[00:08:03]>> His His mom, Carolyn Cheeks Kilpatrick, was a career politician. She represented Detroit in the uh Michigan House of Representatives from 1979 to 1996 and serving in the United States House of Representatives for Michigan's 13th Congressional District from 1996 to 2010.

[00:08:26]>> Very accomplished. She went for reelection. Uh however, she did not get it uh in 2010 because she was hit with questions about her son's tenure as mayor, >> which we're going to get into. Oh, this was not just a a euphemism. This guy actually was the mayor.

[00:08:42]>> He was the hip-hop mayor.

[00:08:44]>> Okay. Okay.

[00:08:45]>> Yeah. So, uh his dad uh f Bernard Kilpatrick was a semi-pro basketball player and politician. Um, Bernard uh was elected to Wayne County Commissions uh to serve as the head of the health and hum human services department uh from 1989 to 2002.

[00:09:09]And um yeah, he resigned on the day that his son uh was sworn in as mayor uh to and he also announced he started his own Detroit consulting firm that day called Maestro Associates.

[00:09:33]>> Um so let's get back to Kwaami. He attended Detroit's Cass Technical High School and graduated uh had great grades. Went to Florida&M uh with a bachelor's degree in political science in '92. Uh graduated with honors and while he was at school, he played football at uh Florida or yeah, Florida&M. So, pretty cool. On September 9th, uh 1995, he married Carita Ples uh in Detroit. Do you like Carita Poles?

[00:10:05]Uh Jal, Jonas, and Galani. Pretty cool.

[00:10:18]>> Um and at one point he declared that uh he was announced that he was uh announced by God to run the city of Detroit.

[00:10:29]that I don't I think I wrote that wrong, but he said, >> "Are you sure you just can't see the words?"

So in 1996,WW Kwami gets elected uh to the Michigan House of Representatives after his mother vacated her seat uh and and she mount mounted a successful bid for Congress. So basically he took his mom's seat the House of Representatives uh and in 1999 while he's already holding this seat he received his uh uh law a law degree from the Detroit College of Law, Michigan State University. So, he's doing a lot of [ __ ] man. He's got three kids. He's now a house in the House of Representatives. Um, but he still wants more. He wants to become the the mayor.

[00:12:04]Uh, his campaign was run on a $10,000 budget that did not receive any endorsements from trade unions, congressional districts, or the Democratic establishment. So, that should have been a >> How the [ __ ] did this guy win? This is drug dealers, baby.

[00:12:22]So, right. Wow. Um, his campaign staff consisted of friends uh from like high school. Let's his buddy Derek Miller was a key adviser uh and then it was appointed chief administrative officer after he successfully won his mayor bid.

[00:12:37]Uh Jeff Beasley, his former college roommate, uh he turned him into the city treasurer after he campaigned for him.

[00:12:44]And his high school friend Christine Bey uh who he made as chief of staff after he um became mayor. I just have a my own principle of never allowing a guy who watched me get head on a bunk bed [laughter] finances. Yeah, it's one of my own personal rules.

[00:13:06]>> So, as he's in the House of Representives, he he gets uh elected as minority floor leader for the Michigan Democratic Party, serving in that position position from 98 to 2000. Uh and in 2001 he was elected as House Minority Leader. Uh the and he was the first black person to hold that position.

[00:13:26]>> Pretty cool. Like uh pretty cool stuff.

[00:13:29]However, um in 2001 he was al uhwami used his influence while in the Michigan legis legislature. Jesus Christ to direct state grant money to two organizations that were vague on their project description which was kind of like hey what's going on here?

[00:13:45]>> Mhm. Uh those groups were run by friends of Kilpatrick.

[00:13:50]Go figure. And uh both agreed to subcontract work to Unite, a company owned by Kilpatrick's wife, Carla.

[00:13:58]Carita. Uh and Carita was the firm's only employee. And the firm received $175,000 from these organizations.

Uh there was the other group uh that he that was getting money to the uh them was the Detroit 3D uh which was one of the groups and the state canled its second and final installment of a $250,000 thing because 3D refused to divulge details on how the funds were being spent.

[00:14:50]>> All right, here we go. New Year's Day 2002.Wami Kilpatrick was sworn in as the youngest mayor of Detroit when he took office at the age of 31.

[00:15:35]>> I fell in love with the guy while doing this project. So >> I can tell, man.

[00:15:55]>> Yeah. Um after being elected, he kind of he was faced with some tough challenges cuz Detroit at that time was pretty hit with the white flight at that point. And uh they were they were hit with like a $300 million deficit from all the people leaving Detroit at this time. So what what did he do in office? He did what he could. He he thought it would be a good idea. He cut 7,000 city jobs, which is >> that's not going to [snorts] help um your economy.

[00:16:25]>> No. And he also eliminated the 24-hour bus service of Detroit, which if there's ever a time you need a bus at 2 a.m.

[00:16:35]It's I think it's in Detroit.

[00:16:37]>> In his defense, I don't know who who really needs a bus that late.

[00:16:41]>> Yeah. I mean, there are people who work third shift, but I feel like by the time your shift's done, it's it's morning time.

[00:17:16]>> Wearing expensive clothes, uh, diamond earrings, and one diamond earring. And, uh, all while 7,000 people lost their jobs.

[00:17:25]>> He's a young black guy.

[00:17:31]>> He seems pretty cool. [laughter] >> You should have done damage control for him. Yeah. PR guy. He's, [laughter] >> you know what, he handled damage control in the moment pretty good uh at the time. And we'll get into that in a second. But now I'm going to jump into like the worst part of the story.

[00:17:48]>> So wait, did how did he get the how did how was he deemed hip hop >> mayor? Young and black.

[00:17:54]>> He was young and black for real. All >> legit 31 years old. There was a Detroit Summit of Hip Hop happening and Russell Simmons was at it and he was on stage and you know this young black mayor was in the news 31 years old you know >> uh so he just caught on the hip-hop mayor and it stuck.

[00:18:12]>> It sounds like something a 78-year-old politician has never seen a black guy would say.

[00:18:17]>> Yeah. It's a pup pup thing to say.

[00:18:19][laughter] >> And what came first cuz I feel like he he might have molded his behavior around the nickname. I >> Ah, >> I thought that was going to be a joke, John, when you said what came first.

[00:18:44]>> Oh, god. No. Uh, [laughter] all right. Let me get into this horrible thing. In 2003, Tamara Green, aka Strawberry, an exotic dancer, was murdered in Detroit.

[00:19:03]>> She was driving in her car, leaving work. Her boyfriend was in the car with her. He was in [clears throat] the passenger side, seat fully reclined.

[00:19:12]>> Did this seem like Did this seem like a random act of violence, or did it seem like Strawberry got picked?

[00:19:19][laughter] >> Very nice.

[00:19:21]So, she's leaving work, boyfriend's car.

[00:19:24]3:40 a.m.

[00:19:25]>> Yes.

[00:19:26]>> She's uh at a I guess at a stop sign or a red light. A white Chevy Trailblazer pulls up alongside of them and uh a gun re sticks out of the window, shoots them both. She gets shot three times. Uh one behind her ear, her jaw, and through her arm, and then like into her chest. So, she got [ __ ] up pretty bad. She passed away. her boyfriend got [ __ ] up pretty bad. He got shot five times as well. Um and then the white Chevy Trailblazer like drove off.

[00:20:00]She obviously was killed instantly. Her foot went off the brake. The car just rolled to a stop, but the boyfriend rolled out of the car thinking the car was going to keep going. So, he's laying in the middle of the road uh while the car is continuing to go and he sees the white Chevy Trailblazer do a U-turn and drive back and they just speed off. They leave him there. He's moving around, but they just drive right past him, right?

[00:20:26]Nobody knows what happened.

[00:20:30]>> Um, >> and this was all because of a a bad lap dance.

[00:21:06]So after this incident happened, her boyfriend was a drug dealer. Big E was his name.

[00:21:44]>> So, her boyfriend, like I said, was a drug dealer. And so, everyone believed that there was bad blood with someone and they actually found a suspect.

[00:21:51]They're like, "Oh, that guy, it was definitely this guy who he had bad blood with." However, that guy got pinched like that day and was arrested uh prior to this. Okay.

And leading up to her death, her father said when because after everything happened, her uh police interviewed her father and uh he said that Tamara was extremely paranoid that people were following her at all like all hours of the day. She was receiving phone calls like morning, noon, and night where people were just hanging up. Uh that's scary and she never knew who was like stalking her.

[00:24:37]However, the party came to a screeching haunt when Kwami's wife, Carita, came home.

[00:24:43]>> Brutal. and saw Tamara Green aka Strawberry giving Mayor Kilpatrick a lap dance.

[00:24:51]So, Carita saw [ __ ] Red, lost her goddamn mind, and started punching Strawberry. Uh, Carita knocked her through a coffee table, breaking it, and then started hitting her in the head with broke the broken piece of wood from the table.

[00:25:11]She's working and it's the man, you know what I mean? Like it's >> I know, man. And it's like, how could you overplay it that badly in knowing that your wife might be coming home and have a cocaine party?

[00:25:22]>> That's my main question. Like, >> how could you have possibly missched this so so [laughter] badly? Like, >> so Strawberry Tamar Green was taken to the hospital. Uh, she became extremely paranoid after that incident and the murder [clears throat] happened six months later.

[00:25:43]>> Uh, when that happened, No, I think they paid her off when that when this happened. Um, >> all the other 49 strippers had to take a pay cut.

[00:25:56]>> But this story was denied. Uh, and Tamika Ruffin's story wasn't credible uh because uh she had mental health issues.

[00:26:05]the sort the stripper who gave this story. She claimed that uh she was uh Tama Ruffin, not Tamara Green. Tama Ruffin claimed that she was seeing demons and in need of an exorcism and also she couldn't say what day the party was.

[00:26:19]>> So I was like, "Ah, all right. Well, we can't really use this. Thank you." Um but uh a new witness popped up. An ex-convict named Wilson K Jr. had sworn testimony that his biker gang uh was hired for security and he said that he saw the lap dance and assault on Strawberry by Detroit's first lady.

[00:26:42]>> So he said that >> there's only how many how many uh witness testimonies >> it's so far it's just those two that were okay that you're hearing >> uh >> with and there was 200 people there.

[00:26:57]>> Uh scary party. His statement his statement was also dismissed uh because of his history of um unfounded allegations.

[00:27:09]>> Yeah. [laughter] Uh he had been previously hospitalized for PTSD and psychotic behavior as well. Um so >> really rag tag bunch of [ __ ] people at this point.

[00:27:22]>> Yeah. So all [laughter] of this is hearsay. Like we don't know if uh this is all just rumored that they could have been Kilpatrick's crew or whatever. Um but here's some signs that point to it being true. An anonymous ambulance driver told the news about a fleet of black SUVs outside of the emergency room that night. A group of he what they described a group of pimped out individuals wearing earpieces causing a commotion inside.

[00:27:49]Um, the ambulance driver was told that they were part of Mayor Kilpatrick's detail. And uh, when the driver asked what was going on, a co-orker said, "Carita beat some [ __ ] down."

[00:28:06]>> Carita's way.

[00:28:07]>> That sounds That sounds like a beautiful song.

[00:28:18]Well, they [laughter] blew up strawberries in Detroit last night and Carina beat some ass, too.

Something that has never happened before or since uh while they work there. Um quickly rumors started flying about this party.Wami denied all rumors of the party at the mansion and stated, quote, "I don't [ __ ] around on my wife and I don't have wicked nude parties at my house."

[00:29:22]>> This is not appropriate language for a mayor. I don't [ __ ] around on my wife.

[00:29:26]>> That was part Yeah, >> there's kids here, man.

[00:29:28]>> This was a public statement to the news that he gave. Um, yeah, he claimed never happened. One of his bodyguards, though, Harold Nelrope, um, I'm not going to say that again. Uh he didn't attend the party though uh but he heard about Tamar Green's murder and he knew he had some rumors about the party he had heard before. Uh so he started talking to Detroit internal affairs because they were kind of trying to look into it. And the head of internal affairs was this guy Gary Brown. Uh he was like a 15-year veteran. He decided he was opening an investigation and less than six months after he opened that investigation, he was fired for launching an unauthorized investigation by the mayor. Yeah.

[00:30:12]>> I don't think I've ever heard of so much corruption. Like, did the mayor >> sloppy that the EMS's were nowhere to be found or the EMTs? I mean, >> I Yeah, I don't know. I don't I don't know. I don't even know if he was at the hospital.

[00:30:29]>> A crazy level of >> just sloppy.

[00:30:32]>> Well, also like I just wouldn't expect a mayor to be able to pull that off. Like make sure there's no ambulances around when this happens. That's crazy. I I think Detroit was in such a state of lawlessness that this is one of the few places in America where you could have pulled this off at this time where it seems like the kind of thing where just keep it out of our hair. They just don't want anything being pushed down the line.

Well, after another officer, Lieutenant Alvin Bowman, uh was transferred out of homicide after discovering the bullets belong to the same type of gun that uh was issued to law enforcement, the 40 caliber, uh Glock. Uh in addition to the termination, >> well, that means that's that's meaningless. Just because they have the same gun that a cop carries, they would be able to tell if it was a cop's gun, wouldn't they? Well, I guess not every cop's gun has a register of uh their barrel. Some cops bring their own guns.

[00:31:23]>> Yeah. Well, I mean, they do they do know it was issued by law enforcement. The same type of gun, but yeah, there there's no ballistics on Yeah. whose weapon it was.

[00:31:33]>> That's what I would do if I was just the killer. I would just make sure I find out whatever type of model the police use >> and then I would just blame everything on them.

[00:31:40]>> But because he made that statement and said that he was transferred out of homicide immediately. So, hey stinkers.

He said he had a feeling it was going to be a bad party, so he chose not to go. Then when he was asked who invited him to the party at the mansion, the mayor's mansion, uh he said suddenly he's like, "I can't remember."

[00:34:40]>> So yeah, it's getting weird. Green's family, Strawberry, Tamar Green's family filed a $150 million lawsuit uh against the city. Uh but the judge ruled against it and the murder today is still insolved. blow.

[00:35:24]In 2002, here's a fun fact. In 2002, the Washington DC police announced that they would only offerwami Kilpatrick uh courtesy protection on his trip to DC.

[00:35:37]Uh courtesy protection while conduct conducting official police business in the nation's capital. Uh police no longer provided after hours police protection to kill Patrick because of his inappropriate party partying during past visits.

[00:35:55]So DC police is like this guy parties.

[00:35:58]We're not giving him cops all night.

[00:35:59]This crazy.

[00:36:00]>> What a bummer for the cops, man.

[00:36:02]>> The sergeant said uh uh from DC explained. He said, "We arrived at this decision because we felt that the late evening partying on part of the mayor of Mayor Kilpatrick would leave our offices stretched too thin and it might result in an incident at one of the clubs.

[00:36:18]>> Trying to get your office stressed out.

[00:36:19]I mean, >> a local mayor from Detroit City should not have >> Yeah. Police too much. Yeah.

[00:36:26]>> Yeah. Detail >> the entire night. Yeah. I think they do it as a professional courtesy, but then he abused the courtesy. Like, look, we're just doing your events and then you're on your own.

[00:36:35]>> You're telling me the CFO of Chef Boyardd [laughter] >> has got to go to the strip club by my [ __ ] self.

[00:36:42]>> He's going to be [ __ ] dead me.

[00:36:45][laughter] So, uh, the Kilpatrick administration alleged that these statements and actions of the Washington DC police were part of a political conspiracy to ruin the mayor. They're pissed.

[00:37:00]Um, in 2004, I'm jumping ahead a little bit, uh, his chief of staff, Christine Bey, uh, old high school friend, was pulled over by police for at some some traffic violation. As they approached her car, she rolled down her window and said, "Do you know who the [ __ ] I am?"

[00:37:18]And they did not. [laughter] So, while they're trying to like, >> "Oh [ __ ] that's meaty bey."

[00:37:26]They were trying to get her like ID and all that kind of [ __ ] she's rolling up her window and calling the police chief and uh telling them to call off their officers. And uh the new the news learned about this incident and um the officers who had harassed Bey, that's what she claims, that they were harassing her. It was a setup. The mayor went on TV and said this as well. And uh the officers ended up suing uh Christine Bey andWami Kilpatrick for slander and they settled out of court uh for $25,000.

[00:38:00]Let's tax money.

[00:38:01]>> Not even worth it.

[00:38:02]>> Yeah. Crazy.

[00:38:04]Um Detroit's money situation was so bad that he submitted budgets that um didn't make any sense, created new debt to pay down deficits. Meanwhile, Kilpatrick uh decided to close the century old Bell Ale Zoo and Bell Ale Aquarium.

[00:38:21]>> Y'all trying to buy a zebra? [laughter] >> Yeah. Sharks for sale.

[00:38:26]>> We got mean [ __ ] too. We got hungry [ __ ] sharks, dude.

[00:38:29]>> We can't afford to feed [laughter] them.

[00:38:30]You show up to the to the Kilpatrick mansion. It's just like you're not going to believe what kind of [ __ ] up [ __ ] you're going to see.

[00:38:36]>> Strikes on the lawn.

[00:38:37]>> Yeah. Just [laughter] >> a guy squirting deer park water bottles at [laughter] you swim in now.

[00:38:45]>> So he clos he denounces closing the zoo the aquarium. However, uh over the budget problems. However, city council erodess overrides his decision and vetos the funding uh his overrides his funding and vetos for the zoo to stay open and uh they gave them a budget of $700,000.

[00:39:06]So, the zoo stayed open with a budget of $700,000.

[00:39:09]>> How much is that gorilla food, >> right? Like, how long is that going to last?

[00:39:14]>> Hopefully years, but it could be six months. I got no idea how much they eat.

[00:39:17]>> Imagine seeing skinny monkeys.

[00:39:19][laughter] In 2005, uh, to fund the retirement system, he issued these, uh, obligation certificates. Do you guys know what these are?

[00:39:29]>> No.

[00:39:30]>> Sounds like an IOU.

[00:39:31]>> It's It's [laughter] something I never heard of before. So, a certificate of obligation is a type of municipal debt that allows local governments uh, to borrow money to fund public projects like roads, buildings, and equipment without requiring direct voter approval.

[00:39:47]So, it's like you're bypassing people uh being able to say no to this. And these certificates contain variable interest rates, though. And when the market was good, the interest rates would obviously fall, but if the market uh was bad, they would de uh the interest rates would increase. And so would the amount of money the city would have to pay back.

[00:40:07]Um, and not that he saw this coming, but in 2008, I don't know if you know this, the market crashed and uh, these certificates of obligation cost Detroit big time and they ended up having to pay $114 billion in interest.

[00:40:27]In interest.

[00:40:29]>> So, he's really [ __ ] up the money.

[00:40:32]That's in 2008. Yeah.

[00:40:33]>> Is he in a second term?

[00:40:34]>> Uh, that's in two. We're getting there.

[00:40:37]>> How long is his term?

[00:40:38]>> Well, so the first one is 2001 to 2004.

[00:40:41]Let's let's finish the first term real quick. I just wanted to jump in.

[00:40:46]>> He did get reelected. [laughter] >> Spoiler. Uh it's coming. Uh in Yeah.

[00:40:51]Yeah. So, in May early uh May 2005, the Detroit Free Press uh released that during Kwami's first three years as mayor, he spent over $200,000 on hotels, restaurants, spas, massages, yoga classes for him and the security team.

[00:41:10]>> Pretty nice. Boys are hitting the yoga studio.

[00:41:13]>> Namaste. [laughter] >> Oh, yeah. We were getting sucked off by [ __ ] We were at yoga at 5:00 a.m., you dumb [ __ ] Also, the city had leased a nice brand new Lincoln Navigator just for the mayor's wife. Um, that cost $24,995, which is just $5 below the amount required for approval from city council.

[00:41:38]>> I like it.

[00:41:39]>> I He's getting his >> Here's Did you really get a Lincoln Continental for that much back then?

[00:41:43]>> A Lincoln Navigator?

[00:41:45]>> Yeah. No, that would have been $60,000 even then, probably.

[00:41:48]>> Yeah. So this is still 2005. So this is like still in that first term.

[00:41:52]>> Here's the deal. It's like you got you got a wife who's prone to going ballistic. You want to keep her comfortable.

[00:41:57]>> Yeah.

[00:41:57]>> In a nice safe gigantic >> in a 20,000lb SUV. [laughter] >> And that year 2005, Time magazine named Kil Patrick as one of the worst mayors in America [laughter] ever.

[00:42:08]>> That seems unnecessary.

[00:42:09]>> I've never seen Time magazine do something so blatantly rude. [laughter] >> Pretty mean. the first ever the first and last uh worst mayors of America issue.

[00:42:20]>> So, uh in 2005, he starts his re-election campaign, right? And at a campaign rally in May, his uhwami's dad, Bernard, uh argued about the allegations that the mayor had held a party at the Manuguian mansion. They're still talking about it and they're still like pretty upset about it. he said is such a lie and that likening such statements to uh the false scapegoating is of like Jewish people by the Nazis. He says this publicly.

[00:42:47]>> You got to pull out that card, man.

[00:42:49]Yeah, at this point you do.

[00:42:50]>> Uh he later apologized for it, [laughter] >> but he said it. Um, and in 2005, a third party group supporting Kilpatrick named Citizens for Honest Government, um, keep mind you, they're supporting him, printed a controversial ad that compared the white media criticism of the mayor to lynch mobs. So, and they were like, "Oh, we don't know how this was made, but it was still released and everyone saw it." Um, and here's the thing. on election night both dem it was between two Democrats that were running against each other for mayor. Um it was uhwami kilpatrick and Freeman Hendris who also ran against him the first time and lost.

[00:43:34]Uh they both claimed victory that night that they won which I love.

[00:43:39]>> What was wrong with Freeman Hendricks's voice? [laughter] that choice.

[00:43:47]>> We're fixing to fix Detroit. [laughter] >> You need a better city and I'm the guy to give it to you.

[00:43:54]>> We laying on Plymouth Rock. [laughter] >> Plymouth and Chrysler, they landed on us. [laughter] >> So, all of GM actually [laughter] >> as the results rolled in, Buick >> [laughter] >> GMC.

[00:44:16]>> That's just that's just the name of the company with an extra letter at the end.

[00:44:19][laughter] >> Isn't this city's Cadillacing right now?

[00:44:25][laughter] >> Kwami Kilpatrick surprised everyone with a comeback and earned a second term.

[00:44:32]>> Nice, man. I love I love a good comeback story.

[00:44:35]>> Yeah, dude. And here's what's nuts is 3 months earlier,Wami became the first uh incumbent >> to openly shoot a competitor.

[00:44:44]>> No, >> an ostrich outside of the zoo.

[00:44:46][laughter] >> You know, he became the first incumbent mayor to finish second in a primary >> cuz he finished second to Freeman Hendrickx, which is why he ended up with two Democratic candidates. Um, most polls show that Hendrickx was headed for an easy victory, but Kilpatrick ended up winning by uh he won 53% of that vote, which is crazy. So, again, this was before the financial collapse and them having to owe $1.1 billion interest, but >> it's a shame. In July 2006, Detroit City Council voted unanimous unanimously to approve Kilpatrick's uh tax plan, which uh he intended to offer homeowners property tax cuts that range from 18 to 35%. Sounds [ __ ] awesome. Um the city of Detroit, however, became continuously late on their audits.

[00:45:43]Uh in 2005, 2006, he was 14 months late.

[00:45:46]The next year, 11 months late. And each time he does this, it's cost the city millions of dollars in penalties. And uh also these late audits cost the state treasury uh to they chose to withhold $35 million of its monthly revenue sharing to the city >> because these audits weren't completed.

[00:46:05]>> So the city's not getting money and they're being hit with penalties >> from him just being late with handing these um audits in.

[00:46:13]>> Does he look like a guy who would be on time, Jake?

[00:46:16]When the recession hit, his mismanagement uh caused the city o Yeah.

[00:46:21]over a billion dollars. Like I said, uh Kilpatrick told the city council that he would take partial blame for the late audits because he laid off.

[00:46:28]>> It's entirely my fault >> because he laid off too many accountants.

[00:46:32]>> Yeah.

[00:46:33]>> Uh but he also blamed the firm he hired to replace them as well.

[00:46:37]>> Yeah. I hired it don't add up LLC.

[00:46:40][laughter] Some don't add up. Their logo is just a guy doing this.

[00:46:46]>> [laughter] >> I don't know.

[00:46:48]>> In 2007, a trial starts.

[00:46:51]>> It's a no bid contract. [laughter] >> Something don't add up.

[00:46:54]>> $15 million.

[00:46:55]>> Let's go back. If you remember, in the Tamara Green case, uh the former bodyguard who gave investigations and stuff, Harold Nelthrop, and the former head of internal investigations, Gary Brown, both filed a civil lawsuit against Kilpatrick for being fired after investigating the party at the mansion.

[00:47:12]So, they start this trial and this is where [ __ ] gets wild.

[00:47:16]>> Dude, I don't know. I I'm on his side up until this point because it's like what how big of a hard on do you have to be to investigate any party?

[00:47:25]>> Yeah.

[00:47:26]>> Yeah, dude.

[00:47:26]>> Let us rock, man. [laughter] >> Gary Brown gave a press conference after his firing back in 2003 and said, "If I lost my job because I'm investigating something, clearly there's something to hide." Mhm.

[00:47:39]>> Um and they both believe they were fired for covering up basically his like also his affairs that he was having too.

[00:47:46]>> Yeah.

[00:47:47]>> Uh in in August 2007 at trial, bothwami Kilpatrick and his aid Christine Bey were uh both asked if they had ever had an affair and both said no on the stand.

[00:47:59]Under oath that they weren't involved romantically or intimately. They said they never even texted each other personally. Um they kept it all business which it was a childhood friend. I don't know how um while being asked on the stand Kilpatrick even like the Christine Bey was like yes no and just moved on.

But then the plaintist attorney uh found some steamy text messages uh between Christine B >> I was just going to saywami Kilpatrick.

Um after these texts came out, he decided even though that the they awarded $6.5 million to the bodyguard and um the head of internal affairs, he decided to give them $8.4 million instead uh to keep their mouth shut and not release these texts.

Uh, it was after Bey andWami met in a hotel room paid for by taxpayers with security right outside the room. Uh, so he's just spending city money to treat these ladies. [00:54:33]Yeah. Uh all this stuff, these texts, the copy of the text, like I said, he just asked that the lawyer seal it and he did.

[00:54:41]um because of the text in 2008 because that case was going on. Uh they basically admitted to they said they didn't have an affair before they found the text. So they were indicted on 12 counts and Kilpatrick was charged with eight. Batty with seven counts for perjury, misconduct in office, obstruction of justice. Uh, and they thought they were in the clear these texts weren't coming out, but most of the texts were released by a judge in October 2008 since they lied under oath and they got in trouble.

[00:55:19]>> So, obviously when those texts came out, Kwami Kilpatrick decided to give a 70minute speech to the people of Detroit [laughter] uh about the felony charges. Uh, he >> I just cannot dislike this guy. He called it a witch hunt. He said it was racially motivated. He said over the last couple days he was called the n-word more times than in the last few days than his entire life. Uh and at the end of his speech, that wasn't the end of his speech, but at the end of his speech, he got a standing ovation. Um but [snorts] a little asterk, uh the in the event that he was speaking at was >> invite only.

[00:55:58]>> Okay. So, >> and there were no chairs. [laughter] And he also closed with give it up for the troops. [laughter] >> Yeah. He said that the the only reason he was found guilty was the jury was mostly white suburban people.

[00:56:16]>> So um he was ordered to remain in the city of Detroit and uh needs permission to leave. All this while he is still mayor. So >> I like it.

[00:56:25]>> Yeah.

[00:56:26]>> Uh in July >> I never heard of this guy either. This is crazy. July 2008, he went on a business trip to Ontario, Canada to an actual legitimate business trip. Uh he did not alert the courts and he I think he also got a lady up there at the same time. Um and because he didn't alert the courts, he had to spend a night in jail, making him the first sitting mayor of Detroit in history to be ordered to jail.

[00:56:54]>> Uh he was able to leave the next day after paying $50,000 cash bond. uh no longer allowed to travel and had to wear a tracking device.

[00:57:03]The same day he was released, Michigan Attorney General Mike Cox added two more felony counts uh felony charges towami Kilopatrick for assaulting and interfering with police officers. Um he pushed them while he was getting arrested is what happened. Which this is from Attorney General Mike Cox by the way. um who was uh attorney general after Mike Hawk >> who succeeded Mike Hunt [laughter] >> in July uh 24, 2008, two local So this is the incident that he got arrested for. Uh the two charges it was two local law enforcement detectives, Brian White and Joanne Kenny went to the home of Kilpatrick's sister to serve a subpoena.

[00:57:53]Um, while on the front porch of the home, Kilpatrick exited the house with his bodyguards and pushed White onto Kenny, the Mariotta. Kenny, how can a black woman be riding in a car with a man named White?

[00:58:06]>> Nice.

[00:58:09]>> Yeah. So, we got a couple more. This is jumping around a little bit. Some other abuse of power. During the during the case, a reporter in 2005 uh claimed that Kilpatrick and Christine Bey and the chief of police at that time, Ella Bully Cummings, which Bullies in her last name is great, allegedly uh used their positions to help an influential uh Baptist minister uh basic he was arrested for soliciting a prostitute uh get his case dismissed.

[00:58:37]That was written terribly. I apologize, but yeah, that's what happened. And so he he Batty and the police chief uh got the case thrown out for well tried to get this case thrown out. The arresting officer Antonet Bostik was told by her supervisors that um he was a minister that guy was a minister of the Baptist church. Uh and the mayor and police chief were calling to persuade Bosik not to show up in court in which case the judge would be forced to dismiss the case. However, Bostik ignored her supervisors and appeared in court. So, it all went on record. The defense lawyer, Charles Hammonds, had the case postponed a couple of times, though, and stated in court that the mayor told me yesterday that this case is not going to go forward. And Hammond said, admitted to Wilson that this was the fact. Uh, this was the fact, and that this is how many cases for people who know the mayor in Detroit are handled.

[00:59:31]>> So, it's just like the mayor just like calls in and goes, "Nope, nope." And like it's king [ __ ] right there, >> man. that this guy Well, when was his >> It keeps going.

[00:59:44]>> When was his uh He's still mayor.

[00:59:47]>> Yeah, he's still mayor at this point.

[00:59:48]>> He'll he'll be >> This is July. Yeah.

[00:59:51]>> What year are we in?

[00:59:52]>> Uh this incident jumped back. This is 2005.

[00:59:55]>> Okay.

[00:59:56]>> But it we've we've been up to 2008 so far.

[00:59:59]>> Okay. And he would be not a mayor. He would be mayor until 2009, right?

[01:00:04]>> Uh he is in 2008. And I'm gonna get to what happens in a little bit.

[01:00:09]>> Can he run a third time? He can, right?

[01:00:12]>> I don't know.

[01:00:13]>> I think maybe every city's different with mayor. Okay.

[01:00:17]>> No, it's okay. Uh, in 2008, the Detroit Free Press revealed another thing uh that at any given time there were about 100 Kilpatrick appointees uh employed with the city, which was like an insanely inflated number compared to previous administrations. Um the press discovered that 29 of Kilpatrick's closest friends uh and family were appointed to positions in various city departments. Some employees had little or no experience including Kilpatrick's uncle Ray Cheeks and cousin Na Cheeks. They both falsified their resumes.

[01:01:00]>> [laughter] >> But uh Kilpatrick's cousin, Patricia, this is my favorite one. Pat, uh Kilpatrick's cousin, Patricia Peoples, was appointed deputy director of human resources.

[01:01:14]>> I'm a peoples person. [laughter] >> Yeah.

[01:01:17]Giving her the ability to hire more of Kilpatrick's friends and family without the hirings being viewed as a mayor mayoral appointment.

[01:01:25]>> Smart move.

[01:01:26]>> Yeah. Why is he doing this in his final year of his >> No, this is this is throughout the this is like the Detroit Free Press reporting on what's been going on.

[01:01:36]>> Um the sheer volume of Kilpatrick's appointments plus Kilpatrick's elimination of thousands of city jobs, 7,000 in fact, made his appointments pretty controversial. Um the jobs held by friends and family ranged from secretaries to department heads. The appointees had an average salary increase of 36% compared with a 2% raise that were standard in 2003 and 4.

[01:02:00]>> He wants to see his people eating good, man.

[01:02:02]>> Yeah, I cannot be mad at this guy.

[01:02:04]>> I like this guy, man. I do like this guy. Some of the biggest salary increases were >> Detroit voted for it, so I can't be really that mad at him. Some of the biggest salary increases were for April Edgar, his a halfsister of Christine Bey, uh, who paid whose pay increased 86% over 5 years.

[01:02:23]>> She must have sucked a lot of come out of his balls. Man, [laughter] that's a crazy price.

[01:02:29]>> One of Kilpatrick's cousins, Aiane Evani Evans, had a 77 uh% salary increase during a 5-year period.

[01:02:37]>> Suck some com out of his balls.

[01:02:39]>> Yeah. Not enough. The biggest salary increase, however, uh among the 29 employee appointees was that of Latana Wallace Hardyman Hardman, who went from $32,500 staff secretary to an executive assistant making $85,51.

[01:03:01]>> $163% increase over five years. are good.

[01:03:06]>> Yeah, that's that's some good >> boss babe.

[01:03:10]>> In two in September 2008wami resigned as mayor and plead guilty to two felony counts.

[01:03:16]>> He was so close to ending his ter >> and agreed to four a four-month prison uh and pay $1 million restitution to the city of Detroit. He only served 99 days in jail before being released.

[01:03:29]>> Did he have to pay?

[01:03:31]>> Uh yeah, he had to pay. Uh, and afterwards he >> he was basically stolen money.

[01:03:35]>> Yeah. And he uh he afterwards he moved to South Lake, Texas where he got a job uh >> as far as he possibly could from Detroit.

[01:03:46]>> He got a job with a company that was a Detroitbased company just had a branch in >> okay >> Texas. So like there was still a connection.

[01:03:54]>> But Kilpatrick was defaulting on his payments. Um and uh he went came back to Detroit and he claimed poverty even though that's what he claimed why he couldn't pay his restitution payments.

[01:04:06]Um even though he lived in a $3,000 a month house. Uh his wife had a brand new car. Uh he said he didn't know how his bills were being paid and he said he didn't know if his wife had a job. He said this in court.

[01:04:20]>> Um I to be honest in his defense I don't know what she's doing out there right [laughter] now. She could be cooking.

[01:04:26]She could be on TikTok. She could be cheating on me. I don't know.

[01:04:29]>> Then she couldn't [laughter] have a job.

[01:04:32]I have no idea.

[01:04:34]>> Then it was discovered that uh Detroit business people had paid the reason why he decided to resign. Uh Detroit businessmen paid him hundreds of thousands of dollars to resign. So he got hundreds of thousand dollars too for resigning. The judge saw through all this BS and ordered him to pay $300,000 in 90 days. In February 2010,Wami missed another restitution payment of $79,000.

[01:05:01]A warrant went out for his arrest and the violation probation sentence uh was a maximum of 5 years that he was given.

[01:05:10]Um but uh on December 14th, let's say another charge happens. Uh in 2010, Kilpatrick again was indicted on new corruption charges. This time these were federal charges that involved extortion, racketeering, bribery and fraud. That trial started uh oh and that he sorry he a maximum of 5 years he was released like within a year of that um in trial uh for this new federal crime that one started in the summer of 2012 even though the charges came December 2010.

[01:05:44]>> I know he was hoping the Mayan calendar was right and that the whole world was going to end [laughter] in 2012.

[01:05:50]Yeah, dude. So, these 38 charges, so here were the the biggest people involved. It waswami Kilpatrick, uh Bernard Kilpatrick, his dad, uh a contra a contractor and old friend, Bobby Ferguson, an aid, Derek Miller, and the water department chief, uh Victor Marcato. Um here's how things worked.

[01:06:12]Marcato, he really wasn't involved. He didn't get any money from any of these uh extortion deals or racketeering stuff. He just had a good large salary and he wanted to keep it. So, he just went with things and he's the one who took the plea deal and sold everyone else out. The aid, Derek Miller, uh I don't really have specifics of what he did, but he was sentenced to three years of supervision. I don't know what that means. Um just somebody watches him all the time, I guess. Uh his uh friend.

[01:06:41]Okay, so let's talk about the charges.

[01:06:43]Kilpatch KW Kwami Kilpatrick was charged with using nonprofit um money for personal like trips, massages, yoga classes, his kids tuition. Uh and he was sentenced for this to 28 years in prison. Uh his dad Bernard uh like I said launched his own consulting firm on the day he took taken office. Bernard used his list to get deals done with the city. He took bribes to help people get these deals, including cash trips, expensive liquor, and Christmas presents. That's what he used as nice guy.

[01:07:19]>> The dad was sentenced to 15 months. Uh the con now, this is his buddy, the contractor, Bobby Ferguson, who got all these like the these insane water contracts with the city. Um he convinced uh Kwami con Kilpatrick convinced Marcato to use Ferguson for the water contracts worth 127 million andwami got a million dollar kickback um in in addition to other contracts. Bobby Ferguson was charged uh and sentenced to 21 years.

[01:07:50]So Kilpatrickwami and Bobby Ferguson got the brunt of it with 28 years and 21 years. Dad got 15 months. somebody got supervision and somebody took a plea deal in October. Uh that happened that sentencing happened in uh October 2013.

[01:08:08]Uh and he was serving time at the Federal Correctional Institute in Louisiana. Um this is a federal charge and a federal prison system. So it means there's no parole. I which I didn't know that.

[01:08:20]>> Me neither.

[01:08:21]>> Um however, he was with time off for good behavior. His earliest possible release date uh would be August 1st, 2037 where he'd be 67 years old.

[01:08:34]Man.

[01:08:35]>> Yeah. He tried to appeal it got denied and in 2018wami began asking Trump for a pardon.

[01:08:44]Um his kids thought the punishment was too harsh and started the freewami project, which I love. They love their dad. You know, >> that was delicious. His son Jonas, who we mentioned earlier, uh was a rapper named Jojo the Doughboy.

[01:09:00]>> He released a song about his father called Too Much Time. And uh he recorded it uh recorded a music video on the Supreme Court steps, which I love it. I you know, and it's a good song. I'm sorry I don't have it pulled up, but >> I bet.

[01:09:18]>> Yeah. It's a really good song. I'll send it to you on Spotify. Uh in 2008, Kilpatrick files for divorce from Carita while he's in jail.

[01:09:27]>> Uh on January 20th, 2021, with 12 hours left in office, President Trump commuted uh Kwami Kilpatrick's sentence.

[01:09:37]>> And called him a leader in prison.

[01:09:39]>> Ah, that's cool.

[01:09:40]>> He read he land he uh did public speaking classes, Bible study, that kind of stuff. However, there's a difference between a pardon and a commuted sentence. Commuted, pardon is you're fully absolved of your sins. Commuted means >> you are not fully absolved. Like you were released from prison, but you still recognized as committing the crime. And he still owes uh $4.8 million in restitution and is unable to run for office until 2033.

[01:10:09]>> Dude, he's counting the days.

[01:10:11]>> Yes. Run him. I will vote for him. I will move to wherever he runs.

[01:10:14]>> Incredible. and I will become a citizen and I will vote for him. Got >> so he served six five years in the end >> something like uh yeah seven >> less than 25% of his fountains. What a lucky man.

[01:10:29]>> Well, whenever he runs again I think a good fundraising technique would be to have one of these mansion hoe parties.

He wrote this one during his first prison sentence and waited till he delayed the release till after he got out of prison so he could make the money. However, police went after it and said like there should be any of this should be restitution for what he owes.

[01:11:32]>> Uh and yeah. Um, but that was that book was called Surrendered: The Rise, Fall, and Revelation ofWami Kilpatrick.

[01:11:41]>> Yeah. He's got a new book out now, too, that was just released.

[01:11:44]>> Y'all still got me [ __ ] up, >> dude. He's >> two [laughter] again. [laughter] And just last thing uh here December 2023 uh his wife his his current wife bought an $87,000 house in an upscale area even as her husband still owes a hefty amount of money in back taxes and restitution.

[01:12:16]>> Leticia purchased the home through the Pathfinder consulting firm, a Warren based company that she owns. She took out a $645,000 mortgage. But the in the summer of 2022, federal prosecutors lost an launched an investigation in an effort to recover the unpaid restitution after Kilpatrick and his wife created a crowdfunding campaign to raise $800,000 for a new home in Orlando, Florida.

[01:12:47]>> Reporters went and knocked on his door at the new place and a a black woman answered. that was not his wife or him and they said Kopatrick's don't live there.

[01:12:58]>> However, a Bible sto study video posted the next day byWami Kilpatrick on Facebook a day later showed the C cabinets in the background that look identical to the one shown in the home's real estate listing that was still >> Everybody takes your their cabinets from their house to the next house. Everybody knows that.

[01:13:19]>> Something borrowed, something new. And most recently, March 2026 is the last story I have.Wami Kilpatrick is at risk of losing his home, the one we just talked about again, for over unpaid property taxes.

[01:13:31]>> God, uh the records obtained said he owes more than $50,000 in property taxes on this new house. Uh the taxes were not paid in 24 or 25. The court documents show under Michigan law, property taxes that remain unpaid as of March 31st in the third year of delinquency are foreclosed upon. The recent legal matters includes attempts to collect restitution. Uh Quil Patrick agreed on February 2nd to pay uh $823,649 in restitution to the city of Detroit, more than 155,000 he claimed he owed. Uh and he had previously been ordered to or pay 1.7. And this is this all happened like I said that happened in March and since March his he's gone silent on social media and I'm [snorts] sad about >> take a break.

[01:14:23]>> He's got a great presence on there too.

[01:14:25]Does a lot of events for the community outreach. It's incredible. 80,000 followers.
