Chair Governor, I sympathize with you with the issue of rating and we are back the the statuto instrument. But but but I am chitterary because uh your potential should be 65.1 billion. If I accept the property rate when you come to parking fees, your potential should be 2.5. But you are collecting 2 billion just as an example.

[00:01:03]Um, if they're collecting 2 billion, I don't think their potential is 2.5. I think it's much more. Why? Cuz that's one of the things that if I was the the Nairobi governor, I'd actually do PPP on. And with that I do PPP now like one of those Chinese companies the ones that have come up with somewhere in China.

[00:01:28]So I think and in the process you have to just there's no towing fee. you just have to pay the extra money and then you're let go. So that would be the way that I'd handle it. But I don't believe that the potential we are losing only half a billion when it comes to uh the money that we can collect from uh network parking. That's a lie. The hospital and public health fees you should be collecting 6.2 billion but you're collecting 1.5 billion.

The money that Nairobi County does not has does not come from thin air. It comes from me and you. the different services that we seek, the roads, the whatever everything like the businesses that support they have licenses and that money like histories are building and planning that's the nonsense that we have where we have so many sick buildings that these sick buildings are creeping into places like Westlands Niger Westlands used to be that place it's no longer that place beacon to beon nonsense instead of beacon to beon 21 floors. I need you to make 60 floors, but I need you to leave space for the sun to come in between. So, spend more money going up, but do not compromise on buildings that are okay.

And then we do it. And you never see a busted seage there. But apart from the inflated budgets and these thieves just stealing from us and us praising them, the court finding someone who can't explain 650 million that oh that's their money. The same court found Sono could not explain I think it's 547 million. Oh that's their money. How?

Um yes the the potential in those uh revenue streams that you have mentioned uh I'm not I'm going to agree with the figures because that was just u an an estimate but it is high but remember you also need resources to collect resources you know um you need to invest in uh equipment you need uh and especially for what we call the DCU the debt collection unit um we are now getting into leasing to have more vehicles for those teams that that go to uh to the ground. Um and so the potential is there, but of course we also don't want to overt tax Nairobians.

[00:09:22]There's no way if you are estimating to collect 8 billion, you can collect 300 million. That's that's nonsense. No one no one believes that. that you're collecting 3% of what you could be collecting now >> but we're expanding where people can actually be able to pay an example that counties have not explored well I think apart from Kisumu and and maybe Lamu if I'm not wrong is what you call entertainment tax I think one of the coastal counties you know the constitution says that counties can levy um business and property fees and B it says entertainment taxes. If an entertainment tax of whatever percentage is put on a lot of what you call entertainment, it is a potential for all counties to actually raise some some money and it can be collected even by Kerry, you know, as a percentage as they collect their VAT without overburdening Kenyans.

They've been told here make it noon to beon. That's what they're going to do. But if you tell them make me some thin buildings that go there's enough sunlight everyone can enjoy the apartments. There are people who want to live on the 60th floor. That's not me.

It would have to be a house that I think you can't open the windows. you have to use a sea to breathe like there's it would be ridiculous. I'd not enjoy living up there. So that's me but there's a lot of people who would enjoy that. So why not approve buildings and make sure that there's some breathing space where people can still uh like enjoy the sun.

Why? Because this one mo woman encouraged violence that's does not you can't justify that in my book especially in a country that's divided like Kenya you can't justify that but you see the way the crowd is excited so whatever
