The first officer approaches with a smile and a thumbs up. His tone is polite and non-confrontational. However, the auditor is under no legal obligation to answer to them. In the UK, there is no general stop and account power that requires a citizen to state their business unless the officer has a specific statutory reason, such as section 50 of the Police Reform Act 2002 regarding antisocial behavior. The officer's follow-up about filming secure sites, hints at the Terrorism Act 2000s, specifically section 43, stop and search, or section 58A, eliciting information.
