The parliament was ra was was rather scanty on the government's side though.
Not a lot of MPs, not a lot of representation from the government from the Andrew Holes um you know administration.
It was rather disgraceful and I believe we need to really >> do better when it comes to representation. It it it didn't look good. It didn't look good at all. But nothing looks good when you talk about um you know JLP. What good can you can you expect from the Jamaica Labor Party? The prime minister didn't even stay. Um I believe after he was marked present and after Andrew Wheatley's presentation, I don't think he was was there for the rest of the time.
And I think we really need to step up our our vigilance as Mark Goolan would say. I love those words from Mark Goolan. We need to step up our vigilance in this context. We need to step up our vigilance when it comes to the MPs getting paid but not turning up for parliament.
and and and and it's distasteful whether or not you are going to present whether it's the opposition that will be getting a bulk of the the time to present or not I believe all the MPs should show some respect show up to parliament even if you don't like the opposition even if you don't like the persons who are presenting It doesn't look good.
These things are being streamed, ladies and gentlemen, for the entire world to see.
And it doesn't look good when we're having sectoral debates and the MPs are not there. It's just it does it's it's it's sickening.
And I want to call it out. I I made a note of it today. And interestingly, my my dad also reminded me of just how disgraceful h how disgraceful it was. It was terrible. Tomorrow though, tomorrow. Yeah, they have the most issue when it comes to they have the most issues when it comes to respect best grandma because when you quote unquote disrespect them, they rant, you know, they go on their rants, they go on their Tik Toks, they go on nationwide and oh the opposition is disrespectful, oh the opposition is rude, oh this, who that, opposition that, opposition that. and they don't have the decency to even come in parliament and sit. You're not doing anything more than coming in to sit. These people are getting millions of dollars for what, ladies and gentlemen?
They're getting paid to just dress up in nice suits and dresses to sit in parliament and not even that they can do.

And of course, you know, the overarching theme is to build with purpose, build with people. We want to hear from Peter Bunting tomorrow. We're going to try our best again to cover to to do some coverage. But it doesn't stop there.

Certainly, you know the saying that says silent river run deep. She's not really silent, you know. But when she speaks up, when she speaks up, ladies and gentlemen, it is a difference. I am particularly excited to hear from Zulica Jess. I'm not sure about you. I love the seasoned opposition members.

And just as how Christopher Brown did well as a new MP, ladies and gentlemen, I am very excited to hear about the opposition spokesperson on justice on justice Zulika Jess MP and of course the overarching theme is to build with purpose, build with people. I I I I love the new set of MPs.

We've been hearing several international legal and humanitarian figures, human rights figures taking up this conversation about the use of PWA in the House of Parliament.
And it is certainly a very big conversation being had as we speak. Who to tell what changes might be made to the standing orders? because a brave young lady defied odds.

Um Dr. Daw's challenging you know, you know, if anybody hat dislike the PNP if you want to dislike the PNP.
Dislike the PNP if you want to dislike the PNP. But one thing is undeniable.

Yes, they want us to believe that it's a coincidence that this goodwill tour is happening while there are tensions between the United States and Cuba.
How coincidental it is. Ladies and gentlemen, for some time, the Donald Trump's administration, they have been threatening Cuba.
They have been threatening Cuba a whole lot. Yeah, we s go to FLA, man. We know FLA was was tabled in parliament. I have access to the doc. Anybody can have access to the document now. It is available on the integrity commission's website. I've done a summary. Um I have done a summary as well. So we're going to get into the to the FLA and the whole business of the FLA report. But I want to start by reiterating just how dangerous Jamaica is trotting. We're trotting on dangerous ground and we're sailing in dangerous waters. The government has welcomed the arrival of the aircraft carrier the USS Nimitz to Kingston calling it a symbol of longstanding bilateral relationship between Jamaica and the United States.
Minister of Education, Skills, Youth, and Information Senator Dr. Dana Morris Dixon and Minister of Energy, Transport, and Telecommunications Darl Vase received an exclusive tour of the vessel on the weekend as it made its way to the port of Kingston for what is being dubbed a friendship mission.
>> It's really just a symbol of the US Jamaica friendship. [music] We have a relationship that spans so many areas from education to security to transportation [music] and it's a relationship that we value at Jamaica.
>> Minister Morris Dixon highlighted that the visit will offer a unique educational platform for youth as well as hands-on community support.
>> This is an unforgettable moment, unforgettable day. uh things that you dream about that you're [music] actually experiencing. Probably few civilians get this opportunity in a lifetime. And so we want to thank it.
But more importantly, [music] just to reiterate what Minister Dixon said in terms of our relationship with the United States of America, [music] unshakable, unbreakable.

I've said it many times. For me, based on what I've been exposed to and how we were taught, I am forced to think that there is always an intention behind every action.
I believe that the Lord God Almighty has designed the universe in such a way that everything that is done in this realm is definitely intentional.
Known or unknown, I believe wholeheartedly that it is not a mere coincidence that the United States of America and all of their military presence.
It is just a coincidence that they are set up in our waters just 90 miles from Cuba amidst all that is happening between the United States and Cuba. Somebody's asking for prayers.
Audin Henry says she's asking for a prayer of healing. She's not doing so well from the other day. She was diagnosed with hernia and a mass in my pancreas. So, I have to I have an appointment to do to see a surgeon on Tuesday at the UI hospital. Father, we give you thanks even now for Audin Henry and her um request that was made known in the chat just now. Lord, we unite in prayer as we believe that you are a healing savior. You're the healing Jesus. I pray Lord that even as she enter into this surgery that you will do a bloodless operation yourself. Lord, what is wrong make it right. Cause her to recover and to recover quickly. Let your blood be applied upon her. Take away fear and grant her peace as she leans on you. Not even so much the skill of the surgeon or the expertise of the medical professions, but having her faith totally grounded in you. >> It's about the the height of a 23story building. Uh we displace 97,000 tons and we have two nuclear reactors that we use to propel this ship. We are one of the fastest ships in the Navy. Even though this ship is so huge, it's so much bigger than every other ship that we have. It's actually one of the fastest in the Navy. We can go 30 plus knots while underway. That's incredibly fast.
>> The USS Nimitz is 51 years old, first commissioned in 1975 and scheduled to be decommissioned in 2027. On the flight deck, a display of military might, reality, not the movies.
The flight deck here on the USS Minutes is usually a buzz with activities. This aircraft behind me is actually an F18 capable of launching bombs and missiles.
And here on the flight deck, one aircraft can be launched every 2 minutes. Here at flight deck control, the Ouija board shows the full layout of what's on the flight deck. There's also a digital version. Since news broke that the USS Nimix was coming to Jamaica, there have been many questions. People have been talking about the timing and people are trying to figure out why is it that the vessel is here in Jamaica.
The visit of the aircraft carrier comes days after former Cuban President Rahul Castro was indicted in the United States on charges of conspiracy to kill US nationals during a fatal attack on two planes in 1996. The presence of the USS Nimmits also comes at a time when the US administration has intensified pressure on the Cuban regime. The issue was put to US charged the affairs Scott Rena.
>> This visit comes at a time when we see that the US has increased its military presence in the Caribbean. There are concerns about that. Should Jamaica and the wider Caribbean region be concerned?
really the the what the NIM is here for today and it'll be here all week is really that collaboration and cooperation. It's really about about that those ties to Jamaica. And for example, the sailors part of what they'll be doing here besides experiencing Jamaican hospitality is they'll be going out to schools doing repairs at schools. They'll be engaging with football players and sports teams and a lot of community projects as well.

Cuba is an active participant in China's belt and road initiative which includes cooperation on infrastructure and technology. Russia is a traditional geopolitical and economic ally to Cuba. Russia provides Cuba with moral support, humanitarian aid, and crucial oil shipments, serving as a prominent counterweight to US influence in the Western Hemisphere. We've not heard much from Cuba and China as yet, but my history tells me that this is how China and Russia tends to operate. They will be watching from a distance all that is happening and when it is time for them to respond they will.

A se a former senior caraccom official sees the docking of one of the world's largest warships, the USS Nimmits, in Jamaican waters on Monday as a tactic by the Donald Trump administration to intimidate the Cubans. The government on Monday welcomed the arrival of the aircraft carrier to Kingston, calling it a symbol of the long-term long-term long-standing bilateral relationship between Jamaica and the United States. The warship is expected to remain in the island until June 5.
Well, we'll see.
But former assistant secretary general to Caraccom, Ambassador Byron Blake, scoffed at the idea of the warship in Jamaican waters carrying out pedestrian missions. Now, in the best of times, I might have said that this was strange, but we're not living in the best of times. We are now in a time where the US has announced publicly its intention to bring Cuba under US hedgeimonyy to regime change to take over the country.
The timetabling of that which has been announced is that would follow the Iran expedition, said Blake. The US has intensified its economic and political squeeze on Cuba, maintaining tight trade sanctions and travel bans in a rigid push for democratic reform. Washington's ongoing designation of Avana as a state sponsor of terrorism continues to [ __ ] the island's economy as American officials demand immediate human rights improvements and systemic political changes.

She says low voter turnout suppresses the effectiveness of a democratic society. Many Jamaicans refuse to vote because they believe both parties are corrupt. What would you say to the significant population of nonvoters? And if elected, how will you hold politicians accountable for offenses against the people instead of protecting them?
>> So in this instance, the question you have 90 seconds to answer and we begin with Dr. Corruption is a serious problem in our country and corruption requires strong leadership.
From my position as prime minister, I have taken action against any member of my political party uh that has been involved or accused of anything that suggests corruption. In my own case, I have been investigated uh for a year with a expert forensic auditor. Uh the findings of that report have suggested no corruption. There have been no charges.
Every aspect of my report, every aspect of my personal life and my personal financial details are in the public domain. I am the politician about which Jamaica knows the most. And therefore I am the politician who can stand with the greatest moral authority to treat with any matter that is considered corrupt as I have done in the past. And I want to give this assurance to the Jamaican people that you know me, you know about me, you can trust me and you know that I stand against corruption.

So the whole question that has been asked is an excellent question and we really need to step up our vigilance against corrupt behavior, nepotism and cronyism. The volume of scandals under this Jamaica Labor Party government is unprecedented.

I'm your host Perry Cummings Jr. We we we are almost at our 2hour mark but we must look at the FLA um report if it is even the summaries of it. For those who didn't know the FLA was tabled in parliament today and the document is available on the integrity commission's website. I have a copy of it in my phone about 130 odd pages but of course through technology the use of AI we are able to summarize the key points so we're going to look at summaries of it I intend though to read in detail the FLA report what I can remember though is that we have around 16 different persons who are important to the investigation most of them being um executive members members of the firearm and licensing agency. We have about one member of the military and the overarching um essence of the FLA report is surrounded um is surrounding rather corruption, bribe and things of that nature. And we're going to be looking at some of that. But I I I believe the the advertisement just now brings us to a very important part of our conversation, the conversation about corruption. But here the experts are urging stronger anti-corruption efforts in Jamaica. How can you encourage stronger anti-corruption efforts in Jamaica when the head of the stream is corrupt? The experts are saying that Jamaica loses about 5% of our gross domestic project um product rather due to corruption.
That is what the revenue protection officials are saying. I believe it is much more than 5%. Corruption is running rampant throughout every ministry, every means of production in this country.
I strongly believe it is more than 5% But they're urging that greater efforts are made to to protect our nation against corruption. What can we do in a country where the government itself thrives on corruption? This is the most corrupt administration in the history of Jamaica. I have said it before and I'll say it again. We've seen better JLP administrations than this one.
And I am objective enough to say that there was a better GLP prime minister than this one.
This is the worst prime minister, the worst administration, the worst JLP government that we have seen IN THE HISTORY OF JAMAICAN POLITICS AND GOVERNANCE.
IT IS THE WORST THAT WE'VE SEEN.
So when we want to talk about the fight against corruption, we have to ask ourselves to question LADIES AND GENTLEMEN, HOW CAN Satan cast out Satan?
It can't happen. You know, Belub can't cast. We cannot have a corrupt government or exist under a corrupt administration and expect that the fight against corruption will be meaningful when the government of the day is the most tainted. It makes absolutely no sense.
>> Amid ongoing debate about transparency and accountability in Jamaica, regional anti-corruption experts warned the fight against corruption cannot afford to lose momentum. The issue was raised at the 12th annual Caribbean Conference of Accountants, Investigators, and Anti-Corruption Bodies press briefing where calls were also made for states to properly fund anti-corruption agencies.
A time when questions continue to swirl about accountability and oversight in Jamaica. Anti-corruption agencies say the region must remain steadfast in its effort to tackle corruption. It is a state institution and they are providing such an important work and therefore the state you know not should must resource them.
>> The call came on the opening day of the annual Caribbean conference of accountants investigators and anti-corruption bodies where several local agencies joined regional counterparts to discuss the evolving challenges facing investigators.
The conference comes against the backdrop of concerns and ongoing debate surrounding the non-tabling of certain integrity commission reports. This was executive director of the integrity commission Craig Barisford. A lot of the problems that we have, Parliament needs to act to ensure that it does not continue. We can't have an integrity commission that is established to do what it is expected to do based on the legislation and then we are prevented to do it effectively. So it's really analyzing the problems as they manifest themselves and seeing how best we can fix those problems. And you will notice I'm not being too specific, >> right? And that is intentional. But we do have recommendations in our annual reports and I can assure you there will be more recommendations coming now based on what we see happening despite questions from members of the public about the effectiveness of anti-corruption efforts. Dr. Karan Tang from the Commonwealth Secretariat argued that the fight remains necessary.
>> Somebody will ask but what have you achieved? We still have corruption.
My question is simple.
Why do we have police?
>> If you have police, doesn't mean that crime have stopped.
But the fact of the matter is that if you don't have the police, you see what will happen.
>> Meanwhile, the major organized crime and anti-corruption agency, Mocha, says the nature of financial crimes is becoming sophisticated, forcing law enforcement agencies to evolve rapidly. Colonel Desmond Edwards pointed to the growing use of technology.
I think we're in a position now to effectively face the challenges. Um the point was made that you will never fully stomp out corruption but our aim really is to impact it significantly.
Go for the the big fish. As the discussions continue for the next 2 days, the participants say corruption may never be eradicated, but the effort to detect and investigate must continue in order to maintain public trust.

Quickly, I skimmed through the FLA report and um I want to to summarize what exactly the report is communicating. So the investigation did not find a clean well functioning system.
All right? Instead, it uncovered serious governance and accountability failures, weak internal controls, evidence of irregularities, especially in storage and records, but limited proof, right? um the the system wasn't necessarily proven to facilitate or to guard against corruption in in in in in in the opposite of of that happened. It seems as if the FLA was intentionally weakened so that persons could benefit from FLA. The FLA had serious problems tracking ammunition and records. We're going to spend some more time on FLA tomorrow. Um example 335 rounds of ammunition unaccounted for during checks. When them the rounds of ammunition they gone 335 rounds of ammunition can't find many entries missing from the electron electronic system. No data now enter no record keeping only 101 of the 717 entries were found in the database. Can I repeat that again? Only 101 of the 714 entries were found in the database. This is a huge red flag.
You cannot regulate firearms if your records don't match the reality. This, ladies and gentlemen, is very serious.
They talk about poor storage and security practices, ammunition and firearms, storage was badly managed.
Issues included deteriorating storage bags, holes and tears, ammo literally falling out and being collected separately, limited vault space, labels becoming unreadable. My god. Um, some of the missing ammo might be all over the place if not stolen. It showed gross negligence.
Some ammunition remains unaccounted for even after checks.
191 rounds still missing after reconciliation attempts. My God almighty.
Um the license management system had inconsistencies and questionable entries, allegations of data manipulation or fabrication.
Dealers complained about sales appearing in the system that they didn't make.
Mighty God of Daniel, this suggests either system flaws or potential internal tampering risk risks. We have internal people in FLA doing all sort of manipulation with the records. Mighty God. What is this? Um, initial allegations included bribes into reopen gun shops, extortion demands, targeting of dealers. H the investigation examine these claims, but did not definitively prove systemic corruption in all of the cases. However, the environment and systems are weak enough to allow corruption. Ladies and gentlemen, um the Kent Brown case, an important political angle because a major complaint, victimization, and targeting the findings. His license were revoked legally. The authority acted within his powers. Court ruling also sided with FLA.
His claims of targeting were not upheld, but the case still highlights lack of transparency and trust. Um let me go on to the persons who were involved. Let me quickly based on the provided report of investigation by the integrity commission the specific accusations made against in per in against each person are detailed below.
Mr. Shane Darling CEO of the firearm last licing authority. Mr. Darling was accused of targeting and seeking to ruin the business and reputation of firearm dealer Mr. Kent Brown. Specifically, the anonymous allegations and statements claimed that he was not happy with a letter to the editor written by Mr. Brown in April 2018 and stated through the grapevine that he was going to cut Mr. Brown down to size.
WHAT THAT MEAN MR. DARLING? BECAUSE he had too much title and chat too much.
WHAT DO YOU MEAN BY CUT down to size?
What that mean? He would not stop until he completely shut down Mr. Brown's business or destroyed his reputation.
He screws over people. This is in quotation master. This is what Shane um Mr. Darling said. He screws over people while ensuring that his associates receive monetary kickbacks. The other person who who in Atwater is Mr. Ellsworth Colum, former senior compliance officer of FLA. Mr. Colum was accused of extortion and corruption regarding the regulation of firearm dealerships. Specifically, it was alleged that he attempted to shake down Mr. Kent bent by calling him from a private number and demanding 2 million payment in order for Mr. Brown's business to continue operating smoothly. You hear them there something that ladies and gentlemen. The anonymous complaint asserted that the FLA targeted Mr. Brown specifically because he refused to pay this 2 million dollar sum to Mr. Colum. These entries falsely showed that three individuals, one of whom was deceased at the time of the recorded transaction date, purchased a total of 6,000 rounds of bird hunting ammunition without Mr. Brown's request or consent. The firearm dealership owned by Mr. Ken Brown was accused of systemic record fa keeping failures. It was accused of being used as a conduit for the unauthorized distribution of ammunition.
A claim later found to be heavily influenced by the falsified database entries made by Mr. Chevron Robinson.

There were fours recorded in the license management system as having purchased 2,000 rounds of ammunition, each from Mr. Brown's dealership. One of these individuals was explicitly noted to have been deceased prior to the transaction dates recorded in the system proving the transactions were fabricated.
