First, great power objectives and then finally identify constitutional elements that authorize such policies.

[00:04:58]Our intention for the entire program.

[00:05:01]Who we are to be and how we are to live.

[00:05:04]These are the two questions that every nation must ask itself.

[00:05:09]We have been under the the heel of criminal cartels for too long.

[00:05:17]So in order to determine our national destiny, Australia One has chosen to preserve the best of the past while establishing and maintaining control over our future through an identity first great power strategy.

[00:05:34]Our intention purpose to create our new Australian nation state method to empower the Australian nation that's the people to design a constitution for the governance of their Australian state that's the legal and political apparatus by examining each of the 19 elements of national power to determine the optimal policies which will deliver a moral sovereign self-reliant Christian western constitutional Republic which is economically powerful, militarily intimidating, politically free, culturally vibrant and socially cohesive.

[00:06:13]Identifying the constitutional elements which authorize such policies and the constraints and restraints which specifically prescribe and proscribe constitutional powers and limits.

[00:06:27]The endstate Australia maintains and strengthens its identity as a Christian western angophone country. That's identity first. And establishes itself as an Indo-Pacific regional hegemony with global leverage to shape normative orders. That's the great power part.

[00:06:49]Let's have a look at national power definition.

[00:06:54]National power in the context of the identity first great power national strategy for Australia is defined as follows. National power is the total and coordinated capacity of the Australian nation state to mobilize, integrate, and direct all 19 core elements of national power toward the singular overriding purpose of establishing and preserving Australia as a moral, sovereign, self-reliant, Christian, Western constitutional republic that is econom, militarily intimidating, politically free, culturally vibrant and socially cohesive.

[00:07:37]This definition is deliberately subordinate to the identity first great power imperative where every element whether tangible, intangible or hybrid is strategically harnessed and prioritized only in so far as it protectational Christian western angophone identity and advances Indo-Pacific hegemony and global leverage to shape normative orders.

[00:08:04]ical implications of this. In practice, national power therefore manifests as the inward consolidation. This is the relentless alignment of all resources and instruments to reinforce Australia's morality, sovereignty, self-reliance, and the internal cohesion against any dilution of its Christian western character.

[00:09:03]Identity drives strategy. Strategy mobilizes every element and every element sustains and expands Australia's identity and its hegemonic standing.

[00:09:18]There are the elements of national power, the elements of our own state, the elements driving the strategy and the political and legal apparatus of the state. That's the constitution. And that's what we are. That's where our trajectory is taking us. Now the elements of national power, there we have to build what we have to build.

[00:09:35]And we've broken them down into 19 separate elements in three groups.

[00:09:40]Tangible, intangible, and hybrid.

[00:09:43]And each one of those element on how it can contribute to these 11 elements of our national endstate.

[00:09:50]Driving all of this is our identity first great power pillars. Christian western anglophone is the identity great power Indo-Pacific regional hegemony with global leverage to shape normative orders.

[00:10:04]And this is approach and the people quite rightly say what about us and the American fathers had the same problem because the colonists said what about us? We have a few things to say as well.

[00:10:16]Top down's great but how about a little bit of bottom up. And so they put their constraints and restraints. Constraints are what you must do and restraints is what you must to not do. They became known as your bill of rights. critical to the whole process and this will include that process as well. So there you go. Moving on, let's review episode 7, agricultural capacity. Last week's episode, the definition as an element of national power within the identity first great power strategy. In this context of this program on national power, particularly Australia as a 21st century Christian western angophone constitutional republic pursuing endopacific hegemony and global normative influence agricultural capacity as an element of Australian national power is defined as ability to produce abundant highquality nutrient-dense food and agricultural products through organic regenerative and non-GMO methods.

Identity first. It reinforces Christian western values through organic stewardship, the revival of traditional knowledge and resources, decentralized community oriented development, and the moral formation of the population through connection to the land. Power objectives. It provides the strategic depth and endurance required for sustained Indo-Pacific influence by ensuring food and resource security during conflict or coercion.

Now in the context of this program on national power particularly Australia as a 21st century Christian western angophone constitutional republic pursuing Indo-Pacific hegemony and global normative influence infrastructure and communications as an element of Australian national power is defined as the physical and digital networks including transport roads rail ports and airports energy grids water systems telecommunications s broadband internet, data centers, satellites, and command and control systems that enable the movement of people, goods, information, and power across the nation and with the external world context within Australia's identity first great power strategy. This element acts as the connective tissue and force multiplier of national power. It is not merely roads and wires but the sovereign capacity to design, build, own, operate, secure and adapt these networks in service of the nation's end state.

[00:16:43]In Australia's context, it must be deliberately decentralized, resilient to coercion, and align first principles while enabling great power projection.

[00:17:00]The strategic purpose in the identity first great power strategy infrastructure and communications serves as the sovereign connective backbone and force multiplier of Australian national power. Its purpose is to provide physical and digital networks that are resilient, decentralized, and integrated, which secure local and regional self-reliance, support a strong export oriented economy, sustain military projection across the Indo-Pacific, and facilitate effective constitutional governance.

[00:17:46]In service of identity first, it reinforces Christian western angophone values through sovereign control, cultural cohesion and decentralized systems that strengthen families, communities and moral formation.

[00:18:01]Service of great power. It delivers the C4 ISR capability, the logistical depth and adaptive resilience required for Indo-Pacific hegemony while protecting the nation from coercion and enabling credible normative influence through secure worldclass connectivity.

[00:18:20]What is C4ISR for command control, communications, computers, intelligence and surveillance and reconnaissance? It's a military term.

[00:18:32]the integrated technological backbone and strategic nerve center used by military forces to transform vast amounts of data from individual soldier senses to satellite feeds into a single common operating picture.

[00:18:47]ISR enables joint multi-dommain operations where land, sea, air, and space forces are digitally linked in order to maximize situational awareness, accelerate decision making, and synchronize actions designed to defeat adversaries.

[00:19:06]ly amplifies agricultural capacity, industrial capacity, and economic capacity while embedding the principles of subsidiarity and long-term stewardship into the physical and digital foundations of the republic characteristics.

[00:19:26]One, sovereign control and ownership.

[00:19:29]Two, decentralized redundant and resilient architecture. Three, integrated multi-dommain networks. Four, strategic force multiplier for economic and military power. Five, alignment with moral, cultural, and identity priorities. Six, enabling political freedom and effective republican governance. And seven, adaptive, resilient, and futureproof design.

[00:19:53]Let's look at each one. Australia must retain effective ownership or decisive control over all critical layers of infrastructure and communications.

[00:20:02]This includes submarine cables, satellites, data centers, spectrum, energy grids, ports, and major transport corridors. Foreign ownership or control of choke points is treated as a strategic vulnerability.

[00:20:18]Characteristically serves as a so serves a sovereign people and a self-reliant people by preventing external coercion or surveillance. and Australians will know that we already have many of our ports as well as other major infrastructure in the hands of foreign nations.

[00:20:36]Taking it back also underpins the constitutional principle that critical infrastructure is a national strategic asset not merely a commercial one.

[00:20:48]Decentralized, redundant and resilient architecture. Infrastructure must be deliberately designed with redundancy and decentralization to support the multi-level self-reliance already embedded in our agricultural capacity, industrial capacity and garden towns framework.

[00:21:05]Single points of failure are minimized through distributed networks, mesh communications, regy micro grids including hydro power from the Bradfield scheme and multiple independent data paths.

[00:21:21]istic reinforces a self-realigned people, a socially cohesive people and a constitutional republic by enabling communities and regions to function autonomously during disruption while still connecting to the national whole multi-dommain networks. [00:22:59]Policy must treat infrastructure investment as a strategic capital formation aligned with the endstate rather than routine public work.

[00:23:09]Five, alignment with moral, cultural, and identity priorities.

[00:23:13]Infrastructure design and operation must actively support and never undermine Australia's character as a moral people, a Christian people, a western people, and a culturally vibrant people.

[00:23:27]This includes protecting religious and cultural communication channels, resisting foreign platforms that erode family or community cohesion. The digital systems facilitate genuine human connection rather than isolation or manipulation.

[00:23:43]Descentralized networks that strengthen local institutions and real world community life are prioritized over hyper centralized systems that can fragment society.

[00:23:57]Six, enabling political freedom and effective republican governance.

[00:24:02]Infrastructure must facilitate the operation of a constitutional republic by supporting decentralized representation, transparent information flows, secure electoral processes, and subsidiarity based decision-making.

[00:24:18]speed. Reliable connectivity to every garden, town, and region strengthens local and state governance while maintaining national cohesion.

[00:24:28]This characteristic directly serves a politically free people and a constitutional republic by making effective self-government possible at every level.

[00:25:28]These seven core characteristics are not generic descriptors. They are deliberately calibrated to the 11 elements of Australia's ant state and the twin pillars of identity first Christian western anglophone identity moral formation and self-reliance at every level and great power Indoacific hegemony and normative influence in communications functions as an enabler and protector of the entire national power framework rather than a neutral or commerciallydriven utility.

[00:26:10]Priority one, sovereign ownership and control of critical networks. This is the highest foundational priority.

[00:26:16]Priority two, decentralized and redundant architecture. Priority three, integrated multi-dommain systems.

[00:26:23]Priority four, resilient and secure communications and cyber systems.

[00:26:28]Priority five, strategic logistics and mobility networks. Priority six, high-capacity digital and information infrastructure. And priority seven, adaptive, innovative, and futurep proof capabilities.

[00:26:41]Let's description sovereign ownership and control of critical networks. This sub element covers effective Australian ownership, operation and regulatory control over all critical layers of infrastructure and communications including submarine cables, satellites, data sens centers, spectrum, energy grids, ports and major transport corridors.

[00:27:07]delivers the sovereign and self-aligned dimensions to the endstate by preventing foreign coercion or surveillance surveillance through choke points.

[00:27:16]It underpins the constitutional principle that critical infrastructure is a strategic national asset.

[00:27:26]Policies legislate a critical infrastructure sovereignty act requiring Australian majority ownership or control of all tier one assets, submarine cables, satellites, major data centers, spectrum, energy grids and key ports.

[00:27:40]Establish a national infrastructure ownership review board to screen and block foreign acquisitions or control of strategic assets with a presumption against adversarial state ownership. Let me just jump in here quickly. This might be a statement of the blinding obvious, but we have a foreign investment review board in Australia already and it's been manned for decades by corrupted uh individuals which have uh sold off this nation to foreign adversaries.

[00:28:09]This will change sovereign data res uh residency for all government defense and critical sector data with strict limits on crossber data flows that could enable foreign surveillance. Let me repeat that. This is important. [00:28:34]We have had state governments and federal governments handing over the data of the Australian people to foreign countries for years.

[00:28:42]Create incentives for Australian companies and superanuation funds to invest in and own critical infrastructure. Require all new major infrastructure projects to include Australian ownership and operational control clauses as a condition of government approvals for funding.

[00:29:01]Priority two decentralized and redundant architecture description. This sub element covers designing networks with multiple independent pathways, distributed nodes and regional autonomy so that communities and regions especially garden towns can continue functioning during disruption.

[00:32:42]This sub element covers physical hardening, cyber security, redundancy, and protection against both state and non-state threats to communications networks. It ensures networks can operate in degraded and/or contested environments. It is essential for a politically free people, for example, secure information flows and electoral integrity.

Establish a national cyber and infrastructure resilience center with powers to set mandatory standards and to conduct a regular stress testing of critical networks. require all infrastructure operators to maintain sovereign control backup systems capable of operating independently for at least 30 days.

[00:33:37]Strict foreign vendor restrictions for critical communications equipment, for example, 5G and 6G satellites and data centers with an exception for trusted allies like the United States. Fund regional cyber security capability development with dedicated centers located in or near garden towns.

[00:33:57]Legislate severe penalties for foreign interference or sabotage of critical infrastructure with clear authorities for rapid response. Just so we're clear on this, the definition of war must change. It is no longer well-trained men and women in sharp uniforms.

[00:34:13]War has changed. They set the terms. We are going to respond. And when we say we legislate severe penalties for foreign interference or sabotage of critical infrastructure, that will be interpreted as an act of war and it will be responded to as an act of war. Clear authorities for rapid response.

[00:34:36]Five strate strategic logistics and mobility networks description. This sub element includes ports and airfields, rail, rail and road corridors, fuel distribution and sustainment infrastructure required to move people, goods and military forces efficiently across the continent and into the Indo-acific. It is a primary enabler of an economically powerful people for example trade and value adding and a militarily intimidating people for example power projection and sustainment be deliberately dispersed and hardened to support decentralized operations.

[00:35:20]Prioritize federal investment in dispersed and hardened ports, airfields, and fuel fuel storage with a focus on supporting both domestic self-reliance and Indo-Pacific power projection.

[00:35:32]Require all major logistics projects to include redundancy and the capacity to support rapid military mobilization.

[00:35:40]Develop regional logistics hubs linked to garden towns to reduce dependence on major capital cities.

[00:35:47]offer incentives for private investment in strategic fuel reserves and alternative energy logistics. For example, including support for many Whirlpool hydro power integration, integrate logistics planning with an agricultural and industrial capacity goals to ensure efficient movement of food resources and manufactured goods.

A universal service obligation is a consumer protection framework designed to guarantee equitable access to essential telecomun communication services for everyone regardless of where they live or work.

[00:37:10]Now this already exists in Australia and Australia is a very small population dispersed over a massive land almost the same size as the continental US less Alaska. And yet we know that the people have been disregarded in this respect.

[00:37:26]Communications in the rural areas are substantially worse than in the urban network.

[00:37:35]Established sovereign Australian data centers and cloud infrastructure with strong privacy and security standards aligned with Western cultures, Western values.

[00:37:46]Develop a national digital sovereignty strategy that prioritizes open but secure standards while resisting authority authoritarian models of digital control.

[00:37:56]Sovereignty refers to a nation's ability to assert authority over its digital infrastructure, data flows, and technology governance so that digital assets remain under domestic jurisdiction and comply with local laws.

[00:38:12]Fund research and development into secure sovereign communications technologies with priority given to technologies that enhance decentralized governance.

[00:38:25]Priority seven, adaptive, innovative, and futurep proof capabilities.

[00:39:07]create a national infrastructure innovation fund to support research, testing and deployment of emerging technologies, for example, quantum secure communications, advanced satellite systems, AI enabled network management.

[00:39:30]Establish long-term planning frameworks, for example, 20 to 30year horizons that incorporate demographic change and technological disruption.

[00:39:39]develop partnerships with trusted allies, particularly the United States, for technology sharing while maintaining Australian sovereign control and decision-making regular national infrastructure stress testing and scenario planning exercises to identify vulnerabilities and adaption pathways.

[00:40:02]Seven sub elements form a coherent system in which each reinforces the others. Together they ensure that communications and infrastructure functions as a sovereign, resilient and strategically aligned enabler of the full national power framework and the 11 endstate elements.

[00:40:23]Now what constitutional authority is required for all of this?

[00:40:28][clears throat] The overarching constitutional framework amendments. A new head of power in section 51 or new chapter on strategic national infrastructure commonwealth power to legislate for the planning, development, ownership, operation, security and resilience of critical communications and infrastructure networks as matters of national sovereignty and strategic importance.

[00:40:52]Constitutional principle of infrastructure sovereignty provisions and the state shall maintain effective control over all infrastructure and communication networks essential to the national sovereignty, self-reliance, security and the functioning of the constitutional republic.

[00:41:10]Decentralization and subsidiarity clause.

[00:41:14]Infrastructure planning and investment shall wherever practicable favor decentralized and redundant architectures that enhance resilience and support decision making at the lowest effective level of government consistent with the subsidiarity principle of the republic.

[00:41:34]Strategic infrastructure investment and planning power. The Commonwealth shall have explicit authority and duty to plan, coordinate, fund, and regulate national strategic infrastructure including major transport, energy, water, digital, and communications networks in service of the national endstate.

[00:41:55]Resilience and emergency redirection provision.

[00:41:59]Commonwealth to require redundancy in critical networks and to temporarily direct or relocate infrastructure resources during declared national emergencies or threats to sovereignty.

[00:42:11]Property acquisition and compensation framework.

[00:42:15]update building on section 5131 to facilitate timely acquisition of land and assets for strategic infrastructure while ensuring just compensation and protecting against arbitrary seizure.

[00:42:32]Now let's look at specific constitutional authority by sub element priority one sovereignty owners sovereign ownership and control of critical networks needs clear authority to enforce Australian control over critical assets and to screen foreign involvement constitutional access uh action explicit power to define designate and regulate critical infrastructure with a presumption of Australian ownership of control authority to prohibit or restrict foreign ownership or operational control of designated assets with a national security veto power requirement that all new major infrastructure projects include sovereign ownership and control control conditions two decentralized and redundant architecture the needs constitutional support for designing infrastructure to support multi-level self-reliance and regional autonomy Constitutional action.

[00:43:32]New provision requiring that critical infrastructure planning and investment incorporate redundancy and decentralized design principles wherever feasible.

[00:43:42]Author and incentivize regional and community level infrastructure ownership and operation. For example, mesh networks and micro grids serving garden towns.

[00:43:53]Explicit recognition that decentralized infrastructure strengthens the subsidiarity basedru structure of the republic.

[00:44:02]Priority [clears throat] three integrated multi-dommain systems needs authority to treat transport, energy, water and digital systems as an integrated whole. Constitutional action expanded power to coordinate planning and development across multiple infrastructure domains that is transport, energy, water and communications.

[00:44:23]Authority to require integrated design in major national projects including linkage between war schemes for example Bradfield and energy generation provision allowing the federal government to set national interoperability standards across domains.

[00:44:42]for resilient and secure communications and cyber systems. Needs strong powers to protect networks against physical and cyber threats. Constitutional action.

[00:44:54]Explicit national security power over the cyber security and physical critical communications and infrastructure.

[00:45:03]Authority to set mandatory resilience and security standards and to conduct national stress testing.

[00:45:10]power to restrict foreign vendors and technologies in critical systems on national security grounds with an exception for trusted allies such as the United States.

[00:45:22][clears throat] Priority five, strategic logistics and mobility networks needs authority to develop and protect dispersed hardened logistics infrastructure.

[00:45:34]Constitutional action specific power to plan, develop and regulate national strategic logistics networks, that is ports, airfields, rail, roads and fuel distribution as matters of defense and economic security. Authority to require redundancy and dispersal in logistics infrastructure to support both domestic self-reliance and military projection.

[00:45:58]provision linking logistics planning to agricultural and industrial capacity goals.

[00:46:06]Priority six, high-capacity digital and information infrastructure needs authority to ensure sovereign highcapacity and secure digital connectivity.

[00:46:18]Constitutional action explicit power over the development and regulation of national digital infrastructure including broadband, satellites and data systems. authority to require sovereign data residency and to protect crit critical digital choke points. Provision supporting universal access to high-speed connectivity as a means of strengthening political freedom, cultural vibrancy and decentralized governance.

[00:46:45]Seven, adaptive, innovative and future proof capabilities needs authority to plan for long-term evolution and technological change.

[00:46:56]Constitutional action power to establish long-term national infrastructure planning frameworks for example minimum of 20 to 30year horizons that incorporate technological and strategic change to fund and coordinate research development and deployment of emerging infrastructure technologies.

[00:47:17]requirement that major projects incorporate modular and upgradable designs to allow future adaption without full replacement.

[00:47:30]Notes the process. Most of these changes would require a constitutional refer referendum under section 128.

[00:47:38]Some measures could initially be advanced through legislation using existing powers, particularly the defense power under section 516 for national security aspects with constitutional amendments providing stronger permanent authority.

[00:47:55]Collectively, these provisions would embed communications and infrastructure as a sovereign, resilient, decentralized and strategically directed element of national power.

[00:48:07]They direct policy recommendation for all seven sub elements while advancing both identity first, self-reliance, subsidiarity, cultural cohesion and great power, endurance, projection and resilience objectives. Now you might want to note that all of this has been possible for decades and yet no political aspirant, no government has ever moved in this direction.

[00:48:35]It's up to we the people to drive this forward.
