Government revenue collection systems can suffer from significant inefficiencies and corruption, where officials may collect substantial sums that should be used for public services but instead end up in personal pockets, highlighting the need for transparent, cashless systems and proper oversight to ensure public funds are properly utilized.

Sakaja Under Fire: Senators Grill Governor Sakaja Over Officer's Cash Haul!
Added:What does daddy watch every morning?
>> What is econ?
>> Oh, daddy watches it every day before county public accounts committee.
But one of the questions that stood out was the issue of the 65 million that Analo was caught with. Of course, it's not 65 million. It was 250 million. And bring up that story.
Chair, just follow because when we finish the issue of revenue, I think we'll be done. Chair Governor, I sympathize with you with the issue of rating and we are back the the statuto instrument. But but but I am chitterary because uh your potential should be 65.1 billion. If I accept the property rate when you come to parking fees, your potential should be 2.5. But you are collecting 2 billion just as an example.
Um, if they're collecting 2 billion, I don't think their potential is 2.5. I think it's much more. Why? Cuz that's one of the things that if I was the the Nairobi governor, I'd actually do PPP on. And with that I do PPP now like one of those Chinese companies the ones that have come up with somewhere in China.
So I think and in the process you have to just there's no towing fee. you just have to pay the extra money and then you're let go. So that would be the way that I'd handle it. But I don't believe that the potential we are losing only half a billion when it comes to uh the money that we can collect from uh network parking. That's a lie. The hospital and public health fees you should be collecting 6.2 billion but you're collecting 1.5 billion.
>> How how do you miss out on 5 billion man? like what level of incompetence do we have >> the building plan approvals and I see many buildings coming up everywhere in this city you should be collecting 6.1 billion but you're collecting 1.35 billion that's a lie man that's why there is analo living large and making it rain with 250 million somewhere in his house and how much has he invested outside uh and how much has he invested out by outside I mean just within Kenya and how much has he invested outside the real outside a so you're lying to us man you're lying to us on the issue of business trading license the potential is 16.0 billion but you're collecting 2.7 billion this issue and this analysis of your revenue but the legal licensing is very interesting because I normally see estimated potential of 8.4 4 billion but you're collecting 38 million.
Michael >> 8 instead of 8 billion you're collecting 300 million. Damn. And okay I guess Africans we have to like pronounce every letter. So that's I guess license. Yes. I'm just giving breakdown accepting the rating the property rate.
So does it mean one how do you throw the chair how do you ensure that this potential is maximized? Number two for example like legal licensing I know most Nairobiians like Sheree and whenever I drive around you see quaver you see what and even your senator with has always referred himself as Wazere.
I thought you should have at least corrected 5 billion to 8.5 billion.
>> Can't imagine the potential that Nairobi has cuz this money you'll think this money is never this money comes from the businesses but it ends up in individual pockets. There's no one out here in Nairobi operating without licenses. They all have licenses. It's just that the money never goes to the county parking. The money never goes to the county. it goes into individual pockets and that's what we need to fight. We need to stop history like a Nairobian justifying um like the nonsense that happens when it comes to parking where like individuals he books a parking and every car that comes in and out has to pay him. Why?
It's not your parking belongs to Nairobi. And if that money is going into your pocket, it's not going to help out busted seages that we seeing out here.
Uh and uh but billion. So what are you doing to maximize this other revenue that you don't need the rating at?
Finally, you have said um that you are moving to from non-cash basis.
Uh governor, we saw one of your senior official although this is a matter under investigation was found with 65.6 million although I'm told it was more you never know what happens in this country 65.6 You know it's more we don't know how it happens in this country and of course it was more and of course it was money that me and you are have contributed to because we live in Nairobi Niger. The money that Nairobi County does not has does not come from thin air. It comes from me and you. the different services that we seek, the roads, the whatever everything like the businesses that support they have licenses and that money like histories are building and planning that's the nonsense that we have where we have so many sick buildings that these sick buildings are creeping into places like Westlands Niger Westlands used to be that place it's no longer that place beacon to beon nonsense instead of beacon to beon 21 floors. I need you to make 60 floors, but I need you to leave space for the sun to come in between. So, spend more money going up, but do not compromise on buildings that are okay.
>> And it's a senior county official and we are talking about moving to noncash. Why would be a senior official be found with more than 65 million in a house? What what is the the point is I don't need to deal with the investigating part but you have talking about non non collection through cash so my concern if you find a senior official and you have said you are moving to cashless then some of us doubt considering finding 65 million with one person is is very very >> um I think I can answer you corruption has to happen in cash corruption should not leave a paper trail so has to happen in hard cash. That's why the money was not in the bank. That's why the money was 650 million. Still a Nairobi county official. So check 650 million 250 million that's 900 million. This is money that should be used to develop Nairobi but is now in individual pockets. And these are people working club. We worship them. We treat them with some form of respect instead of treating them with the contempt they deserve. You're a thief. You're stealing from us. And you're the reason why we remain a third world country with busted sewages. And what? If you give me how much? 50 million. I can bet 100% I can solve is 50 million cuz no single coin will be stolen. We're going to use every coin to solve the problem. So you have to sit down and be like, what do we need to do this? And then we do it. And you never see a busted seage there. But apart from the inflated budgets and these thieves just stealing from us and us praising them, the court finding someone who can't explain 650 million that oh that's their money. The same court found Sono could not explain I think it's 547 million. Oh that's their money. How?
Thank you chair. Let let me deal with the substantive issues. Um yes the the potential in those uh revenue streams that you have mentioned uh I'm not I'm going to agree with the figures because that was just u an an estimate but it is high but remember you also need resources to collect resources you know um you need to invest in uh equipment you need uh and especially for what we call the DCU the debt collection unit um we are now getting into leasing to have more vehicles for those teams that that go to uh to the ground. Um and so the potential is there, but of course we also don't want to overt tax Nairobians.
We're not raising taxes. We've not raised for the last uh two or three cycles. But it's all about taxes, man.
It's all about taxes. And I don't think this guy wants you to raise taxes. Just saying where is this money going?
There's no way if you are estimating to collect 8 billion, you can collect 300 million. That's that's nonsense. No one no one believes that. that you're collecting 3% of what you could be collecting now >> but we're expanding where people can actually be able to pay an example that counties have not explored well I think apart from Kisumu and and maybe Lamu if I'm not wrong is what you call entertainment tax I think one of the coastal counties you know the constitution says that counties can levy um business and property fees and B it says entertainment taxes. If an entertainment tax of whatever percentage is put on a lot of what you call entertainment, it is a potential for all counties to actually raise some some money and it can be collected even by Kerry, you know, as a percentage as they collect their VAT without overburdening Kenyans.
Yes, secret Nairobians love sh there's been an increase in liquor especially this financial year again because of the same process we now moved to lea pay now liquor pay um is a is a system that is digital that all of those who are applying um to to run um these businesses are now using they're very happy with it you know it's very hard to hear people you're regulating coming to say thank you for uh for doing that. I think >> so if this leaker is there why is it collecting 300 million instead of 8 billion that 8 billion was a figure that chay pulled out of his AS like how did he come up with that figure that's what I'm trying to understand and uh I don't get that but I'm listening to this conversation cuz I want to hear about the explanation here the 65 million I think finally on the officer found with with money um I I it is not revenue he was found with I don't think it's being investigated But in Nairobi first we don't condone that and I condemned it completely. I suspended the office immediately. We've seen cases of people being found with money from national government from other counties. Uh before whether it was bribes collected from people etc. it is wrong and and and and and we must do everything we can do to tighten systems to prevent that. Um of course as I said even in that in my statement there's a space for personal culpability.
You know I saw the media my friends here trying to now run with it saying Sakaja's officer found like surely how do I know what you have in a bucket in your house >> you know why cuz if this when the building collapsed in um was it called when the building collapsed in damn even the south sea this guy called a lie came out to call out an alo so if you He knows about Analo. You know about Analo. Don't Don't play the fool. Don't pretend to you're this clueless guy. Don't insult our intelligence.
So you knew about him and these buildings are creeping up everywhere.
Are you proud of these buildings? Are you proud of the nonsense that even upscale neighborhoods people can't enjoy the sun?
And as they keep saying highrise buildings, they're springing up everywhere. But one of the things that I noticed about them is they're thin and very high. So if we have to do this nonsense of N we can't do Bitcoin to Bitcoin. That's unacceptable. So the only way is there now. Let's keep going up.
Let's just keep going up. But let's not as long as knock yourself out.
But to man Nairobi man is your officer,000 officers officer.
You are right. That is your officer.
>> But but when someone else was found KPA, they didn't say so and so's officer found the 500 million. You know, it it is very unfair.
I hope you saw. Thank you. But the point I'm making is that in defense of the media was even apologized to but you know for the foreign one there's nothing wrong with them making reference to you.
So far, have you found something very interesting in this conversation? H something that I've been calling out and I hate the fact that I've been calling out this cuz this reminds me of that time where people are angry at me for calling out Mora. This was before Mora was canceled. Never cancelled Morara. I always believed in the dude, still believe in him. The only thing is I called out his And u it got me in a lot of trouble. And I'm asking have you noticed something very interesting about this conversation >> with them making reference to you because you they also need familiarity you know the boss of city officer is the boss is a very close ally I think we can but you have very close ally let's close your chairman chairman chairman chairman as we make progress governor I think you need to I'm happy that you are condemning the officer was fun with money you know when you look at the projections on how much you should be making and when you see an officer working with 65 million shillings that should be an indicator there's a big leakage >> in terms of collecting of of rates or revenue and the like so you really need to you can't blame the media of course there's certainly there's a problem within your own administration that there is that window of somebody working with 65 million shillings is an indicative that there is a problem. So I hope when you go back you will fix that issue that weakness in system that can enable an officer to walk around with 65 million shillings.
>> He was not walking around with 65 million shillings. He had it in cash. He had it in cash. Why? Because Nairobi is getting ugly every day. Every day he's approving Bitcoin to Bitcoin. There's a building that I saw and I've talked about it a couple of times like Parklands where it's so pathetic man like growing up Parklands was one of those places that we dreamed of living in Najour. It was this beautiful place Westlands was Kilimani Killeshwa and you look at this and some of these buildings have been even built by the Chinese and the Chinese know how to build long buildings cuz they do that in China but they'll play by the rules that they've been told. They've been told here make it noon to beon. That's what they're going to do. But if you tell them make me some thin buildings that go there's enough sunlight everyone can enjoy the apartments. There are people who want to live on the 60th floor. That's not me.
Would it be a beautiful view? Yes, it would be. For me to live there, it would need to have no balcony. It would have to be a house that I think you can't open the windows. you have to use a sea to breathe like there's it would be ridiculous. I'd not enjoy living up there. So that's me but there's a lot of people who would enjoy that. So why not approve buildings and make sure that there's some breathing space where people can still uh like enjoy the sun.
You know the little things man we are heavily melanated and as heavily melanated people we need vitamin D more than the next person and we live in the area of vitamin D but we not even getting it. Why? Because these sick buildings just keep showing up and we keep justifying them and the people who benefit from that are walking free telling us that we all have 24 hours.
>> Thank you. Um >> I don't know why the governor is complaining because uh I I don't know if you saw they were saying the same when you don't show up to the committee the people of Nairobi are saying go and get him from his house because they say you are my governor. Yeah. They say that I am unable to do oversight in fact even even on this specific officer was that I should know where all of the officers live and should be conducting periodic oversight visits and now so you shouldn't be complaining because at the end of the day the people expect that those of us in these positions uh do something about some of these things as you >> yeah let's be specific Pacific. So um that's what's happening with Nairobi County, man. So Nairobi County.
Um we keep paying these taxes and tariffs and everything that we pay, but nothing is changing and I don't know like how that's uh like who's going to save us, but what I know is something needs to be done.
join.
So that on your first transaction 100 cash back on your first transaction 100 cash backs.
Kenya payments for everyone.
story John his political star is really rising and it's rising because he's like the right-hand manag of course really excited the crowd but this speech also shows you how pathetic Kenyan politics are so um Then he starts pointing at him.
WHERE >> WHERE I made the way?
>> I made the way.
>> I made So, this is the sort of politics that excites us and uh I don't know, man.
Yeah, man. The sort of politics that sucks. Yes. But Fresh.
Then the crowd gets excited.
Oh, interesting.
M easy. If I got some level of political clout like even a a sifuna can come out right now and tell he can do that. Why? Cuz arresting him would not look good on Kasongo. So it's the same thing with this guy.
By the end of the day it's just fake bravado. Nothing substantial with this. But it excites the crowd and that's all Kenyan politics is about.
It's not about substance. It's about just excitement and dopamine AND it's that woman who was saying that and they're not from that area. They need to be like beaten up either end up in hospital.
So um for context apparently the context was she was talking about that during your election she's expecting people to be transported from other regions to come and vote and uh somehow she feels like that justifies your violence and justifies even I don't know for me it doesn't but what do I So yeah, so this method character was born apparently in 1991 and um reasons that way shows you where Kenyan politics is going and shows you that the youth is not does not prevent you from nonsense. Why? Because this one mo woman encouraged violence that's does not you can't justify that in my book especially in a country that's divided like Kenya you can't justify that but you see the way the crowd is excited so whatever
