I will call on the chairman of the business committee to present the business statement for the ensuing week. Yes, Mr. Speaker, I am the vice chairman of the committee and I've been asked by the chairman to read the business statement on this behalf. So, I want to pray that.

Thank you very much. Uh, Mr. Speaker, Mr. Speaker, this is the statement for the sixth week ending Friday the 26th of June, 2026.
Mr. Speaker, the committee met yesterday, Thursday the 18th June 2026 and arranged business of the house for the sixth week ending the 26th of June 2026.
Mr. Speaker, the committee accordingly submit its report as follows. Mr. Speaker, you may read read any available communication to the House.
In terms of questions, Mr. Speaker, the business committee has scheduled the following ministers to respond to questions asked of them during the week.
Mr. Speaker, for the Ministry of Energy and Gree Transition, there are three questions standing against is name for the ministry of finance.
There's another 10. Minister of gender, children and social protection. Six questions, Minister of Local Government, Cupancy and Religious Affairs.
Eight, Minister for Works, Housing and Water Resources. 10, Minister in Charge of Government Communication, one. And the last one but not the least the minister of foreign affairs. We've got two questions. Mr. Speaker, you know all seven ministers are expected to attend upon the house to respond to 47 questions during the week. The questions are of the following. There are two urgent and 45 questions. Mr. Speaker, in terms of statement, persuant to order 912, ministers of state may be permitted to make statement on government policy.
You may also admit statement by honorable members in accordance with order 93 bills papers and report. Mr. Speaker, in accordance to order 159, bills may be presented to the house for the first reading.
However, those of urgent nature may be taken through the various stages in the day in accordance with order 160.
Pursuant to order 97, papers may be laid during week and report from committees may also be presented to the house for consideration.
Motions and resolution. Mr. Speaker motions may be may be debated and there are consequential resolutions if any taken during the week referrals are committee Mr. Speaker the business committee would like to remind chairpersons of committees of the pending 282 referrals.
Chairpersons are once again urged to expedite work on referrals for the consideration of the house in accordance to order 2674.
The outstanding referrals at committees is accordingly attached to the business statement at the back.
Mr. In conclusion, in accordance with order 2162 and subject to order 67 of outstanding orders, the committee submits to the house the order in which the business of the house shall be taken during next week. Mr. Speaker, [snorts] I urge the Hazard department to capture the business statement in its entirety.

>> Why not? Why? What's your problem? It doesn't matter. Ah, I'm telling my speaker, I've missed him. Is that your concern?
[laughter] >> Oh, over the past 3 days, it hasn't been easy not seeing.
>> So, Mr. Speaker, um we thank um the leaderly represented by the deputy leader for presenting to us this morning or afternoon the business statements of the next week. Mr. Speaker, I have a little um concern I want to draw leaders attention to and that is with regards to some of the motions and resolutions that have been pending in our order papers over the past week. We have a lot of um things advertised in our order paper and we get them repeated over and over again and we don't seem to clear them and so it leads us not very clear in our minds why we continue to repeat those things in the other paper and not get them done much more so Mr. Speaker, efforts are being made to also deal with the questions and statements that are before um the house. Mr. Speaker, we still have a lot of questions unanswered. I've been engaging tables for example with regards to the minister of finance and some questions have been filed last week.
Last week, my brother, Professor Yaku, indicated saying that the minister of finance have been served with have been served with some notices to answer questions, but he's not been able to do so. So, I want to find out from the leader of business what he's doing about the finance minister being scheduled to come and answer questions to the house.
Mr. Speaker, I want to thank you for the opportunity.

>> Yeah. Thank you, Mr. Speaker. Mr. Speaker, I want to thank the chairman of the business committee for the business statement for next week. Mr. Mr. Speaker, last week h I spoke on the referrals to the committee on education.
H let me thank the table office for the corrections they have done so far. Um but Mr. Speaker, my concern now is about uh the how the referrals get to the committees. Uh I had to go to the table office myself to help them to get some of the referrals. out of the 46 now we have been able to trace 21. So I want to suggest that when the referrals come I think the uh mother inquities referred to the committees they should look at it because uh if the referrals are not sent to the committee secretariat to remain there. So I want to appeal to the cler of parliament if you can ask the table office as soon as it is referred let the chair of the committee or the secretariat get it immediately. If you have a register of referrals and the cler signs for it at the committee the committee signs the referrals then do not get lost in the system. So I want to make that appeal so that referrals are quickly transmitted to the secretariat of the various committees. Thank you, Mr. Speaker.
>> Yes, Honorable Ki, the cler to the committee are staff of parliament and work under the cler.
So when referrals are made they have to be proactive make a copy and quickly work on it.
I think that will be will be better because when I've seen your referrals they are refer from colleges of education and universities in Ghana.
So you should be able to work on it.

Um, we want to thank the chairman of the business committee and what they presented to us. Mr. speaker realized two weeks ago I had a question that was submitted somewhere last year and the minister of health was to come and answer and apparently was scheduled to be answered but the minister wasn't in parliament but Mr. Speaker, I would like to know how is the >> but I think the minister was here 3 days ago to question schedule.
>> Yeah. But unfortunately when the minister >> this one you can follow it up with the CLS.
>> Yes. So Mr. Speaker, the reason why I'm raising this issue there were some questions from my constituency from last year too and realize that by the time the minister come to answer the question would have taken almost one year before this question come up to answer. So please um we want to bring it to your attention and the table that the priority with which is given to questions and how and how they are answered is also >> honorable some of you after asking the question you don't follow up to see whether your question has been declined admission has been declined or the question has been approved and if after that finding you follow up with the cler so that they communicate to the minister.
>> No Mr. Speaker these questions were questions that were scheduled to be answered and they are relevant regarding this one is regarding uh my constituency. We have the NHIS office that the previous government N P government bill is completed and it needs to be operationalized and this question we need the minister to come and give us an update so that >> what is the status of the question >> the it completed the the >> what is the status of the question >> it was so that why I'm asking why the question is not showing up in this the upcoming week >> that's not a question for business statement the advice is follow up with the cler that is where you'll be able to know the status of the question.

I'm getting some concern information and videos from Doma regarding the chiefty issue. So I think it's a matter of urgent. So if the business committee could uh look at bringing both the minister for local government chiefty and religious affairs as well as uh maybe the minister of defense friends and >> what authority has the business committee to bring the chief tensy minister by the rules member.

Um, let me commend the deputy majority leader for his presentation on the business statement. Speaker, I have a situation that I think we should deal with.
Yesterday there was this sad news of a jubilant lawyer that died over the Ghana Panama march and the situation is not the best. I know that he has no direct correlation with the business statement. But obviously as people's representative this is the forum for which we can also express our sympathies and proceed to also advise people on the way and manner they should jubilate during this period >> procedurally you know you are wrong.
>> Yes we are that's why I said that I said that. So wait for the time allotted then you can raise this matter but for now we are commenting on the business statement. Speaker, the other matter that for me is critical in fact that for me has a correlation with the business statement really is that you know my colleague first deputy uh minority whip honorable Abib at that course we raise issues on the world cup and the investments or monies made available to the teams over and whether or not the minister of sports ever came to this August house to as it were give members the necessary information on the expenditure to be made during this period of World Cup. Speaker against the backdrop that we know what happened in Brazil and we want to ensure that Ahmed >> and actually happened. Honorable Jere Ahmed speaker, >> we want to comment on the business statement.

Mr. Speaker, I think the first question, if I got it right, it's to do with the motions and resolutions that sit on the other paper for some time. I think my honorable brother knows that when we carry business of the day and we don't finish, things get ruled over. I must admit that maybe there we we've had some things that are there been there for a while but it's as a result of some of these things snowballing by rolling the move that we are in this situation and we must make every effort to clean the other people.
The other issue to do with questions. I think we've said this many times but uh when we say it we we come back and and and ask the same thing. We have a structure where if you want to ask a question and your question doesn't get admitted that you will have to go through we have our whips that I I remember the last time I read a business statement I did say that let's let's use the structures because the whips are actually on the business committee and they will be able to sort of take your issue up rather and having to come here I think being here to do that is more or less 11th hour so we need to use the system to make sure that we are making sure and it's a responsibility of the member who has asked a question or who want to ask a question to follow things up so let's make the effort to also follow things I'm sure when you do that you wouldn't have to come here to do that referrals Mr. speaker is a bit of a problem.
It's a problem in a sense that there may be referrals out there that are not actually true referrals because they've already been worked on but we haven't taken them off the metrics or the great reveal.
So I think uh it was agreed in business committee that we will sit down when we meet to really go through and make sure that we actually what we have there as outstanding referrals are actually true outstanding referrals and then of course there is also a good narrative on those one that we have not worked on. Additional effort is also by the ways and means committees which I chair as we do hearing of of various committees. We are asking them to prepare for us a matrix of the number of referrals that they have the ones they've worked on the ones they've not been able to work on and the true ones that are actually outstanding. So that we can share this information with the business committee to make sure that what is presented to the house is actually an accurate you know number of referrals that we have out there because many times when referral issues are raised you have members getting up and saying that oh this has been worked on is still there. So we need to do some proper cleaning up of these referrals and make sure that what is actually out there are true referrals and make sure that various committee chairpersons are actually working on this. Some are joints and and and we should have a a clear you know um idea who is responsible for dealing with those referrals and uh and clearing them.
Um I think uh the other thing I have here I think also relate to this same question issue and uh we obviously need to make sure that if you have questions that have become irrelevant I'm not quite sure but I'm sure you can also hint because if you ask for a question for a long time we have to try and get ministers to come to answer questions timely because some of the questions become irrelevant after a while and yet people are pushing to ask the questions. So we need to get our act together and make sure that we deal with issues on a a tiny basis and also I think these are the issues I picked from the questions. If there's anything left, I can be reminded. Thank you.

If you look at um 612, it says without limiting subsection one, the guidelines shall provide for the designation, engagement and operations of community service officers and supervising officers. B the application for review and variation of community service orders.
C the categories of convicted persons to be considered for community service and the computation of hours of community service I believe.
>> So what we are saying is that these are matters for regulation.
>> So so this should go into >> clause 62 is talking about regulations.
So if you get to clause 62, whatever is in clause 61 as proposed which is now abandoning that should go to clause 62 will do so there so that they can come by way of a regulation because all over administrative guidelines are matters of regulation.
>> Yeah that is correct. So maybe in his submission he didn't give that clear indication that this will be moved to um the regulations column and that's what the speaker is saying that your 612 the intention is to move it to the regulations column and not chairman is that is that okay?
Yes, I appreciate the point you're making, but the position taken by Mr. speaker is that in place of guidelines, we should capture 61 to reflect the minister's power to issue policy directives.

In in most of the legislation, ministers give policy directives.
You understand? And then the secretariat to have to comply.
