This video reveals how systemic underpayment of police personnel creates conditions for corruption, as officers extort citizens to supplement their inadequate salaries, with leadership complicity evident in the fact that the Nigerian Police Force leadership was more upset about the ICPC chairman being extorted than about the widespread police extortion itself.

Added:They extorted Mark my words.
Extorted the chairman What do they call that place? ICPC.
Yes.
They extorted the chairman ICPC.
Where are the policemen?
They said When they finish dragging them, we will bring them here.
So that you can see the thieves. I made it clear here that you have to choose to be one, either to be a policeman or to be a thief.
You cannot be the two at the same time.
So you choose one. If you refuse to choose, your actions will tell us where you are, that you are a policeman or you are a thief. So these ones they are thieves.
They extorted him 50 53,000 naira.
The man followed them gently.
He took He He asked somebody to send the money to him. He said they took him to POS.
Yes.
And then he made charges for the POS.
>> [laughter] >> They withdrew the money and shared the money among themselves.
And do you know that that was not even their duty post?
They are a gang of criminals.
Left from various divisions, come closer together, and moved to Wuse barracks, and then created a checkpoint there, and they perpetrated this act around.
We declare them wanted, arrested their their their their gang leader.
You know say thief no get mind.
If you no arrest am, he will become my witch.
>> Hello everyone. Um I'm sure you just watched that video there, right? And uh You know You know when something is off, it just doesn't make sense. Or should I say it's not really off, but you can see the real body language of the people who are speaking. The The police officer, I don't know whether it's the commissioner or what it is, the police uh officer there who was talking who was doing this interview. From his body language, you can see that and the other people around there that they they are not worried, they are not shocked, they are not angry that there was extortion, that the police were extorting. What they're angry at is that the ICPC chairman was extorted. That's That's just what you can see uh in the whole of that uh in in interview. We We know It's a normal thing in Nigeria. I mean, there've been a lot of videos, if you're talking about video evidence, there've been a lot of, you know, reports, there've been a lot of write-offs, there've been a lot of demands, there've been a lot of conversation over the fact that the Nigerian police were extorting people. We've been disgraced by, you know, uh uh by their actions. Foreigners coming in, videoing them begging for money. We've seen people who have traveled round Africa and they tell you they travel round other parts of Africa, they are not extorted, but when they come down to Nigeria, then they didn't get extorted and stuff like that. A whole lot of, you know, uh things go being said and going on in in in that particular area. So, it's not something that it's new. I mean, when they say extort, you know, even for when when when this was brought to my notice and they were like, "Oh, come and talk about it." I'm like, "What is there to talk about?" You understand? It's the same reason all normal Nigerian the extorting. When they're ready, when the system is ready to do something then they will do something. Otherwise, you continue to see the things that we are saying now. Only for me to see this video where the money I don't know whether they they felt they were doing something, you know, really really good or especially the one beside they say even opening his eyes. Can you imagine?
They started the ICPC chairman. So, you know you know matter say Nigeria they stole. The only problem that they got is that it was an ICPC chairman that was extorted. We've seen a lot of, you know, reports where it says that the police leadership, the leadership of the Nigerian police force is aware of this extortion. In fact, they send their men out. We've seen policemen and women reports where they are saying that they send them to go and do this the every day you go out you have to bring back a court to your guy. The only thing and even from this action from their action opening eyes and like ah, we send you but we no send you go ICPC chairman place. We know where we send you because that's the vibe it's giving. That's the vibe we're feeling. At the end of the day, the question then is on what what is it what have you put in place for this extortion not to happen?
You don't you don't you don't you don't you don't buy their uniform for them.
You don't pay them well. You don't give them their allowances. They are even owed. I've I've sat down and done interviews with police men who who are talking about the fact that they've been on the road and their allowances have been withheld. They've not yet been paid. You know, for me is that I will not give you bribe.
I could not in any position to collect but I know they collect but I know they give bribe. Even if it will take one year me I you will see. I remember there was a time I was and I've I've said this on my I think I shared the story on my Twitter handle. I was traveling back from home from the village, you know, from I go there I will cheat because I have two villages. I'm from I go there my husband is from I will cheat. So, both are my villages. Although I would say they are saying that I would say it's not a village yet.
Anyway, when we leave but anyway, so I was coming back home. I think this was somewhere if I'm not mistaken maybe around 2019.
Or no, no, no, 2019 around 2017 or earlier because I knew it was probably when my kids my daughter was traveling out for her after her secondary school to go and do her A levels or earlier than that. And while they were coming, two of her two of their cousins joined them. So, I was now in the car, myself the driver, my two children and two of their cousins, right? These cousins, yeah, they're cousins, but they don't look alike. They don't look like my kids. They don't look alike. This you could see obviously that they they look different. These are children from different, you know, parents.
And I we we we we came in and and we're traveling and police were stopping us every distance. Oh, bring out your papers to search. Me, cook my if my coconut head I had I was asked I said, "Sorry, I'm not bringing out my papers.
The IG of police have said that we should not Who is the IG of police?"
Well, we live in Oh, ho. They said they want to search everywhere. I would just sit down. I just said the driver, "Open everything for them that they need to search. Let them search wherever." And they would search. When they finish searching, when they finish checking the paper, blah blah blah blah, there were some they would say they say they want to I I know I wasted more time. I spent maybe I wasted like maybe two, three hours, but I was ready to waste that time. And in every one I kept saying And there were some where we we got talking.
And there were some who then realized who I was. There were some who we got talking. And the biggest thing was that they they are not being paid their allowances. And they want to So, some of them Okay, madam, we need you to talk.
Well, I said, "Yes, if you I need to talk on this thing, I need evidence. I can't just say well, I met a policeman on the road and then take it for me.
Anything that I'm talking about, there has to be verifiable evidence. And, you know, from What What struck me the most in all of that was that none of them looked at us and said, "Ah, madam, you are traveling with four children. Who are these children?" There was none.
And that that could be the easiest one of me, you know, trafficking. I could have been trafficking those children.
You understand? Because these are children that look different.
They don't look alike that you're saying that, "Oh, I could have been trafficking those children." I could have done any of those things. I would have passed through all of that checkpoint. Nothing.
Not Not once was I asked about that. All they were interested in was the money, and which is bring your papers and whatever. And then from there, you know, trying to ask myself, "Well, you're not going to give anything. Sorry, I don't do bribes. I don't do uh you know, uh whatever." But then the the main question here for me that I'm asking is the fact that what have we done as a nation to ensure that these people are not extorting. You go to You go and meet DPOs. I've made gone to offices of lots of DPOs. They're the ones who use their private money to repair their office, buy the things in their office. Why?
Meanwhile, police every day, every station, money is given, money is allocated, money is budgeted for that is going to be used there. We need to probe the IG of police, the office of the Inspector General of Police, and whoever the leadership of that uh Inspector General of Police. This is where EFCC should be coming in to find out what are you doing with all the money that are given to you. What are you doing with all the, you know, budget that you you keep you keep collecting. We also have a situation where by any police that is assigned to whether banks, whatever, however, whatever, the some money is remitted to the office. They They pay the office, you understand? Officially, it's not something illegal. They pay the office. Where Where is that money being used on all of that? We've seen where police will do budget and say that they bought biscuit, uh hundreds of thousands. They bought milk. The other day, I think in one of their budget, whatever milk, they were budgeting like millions of You know, very ridiculous amounts and stuff like that. So, instead of parading these people, we should be parading the IG of police. We should be parading all those AIGs, DIGs, Commissioner of Police, and whatever because they need to tell us are they the ones sending these people to go and extort money? And why is it that their anger is not at the police extorting money, but more at police extorting and finally, you know, stopping an ICPC chairman.
