Glass Is Still Falling from Texas' $500M Tower — The Emergency Repair Didn't Work
Added:Stand on the sidewalk outside one of the tallest towers in Dallas on any given afternoon [music] and there is a reasonable chance that the building will try to give you a gift. Not a welcome gift. Not the kind of gift you asked [music] for. A 200 lb panel of structural glass separating from the facade above you at a height sufficient to ensure that by the time it reaches the pavement, it is no longer a window.
It is a projectile. The emergency repair was supposed to stop this. It did not [music] stop this. And the people responsible for the building are still with [music] considerable legal precision explaining why that [music] is not their fault. What the tower was supposed to be. If you are watching this channel for the first time, subscribe.
Every video on this channel is about a building that should not exist in its current condition [music] and yet does unresolved while the people responsible for it remain untouched.
This one is about a tower that is literally shedding its own skin onto [music] a public sidewalk in one of the wealthiest cities in America. And the word literally, which I am aware people misuse constantly, is doing real work in that sentence. The building is Fountain Place, 400 North Olive Street, downtown Dallas, Texas. [music] If you have never heard of it by name, you have almost certainly seen it. It is the one that looks like a [music] crystal. Not metaphorically like a crystal, actually like a crystal. A 70story tower of blue green glass rising 680 ft above street [music] level. Its facade composed of an intricate geometry of triangular panels that catch the Texas sun at angles that produce a genuinely different building at every hour of the day. Architects write about it in reverential tones.
Architecture students study it as one of the great achievements of its era. It was designed by Impe. Take a moment with that. The man who designed the [music] glass pyramid at the Louver. The man behind the east building of the National Gallery of Art in Washington. The man whose buildings are studied in schools as examples of what it looks like when geometric ambition and structural intelligence [music] meet at exactly the right moment and produce something that belongs to the permanent record of human construction. That impe designed a building from which [music] glass is currently falling onto a public street in Dallas is the kind of sentence that deserves more than a passing mention and gets one on this channel.
Fountain Place was completed in 1986.
[music] The developer was Southland Financial Corporation. The anchor tenant was First Republic Bank, an institution [music] whose name carried the full weight of Texas Financial Authority. In a state [music] where oil money and real estate money and banking money had spent the 1970s becoming almost [music] indistinguishable from each other, the building cost approximately $500 million in today's adjusted terms. Downtown Dallas in the early 1980s [music] was a city still making its argument. The Reunion Tower had gone up in 1978 with its geodic sphere sitting on its stem like a lollipop someone forgot to eat.
The city was investing in permanence in structures that said, "We are not a way station. We are a destination."
Fountain Place was meant to be the definitive version of that statement.
The design is the reason it worked. And the reason it is now in trouble, and those two facts, it turns out, are the same fact. The glass started falling.
Glass began separating from the facade of Fountain Place in ways that could not be dismissed [music] as incidental or isolated sometime in the middle of the 201s. The first publicly documented incidents involved [music] panels on the upper floors of the tower detaching from their mounting systems and falling. In a 68tory building, a falling glass panel does not fall straight down. It falls in an ARC influenced by wind, by the geometry of the facade it is separating from, and by [music] forces that are difficult to predict with precision.
What this means practically is that a panel that separates from the 50th floor does not land at the base of the building directly below its point of origin. It can travel horizontally, carried by wind, before it reaches street level.
Downtown Dallas is not an empty streetscape.
400 North Olive Street [music] sits in the middle of a functioning urban core with pedestrian traffic, vehicle traffic, [music] and the ordinary density of people going about their business in a major American city. The sidewalks around Fountain Place are used by people who work in the building, people who work in adjacent buildings, people [music] passing through, people eating lunch. None of them signed up for the possibility that the building beside them was redistributing its exterior cladding at [music] street level. Street closures began. The perimeter around portions of the building was cordoned off with the construction barriers and warning tape that signal in any American city that something has gone wrong with a structure above you [music] and that the people responsible for it have not yet figured out how to stop whatever that something is. The barriers were not a temporary precaution [music] pending a swift resolution. They became a feature of the streetscape around Fountain Place in the way that scaffolding became a feature of the streetscape around the Aston Martin residences in Miami. A permanent temporary measure, a physical [music] acknowledgement that the problem existed, accompanied by an absence of any clear timeline for solving it.
Tenants in the building noticed. Tenants in adjacent buildings noticed. The city of Dallas noticed. The owners [music] of Fountain Place at this point were Goddard Investment Group, a real estate firm that had acquired the tower in 2012 during a period when downtown Dallas office assets [music] were available at prices that reflected the market's mixed feelings about downtown Dallas office assets. Goddard had purchased a [music] celebrated building with a complicated maintenance history and as would become clear, a facade that was [music] approaching the end of its engineered service life in ways that the purchase price may not have fully accounted for.
The incident reports multiplied. A panel here, a panel there, and then [music] in a sequence of events that compressed the timeline of concern significantly, multiple panels [music] in a short period of time. The city became involved in a formal sense, not merely as an observer, but as an authority with jurisdiction over the safety of public spaces adjacent to the building.
Engineers were hired. Inspections were conducted. Reports were [music] produced. The reports described what the incidents had already demonstrated. The glazing system on Fountain Place was failing. I want to pause here for a moment because the [music] phrase, "The glazing system on Fountain Place was failing," deserves more respect than a subordinate clause provides. This is a 68tory tower. [music] It has approximately 1 million square ft of glass on its exterior. The glass panels are not small. They are not lightweight.
Some of them weigh in excess of 200 lb.
[music] and the system holding all of them to the structural frame of the building. The silicone sealants, the aluminum extrusions, the mechanical clips and anchors that collectively constitute what engineers [music] call a curtain wall system was showing evidence of failure at multiple locations across the facade [music] simultaneously. This is not a situation where you replace a broken window. This is a situation where the building's skin is detaching from [music] its skeleton. the emergency repair and emergency repair program was announced. The word emergency was doing real work there because emergency implies urgency and urgency implies that the people [music] responsible for the situation understood its seriousness and were responding to it with the speed the situation required. The repair program involved the installation of what are called catch systems and netting on portions of the facade most identified [music] as at risk, combined with an accelerated inspection and replacement program for panels that were assessed as compromised. [music] Safety cables were threaded through sections of the curtain wall. Anchoring [music] systems were reinforced. Panels identified as having inadequate adhesion were [music] removed and replaced. This was expensive. A curtain wall repair program on a tower [music] of this scale and this geometric complexity is not an off-the-shelf operation. The custom geometry of Fountain Places facade means that replacement panels cannot [music] be ordered from a supplier's standard catalog. They have to be fabricated to specifications that match the original custom design. Fabrication takes time.
Installation on a 68story [music] building requires equipment and access methods that add cost to every phase of the work. The total expenditure on the emergency remediation ran into the tens of millions of dollars before the scope of the remaining work was fully understood. And here is where the story takes the turn that this channel exists to document. The emergency repair [music] did not stop the glass from falling. After the catch systems were installed, after the reinforced [music] anchoring was completed, after the replaced panels were in place, glass continued to separate from the facade of Fountain Place, not at the same rate, [music] not from the same locations, but the building had not been fixed. It had been partially addressed in the locations [music] that were most urgently failing, while the underlying conditions that caused those failures continued to operate across the rest of the facade. The repair had treated symptoms. It had not treated the disease. A building that [music] continues to shed glass panels after an emergency repair program costing tens of millions of dollars has been [music] completed is not a building that has been repaired. It is a building that has been temporarily managed. There is a difference. And the difference matters [music] enormously for the people who work inside it, the people who walk past it, the people who own it, and the city that has jurisdiction over the public spaces around it, the engineering behind the failure. To understand why the repair did not work, you have to understand what actually failed.
Fountain Place's curtain wall system was designed and installed in the mid 1980s.
At [music] that time, structural silicone glazing, the method of bonding glass panels to aluminum framing using silicone adhesive rather [music] than mechanical fasteners, was relatively new technology in the context of buildings of this height and geometric complexity.
Structural silicone had been used on shorter buildings with conventional rectangular panels. Using it on a 70story tower with a custom triangulated [music] facade at the scale fountain place required was at the time an engineering proposition [music] that sat at the edge of validated practice.
Silicone sealants are not permanent.
This is not a defect. It is a material property that was known at the time of construction [music] and is known today.
Structural silicone used in curtain wall applications has an engineered service life. That service life varies depending [music] on the product, the installation conditions, the exposure to ultraviolet radiation, the thermal cycling the material experiences over its lifetime, and a range of other factors. [music] In Dallas, Texas, the thermal cycling is not trivial. The temperature differential between a January night and an August afternoon in Dallas can exceed 100° F. [music] Curtain wall materials expand and contract with temperature changes. Glass Aluminum and silicone expand and contract at different rates. Over 35 years of daily thermal cycling, [music] the cumulative mechanical stress on a silicone bond that was asked to hold a 200lb glass panel to an aluminum frame while accommodating those differential movements is substantial. There is also wind. Dallas sits [music] on the southern end of a geography that produces wind events with regularity.
The Fountain Place Tower at 680 ft [music] experiences wind loads at its upper floors that are meaningfully higher than wind loads at [music] street level. A curtain wall system that is already experiencing silicone degradation due to age and thermal cycling [music] is more vulnerable to wind induced stress. Wind does not blow from a single direction.
It changes direction, changes speed, produces pressure differentials across a facade that push and pull on individual panels [music] in ways that a degraded silicone bond may not be able to accommodate. The geometry of the building made all of this worse. A conventional curtain wall on a rectangular [music] tower has panels that are flat, regular, and supported on four edges in [music] a system that distributes load in predictable ways. The triangulated facade of Fountain Place has panels supported on three edges [music] with load distributions that are more complex with corners that concentrate stress and with the added complication that [music] many panels are not planer.
A non-planer glass panel in a wind event is not behaving the same way a flat panel behaves. It is flexing. It is trying to return to a flat shape while being held in a non-flat configuration by the frame around it. That flexing [music] produces stress at the edges of the panel and at the bond line between the glass and the silicone. [music] After 35 years, that stress had found its resolution. The bond failed. The panel fell. The emergency repair replaced the panels [music] that had already failed or were visibly about to fail. It reinforced the anchoring and zones that inspectors [music] could access and assess. What it could not do without essentially dismantling and rebuilding the entire facade [music] was address the condition of every silicone bond on every panel across 1 million square ft of [music] custom fabricated glazing. A comprehensive facade replacement on a building of this complexity would cost [music] by most engineering estimates for projects of comparable scope somewhere between 150 million and $300 million. That number which I will let sit there without elaboration because it does not require elaboration is the reason the emergency repair was an emergency repair rather than [music] a comprehensive solution.
You fix what is falling right now. You hope the rest holds until you figure out how to pay for fixing [music] everything else. This is a financial strategy dressed up as an engineering program and the building has not been polite enough to cooperate with it. Who is responsible and why that's complicated. Determining who is responsible for what is happening at Fountain Place is an exercise that produces a list of parties and [music] a set of legal arguments and a collection of contractual relationships [music] that collectively ensure no single entity will accept full accountability for any of it. Start with the architect.
[music] IMP and Partners, the firm that designed the building, produced a design that required a glazing system operating at the frontier of 1980s technology. The design was not reckless. [music] It was ambitious. The engineers who translated that design into a physical curtain wall system made decisions about materials and methods that [music] reflected what was known and what was achievable at the time. Whether those decisions in retrospect produced a system [music] with an inadequate service life for a building meant to stand for a century [music] is a question that can be argued from multiple positions and is currently being argued in exactly that way. The glazing contractor who installed the original curtain wall system in 1985 and 1986 [music] is a historical entity. The company that did that work may no longer exist in a form that can be sued or its liability exposure may be limited by statutes [music] of repose that set time limits on construction defect claims.
Texas has a statute of repose for construction defects. It does not extend to infinity. Whether claims arising from the original installation of a curtain wall system in the mid1 1980s [music] remain actionable in any Texas court in the 2020s is a question for lawyers and I genuinely do not envy the lawyers working on it. The current owner Goddard Investment [music] Group acquired the building in 2012. At the time of acquisition, the curtain wall was already 30 years old. A buyer conducting due diligence on a 30-year-old tower with a custom curtain [music] wall system should, in an ideal world, commission a comprehensive [music] facade inspection before closing.
Whether that inspection was commissioned, what it found, and what [music] the purchase price reflected about the known or knowable condition of the facade are details that have not been fully established in public records.
>> [music] >> What is established is that Goddard owned the building when the glass started falling and was therefore in the position of managing a situation whose origins predated their ownership by decades. This is the structure of the problem that makes resolution so difficult. [music] The design decisions were made by one entity in one decade.
The installation was performed by another entity in the same decade. The building changed hands multiple times [music] in the intervening years. The physical consequences of those original decisions are manifesting [music] now on the watch of an owner who was not party to any of the original decisions.
The lawsuits that have been filed and lawsuits [music] have been filed distribute the defendants across a chain of parties whose collective interest is in demonstrating that the fault belongs to someone else in [music] the chain.
The litigation will not be resolved quickly. Curtain wall failure litigation of this complexity involving [music] disputes between material scientists and structural engineers and facade [music] consultants about the relative contributions of design, installation, [music] material degradation and maintenance to the observed failures does not resolve quickly under any circumstances. [music] In the meantime, the netting is up, the barriers are in place, and the building is deciding for itself which panels it is done with. the brand problem. There is a version of this story that is purely about glass and silicone [music] and thermal cycling and wind loads and the metallurgical properties of 1980s curtain wall extrusions. That version is accurate [music] as far as it goes. But there is another version that is about what it means when a building that is considered [music] a masterpiece of American architecture cannot maintain its [music] own exterior in a condition that is safe for the people around it. Fountain Place is not an anonymous tower. It is not a generic [music] glass box that could be replaced without loss. It is a building that appears in architecture textbooks.
It is a building that the American Institute [music] of Architects has recognized. It is a building that I am pay before his death in 2019 considered part of his significant work. The preservation community cares about it.
[music] The architecture community cares about it. The city of Dallas, which has organized significant portions [music] of its public identity around having produced an interesting and ambitious skyline, cares about it. All of that caring does not solve the problem of the glass. A comprehensive [music] facade replacement that would actually address the underlying condition of the building would require in most scenarios the removal and replacement of the original glazing [music] system with a new system that meets current performance standards. A new system designed to replicate the visual appearance of the original while meeting modern curtain wall standards for a building of this heightened geometry would be an extraordinary engineering and fabrication challenge. It would also alter in ways that preservation advocates would contest the material authenticity [music] of a building that derives part of its architectural value from [music] its original construction. You cannot replace 35-year-old structural [music] silicone with a product that did not exist in 1986 and call the result the same building. You can call it a safe building. Those are different things and the tension between them is real.
[music] The brand problem is this.
Fountain Place exists as a symbol of what Dallas decided to be in [music] the 1980s. It exists as evidence that the city was willing to hire the best architects in the world to commission custom engineering to build something that was genuinely difficult to build because it would be genuinely [music] extraordinary to look at. The glass falling from its facade is not merely a safety problem. It is a narrative problem. [music] It is the building's exterior communicating something about the gap between ambition and execution, between what a building is supposed to mean and what it is actually doing on [music] any given afternoon when the wind comes from the west and a panel decides it has been holding on long enough.
What happens to a building like this?
The financial consequences of what is happening at Fountain Place are compounding in ways that make the path forward progressively more difficult to identify. An office building with documented facade failures, active street closures, [music] and ongoing litigation is not an office building that attracts the [music] highest quality tenants at the highest achievable rents.
Tenants have choices in downtown Dallas.
The market has not historically been as tight as Manhattan or San Francisco at their peaks, and it has been materially loosened by the same post-pandemic recalibration of office space [music] demand that has hollowed out downtown cores across American cities. Dallas has [music] not been spared that recalibration. The vacancy rate in downtown Dallas office space has risen substantially since [music] 2019. An owner trying to retain existing tenants and attract new ones in that environment [music] in a building that is in litigation about falling glass is working against headwinds that would be difficult even in a stronger market. The value of the asset [music] is impaired.
Not merely in the informal sense that a building with known defects is [music] worth less than a building without them, but in the formal sense that lenders evaluating the property for refinancing purposes will apply discounts [music] that reflect the cost of the remediation required and the uncertainty about how long that remediation will take [music] and how much it will ultimately cost. A building that needs between 150 million and $300 million of facade work is not a building that appraises at the number it would appraise at without that liability. The owners are managing a situation [music] in which the value of the asset is being consumed by the cost of maintaining it in a condition that is merely dangerous rather than catastrophic. [music] The tenants who remain in the building are working in a tower that has netting on [music] portions of its exterior, barriers on portions of its perimeter, and a recent history of shedding panels onto a public street. Some of those tenants have been in [music] the building for years and have made their peace with the situation, which says something interesting about the psychology of occupying a building that is famous enough and wellloc enough that the glass falling from it [music] is treated as a manageable inconvenience rather than a reason to relocate. Some tenants have not made that piece and have left. The leasing data for Fountain Place since the glass failures became [music] public knowledge would make instructive reading and it is not fully public. The city of Dallas has an interest in the resolution of this situation that goes beyond the immediate safety concern. Fountain Place anchors a section of downtown Dallas that [music] the city has been trying to develop and activate for decades. A building that has become known for shedding its facade [music] is not an asset to that effort. It is a liability. The city cannot compel a private owner to spend $300 million on a facade replacement. It can require safety measures, [music] and it has. It can conduct inspections, and it has.
What it cannot do is write a check that solves someone else's problem. And the [music] someone else in this case is a private real estate firm managing an asset that has become significantly more complicated than they anticipated when they acquired it. the larger pattern.
Stand on the sidewalk outside [music] Fountain Place today and the barriers are part of the landscape now. They have been there long enough that people route around them without thinking about it the way you route around any permanent feature of a city street. The netting catches what the building releases. The cables hold [music] what the cables can hold. There is a pattern to these stories and [music] this channel has documented it enough times to say so without apology. The pattern is [music] not that buildings fail. Buildings fail for reasons that are sometimes foreseeable and sometimes not. And the engineering [music] history of tall structures is a history of learning from failure [music] in ways that make subsequent structures more reliable. The pattern is what happens [music] after the failure is documented. The pattern is the emergency repair that addresses the most urgent symptom without resolving the underlying condition. The pattern is the litigation that distributes blame [music] across a chain of parties without producing accountability that any of them fully accept. Fountain Place was designed by one of the greatest architects of the 20th century. [music] It stood for three decades as evidence that Dallas was capable of building something genuinely extraordinary. And now it is shedding glass onto a public sidewalk. And the emergency repair did not work. And the litigation is ongoing and the barriers are still up and no one with authority over the situation [music] has produced a plan that addresses the building's actual condition rather than its most immediately dangerous symptoms. The glass knows what it wants to do. The lawyers are still figuring out whose fault that is. And on the sidewalk below, the barriers do the work that the building was supposed to do for itself.
