Hexter said the United States would be open and direct, both privately and publicly, about which allies are failing to meet the defense obligations, underlining that credibility within the alliance depends on burden sharing. The remarks came as NATO confirmed that a reduction in US contributions to the alliance's crisis response forces has taken immediate effect. NATO Secretary General Mark Rutte said other member states are stepping up to fill the gaps left by the US move. Rutte clarified that the decision is part of NATO's contingency planning, stressing that in the event of a real conflict, all allies, including the United States, would deploy maximum available capabilities to defend the alliance.
