In democratic systems, citizens have the fundamental right to peaceful protest as a mechanism for holding government accountable, but this right must be balanced with security considerations and legal frameworks. The NEET paper leak controversy in India (2024) demonstrated how student protests can escalate into political confrontations when government accountability mechanisms fail, with opposition leaders like Rahul Gandhi leading protests outside the Prime Minister's residence to demand resignations and investigations. The debate between Congress and BJP over whether such protests constitute legitimate democratic expression or 'anarchy' highlights the ongoing tension between citizens' rights to dissent and government authority to maintain public order.

LIVE: Gandhis vs Modi Govt | Rahul Gandhi's NEET Dharna Outside PM House | Dissent Or Disruption?
Added:does they had assembled at Malikarjun K's Raji Marg residence to celebrate his birthday or ostensibly to celebrate his birthday and then suddenly they marched from there to seven Lok Kalyan Marg residence of prime minister Narendra Modi the police were caught unawares agencies were caught unawares as leader of opposition in Lok Sabha Rahul Gandhi led this entourage of top Congress leaders [music] including Jay Ram Romesh and others is 27 locally mark Rahul Gandhi has since been detained in fact we'll show you those very dramatic images there you see that image just a short while back that's Priyanka Gandhi [music] Vadra she was trying to get into that bus where Rahul Gandhi had been taken leader of opposition in Lok Sava he was taken into a bus detained and then taken apparently towards [music] model town police station initially they were taken towards Parliament Street police station then taken towards West Delhi and then that bus suddenly turned towards northwest West Delhi is what sources are telling India today. Samwadi party chief and former Uttar Pradesh chief minister Kesh Yadav also joined in these protests. [music] He's also been detained earlier after meeting Rahul Gandhi at this protest site. Because the moment this protest happened, we are told Prime Minister Narendra Modi's office immediately dispatched [music] Minister of State and PMO Dr. Jendra Singh. Uh given that there such tall leaders, such [music] a big delegation of the Congress party was carrying out these protests, Dr. Jitendra Singh rushed to seven localal mark outside 7 Local mark and he [music] interacted with Rahul Gandhi. Now there are two versions that come out. Dr. Jendra Singh said Rahul Gandhi asked him that there must be a discussion on neat paper leak [music] in parliament. Dr. Jendra Singh said absolutely done accepted. Now call off your dhna. Rahul Gandhi said let me take this back to my leaders [music] and and other leadership. Then he came back and said no we also insisting on resignation of Dr. Dhmenra Pradhan as education minister. Dr. Jendra Singh says none of this was part of the conversation that he initially had with Rahul [music] Gandhi and then he turned around and said what Rahul Gandhi and the Congress party are doing is rajinetic nanki or political theater political drama. Dr. Jendra [music] Singh also said that the BJP or the government had agreed to Rahul Gandhi's demand for a discussion on the paper leak that Rahul Gandhi backed off and said he will [music] not leave till there's an assurance that the education minister will resign. Meanwhile, there's another battle that's going on between the Congress and the Ahmadi party. I'll tell you about that in just a moment.
But listen in to Dr. Jendra [music] Singh and listen in to what happened on ground.
work.
Achieve Rahul Gandhi eat.
Some of Gadi mercy.
Democracy in India is happening right now.
Democracy in India IS HAPPENING RIGHT NOW.
Democracy in India is happening right now.
Democracy in India is happening right now.
Big statement by Priyanka Gandhi Vadra.
We are not scared of them. They are scared of us. 1 point2 news just coming in. Apparently Rahul Gandhi was also injured. You've seen that image of Rahul Gandhi being down on the ground. Efforts were being made to lift him. Apparently, Congress party workers. Look at those images. Look at those images.
Apparently, there's a red mark close to his nose. Was there a nose bleed? Was he hurt? We still waiting to hear. That is what Congress party insiders are telling us. I quickly want to cut across to my colleague Rahul Gautam who was on ground zero tracking the story very, very closely. Rahul, do we know where Rahul Gandhi is right now? Where are other Congress leaders and has that area now been secured and sanitized?
>> Well, the entire area around uh 7 LKM has been cleared off. Uh it has been sanitized completely. As far as Rahul Gandhi is concerned, we've been informed that Rahul Gandhi has been taken to Chhatrasal Stadium in model town and Priyanka Gandhi has been brought in here where I'm currently standing at Mandar police station. uh along with these two leaders. There are there are many more Congress entries who are accompanying them. Uh they were also detained along with these two leaders. Uh Congress is saying that the government is is not ready to accommodate any demands that were raised by Rahul Gandhi by by Congress leaders and that's what led to this showdown that we saw. Uh we I myself was there Goro outside 7LKM at the very doorstep where Rahul Gandhi, Malik Tulun, Pringa Gandhi they were sitting and the kind of showdown we saw were absolutely unprecedented. Two LOPs, two chief ministers, 120 Lok Sabha MP, Raja Sabha MP, then there were Kineshadav who also arrived there in solidarity. So clearly it seemed that uh the opposition is in no mood uh uh to uh uh to give any space or concede any ground as far as this issue is concerned. They are saying that we have primarily four demands. A sat education minister B have discussion on the floor of the house on all the demand that have been raised by student. Uh C there should be a time bound investigation into what happened yesterday and for home minister should make a statement uh on the floor of the house. So clearly it seems that Congress had decided uh that they're not going to budge from their stance and obviously going to garner more support on this issue as we >> very aggressive. The Congress party is extremely aggressive. Stay with me for a moment. There's more breaking news coming in. We are getting a statement from leader of opposition Rahul Gandhi.
This is the latest statement that he's issued [music] while he was detained.
Rahul Gandhi has dared prime minister Narendra Modi. Rahul Gandhi as leader of opposition says exert all your might.
Bring in all your might.
Fight [music] for justice will continue.
A fight for justice will not stop. He Rahul Gandhi then goes on to say fight [music] for justice will not hold. Rahul Gandhi now is being taken to Chhatrasal Stadium in model town. As Rahul was just [music] reporting he is going to be detained there for some time. Usually when protesters are held by Delhi police and it's almost standard operating procedure uh male you know detainees are taken to Chhatrasal stadium detained there and then released. Subsequently women detainees or protesters are [music] taken to either Parliament Street police station or Mandonder police station detained for some time and then released. I want to once again bring in Rahul Goautam for more on the story. So Rahul uh this is clearly preparation for a much longer fight. Sansad sayag fight on the streets and fight in parliament.
Rahul well you know as I was telling you earlier also Congress uh has escalated the fight. They are increasing the heat believing that government is on on back foot. Uh they are in a tight spot. Uh they didn't do uh much to diffuse the situation uh which unfolded. yesterday and therefore they are only cornering the government on these issues because they believe that the youth uh is agitating at this point of time students are agitating and therefore uh you know uh uh they should stand with these students so that's why there's a political messaging messaging happening Gorav at this point of time you saw how Rahul Gandhi yesterday condemned the violence released a video statement they demanded discussion today morning they met Lok Sabha speaker again demanded that there should be discussion and then around uh 3:30 we saw a dha a flash protest outside it was absolutely unprecedented so clearly congress is on a war path gloves are off they believe that uh that the government is on back foot and therefore they are pushing it further and trying to create a narrative India today has the biggest team of reporters Mosmi Singh you know will join us in just a moment we have a big team of reporters joining us from ground zero on this story Arvin do has been tracking all the developments on the law and order front and amidst this reports there is another story that's coming in and that's a big Amadi party versus Congress fight that has broken out while Rahul Gandhi and Congress [music] leaders were protesting outside 7 L Kalyan Margadi party leader and former chief minister of Delhi Atishi launched a sharp attack both on the Congress party and on the BJP accusing the two of engaging in political juggal bundi or having a tie up. She criticized the congress for its recent [music] protest for the protests outside seven localalmar residents of the prime minister. Atishi said that these developments expose the opposition party's political stand in [music] the national capital. Atishi said and I quote this is amazing. CJP that's cockroach jantaa party and sonam wangchuk one month protest at jantaar manta modi government refuses to talk to them Rahul Gandhi allowed to protest outside PM residence and in 1 hour Modi government starts dialogue unquote so this is where she is accusing the congress and the [music] BJP of being a hand in glove soon After a party leader and member of parliament Sanjay Singh also hit out at the Congress [music] party, he too put out a post accusing the Congress of weakening the [music] CJP protests. Now he said Congress CJP Rahul Gandhi.
[music] This is being said by Sanjay Singh Ahmadi party MP that Congress party has been permitted to protest outside sevenlo kalyan marg to weaken the cockroach jantaa party protests that have been on. I quickly want to cut across to my colleague Anmul Bali for more on this Anmol CJP protests have been on for quite some time but then you had Union Health Minister [music] JP Nada he interacted with the representatives of the CJP and you have Dr. Jitendra Singh MOS PMO who's interacted with Congress leaders. Why does the Ahmadi party uh you know say that CJP protest is being weakened and what is Ahmadi party's interest in a CJP protest?
As you know Gorav Abijit Dipk the founder of Poker Jantaa party a satirical movement online which uh became a nationwide movement on the social media which later became a protest here in the national capital where we have seen that earlier hundreds of students joined the protest but later son Banguk the climate activist who said for the hunger strike then thousands of protesters joined this movement and yesterday we have seen that how thousands of students from the various corners of India in the national capital gathered in the national capital we have seen the incident of no stone pelting to the police action against the students and the protesters and now we are seeing political brewing on this issue where now Amadi party has made serious allegation against the Congress party in the Bharti Jantaa party and on the other hand even Congress party has hit the Amadi party on this on this issue we have seen today while the Congress leaders were protesting outside PM residence we have seen that Congress leaders have questioned the Amadi party they have clearly said that Amadi parties the team of Bharti Jantaa party because Abish Dipk the founder of this movement was related to Amadi party. He was in the head of the social media team and we have also seen that in the initial days of the protest at the Jantaar Mantra various of the Amadi party leaders from KJ Singh to Manish Sodia were the first to visit uh the protest site while the students were [music] sitting for the hunger strike there at the Jantaar Mantar but now we have also seen that Koker Jantaa parties leaders have given a call for peaceful protest outside the Delhi police headquarter later they have called off they have canled the protest they said that all of their comrades those who were detained by the Delhi police has been released but they are being informed by their lawyers but still I'll show you on the ground currently I am here outside the Delhi police headquarters where you can clearly see that around on the 8:00 p.m. The cockroach party has given a call of a peaceful protest here outside Delhi police headquarters but later they have canled. Uh they told they have tweeted that all of their protesters those who were part of yesterday protest has been released by the Delhi police those who were detained. Yeah but clearly Goro I'll show you how Delhi police is ready here with the anti-ight gear shields and baton in their hands if a situation like yesterday arises thousands of protesters come here outside uh the Delhi police headquarters. So they are ready not only here on this gate I'll also show you on the other gate also I'll ask my camera person Aishek he will show you that all of the outside all of the gates and even they have barricaded all [music] of the streets connecting to the Delhi police headquarters at the one hand the politics is escalating on this issue Mohammad national spokesperson of the congress party also joins me Dr. AJ Aloki Jarat with me on this Dr. Vikrram Singh with me but Dr. Sham Mohammed quickly coming to you. The Amhadi party is accusing [music] the Congress party of being the B team of having a juggal bandi with the BJP to weaken the cockroach party protest. Your response ma'am.
>> I mean this is laughable. Goro, we are the principal opposition party. Rahul Gandhi has been is the first person when this neat issue happened. He was the first person who spoke about it. We have done a chhatroi gun in Rajasthan. We went did it in Uttarakand. has been at it from the beginning and for the Ahmadi party to talk in such a manner is really ridiculous because when I remember when Abish Abijit Dipk came from the US to India he he didn't even write for the permission at Jant Mant was given by Delhi police to him to protest in Jan Mant I mean we need to ask how did he get that who is they basically the B team and like you said he was part of uh Amadi party before and why are they getting upset because we all opposition even Akles Yadav G is involved many others are involved with this are joining these protests because we feel for the children of this country and it is the right thing to do and let's see what has happened today is Mr. Gandhi uh Rahu gi was peacefully protesting. There was no need for the police to take him, arrest him, do whatever he's been. And I saw him bleeding also from his nose. We are wondering, we are worried actually for my I'm very worried about my leader.
What is happening? Why is he bleeding?
Why is everything not peaceful in this country? You know, when you are peacefully protesting, come out, have, you know, do things with us. BJP is actually accusing the Congress party of dangerously risking uh safety to and carrying out a protest outside 7 Localan Marg there is a designated protest spot it's Jant Mantar protest there why outside the PM's residence >> okay so why why was no during during the UPA time you remember when uh the Nurbaya incident happened everywhere all over Delhi they were protesting Ramla Maidan uh you know at at even in crowded everywhere. Did they have a particular spot? See when a protest happens, why should it be in a particular spot in Jar Mantra? Isn't it? So at India gate, I remember people all gathered at India gate. You know, YOU WERE THERE AT THAT TIME. Did we stop anybody? Because this is how DEMOCRACY WORKS. WHO ARE THEY TO TELL US GO AND PROTEST AT A PARTICULAR SPOT? AND >> A RESPOND. Who is who are they to tell the Congress where to protest, where not to protest at a time when the Congress is actually being accused of having a juggal bundi with the BJP? Ahadi party says fixed match to weaken CJP.
>> See this crisis of taking the credit is not my problem. The problem is that the kind of anarchy they are trying to create >> anarchy. What you also forget very conveniently then the whole opposition protest in front of the parliament just beside the Gandhi statue they could have protested at the parliament if that was so what better than parliament the most sacrosan place they deliberately chose prime minister's residence and it's a wrong president I'm telling you it's absolutely a wrong president what they are trying to say we can take you for ransom first they you say we want to have a discussion on the par in the parliament regarding need fine agree then you say no it's my way or highway I also want you want to take the elected government of this country by ransom are you a terrorist >> I'm sorry g can I speak now >> charge you LEVEL AGAINST THE LEADER OF opposition Dr. Shama Mohammmed wants to respond Dr. Shama Mohammad the Congress party is being accused of trying to create a situation by trying to terrorize you know people to carry out and set a wrong precedent respond ma'am >> so when dor whenever we are not out there people say you know what is the congress party doing what sort of opposition are there now any protesting in front of parliament is somewhere inside where the general public cannot join now here the problem is neat examination paper leaks have happened multiple times and this time it happened from the NTN national testing agency biggest question today we ask is who is accountable in a democracy accountability is very important paper leaks HAPPEN AND THEY DON'T WANT PADAN TO RESIGN I DON'T UNDERSTAND BEFORE 2014 every time we would ASK FOR RESIGNATION WE WOULD ASK no let me tell let me make it clear we WOULD ASK THE MINISTER IN CHARGE TO STEP DOWN SO THAT THERE CAN BE A NISH PAK JANCH that's what you say there can be an investigation you know so so so here whenever whether Whether it is the case of Lakimur Kerry where the son of the minister of state of home was involved. He was still there. He did not step down because how can there be an impartial investigation whether it was bridge bush and shar Singh he does not step down. Whenever you have rail accidents the rail minister NEVER STEPPED DOWN BEFORE 2014. MANY rail ministers have resigned whenever there are issues. So >> respond to the point that Dr. Shuhammad makes about lack of accountability or the demand for accountability. Where is that accountability? QUESTION TO AJOK IS WHY can't he resign ma'am you made your point ma'am you made your point I have to widen the scope of this debate I want to bring in our other guest but go ahead Dr. Response sir >> first of all if you have some stains on your shirt that doesn't mean the other person is also having stain on your shirt. So stop comparing all these things before 2014 BEFORE 2014 BEFORE 2014 RESPONSIBLE PRIME MINISTER THE TERRORIST USED TO VISIT prime minister's house THERE USED TO BE RESPONSIBLE BEFORE 2014 you used TO FLEE TERRORIST DON'T COMPARE BEFORE 2014 and after 2014 you are no not in a position and that's why you have SHOWN THE DOOR if the government IS ACCOUNTABLE THE GOVERNMENT IS ACCOUNTABLE TO THE PEOPLE OF THIS COUNTRY >> IF THE GOVERNMENT IS ACCOUNTABLE GOVERNMENT is accountable IN FRONT OF THE PEOPLE OF THIS COUNTRY AND THE ACCOUNTABILITY HAS COME IN FRONT OF THE PEOPLE OF THE COUNTRY ON THE STREET BECAUSE THEY ARE NOT ACCOUNTABLE ON THE STREET THAT'S ON THE STREET PURE VANDALISM SHEER VANDALISM THAT I ABSOLUTELY opposition who does not responsibility WHO DOES NOT CARE FOR HIS OWN POSITION WHO DOES NOT CARE FOR THE DIGNITY OF THIS COUNTRY YOU CAN GO AND SIT IN FRONT OF THE PRIME MINISTER'S OFFICE TOMORROW IF YOU SAY YOU WANT TO GO AND SIT OUTSIDE THE TRUMP'S HOUSE. What is this?
This is banana country. WHAT?
>> CAN I?
>> THIS IS A WRONG PRESIDENT. THIS IS A WRONG president which they taking out and Dr. SHAMA ENCOURAGING ALL ANTI ELEMENTS. THEY ENCOURAGING ALL ANTIATIONAL ELEMENTS.
>> STUDENTS PROTESTING ON THE STREETS HAVE STUDENTS PROTESTING ON THE STREETS. Why are you calling protesting students?
>> No. Antational elements. Okay.
>> TODAY, TODAY NO ONE SECOND. He is telling very clearly SUSHMA SWARAJ GI ARUN JAITI ARE ALL ANTINATIONALS BECAUSE THEY ALSO PROTESTED ON THE STREETS. WE ALLOW THEM TO PROTESTING ON LIVE TV THAT MR. AND ARUN JAITI ARE ALL ANTINATIONALS WHO ARE PROTESTING ON THE STREETS BECAUSE HE SAID WE CAN'T PROTEST WANTS TO respond to you. MA'AM, >> YOU HAVE NO [laughter] SHEENTLY very ample clear. Ask her to keep quiet.
She's trying to CHANGE THE WORK VERY FREQUENTLY. SOMETIME GOING TO LAKIMUR, sometime going to British SINGH, SOMETIME GOING TO WHERE? I'm saying you have protested inside the parliament.
What was the point of going TO THE PRIME MINISTER? WE HAVE THE RIGHT. YOU CANNOT GO THERE. TOMORROW YOU GO AND SUPREME COURT TOMORROW'S HOUSE. I WILL PROTEST INSIDE THE PRIME MINISTER'S HOUSE. VERY MUCH INTENTIONAL.
>> I WILL PROTEST INSIDE. [laughter] WHAT WILL YOU DO? HOLD ON. DR. SHAMA MOHAMMED, DR. Shama Mohammed, how can how can the Congress party protest inside the prime minister's house?
Look, there has to be there has to be some Lakmana. He's prime minister of India. He's you know prime minister of India. Prime Minister of India protesters can't just enter his house. I mean we saw scenes like this in other countries. I'm sure you don't want that here.
>> GOR, WHY IS THE PRIME MINISTER OF INDIA'S HOME MINISTER BEATING UP CHILDREN? WHY WAS A 12YEAR-OLD BEATEN UP YESTERDAY? WHY IS ONE CHILD >> DELHI POLICE said that did not happen.
Ma'am, of course I'm just going by what Delhi police officially in a statement said. They claimed they insisted it's rumor mongering.
>> How do you respect THE DELHI POLICE RUMONGERING? WE SAW THE KIDS BEATEN UP.
I HAVE VIDEOS. DID YOU SEE THAT, GOR? WE HAVE SEEN THAT ONE CHILD IS IN THE ICU.
WE HAVE SEEN A GIRL A GIRL with there was a BATON AND THE THE POLICE IS PUMPING IT FROM BEHIND HER. I have those videos. Are they say are you saying they're made up?
>> Ma'am, unless you have verified those videos, fair enough. You know you may have seen it. You may have seen it.
>> Dr. AJ Alok you know we have two good doctors and we hope that there's proper diagnosis and a and a solution so that the ailment can be cured. Here we just seem to be okay Dr. Alo you want to respond to that children are being beaten up is is Dr. Shamba Mohammed's point.
>> The diagnosis is quite clear. Sha knows this since 201819 since the time Pegasus and before that Rafael Rafael came. I diagnosed him that he's suffering from obsessivempulsive neurosis. Now it has gone out of hand. He desperately needs a psychiatrist. His two chief ministers accompanied him but left the venue. LEFT THE VENUE AND SAID, "SIR, YOU CAN'T be here because they they understand the gravity OF THE POSITION. HE DOESN'T understand the GRAVITY OF HIS POSITION THAT HE'S LEOPARD."
>> DR. Mohammed wants to respond to you.
Dr. Mohammed wants to respond to you. GO ON NOW. GOR GOT UP. THE KIDS, the children are out there. They've been in Janta Manta. These children ARE PROTESTING PEACEFULLY. WHY DID YOU BEAT THEM UP? WHY CAN'T THE POLICE JUST STAND WITH THE BARRICADE AND NOT DO ANYTHING?
THE THEY DID NOT ATTACK THE POLICE. THE POLICE STARTED BEATING THEM UP. IT'S VERY CLEAR. YOU HAVE NO RIGHT. WHY ARE CHILDREN OUT THERE? BECAUSE THEY'RE FED UP OF THESE PAPER LEAKS. WHO IS RESPONSIBLE? NOBODY. NOBODY RESIGNS. YOU CAN'T CONTINUE LIKE THIS. WE WILL NOT ALLOW THIS. DHANDRA PRADAN HAS TO RESIGN. THERE HAS TO BE ACCOUNTABILITY.
KRAMER HAS RESIGNED IN THE UK. MANY OTHER PRESIDENTS AND PRIME MINISTERS HAVE RESIGNED AROUND THE WORLD. BUT IN THIS GOVERNMENT, NOBODY RESIGNS. DHANDRA PRADAN HAS TO RESIGN. WE ARE NOT.
>> GIVE ME A MOMENT. THOSE are live visuals. Give me 30 seconds. I want to go to those live visuals. They're coming from model town. That's Rahul Gandhi, leader of opposition in inside that bus.
He was detained by the Delhi police. Uh large number of you know the media contingent outside. There you can see Rahul Gandhi and Congress leaders and Congress members inside the bus. You also see somewhat party leaders in these images. Journalists are trying to get a reaction from Rahul Gandhi. This is near the Chhatrasal Stadium. We told this is where all detainees will be kept before they are released.
Rahul Gandhi continues to insist that their protests will continue. They are not intimidated by the government. And the Amadi party is accusing the Congress party of trying to hijack cockroach Jantaa party's protest. But do keep in mind Rahul Gandhi is leader of opposition. The Congress party says they've been carrying out these protests including Chhatroi G in different parts of the country. Government sources say Rahul Gandhi has created a very dangerous precedent by this protest outside Prime Minister Narendra Modi seven localmar residents. This is a template for anarchy. We've seen what happened by carrying out a protest right outside Prime Minister Narendra Modi's seven Local Ma residents. Top government [music] sources telling India today what the Congress party has done is a huge security [music] threat. It's a grave security threat. It's spiteful behavior [music] and it is not seen in mature democracies. Government sources have also told India today that the Congress party [music] should not forget what happened in India's neighborhood when such protests targeted residences of top leadership. [music] This massive flash protest outside the seven local mar of prime minister Narendra Modi his residence by leader of opposition Rahul Gandhi and the top leadership of the Congress party joining me on the special broadcast Dr. Shama Mohammad national spokesperson of the congress Dr. Alo national spokesperson of the BJP Arti Jerat is a senior journalist. She's covered many protests I'm sure unlike one that's just happened outside Local Myanmar. Dr. Vikram Singh, former DGP and a security affairs analyst joins us on this show. Uh Dr. Shama Muhammad, this is the monsoon session of parliament. Any discussion should happen on the floor of the house. Top leaders, leader of opposition in Lok Sabha, Rajya Sabha, all on the streets. Explain this ma'am.
>> You know uh Gorov two things before 2014 today's topic would have been you know what police brutality against our children that would have been your topic of discussion but after 2014 the topic changes. You can't question the government or the police. Now >> unfair unfair criticism we question the government. We question everything that is wrong with the system. As you watch India today you see that Dr. Dr. with the topic today this because the police brutality on a much more and number two number two today >> permit me to say permit me to decide what would be the topic today Rahul Gandhi is sitting on a dha outside the prime minister's house that is my debate Dr. Mohammad.
>> Yeah. So I'm going to say wait now the you have asked what is happening now when Rahul Gandhi is not on the STREET that is what my leader is. He is saying that I'm out there with the students saying this is wrong. What is happening first peaceful protest should be allowed in this country. During our time you remember Nirbaya we allowed the peaceful protests to happen. They were in in Delhi, South Delhi. Everybody knows where it was in the Ram La Maidan. We never stopped and that is what democracy is all about in all over the world.
People protest when there are problems.
Now these are young students protesting you know with their some of them with their parents. What we saw yesterday a 12 yearear-old girl beaten up. Another child is in the ICU. You know I have a 19year-old son. Another you know another one a stick a police was putting a stick up her from behind her I mean police brutalities that the way they were beating them up as if they were some thugs these kids of course they are upset when there is an issue like this and let's understand the last leak in neat happened at the anti national testing agency that is the most important part of this government where where the exams are set now who is responsible in a democracy the most important thing is accountability.
Nobody resigns. Who is accountable?
Unless you've seen Keith St. GE STAMMER HAS RESIGNED AS THE PRIME MINISTER OF UK because he was responsible for many things h happened including the ambassador who he sent to the United States in the Epstein fights. Look at the way that is how everybody's accountable here. Dendra Prazan refuses to resign. The prime minister refuses to ask him to resign. Nobody from the NTA goes. So what IS HAPPENING IN THIS COUNTRY? these children you need to answer to them AND THAT IS WHY MY LEADER RAHUL GANDHI IS OUT THERE ON THE STREET SAYING THAT IF YOU DON'T LISTEN TO THEM THEN I'M OUT THERE GOING to be with them arrest me put me behind bars I will not bow down >> Dr. Tajalog respond a discussion that should have happened on the floor of the house in the monsoon session. Parliament not functioning that is why protests are happening on the street and the big point Congress party says government does not even permit protests.
>> Gor right now on your debate we are talking of democracy and peaceful protest is a right. Of course it's a right. But in a democracy even if your title of the debate has to be decided by the political parties then there's no democracy. First of all, the very snacking of democracy begins from here.
Right from the beginning, those who have imposed emergency, they are pleading democracy. This is not democracy. This what Rahul Gandhi has done today is vandalism. It's an act of anarchy. It's a lawlessness. It's absolute frustration.
It's a just a knee-jerk reaction what he has done today. There have been so many instances. We have been opposition for so long. But there's a decim of the country. There's a perception of the country. There's a perception of the opposition.
You are not discussing it in the parliament for the last two days. You are disrupting the parliament. We are saying everything will be discussed.
Please go according to the rules and laws. You are not failing to count that.
You are just raising slogans, putting play cards in the in the house, both the houses. You are not letting the house function. What happens today? They all gathered today at Raja G to to greet Khi on his birthday and then suddenly march toward the prime minister's house. This is the way leader opposition behaves.
This is a sense of responsibility of 56 years old. What kind of a security concerns are there even for himself?
Forget about the prime minister. What messages and what images it has thrown in the world.
>> As far as a very pertinent point has been preconducted, the students have been inducted. The results are already out. I mean what happens to those student today in Kerala where water water fields and water canyons are used >> okay against the students pertinent points are being raised by both sides before I get Dr. Shama Mohammed to respond to the points you've raised.
Arti Jarat a democratic protest a flash protest outside the prime minister's residence or is this anarchy? How do you watch Rahul Gandhi's protest or the Congress party's protest outside seven local marg?
>> Uh Gurov you did say that I have you know been around for a long time and so I have seen many many such protests.
Okay. In a democracy protest happen.
This is not anarchy. And I think that, you know, to to describe it as anarchy is a wrong characterization of what democracy is all about. Democracy is all about descent. It's all about the freedom to speak. And, you know, as long as they weren't vandalizing property or beating up people or, you know, engaging in violence, why not protest?
But yes, I do agree that parliament is in session and you know issues should be discussed on the floor of the house. But for that you need the cooperation of the government as well. Not just the opposition but the government that and you know given the fact that the monsoon session started with the protest on the roads. I would have thought that that would be the first topic of discussion in parliament that why are our kids out on the roads protesting why and I think that this deserves an answer from those who are in charge which is the government of the day that what has made you know Gorov there were 8-year-old kids 10 year old kids out on the streets you know in the evening we saw the streets were littered with chuckles and and shoes and and you know juties and things like that. Why? Because all those kids have been beaten up and dragged away by the police. I mean >> but why were eight and 10 year old kids at the protest in the first place when you talk about a safe environment for children? Why should children be there in the first place is is is perhaps a point that may be raised point one but point two let me also bring in Dr. Vikrram Singh for his opening comments.
Dr. Dr. Vikrram Singh as someone who looks at security uh in in India's environment and in the neighborhood very closely. A flash protest by the opposition outside the prime minister's residence. BJP said the spokesperson says that's anarchy. Congress says it's a right to protest. How do you look at it? Right to protest or designated spots to protest not outside the prime minister's residence.
>> Good evening Gorav G and good evening my esteemed panelists. I would say that yes the right to protest peacefully is a fundamental right a fundamental right but with reasonable restrictions please take adequate precautions and take permission yd 163 section of the bar the nagarasa sangita former 144 crpc and the PM's house and the PM residence is just not a picnic spot you have to take pains to take prior permission give the police to have proper bundust it cannot be a free-for-all and if there is a free-for-all I would say If the antecedent there and I would say to one learner in Palisad that why were the kids there why were the families there you know Mr. Junah there is feeding 2,000 people every day at the cost of 8 lakhs to the tune of 2 cr 40 lakhs a month there is more to much more to it than what's with the eye and I shudder to think what happened at the parliament yesterday if that could have been replicated at the PM's house it cannot it's not a laughing matter it is not something that to be argued upon we can certainly debate but as a professional police of former police officer and a security person who is in security I would say it is the job of the police to ensure for foolproof and failproof security of the VVIP. You cannot take chances and liberties and then one pearl of wisdom from one and I'll stop at that. Okay. And I'll get the Congress to respond to what you've said. But before that, Dr. Ajay Alok, you must respond to what Arti Jarat said. In a democracy, opposition has the right to protest. They should have done it on the floor of the house and it's the responsibility of the government to ensure that the house functions take the opposition along. You had Shashi Tarur, Congress MP saying yesterday if the government does not permit the opposition to ventilate on the floor of the house, protest will happen on the street. In a parliamentary democracy, the opposition has its say.
The government because it has the numbers will have its way. At least let the opposition have their say, sir.
>> Go. I don't say that. You don't have a right to protest. You can protest. But ma'am said that there was no vandalism.
What happened yesterday? 118 Delhi police officers are injured. That's not vandalism.
Many of the cars were to not vandalism.
Shops in the jpas were looted. That's not vandalism. What is vandalism then?
What is vandalism? If the same thing would have been repeated today at the prime minister's house, who would have been responsible?
I mean in the name of protest in the name of DEMOCRACY THIS IS NOTHING BUT anarchy and that to by a party who has ruled THIS COUNTRY FOR 60 LONG years what would have happened if after post Delhi riots all the six would have gathered the prime minister's house what would have happened when Babi Mazi was open and all the Hindus would have gathered outside the prime minister's house what would have happened is this a KIND OF PROTEST IS UTTER FRUSTRATION NOTHING ELSE you are not in power because of democracy to learn and respect democracy. It's no telling anymore. It's no >> Dr. Shama Mohammed wants to respond to you. Dr. Shama Mohammed wants to respond to you. The BJP alleges that this is planned conspiracy by the Congress party. It is it is anarchy. These are planned instances just to coincide with the parliament session. Ma'am, >> no. I I want to know Goro what is not a planned thing. Anytime there is a protest, it is called a planned protest.
When our farmers protested in this country, more than 700 of them died.
They were left at the Delhi border. They were not allowed to enter. What did they call them? Kalistthani ha urban nuxil.
So anybody protests in this country, they have a name. I have never heard of this before 2014. Like RiG said, there have been innumerable protests by senior leaders. I remember Arun Jaiti and Sushma Swarag gi protesting on the street with gas cylinders various protests during our time. Did we stop them? Because we believe in a democracy.
It is their right to protest. We did not take them and we did not say oh THEY ARE AT THE PRIME MINISTER'S HOUSE. THEY ARE GOING TO KILL THE prime minister. Just like this police officer was saying he's saying it's gagi. I mean there is a peaceful protest and and aok used the word vandalism and anarchy. I don't see any vandalism and anarchy where Rahul Gandhi is protesting. We do NOT HAVE GUNS. WE DO NOT have knives. It is a peaceful protest because the prime minister refuses to take action. There is no accountability in this country.
The speaker of this country is with the prime minister and the party because you have a TMC which is broken and then you tell part of the MEMBERS TO JOIN A PARTY CALLED citizens party of India. Now tomorrow you would have a party DMK for example or a TDP people break up from there THEY JOIN A NEW PARTY which is made up I MEAN HAVE YOU HEARD OF SOMETHING LIKE THIS BEFORE 2014 and then they are told to sit in another place the election commission is in the hand of the prime minister the ED goes knocking on the doors of who the prime minister of India want now if the system is broken if the SYSTEM IS BROKEN WHAT do you DO YOU COME OUT on the street and the police OFFICER SAID ABOUT GUNDARDI I WANT TO KNOW When C CM YOGI ADINA THREATENS openly Muslims threatens openly is that not gundi demolishing a college demolishing a university you can take over the university from THE PERSON BUT DEMOLISHING 38 OF ITS buildings I've never heard of it isn't that gundardi but >> but is that happening as per law and if it's illegal then you must protest in a court of law >> illegal it while that's a separate debate while that's a separate debate while that's a separate debate the the MA Johar University that is what you're referring to can land me illegally acquired even to build build a university >> there are illegal number of buildings innumerable number of illegal buildings in our country and I can give you a list of it all right now when it is if that particular person has made a mall or HOTEL PLEASE GO AND DEMOLISH IT BECAUSE HE WAS earning money through you know this but this is when you're educating a system education is something which we all require which anybody requires so I believe that and the other thing >> even if it's on illegally acquired land fair enough you want to respond and if you want to say that I think we're straying from the topic GOING TO COME EVERYBODY'S GOING to >> I think we're straying from the topic >> Dr. Shamai Jarat wants to respond to you and Dr. Singh but go on straying from the topic uh you know and I don't you need to go into what Yogiat is doing in UP we're talking about what have what's happening in Delhi right now and I would like to remind a lot and you know I'm surprised that he's talking uh he comes from a party which we have seen on the streets for years and years leading demonstrations against price rise against gasoline hike against all kinds of things. We've seen them for years and years and years. And you know, now you're saying that this is anarchy.
I mean, your party was, you know, absolutely. I remember in the '9s, early '9s, your party was out on the streets all the time from Madal Kurana to LK Adwani and when, you know, when those whole anti-Mandal demonstrations were happening, there were many BJP leaders who were out there also. and you're now talking about anarchy, you know. So, I think that, you know, we're really losing sight of what democracy means.
We're so caught up with this whole thing of, you know, law and order and security that we are now building so many barricades, you know, between the people and the government. And I think that is what was the spirit of the protest when when you know your anchor your channel the Gora was talking to these kids who were out on the streets and they were saying we want accountability. What did they mean by accountability? They mean close that gap between us and the government which seems to be increasing day by day because everything gets reduced to security.
>> Okay. Dr. Aalog wants to respond before I bring Dr. Vikram Singh to keep >> accountability. There is no accountability in this country.
Nobody responds to respond.
>> If you want to see if you want to see democracy from the leftist vision and from the spectacle of a leftist someone spectacle of someone who doesn't believe in democracy yes that could be a definition of your democracy. Ma'am if you remember we have you were on the streets all the time right? Not even from Kurana days even from Vajay days even from Adwani days. Give me one instance of my party where we have not taken a permission and we have done nothing lawful where our rallies have gone into vandalism where we have broken the cars where we have looted the houses what happened yesterday your mom on that you are selectively choosing today Rahul Gandhi >> I don't think Rahul Gandhi was you know I'm not trying to defend Rahul Gandhi but was Rahul Gandhi vandalizing today Gandhi vandalizing a car >> why one by What I'm talking then Dr. Vikrram Singh first. Yeah, go on.
>> Do you think for that matter any sensible person you are talking of accountability 8 to 10 years old coming in a rally and indulging in stone do you think it's accountable for THEIR PARENTS TO MAKE THAT HAPPEN? I mean any [laughter] kind of a LOGIC WHAT DOES A 10 YEAR OR 12 YEAR OR 8 YEAR KID HAS TO DO WITH THE RALLY why is she he or she was there at any point of time and Delhi police have given a clarification that they have not done anything why Rahul Gandhi all the way he'll go to the prime MINISTER'S HOUSE THAT'S THE ONLY PLACE LEFT FOR demonstration >> say something can I can >> but it's the job of the opposition to make headlines sir it's the job of the opposition Dr. Rajalog to make headlines and if Rahul Gandhi is making headlines by being at 7 LKM you know he's he's achieved his aim but I want to bring in Dr. Vikrram Singh into this conversation. Dr. Vikrram Singh you had raised your hand when Dr. Shama Mohammad was talking about anarchy or or responding to allegations of anarchy in Uttar Pradesh. You want to respond sir?
>> Yes Gorab G. Three quick points to learn at Dr. Sham Mohammed's points. Number one that the prime minister's house is sacrosan and a sanitized area. Nobody can take liberties there. Point number one, it is by no stretch of imagination is it a peaceful agitation and there whatever be the reason there is a way of doing it. Put an application get the permission from the police and then by all mean it is an illegal then shama it is AN ILLEGAL EDUCATION TAKE PERMISSION WE HAVE WITHOUT PERMISSION. IT IS ILLEGAL.
IT IS THEM not permission. [laughter] Be prepared for the consequences then be prepared >> test outside the seven local mar of prime minister Narendra Modi his residence by leader of opposition Rahul Gandhi and the top leadership of the Congress party joining me on the special broadcast Dr. Shama Mohammad national spokesperson of the Congress Dr. AJ Alok national spokesperson of the BJP Arti Jat is a senior journalist she's covered many protests I'm sure unlike one that's just happened outside Localanmar Dr.
>> You know uh Gorov, two things. Before 2014, today's topic would have been, you know what, police brutality against our children. That would have been your topic of discussion. But after 2014, the topic changes. You can't question the government or the police. Now, >> unfair, unfair criticism. We question the government. We question everything that is wrong with the system. As you watch India today, you see that Dr. Dr. Shah with the topic today this because the police brutality on our children much more. And number two, number two, today Rahul >> permit me to say, permit me to decide what would be the topic. Today Rahul Gandhi is sitting on a dha outside the prime minister's house. That is my debate. Dr. Shama Mohammmed.
>> Yeah. So I'm going to say wait now the you have asked what is happening now when Rahul Gandhi is not on the street.
That is what my leader is. He is saying that I'm out there with the students saying this is wrong. What is happening?
First peaceful protest should be allowed in this country. During our time, you remember Nirbaya, we allowed the peaceful protests to happen. They were in in Delhi, South Delhi. Everybody knows where it was in the Ramla Maidan.
We never stopped and that is what democracy is all about IN ALL OVER THE WORLD. People protest when there are problems. Now, these are young students protesting, you know, with their some of them with their parents. What we saw yesterday, a 12year-old girl beaten up, another child is in the ICU. You know, I have a 19year-old son, another, you know, another one a stick a police was putting a stick up her from behind her.
I mean, police brutalities that the way they were beating them up as if they were some thugs, these kids, of course, they are upset when there is an issue like this. And let's understand the last leak in neat happened at the anti-inational testing agency. And that is the most important part of this government where where the exams are set. Now who is responsible in a democracy? The most important thing is accountability. Nobody resigns. Who is accountable? Unless you've seen Keith Stam GAVE STAMMER HAS RESIGNED AS THE PRIME MINISTER OF UK because he was responsible for many things h happened including the ambassador who he sent to the United States in the Epstein files.
Look at the way that is how everybody's accountable here. Dhmenra Prazan refuses to resign. The prime minister refuses to ask him to resign. Nobody from the NTA goes. So what is happening in this country? These children, you need to answer to them. AND THAT IS WHY MY LEADER RAHUL GANDHI IS OUT THERE ON THE STREET SAYING THAT IF YOU DON'T LISTEN to them, THEN I'M OUT there going to be with them. Arrest me. Put me behind bars. I will not bow down.
>> Dr. Ajalloc respond a discussions that should have happened on the floor of the house in the monsoon session. Parliament not functioning that is why protests are happening on the street and the big point Congress party says government does not even permit protests.
>> Gor right now on your debate we are talking of democracy and peaceful protest is a right. Of course it's a right but in a democracy even if your title of the debate has to be decided by the political parties then there's no democracy. First of all the very snacking of democracy begins from here right from the beginning. Those who have imposed emergency, they are pleading democracy. This is not democracy. This what Rahul Gandhi has done today is vandalism. It's an act of anarchy. It's a lawlessness. It's absolute frustration.
It's like just a knee-jerk reaction what he has done today.
They all gathered today at Raj Gi to to greet Khi on his birthday and then suddenly march toward the prime minister's house. This is the way leader opposition behaves.
This is a sense of responsibility of 56 years old. What kind of a security concerns are there? Even for himself, forget about the prime minister.
>> What messages and what images it has thrown in the world as far as a very pertinent point you racted the students have been inducted. The results are already out.
>> I mean what happens to those student today in Kerala where water water fails and water canyons are used.
>> Okay.
>> Against the students pertinent points have been raised by both sides. Before I get Dr. Shama Mohammed to respond to the points you've raised. Arti Jarat a democratic protest a flash protest outside the prime minister's residence or is this anarchy? How do you watch Rahul Gandhi's protest or the Congress party's protest outside seven local?
>> Uh Gurov you did say that I have you know been around for a long time and so I have seen many many such protests.
Okay. In a democracy protests happen.
I would have thought that that would be the first topic of discussion in parliament that why are our kids out on the roads protesting? Why and I think that this deserves an answer from those who are in charge which is the government of the day that what has made you know Gorov there were 8-year-old kids 10 year old kids out on the streets you know in the evening we saw the streets were littered with chuckles and and shoes and ch and you know juties and things like that why because all those kids had been beaten up and dragged away by the police I mean come on >> but why were eight and 10 year old is at the protest in the first place. Uh when you talk about a safe uh environment for children, why should children be there in the first place is is is perhaps a point that may be raised. Point one. But point two, let me also bring in Dr. Vikram Singh for his opening comments.
Dr. Vikram Singh as someone who looks at security uh in in India's environment and in the neighborhood very closely. A flash protest by the opposition outside the prime minister's residence. BJP spokesperson says that's anarchy.
Congress says it's a right to protest.
How do you look at it? Right to protest or designated spots to protest not outside the prime minister's residence.
>> Good evening Gorav G and good evening my esteemed panelists. I would say that yes the right to protest peacefully is a fundamental right. A fundamental right but with reasonable restrictions. Please take adequate precautions and take permission. YD 163 section of the Bahi Nagri Laksha Sangita former 144 CRPC and the PM's house and the PM residence is just not a picnic spot you have to take pains to take prior permission give the police to have proper band it cannot be a free-for-all and if there is a free for all I would say if the antecedent there and I would say to one learned panelist that why were the kids there why were the families there you know Mr. Jun there is feeding 2,000 people every day at the cost of 8 lakhs to the tune of 2 cr 40 lakhs a month. There is more to much more to it than what's with the eye. And I shudder to think what happened at the parliament yesterday. If that could have been replicated at the PM's house. It cannot it's not a laughing matter. It is not something to be argued upon. We can certainly debate.
But as a professional police of former police officer and a security person who is in mer security I would say it is the job of the police to ensure foolproof and failroof security of the VVIP. You cannot take chances and liberties and then one pearl of wisdom from one and I'll stop at that.
>> Okay. And I'll get the Congress to respond to what you've said but before that Dr. Alo you must respond to what Arti Jarat said in a democracy opposition has the right to protest they should have done it on the floor of the house and it's the responsibility of the government to ensure that the house functions take the opposition along you had Shashi Tarur Congress MP saying yesterday if the government does not permit the opposition to ventilate on the floor of the house protest will happen on the street in a parliamentary democracy the opposition has its say the government because it has the numbers will have its way. At least let the opposition have their say, sir.
>> Gorov, I don't say that you don't have a right to protest. You can protest. But ma'am said that there was no vandalism.
What happened yesterday? 118 Delhi police officers are injured. That's not vandalism.
Many of the cars were torched. That's not vandalism. Shops in the jpas were looted. That's not vandalism. What is vandalism then? What is vandalism? If the same thing would have been repeated today at the prime minister's house, who would have been responsible?
I mean in the name of protest, in the name of democracy, THIS IS NOTHING [laughter] BUT ANARCHY. And that to buy a party who has RULED THIS COUNTRY FOR 60 long years, what would have happened if after post Delhi riots, all of the Siks would have gathered the prime minister's house?
What would have happened when Babi Muslim was leaving open and all the Hindus would have gathered outside the prime minister's house? What would have happened? Is this a kind OF PROTEST IS UTTER FRUSTRATION? NOTHING ELSE. YOU ARE NOT IN POWER BECAUSE of democracy. So learn and respect democracy. It's no caring anymore. It's no >> Dr. Sharma Mohammed wants to respond to you. Dr. Sharma Mohammed wants to respond to you. The BJP alleges that this is planned conspiracy by the Congress party. It is it is anarchy.
These are planned instances uh just to coincide with the parliament session.
Ma'am, no >> I I want to know Gor what is not a planned thing. Anytime there is a protest it is called a planned protest.

Because we believe in a democracy. It is their right to protest. We did not take them and we did not say, "Oh, THEY ARE AT THE PRIME MINISTER'S HOUSE. THEY ARE GOING TO KILL THE PRIME MINISTER." Just like this police officer was saying.
He's saying it's gundi. I mean there is a peaceful protest and and Ajay Alok used the word vandalism and anarchy. I don't see any vandalism and anarchy where Rahul Gandhi is protesting. We do not HAVE GUNS. WE DO not have knives. It is a peaceful protest because the prime minister refuses to take action. There is no accountability in this country.

The election commission is in the hand of the prime minister. The ED goes knocking on the doors of who the prime minister of India want. NOW IF THE SYSTEM IS BROKEN, IF THE SYSTEM IS BROKEN, what do you do? YOU COME OUT ON the street and the police OFFICER SAID ABOUT GUNDARDI, I WANT TO KNOW when C CM YOGI ADITINA THREATENS openly Muslims threatens openly. Is that not Gundi?
Demolishing a college, demolishing a university, you can take over the university from the person, BUT DEMOLISHING 38 OF its buildings. I've never heard of it. Isn't that gunda gardi? But >> no, but is that happening as per law?
And if it's illegal, then you must protest in a court of law.
>> WHILE THAT'S A SEPARATE DEBATE, while that's a separate debate, while that's a separate debate, the the major university, that is what you're referring to, can land be illegally acquired even to build a university.
>> There are illegal number of buildings, innumerable number of illegal buildings in our country. And I can give you a list of it. All right. Now when it is if that that particular person has made a mall a HOTEL PLEASE GO AND DEMOLISH IT because he was earning money through you know this but this is when you're educating a system education is something which we all require which anybody requires so I believe that and the other thing >> even if it's on illegally acquired land fair enough you want to respond and if you want to say that I think we're straying from the topic we're GOING TO COME EVERYBODY'S GOING TO come I think we're straying from the topic Dr. Sha Mohammed Arat wants to respond to you and Dr. Vikram Singh but go on Dr. Jarstraying from the topic uh you know and I don't need to go into what Yogiat is doing in UP.
