know, you know many people I've talked to in the send that you're like freaking Pinocchio.
>> I think you got dementia. You need to go. You need to go get checked up above.
>> Has pictures up there. One of them raintorms there like two weeks ago. He says pouring rain. He went up there. He has pictures on his phone. He said there was no water that anywhere.
>> You want to see a video of it? I got one.
>> Charlie was up there. Well, you know what? Why don't you go up there now and look? It's soaking wet. I just took these pictures an hour ago. Now, why did the three of you would come up there and take a look?
>> Jeff, have we been up there?
>> Yeah.
>> If anybody has anybody said, "Hey, Mike, let's take a look at it."
>> DJ did work up there and I was also up there Sunday evening and that rain and >> Have you talked to DJ recently?
>> I have not talked to him recently.
Township.
>> I did about an hour ago. I don't I he could tell you what he told me, okay?
But that pipe needs to be lowered and that ditch has not been maintained in years. If you go up and take a look at that anti-skid, you will see exactly which way that water goes. I have a wall that's totally blown out now that a retaining wall because of this. And other neighbors, if I'm not going to speak for other neighbors, but other neighbors got wet wet garages and so forth. We've been here for three years coming every every meetings that we can say dig that out. I get told the same thing. I'll send Charlie up here. We'll get it fixed. You guys look at me manto man in the eye. And he lied to me. Okay.
But this isn't my time of talk. My time's coming up.
>> He went up there and looked. They said I go up there and dig it. It's not going to change anything.
>> Well, I back to my original question.
>> We all know how bright Charlie is. We'll leave it at that. It's your responsibility and you're basically telling me that you will not live up to your responsibility because you do not have the time to live up to your responsibility. If it had been a month, I'd say that's fine. All right, two months. Okay, maybe over two years.
So, when exactly will you have the time?
And you're going to tell me we have no idea. But it's your responsibility to take care of it. Is your pipe above your driveway that you're talking about?
>> I have a ditch on both sides of my driveway. The pipe simply just runs underneath the driveway so I could back out. The rest of it is straight ditch >> below his driveway. There's rip wrap in there.
>> Okay. Okay. Don't know how, what, where, when, or why, but it's in there.
No. Right. So, you're not going to give me an answer. Basically, what you're saying is that could be 2040, 2050, you know, who knows when you're going to have the time to fulfill your responsibility.
>> How about Friday, I call you with an answer. How will that be?
>> That would be fine.
>> Okay. Friday, I will call you with an answer.
>> Okay.
>> All right.
>> But is the answer going to be I can't give you an answer.
>> No, I will give you a direct answer.
>> Okay.
>> Okay.
I just want this new piece of equipment that's supposed to be got. Does that dig out digits?
>> Yes, it does.
>> Are they going to use it for that?
>> That's what we've been doing.
>> Anybody use it?
>> It's got a swivel threeft bucket on.
It's got an 18inch bucket on it and it's saving the grater. Otherwise, we'd have had to run equipment to do it because the backhoe would have not done that properly.
This gives us much more ability to do a lot more work in less time.
>> So, they will be coming up and digging Highland Parks.
>> We will be addressing what needs to be addressed. I can't tell you exactly what we'll be cleaning out. The conservation district at the last >> training session we attended, they do not want the ditches anymore. They want a very soft rounded ditch with vegetation in it to slow the water down.
Who who does >> the conservation district?
>> And do we have to adhere to that?
>> Yes, we do.
>> How PEDOT got away with digging the ditches on Tonation Hill like they did.
>> Yeah, >> we have no idea.
that you still >> because when when it rains it it some goes down under my driveway pipe >> but the majority of it goes down the road from up above >> and I think it's because we need a deeper dick.
>> Well, they've changed the rules on what we're allowed to do. Um, I don't have the material with me, but I can certainly share what they want from us and not only us, but any municipality statewide, including >> and and I don't want to rag on Charlie, but across from my driveway, >> take the back hoe up and get the leaves.
He knows >> because he he rakes them up. We've got like a 4ft pile, right? instead of taking him away.
>> He was going to try to get up there today and get him and uh I don't think he did to be honest with you because he was cold patching and needed more patch.
>> And when's he going to get the the anti-ker removed from the roads?
>> Yeah, >> we have a little problem regarding that and I'll share that later in the meeting.
>> What time does Charlie work till?
>> Charlie works from 5 till 2:30 or 5:30 to 3.
depending on when he gets down here and gets started.
>> Anything else?
>> Yeah, I am curious. I understand now since the library has been closed, there's an additional $4,000 in your treasure.
>> Correct.
What is I I heard and and you shouldn't go by what you heard, but I did talk to Kim and that was used for a furnace for somebody.
>> That's correct.
>> I have got to say I I'm for helping people out, but I don't think that taxpayer money should go to that. That should be a church or an organization.
>> Our fire department could have used that money. Um, so what what are the plan? Do you have plans for the coming years?
What you're going to do with that?
>> With the church in our township, >> correct me if I'm wrong, at the reorganizational meeting, we decided to use that money uh for community improvements.
>> Community what? I'm sorry.
>> Improvements.
>> Improvements.
and community needs.
>> Is the church in our community?
>> Jen, you uh >> it was not to the church. It was to help a family in our community.
The church, two churches went together and did this project. That is why so we just donated to that project, but I was very specific on who I had to write the check out to who was heading that projectvious. Obviously, our donation did not cover a furnace. It was just to help out the family. We've discussed in other meetings about doing um putting dumpsters by our trailer parks to try and help clean those up as well. We've donated to >> Who owns the trailer park? We don't.
>> The county has a program for that.
That's county level.
>> That's part of our community.
>> But the county has the county has >> their responsibility, not ours.
>> Correct. We've also given to the community which our rescides what the community need is. Whose whose need is being met?
>> Oh, it was just I can think of a lot of things. Like I said, the fire department could use some money.
>> Oh, yeah.
>> That benefits the whole community.
>> That's what the law says for the betterment of the community. Giving it just to one person or to a church does not. You can smirk and smile all you want because I'm going to take this all you want as far as I can.
>> This is You can smirk and smile all you want. I'll take this as far as I can.
Okay.
>> Well, is Margo done? Are you done, Marggo, or you show us something else?
>> I was I need a new lawn tractor. You want to buy me one?
>> Why not? I didn't know I could apply for this program.
>> I'm an individual. Why do I get the money as opposed to money that is to the community as a whole?
>> You say in your lifetime, you never need a little help.
>> Yeah, I get any from the township.
>> I need a little help.
I've been here every time for three years.
>> What the people were saying that it should be >> I think it's I think it's misappropriate. I was told >> here's what I was told by the law enforcement. In fact, I'm not even going to go into my belie. I'm going to tell you it's misappropriation of public funds.
>> Okay.
>> Now, can I clarify something on dumpsters, please?
>> You remember talking about $500 for when the county does any paperwork for a new structure, home sold, whatever, they put funds into Don't remember the exact name of the but you can put that dumpster there.
But are the people going to use it?
Clean the place up.
>> Where do they normally put their garbage?
>> I I don't know. I Where do they normally put their garbage?
>> Yeah.
Where they put their garbage?
>> Do they not have service?
>> I believe they do.
If you look around the trailer, >> I mean, we have two of them.
If I can say >> Yeah, I know what you're trying to say.
Is it going to be for both of them or >> it was just a discussion at one time for the community like >> Well, isn't someone collecting rent for them trailer parks? Can't we go in and condemn those places instead of you spending our money on dumpsters?
And what he's saying is, right, I did look at this. They they will put a county will put a dumpster in front of a place that's condemned or somebody needs help cleaning up their place. I think it's up to $500.
Um I don't I didn't see any where the township has to front the money, but I did I know the county has a program for that.
Yes, that's fair enough. But you know that that's a whole that's a whole other meeting. Those two places I don't think I don't want to get into tonight.
>> Can I ask one more thing to change the subject row here if the tree falls neighbor tree falls and we just had one fall um from not technically her property but >> um Oh, it's your property.
>> Oh, a tree fell.
one of our streets and one of the windtorms fell into my property. That's my responsibility to clean up.
So why is Verizon allowed to simply say the trees that fall under road? We're not cleaning it up.
>> I'm asking why Verizon is not held responsible. I don't know. I don't know that.
>> Well, can we find out why? I mean, that's my question is why have they not been held responsible?
>> Horizon damage phone number 1 8003790254.
>> We know their phone number.
>> Incident number 7898.
Verizon has been out clearing their lines. They will be supposedly coming to Jackson.
number 2020 that new because I know we were out just probably about a month ago on one that a pickup truck couldn't get underneath and blatantly said no we're not cleaning it up stated it's the owner's responsibility >> but it's not that's my point they own the property when it falls on their line. It's now their responsibility.
Margo stream fell on my yard. It's my responsibility.
>> Although she blew hard and made it called out, that's a different story. We worked with the local foreman county.
We have called P.
blocking the road.
So maybe that's why Verizon finally came out because >> there's that's new. That's great. I'm going back a month, six weeks since that one was down and they just refused.
>> Our first contact with Verizon I believe was January middle of January. I'm not going to try to remember and we made five phone calls before we get an incident number assigned and we got the name and number.
>> Well, can I finish up my question?
>> I'm sorry. I thought you were done. I'm sorry.
>> Will the will the taxpayers get any input on your community?
Well, I'm not saying you're hiding it.
I'm just saying >> who's making that decision?
>> Yeah. Can Can we >> do we have any input?
>> It was at the meeting.
>> Yeah.
>> But could the people I was asking could the people there meeting No, we don't want that. How do we know what's going on?
>> Yeah. And I'm just asking, does the taxpayer >> not on them? I'm on the decision.
decision like >> Well, yeah, I'm not against them. Don't get me wrong. I'm just wondering >> so we don't have any you're getting.
>> Okay.
I just wonder about the machine until January.
I ride motorcycle. It's totally unsafe.
I had My garage a safe drive.
also last time we slept.
>> Oh, yeah. First of all, there's pictures of the uh the dishes were taken an hour ago. And if you take a look in here, you'll see I think it's about a 12 inch pipe right there on one side. See the water still standing in it. I think that's maybe an 8 inch coming out.
>> Where's these at?
>> Well, my house sits right over in here.
So, this water flows down here overfills this ditch because there's no flow in here. This this pipe is higher than the grade.
>> Okay?
>> And this pipe, like I said, it's two different sizes. it. So, it's smaller on one side and larger on the other. The water comes down over the road and then down into my yard. Now, I have two French drains and it still overwhelms and goes down into my wall and stuff.
It's uh makes my floor sweat. It blew my It blew a wall out that I put in. I mean, this is an hour >> an hour.
It's been pretty dry.
>> I think these are pretty much all the same. But, see, I mean, there's no slope. All I'm asking for, >> all I'm asking for is just put a little bit of a grade in there and put and it's already you don't even have to rip up the asphalt. Have them put the Have the homeowner put the correct size put in.
But there's no grade. There's no there's if it water flows down, go right up. So, let me look through my pictures here. I think I got another one.
But no, if you take a right upper, you'll see where all the where the water goes. Water goes where the anti ski is.
I got six inches of antenna skin in my yard and that's all you have problems up here. The antenna ski comes down, fills up the ditches over the years. They used to come by, they used to dig them, they used to clean them.
I put snow tires on that. I'm from South Dakota.
>> Well, not you know what I mean.
>> Let me ask you a question. When when you sweep the skid, it's going to go in your yard and every >> Well, what they used to do, they push it to the center and then they would go either with a street sweeper or with a bucket and scoop it up.
>> DJ, take a look. DJ did his up here.
>> He did his own. I wanted a DJ last year to go around.
>> So, even a back truck, even a back truck just go through and do the ditches right in my back truck. $4,000 would have bought a brush.
>> Might not have bought one, but it would have been a hell of a down payment.
>> This is what I've been asking for. I have I have a I have a video on my phone. I can show you. I got a I got a wall that I paid $2 or $3,000 to have put in and it's blowing out. And that was 20 years ago because the water coming through. I don't think it I you know you guys would never see me again.
I wouldn't have been at this meeting or any other meeting if it would have been fixed when I as started asking three years ago.
You know, if the homeowner can't afford it, maybe we should take it out of take it out of this uh charity fund.
But let me get into my list here for a second. Let me go pump it up.
I think we already talked about the uh church and charity money, but what are we going to do? Where's what's so in the future um this fund's going to stay? I mean, I honestly think that uh it should be for the benefit of the whole community.
>> Did this Maybe you don't mean it that way, but it sounds like you're saying that is an entity um like almost like a living breathing person.
>> There's certainly on what?
>> Might disappear soon.
I don't know. I thought >> I think it's I think it's already going >> money did not disappear. We have required by law to it to something bridge has to be used by the end of December 26.
>> Okay. I thought it had an end date coming up >> on that bridge that is not going to be >> right. So when we reached out to relief fun they didn't get back to help us anyway.
We reached out to Mike Kelly's office and Mike Kelly has been very gracious to put two people on it and we were waiting on a response.
Last response we had the money could be they believe the money could be reassigned.
>> They could be reassigned officials and looking for help. Our local officials did not reach out to help us.
However, Harley James did call us and ask us where we >> was going.
We stand to lose that if we can't get >> 112,000 >> redirect question where that redirect goes redirect.
bridge go up that much.
>> Yes, sir.
>> Oh [ __ ] The highest bid was 840,000.
The lowest bid was 498.
Two in between 640 and 7 something.
If I may, dear representative, we're writing to respectfully urge you to consider redirecting our allocated relies right road bridge project towards purchase of new equipment and aggregates. I believe this reallocation would better serve the immediate long-term needs of the community and build a stronger return on public investment project I'm sorry project change would needs operations. The equipment would leave repair area roads. This will give us the ability to better maintain roadside ditches, give us the ability to maintain pipes water runoff control storm water runoff.
The aggregates would help us build up the roads, create for storm water flow properly. This would make travel safer due to the better drainage and create an excellent future prevent dust and pollution. Without state and federal help bridge, we are prioritizing roads that are in serious need of upgrade and repair. While the original allocation for the white road bridge is made in good intentions, circumstances have changed. We have reprioritized to benefit all the traveling public. We have reached out to all government levels for additional monies. have not had any response in six months. Some feedback was received that our project is very low on the list and may take two years to even consider.
We respectly ask that you review in support and advocating redirecting the available funds purchase of new equipment aggregates.
Your leadership on this matter would demonstrate commitment to responsive government and effective use of taxpayers. Thank you for your time, service, and consideration. We would welcome the opportunity to discuss the matter further and provide additional information.
>> Who was that address?
>> This went to every representative.
>> I mean, who's who's responsible then to reinforce?
>> Say that again.
>> Who's responsible? the people that are in charge of the relief funds, the federal government.
We had a case number assigned to us by relief people and we heard nothing back from them.
That's why we went to Senator Kel, wasn't that bridge like 87,000 or something? If my mind's back when he was going to do it. They were slow.
They were going to do it over years.
So, this family that this money was donated to, were they did they live in a township?
>> Did they live in a Did they live in the township?
>> I don't know.
>> It was a private matter.
We didn't ask for their name. I don't know.
A church was in charge of We knew exactly um I assume it's still my turn to talk here. I just like to finish up my thoughts. Um you know the the uh let's get out here. Access to public records. We'll get to that last. Let's see. uh top ships. You know, another point is, you know, you say you guys, everybody's saying, "Well, we didn't know about this. The public, you know, we voted on it. Nobody was in the meetings."
Uh, you know, you can actually do a website for free or a Facebook with meeting minutes and agendas, turn off comments, and there's no problems. Once again, I bring that up. People need to be aware of what's going on. I mean that uh transparency and integrity are very important I think to a lot of people and I think that that uh puts any thoughts and mistrust uh aside. They can come down here and speak their mind if they're for against it and if they want to if they weren't here they can't complain. I'd like to ask that that that be looked into once again whether even simple enough you just uh Yeah, that comes to integrity and transparency. If the people are aware of what's going on and it's not difficult for them to come down here 24 hours before a meeting and look at the window, it's nice to keep the people knowing of what's going on in the community.
>> A lot of times the only Well, I think >> and that's sad. That's why I think that we need to >> Oh, let me 30 some people.
>> Eric, let me ask you. What does it hurt?
>> What does it having a website or put even putting on Facebook with comments disabled?
>> I don't know that it does hurt.
>> Well, there we go. There we go. It doesn't hurt.
>> Does the county do it? Does the state?
>> Yes. The county even puts videos of their meetings up.
So does the state. So does >> Yeah. Uh you know, Cherry Tree is doing it. Cooper Town's doing it. Uh I think we're the only township I think around, you know, that that you can even just do a Facebook page.
Turn comments off so nobody can comment on this stuff. And here's the agendas, you know, and and and here here's the minutes. And better yet, set an iPad or an iPhone right there and take a video of the meeting and put that up there, too. I mean, if we're not hiding anything, then it shouldn't be a problem.
>> I'll I'll bring it down. I'll volunteer for that. In fact, I >> Well, this is a different time of age now. People People rely on technology.
People don't want to come down here 24 hours before the meeting starts and look at the door and see if the minutes are on it or if the agenda's on it. People People want to know what what's going on. When you when you say you don't want to do that, it does and I'm not saying you're doing it, but it seems like you're saying we'd rather people not know what's going on.
>> That's why the med when you say we don't want to put it out there.
>> No, there's no rule.
>> 99% of the country does it that way.
>> Well, I tell you what we the people let's vote on. What do you guys think?
website, Facebook site, >> something more than just 24 hours because I mean we work over time a lot.
>> Yeah, >> work 16 hours. We don't have time.
>> Bob, what do you think? Mr. Ger, I'm sorry for your first name.
>> Craig.
>> Craig, what do you think?
>> There ain't no use putting anything on anything electronic for me.
>> Well, I got you.
I mean, >> I mean, can we get up?
