[00:00:56]Excellencies, distinguished delegates, ladies and gentlemen, welcome to the ASEAN Post Ministerial Conference with the Republic of Korea. May we now invite the co-chairs to commence the proceedings. Excellencies, you have the floor.

[00:01:14]I wish to call the meeting to order.

[00:01:18]Co-chair, excellencies, on behalf of ASEAN, I wish to welcome Foreign Minister So Young to our meeting today.

[00:01:32]I'm pleased to co-chair the meeting with you.

[00:01:36]Excellencies, in the eyes of many, the ROK is a success story.

[00:01:44]With success comes greater expectation.

[00:01:49]We firmly believe our partnership has not reached its full potential yet, as I noted in our bilateral meeting indeed the ROK is becoming more and more an important stakeholder in the future of our region.

[00:02:07]Its economic and technological strength constructive diplomacy and commitment to multilateralism and consistent support for ASEAN centrality make the ROK a natural partner in keeping our region open, connected and resilient.

[00:02:27]Together ASEAN and the ROK can help uphold regionalism and promote a rules-based regional order.

[00:02:37]The establishment of the ASEAN ROK comprehensive strategic partnership in 2024 raised the ambition of our relations.

[00:02:47]The ASEAN ROK plan of action for 2026 to 2030 now gives us a clear path to translate that ambition into action.

[00:02:59]We are encouraged by the strong momentum across all pillars of our cooperation from deepening security cooperation and enhancing cybersecurity to advancing the digital transition and creative economy.

[00:03:16]It is clear that our partnership is becoming more dynamic, substantive and future-oriented.

[00:03:24]More importantly the next step chapter of our partnership should be defined by purpose and impact by what we can build and achieve together.

[00:03:37]Today's meeting is an opportunity to take that next step and shape how ASEAN and the ROK can co-create a more resilient innovative and sustainable future together.

[00:03:52]And with that, may I now pass the floor to my co-chair to deliver his opening remarks.

[00:04:03]Mr. Co-chair, Excellencies, and distinguished delegates, it's a great pleasure to be here with you today.

[00:04:12]Let me firstly extend my gratitude to the government of the Philippines for the warm hospitality.

[00:04:20]And my deep thanks go to Deputy Prime Minister Cherdchak for your dedicated role as country coordinator.

[00:04:32]Mr. Co-chair, I also thank you for your kind words on Korea.

[00:04:39]I'd like to also warmly congratulate Timor-Leste on its first participation in this meeting as ASEAN's newest member state.

[00:04:52]Excellencies, ASEAN has embarked on the process of implementing the ASEAN Community Vision 2045, our shared future.

[00:05:06]For its part, Korea is advancing the ASEAN-ROK CSP Vision presented by President Yoon Suk-yeol at the summit last year.

[00:05:20]Closely aligned with the priorities of the ASEAN Community Vision 2045, the CSP Vision charts a shared path toward a more future-oriented and substantive ASEAN-ROK partnership.

[00:05:40]That shared direction has become more important than ever.

[00:05:46]Disruptions to global supply chains and instability in the Middle East are reshaping our region.

[00:05:56]At the same time, rapid technological transformation is creating new opportunities while also presenting new challenges.

[00:06:08]In such times, no country can ensure its pros- prosperity let alone its security by itself.

[00:06:19]Against this backdrop, President Lee has underscored the importance of solidarity among trusted partners.

[00:06:30]For For Korea, ASEAN is one such partner.

[00:06:35]As a steadfast supporter of ASEAN centrality and ASEAN-led regional cooperation, Korea, in turn, has become a faithful partner for ASEAN.

[00:06:52]By strengthening our sense of solidarity, we can better navigate uncertainty, broaden our strategic space, and create new opportunities for our peoples.

[00:07:09]It is in this spirit that Korea presented the CSP vision.

[00:07:15]Built around three mutually reinforcing pillars, which are contributor for dreams and hopes, springboard for growth and innovation, partner for peace and stability.

[00:07:33]This vision represents a strong political commitment.

[00:07:39]And indeed, it provides policy guidance for how Korea seeks to advance our partnership in the years ahead.

[00:07:51]We are already working on concrete delivering such as AI companionship initiative, cultural and creative industrial initiative, and so on.

[00:08:06]Korea will work closely with ASEAN member states and ASEAN Secretariat to further refine and implement the CSP vision together.

[00:08:22]I very much look forward to today's discussion as we take stock of the progress we have made and exchange views on the future of our partnership. Thank you.
