[00:02:11]>> Exactly. And if economic conditions have changed, government can adjust its plans [music] to keep the economy on track.

[00:02:37]>> Our constitution guarantees every citizen the right to disagree with judicial decisions and to seek redress through the appate process.

[00:02:50]That is precisely what we intend to do as a political party.

[00:02:56]Ladies and gentlemen, it is our considered view that Chairman Wumi has been convicted in circumstances where there was no evidence at all to support a conviction in respect of the offense for which he has been convicted.

[00:03:19]It was never disputed that chairman lawfully acquired his mineral concession. It was never disputed that he lawfully acquired his mineral concession.

[00:03:34]That fact was established and accepted before the court.

[00:03:39]The central question was whether that concession had been assigned or transferred in violation of the law.

[00:03:50]It is our respected view that no evidence was adused before the court establishing any such assignment or transfer of mineral rights by chairman to me.

[00:04:04]The prosecution could not produce any evidence to show that Wumi had assigned his mineral right.

[00:04:13]Instead, the conviction rested on assumptions and inferences which in our view could not amount to prove beyond reasonable doubt.

[00:04:28]That is why we firmly believe that his conviction is a travesty of justice and has to be overturned on appeal.

[00:04:38]Fellow Ghanaians, equal disturbing is the broader contest within which this prosecution has taken place.

[00:04:48]A troubling pattern is emerging in our country. A pattern where the government appears eager to shield its own while relentlessly pursuing perceived political opponents who have done no wrong.

[00:05:04]Today the Jahama led NDC government may seek to celebrate this conviction as evidence of its commitment to fight against illegal mining where there is evidence of Galami on a large scale engaged and supervised by leading members of Joe Mouhamad's government.

[00:05:25]We reject that narrative entirely.

[00:05:29]And I repeat, the new patriotic party rejects that narrative entirely.

[00:05:34]They think that the conviction of Chelma will be the trophy to appease the Ghanaian people for their failures.

[00:05:45]This is no trophy.

[00:05:47]The Ghanaian people cannot fail to notice that while the political opponents who have done no wrong are being aggressively persecuted, questions remain unanswered regarding individuals associated with his government his party and government who have themselves been publicly linked to illegal mining activities.

[00:06:11]Indeed the president himself has acknowledged that person in his administration are involved in Galami. [clears throat] What concrete action has followed those admissions?

[00:06:26]Who are those members of the president party that are engaged in galam of which the president knows of?

[00:06:34]What has become of the petition submitted to economic and organized crime office seeking an investigation into allegations concerning Mr. Joseph Yamin the NDC national organizer and Abanga Yakubu vice chairman of the NDC you're asking these questions Mr. President what has become of those investigations?

[00:06:58]What has happened to honorable Mahame Jakobu NDC MP for AFA North A southeast and his DC who was sacked from a chief's palace after they alleged that he was heavily involved in Galami in their traditional area.

[00:07:17]What happened to the NDC MP for AI honorable Oscar of Labi who was accused by the chiefs and the people of Aurin as well as Ghana's coalition against Galami for engaging in Galami?

[00:07:34]Why has the nation not witnessed the same level of agency and determinations in those matters?

[00:07:43]Justice cannot be selective.

[00:07:46]And I repeat, justice cannot be selective.

[00:07:52]The fight against illegal mining cannot become credible only when it targets political opponents in respect of whom evidence of wrongdoing does not exist.

[00:08:04]While overlooking allegations involving others, especially from the president's own party.

[00:08:12]Ladies and gentlemen, we also wish to state that Ghana faces far greater than political persecution at a time when our nation is grappling with growing security threats, the devastating impact of illegal money on our cocoa farmers and farming communities and in areas owned by farmers. The government's inadequate response to recent flooding across the country and the increasing manners of tourism redeemed the sub region.

[00:08:45]Ghanaians expect leadership that demonstrate agency, competence and an unreal commitment to protecting lives, livelihoods and national security.

[00:08:57]No government should attempt to divert public attention from those pressing national concerns through selective prosecutions designed to create the appearance of success.

[00:09:11]Finally, let me assure all members of the new patriotic party and the good people of Ghana that chair to me is not alone.

[00:09:21]There is no justification for the judgment since the judge obviously ignored clear evidence exonerating wumi.

[00:10:19]during which some Africans including Ghanaians and Nigerian citizens have lost their lives while many other African nationals have experienced fear, intimidation and uncert uncertainty.

[00:10:33]Ghana welcomes the decision of the authority of heads of state of Echoas to fully endorse and support Ghana's petition at the African Union for the matter to be addressed at the next AU midyear summit.

[00:10:51]African liberation was achieved through solidarity across our borders. We must never permit that proud legacy to be weakened by intolerance by a small group of people. About the recent incidents of xenophobic attacks, I've been informed that this health facility was opened in 1926.

[00:11:16]And so 1926 to 2026 is 100 years old.

[00:11:26]So let me commend you on 100 years of service to the people of the municipality.

[00:11:34]>> Indeed this was the main health facility. It served us virtually as a regional hospital until the Trafalga was built and even though Trafalga is working this facility is also continuing to give very quality precious healthcare to the people of the home municipality.

[00:12:05][applause and cheering] But I'll just talk to my children, nurses, health professionals.

[00:12:15]Florence Nightingale is said to be the the role model of all nurses and people who give care.

[00:12:27]And frank said the reason for her success is that she never took any excuses or gave any excuses.

[00:12:37]It meant that whatever the condition she never gave an excuse. She went ahead and did what she had to do to help the unfortunate patients that she had to attend to.

[00:12:54]Health is our most precious possession.

[00:12:58]Nothing is more precious that you own.

[00:13:02]Not your car, not your house, not your education, not the way you dress, not your clothes, not your expensive watches. Your most precious possession is your health.

[00:13:21]And when you are ill, that's when you realize how precious health is.

[00:13:28]And the ones that we train and appoint to give us care when we are sick are health professionals. And that's why they're one of the most important segments of our community because when we at our most vulnerable, they are there to care for us and bring us back to good health. And so government takes the welfare of our nurses and health professionals very seriously.

[00:13:57]And I have told the minister that as the economy gets better, we'll continue to improve your conditions of service so that you are encouraged to do what you have to do. [applause and cheering] And like he said, one of our major problems is not only in the numbers and we'll continue to employ some more. Right now, we've given him clearance to open the portal to absorb 16,000 nurses in two batches.

[00:14:34]The first batch is 8,000, the second batch is 8,000. So that by the time my daughters and sons who are waiting to complete a training come, there will be a a shorter queue before they are posted.

[00:14:51]But the caveat we're giving is most of those that we're employing now we are sending you to underserved areas.

[00:15:00]And like Florence Night said, she would not.

[00:15:05][applause] You see, when I said and accept the arrest, you were very quiet. [laughter] And like Florence Night said, she gave no excuses nor took any excuses. And so she was ready to serve in any place.

[00:15:21]Indeed, where she made a name was caring for uh those who had been wounded uh during the first world war. She worked in some of the most deplorable conditions, you know, and saw a very serious human suffering. But even then, she still gave care with compassion.

[00:15:42]Many of your oaths you swear, there's one of them that says, "At all times, I'll give compassionate and competent care." And so, you might come to work feeling stressed. Maybe you had an argument with your husband before you left the house or the chop money he gave was not enough or something happened in the house or along the way to work. When you get to work, you must put all that aside because psychiatrists and psychologists will tell you that part of healing is to do with the mind.

[00:16:23]If the mind accepts that the body will heal, then the body heals quicker.

[00:16:28]And so if you meet your patient and you just give a smile and say, "Look, you'll be okay. All right? We're going to attend to you. We'll give you the best care." Just those compassionate words, the person's mind sends a trigger to the body that you are going to get well. And truly the person will get well.

[00:16:49][applause] So please even if the conditions are not the best and we're trying to improve the conditions in all the health facilities across the country you've been the explanation has been given about the free primary healthcare and I can only just add to it even after we did the national health insurance we still had 12 million of our people who had no health insurance card and so had no access to healthare care. Meanwhile, the target for every country in the world is to achieve universal health coverage, UHC.

[00:17:28]And so it meant that we must find a way of capturing those remaining 12 million of our citizens.

[00:17:34]And the only way to do that was to look at what are the categories of people who are not registered on the National Health Service and realize that most of them are in the rural areas.

[00:17:50]And so we conceived the free primary health care uh program which has been rolled out and which we are talking about today. And that program is to capture the bulk of the people who live in the rural area who normally would not go to the major hospitals with health cards but who go to their chips compounds. And so we said from poly clinics right down to chips compounds we should make them free of charge for every Ghanaian. If you're a Ghanaian and you present yourself to a poly clinic, a health center or a chips compound, they're not supposed to take one CD from you. It's free of charge.

[00:18:30][applause and cheering] And I want to uh commend and thank the president of the Christian Health Association of Ghana for the very strong endorsement they gave and his pledge of their support because their the pledge of their support would be very uh critical to this. And he actually gave a very good um um rendition about the linkages you know in the health care levels. And so one of the major benefits of the free primary healthcare is the prevention of disease and the medical screening. And I think the drama group from South D who demonstrated it did that very perfectly.

[00:19:14]And so while you will go to the chips compound in case you feel unwell, the personnel of the chips compound will also go out and um on health promotion um um ventures and it could be in a classroom block, it could be under a tree, they just put a table, they have all the equipment they need. And I've said that every Ghanaian should do his best and once a year at least go and have your uh blood taken, let them measure your pressure. We went to the central region to one of the chips compounds that was newly opened and when we got there the first patient that they were attending to under the free primary healthcare walked through the door. So they sat her down and they took her blood pressure first and already her blood pressure was above the normal and it fitted with the symptoms she had complained of. She said she was having headaches and that sometimes she felt dizzy and so already um they had identified what the problem was. Now if she didn't have this access, she'll just continue. She'll go to a native doctor or she'll go to a prayer camp and they will pray for her and then she'll be doing her normal activities thinking she's okay and then one day she'll just collapse and they will find out she's either had a stroke or she's had a cardiovascular incident or if untreated.

[00:20:45]One of the major causes of renal failure is hypertension because the blood circulates through the body and the kidney is one of the most sensitive because the kidney is the organ that cleans toxins from the blood.

[00:21:02]And so [applause] You know, apart from a degree in bubble, I'm also a pocket doctor.

[00:21:23][applause] I'm also a pocket doctor.

[00:21:29]You know, so when the blood is circulating through the body and it's circulating at high pressure, one of the risks is also that it end it goes through the kidneys to applies oxygen to the kidney and the kidney has very small fine capillaries they call them.

[00:21:48][applause and cheering] I think when I I have I have two and a half years left. I think when I retire should come as a lecturer to the the nursing training school.

[00:22:13]And so because of the pressure the pressure destroys the capillaries and that begins that's the beginning of renal failure. And so once the kidneys are not able to carry out their function, you have to use an artificial machine to enable it to clean the blood.

[00:22:30]And so that's why you have to go for diialysis. There's a diialysis machine.

[00:22:34][applause] And so the health screening is important because that will save your life. And then they also check you for diabetes because if your blood sugar is high then you develop diabetes and diabetes too can trigger hypertension.

[00:23:00]Diabetes also can destroy the body because your sugar is too high. The body is not able to break down the sugar and so you either have to go for treatment if it's type one or type two. It depends on which one it is.

[00:32:28]The minority would do whatever is lawfully and properly within its power through parliament and through public advocacy to see that justice is done and that the defects which have robbed the judgment of its legitimacy are corrected. Four serious defects run through this case and each deserves nation's full attention. First, the denial of a council of choice.

[00:33:06]We understand that judgment was delivered despite the absence of chairman wint lead council whose office had notified the court of a prior professional engagement abroad. Second, the refuser to refer serious constitutional questions to the Supreme Court. The trial judge decided for herself that section 992B of the minerals and mining act was in her own words clear and unambiguous.

[00:33:44]Third and perhaps most vulnerable of all on the law is how the court pierced a contamining limited corporate bill to convict Chairman Wumi personally. The judgment convicted Wtome and the company separately on separate counts using reasoning that threats them as one and the same.

[00:34:11]A court cannot dissolve a company to convict the man. Fourth, selective justice.

[00:34:21]In July of last year, the attorney general directed an investigation into the NDC's own national organizer, Mr. Joseph Yamin, and its vice chairman, Mr. Yakubu Abanga, over allegations of illegal mining.

[00:34:41]Months later, there is no comparable update on charges or trial dates. 10 government member of parliament has publicly acknowledged overseeing a mining site taken over from its lawful owners with no prosecution to date and an NDC member of parliament charged over an anti-gal clash was granted bill within days.

[00:35:15]This pattern taken together sustains a reasonable perception that the machinery of the state moves fastest and land hardest when it is pointed at the political opposition.

[00:35:34]A government serious about ending selective justice must prosecute its own with the same vigor it has shown here.

[00:35:45]We therefore call on the attorney general to publish the state's enforcement record on illegal mining across the political spectrum.

[00:35:56]We call on the court of appeal to scrutinize the denial of council, the refusal to refer and the bill piercing with equal and unflinching ra.

[00:36:11]We call on the judiciary to reaffirm the threshold for constitutional referral with express regard to the Supreme Court's own decision in the Zanato case and we call on all Ghanaians of every party to insist that the standard which cleared Mr. name in 2016 be demanded with equal conviction today.

[00:36:47]Let us be clear about what this statement is not. It is not an attack on the judiciary as an institution.

[00:36:59]It is a call for consistency, for constitutional fidelity, for a justice system that inspires confidence across the political divide and not merely within it.

[00:37:16]History will not remember this moment for the length of sentence. It will remember whether Ghana when tested chose to defend the constitution for everyone or only for the power of the day. We choose everyone. We choose the constitution and we will be judged rightly by whether we meant it.

In the meantime, I respect I respectfully urge all members of our great party to rally behind the leadership during this challenging moment. Let us remain calm, united, disciplined and steadfast in our commitment to the values and interests of the new patriotic party. The OSB stated on 16th June 2026 that it is not involved in immigration hearings in the United States involving Mr. Ofata and that the OSP's involvement relates to extradition proceedings in against Mr. Forata through the attorney general as the central authority.

[01:03:09]The RSP restricts that the extradition packet is not before the immigration court. The credibility or otherwise of the criminal charges against Mr. Fata is a matter for determination by the courts in Ghana which have jurisdiction to determine his guilt or innocence.

[01:03:29]Such matters are not determined by an immigration court in the United States.

[01:03:35]The OSB states that it is important to distinguish between three separate legal proceedings involve Mr. ofata. One, United States immigration proceedings which concern Mr. Fata's immigration status in the United States to extradition proceedings in the United States which will determine whether Mr. Fata should be surrendered to Ghana under the relevant extradition treaty.

[01:04:04]Three, the criminal prosecution of Mr. Fata in Ghana for corruption and corruption related offenses before the high court. Acra the RSP retreat that Mr. remains the subject of criminal proceedings in Ghana which are before the high court aka a valid warrant of arrest has been issued by the high court Ara and Mr. remains a fugitive from justice in Ghana. He is required to submit himself to the jurisdiction of the high court Ara to answer the criminal charges pending against him. The criminal proceedings in Ghana shall continue in accordance with applicable law and the directives of the high court aca is present in Ghana. Mr. remains the subject of criminal proceedings in Ghana and there exist a valid warrant of arrest issued by the high court acr remains a fugitive from justice in Ghana and is required to submit himself before the high court in Ghana to answer the criminal charges the 21st day of July 2026 the office of the special prosecutor Imigration.
