Why are the KDA officers and employees forced to respect the views? Despite crores of rupees of funds and full payments, several schemes are either still incomplete or non-existent. After all, why have these plans to provide clean water to the people failed to yield results and who is responsible for this delay and inefficiencies? Karachi representative Zahid Gokh will join us to share further details.
So viewers, let's talk about the first news. The Department of Balyat Sindh has been accused of illegal interference by officials in the Karachi Development Authority on arbitrary and obviously political grounds, in violation of court orders and service rules.
Due to which, claims have also surfaced that there is restlessness among the administrative staff in the department and their performance is being affected.
Karachi representative Farid Alam is present with us to discuss all these situations further. Farid, first of all tell me that according to the current situation that has come to our notice, favoritism and political recommendation is going on in KDA.
But according to him, all the appointments in KDA are being made on merit. So please tell me what is this matter. Yes, absolutely, Idara Tarqiyat Karachi, which is one of the most important institutions of Karachi, and the Karachi that we see today is due to the hard work of the officers of KDA and their engineers. KDA was an organization which was not only contributing to the development of Karachi but was also generating huge revenue and earning huge profits. The main reason for this was that KDA used to launch its projects till 30-40 years ago. Used to launch low cost housing projects. The apartment used to be spacious. Which he used to sell. But with the change of time, circumstances and regime, bad times started coming upon KDF. Whenever any political group came to power, it started using KDA for its own personal purposes.
Due to which, by 2013, KDA was completely surrounded by a gardener and administrative burden.
In the past, KDA was ruined by making China cutting on its lands in Karachi.
When the regime was under change between 2013 and 2016. So in 2016, after Idara Tarqiyat Karachi KDO was taken out from KMC, i.e. from the former City District Government, it was restored in a half capacity.
After its reinstatement, it was expected that the Sindh government would fully cooperate with the KDA and the damages caused to it in the past would be compensated and it would be brought back as a productive organisation and this organisation would once again play its role in the development and growth of Karachi. But all these things remained limited to expectations only because since 2016, we are seeing that the department has gone almost 50-60 steps behind from where it was in 2016 because even today no project has come under KDA nor the lands of KDA have been made safe nor the revenue of KDA has been increased. The basic reason for this is that in the previous period, before 2013, during the rule of the party which was in power in Karachi, KDA was used for political purposes.
So in 2016, when this KDA came under the supervision of another political group which is the current Sindh government, then its condition was made even worse.
Following the footsteps of the previous government, the present government also did the same and instead of appointing capable officers to important and lucrative posts in KDA, it started appointing officers with political background as per its own wishes.
Gradually, if we talk about KDA from 2016 to 2026, then KDA is standing before the world as the most ineffective and unsuccessful institution of Karachi.
Where crores of rupees are required to help with the expenses.
But if we look at his income, it does not exceed a few thousand rupees. The basic reason for this is that the organization has ego and attraction, but what is the reason? There are rules here too.
Service rules are also present.
Court orders are also present. But there are also protests against him openly. So who is responsible for this and who is doing this?
Yes, yes, this is exactly what I was telling you that the government wanted. When the government separated KDA from CDGK in 2016, this is what people were expecting. Now a good team will be formed in KDA. Good and capable officers will be appointed. The service act will be duly implemented. Keeping in mind the service rules, officers will be posted to positions according to their capabilities.
But this did not happen.
What did the government and the Ballia Singh department do one by one after 2016? One by one, the capable officers of KDA, who were recruited in KDA itself and were posted on different posts, they started being removed one by one. Thereafter, Manzoor Nazar is seen in their places which is a system that runs in Sindh.
Due to the influence of that system, the officers started getting distracted. Till now it was fine that the same officers were there, they were moving around, they did not have the capability but they were from KDA, they were getting posted, somewhere or the other they used to come and do the work of the city, but now the disgrace has happened for the last few months that the officers of KDA are being completely sidelined by the department of Ballia Sindh and in their place, illegally, the employees of the district councils of different cities of the province, who are trainee officers who have passed the examination of SUG, Sindh Public Service Commission, or ex-PCS officers, are being posted in KDA and in place of those officers, those officers are being posted who are from KDA by birth and have their entire service in KDA only. If we talk about the government, then in the Sindh government's KDA, just as you are saying, the people of choice are being adjusted in it.
So is the Baliyat department really running the department or is it just busy adjusting its people?
Look, the Badiya Sindh department has become a most incompetent department consisting of incompetent officers.
Where relatives and family, caste acquaintances, closeness and dearness are being observed.
Also, to please the personalities, their close and respected officers are being posted on important and prestigious posts in various departments of the state.
If we talk about KDA, then the Baliyat department has five seats in KDA on which it can appoint its own officer, including an XPCS officer. The SUG officer cannot be deployed even at that time.
Ah, in which there is a seat for DG KDA, a seat for Member Technical, a seat for Member Finance, a seat for Member Administration and a seat for PD Lines Area. Any officer of the Balyat Department Sindh can be posted on five posts above these five seats.
But what is happening in contrast to this is that the employees of various district councils are being posted here.
Deputation is strictly prohibited by the Supreme Court. No officer can be posted on deputation to any other organization.
Here, officers from various district councils and town municipal corporations are being picked up and sent on deputation to KDMA. Along with this, the trainee officers who have just joined the service, it is the responsibility of SUG to arrange training for their officers themselves.
They are being sent to KDA for training. It would have been good if the Bandiyat department had adopted a very good method to commit the crime.
All these officers are sent to KDA for disposal by DG KDA. It is sent to DG for disposal on expiry.
What does DG KDA do? Let us keep that officer away for a few days.
After a few days, he was posted in the prestigious department of IT Land Recovery Park Department Encroachment Land Enforcement. These are important departments which need to be headed by capable people but the question arises here that if KDA's own officers are being removed and officers from other departments are being brought in then why is there a need felt to bring them in? What status is being given to it?
Look, the government's reason for bringing those officers has always been that this work is being done for the betterment of the organization.
But for the betterment of the organization, you have to go beyond the law and work within it for betterment. Then why did you feel the need? Because you already have officers.
Look, this is an old tune about improvement. If this happens in any province across Pakistan, the governments will only sing the tune of improvement.
But behind the scenes their only aim is to sacrifice the political personality and gain the pleasure of the political personality. This is what is being done in KDA.
Look at the officers who are being taunted.
It stars Ishtiyak Ahmed. He is a trainee officer. Komal is Fatima. He is a trainee officer. Abbas Ali is a Grade 18 XPCS officer. Naveed Ahmed is a Grade 18 SUG officer. Faid Mohammed Shia is a Grade 18 SCUG officer. Batul Fatima is a Grade 18 trainee officer. It was Taynat in Lia Town. Similarly, an officer from Khairpur was brought here and posted. The issue is not about the betterment of the institution. The issue is that after keeping the existing officers aside, the favorite officers should be posted on different posts of KDA and then the work should be done as per the system. The system has to fall.
See, the system is being tampered with in KDA.
These officers who are being removed are by birth from KDA. According to the law, the officers of KDA are officers by birth, you cannot remove them. If it is necessary to remove him or he is incompetent or corrupt, then you should appoint a KDA officer in his place.
But you cannot do this that you give the powers of DTO to any trainee officer and appoint him to any post. Any 17th grade officer will feel that this is how it is slowly happening, the intention that we are understanding is that the officers of KDA should be put to the wall, a new team should be deployed in their place, after which the attractive and important positions in KDA, in which the land position, which is a very important department in Karachi, I have already told you in various programs that the land of various departments worth trillions of rupees in Karachi is under the control of land mafia, if such officers start coming to the country who do not have any stake in Karachi. If you bring them here from different departments for a few years, they will never do the work of the department, rather they will do the work they are doing now for their own benefit, at a faster pace because you are creating a whole group there.
You have to stop this system.
If you want to improve the organization then you will have to train the organization. Are.
There, they are being given those seats on the basis of connections rather than capability. It is exactly like that. In the seats which have high income, the political personalities have the support of political officials.
His Aziz Kharif is being brought and adjusted. Which is extremely dangerous for KDA.
Due to these tensions, there is extreme uneasiness among the officers and employees of KDA. The various labour unions of KDA have united and protested against these excesses. The CBA there has repeatedly gone to the DG KDA and submitted requests that this is illegal work, the officers of KDA are being pressed against the wall, if they like their place then why is their voice not being heard, is there no one to listen to their voice, see the labour unions and officers are continuously raising their voice. But the system that exists within Sindh is not allowing their voice to be raised. Their voice is being continuously suppressed. It is being ignored.
It is the responsibility of DG KDA that when an officer who does not belong to KDA is given posting in KDA, he should refuse to accept his posting. But if DG KDA does not follow the orders of the Department of Prisons or the Sindh Government to save his own seat, then he may have to lose the attractive seat of DG KDA.
So to save his seat, he is putting the entire KDA at stake. At present, a severe administrative and financial crisis has arisen within KDA. KDA's revenue is being badly affected. Because trainee officers have been posted there.
SC UG Service officers have been posted there.
Those who are not interested in whether the organization progresses or whether the organization sinks, they have no interest in these things. They come here just to see one of their systems.
When any institution is created, its basic purpose is public interest.
Departments are created only for public interest. Here we are not seeing any public interest anywhere.
Has caste benefit come first here and public interest has been left far behind?
Since 2016, KD Idara Tarqiyat Karachi is under the control of Sindh Government.
If the Sindh Government wanted, could it not have started various housing projects here?
Plans were made two or three times.
Flats were planned in Sarjani Town.
In KD Scheme Number One in Liaquatabad, but none of those plans have come to fruition till date. It remained confined to papers only. The Sindh Government planned to build flats in Surjani Town.
When they launched the plan for those flats, the price at which they were built seemed as if the flats were being built for someone living in Defence or Clifton. The prices were kept at Rs 4 crore, Rs 5 crore, Rs 2 crore. Now let me tell you one thing, in an area like Surjani Town, it has become impossible for a common man to buy a 60-yard house.
How can he buy a flat worth Rs 2 crore or Rs 4 crore in Surjani Town? A swimming pool is being built there. You are building different towers inside it.
Various amenities are being created. So they don't need those amenities.
They don't want a swimming pool. At this time, the people of the country need two-room or one-room flats where they can live with their family. But see, matters and plans are made in the name of the public. They are made for the people.
But these plans are not for the public. This is what is happening with KDA.
If the Sindh Government had wanted, KDA would have been such an organization of Karachi from 2016 to 2026.
Just like KDA was created in 1957.
After which KDA started various schemes here. KDA's power is KDA's scheme number one Tipu Sultan Road, KDA's power is Civic Centre, KDA's power is Gulistan-e-Johar, KDA's power is Gulshan Iqbal Town, so these are the powers which were built by KDA but what happened after that, its destruction started first in 2000, it started from 2005, in 2005, if the government of that time which had the City District Government, instead of china cutting, had built low cost housing on KDA's land, today if we talk about the performance of KDA then its performance is zero. If we look at the recovery and administrative matters, they are getting worse day by day.
So such institutions are nothing but a burden on the national treasury.
Then such an institution should be abolished.
Yes, if we look at the actual ground reality then KDA has almost ended. At present, no work of the people is being done in KDA, the market of KDMS bribery, continuous looting is hot. Your files are not safe there. The record files of your property are not safe there. Every day, the file of some city dweller's valuable plot or flat gets lost. He is charged money for finding it. If you go there to get any motion done, you will have to pay money there. You will go to get the lease done.
You will have to pay money there. One last short question, I need a short answer to this because we have very little time. Tell me this, we have put the issue before the public. The government will also naturally look into this matter. So will these restrictions be reviewed or will everything continue as it is?
Look, in the same manner and legally, whatever arrangements have been made, the Sindh Government and the Baliyat Department should withdraw all of them. The efficiency of KDA officers on all these posts should be ensured and in future, efficiency against the laws and service rules should be stopped so that the departments of the city and Sindh can progress. If you see, if officers from different departments keep getting posted at different places in this manner, then the institutions will lose their balance. A sense of management will arise in them. Two groups will emerge: officers and employees.
One group will be the one which will be sent by the Sindh Government. One group will be that which the employees already working in the organization have seen, be it any organization of the organization, be it schools or working organizations, they are not run by individuals. If there are attempts to ignore the laws then questions will definitely arise. Now it remains to be seen whether these allegations become a topic of debate only or some steps are actually taken towards fair investigation and reforms.

Now we will tell you that the Election Commission is facing severe criticism due to the failure to hold a fair election in Islamabad for the last 5 years. The election schedule was withdrawn four times due to continuous legislation, ordinances, changes in constituency boundaries and government interference.
Whereas the responsibility of conducting the election of the bride under Article 140A of the Act has not been fulfilled till now. To discuss this important issue, we are joined by special representative of Islamabad, Fahim Akhtar. Faheem, first of all tell me that despite 5 years having passed in Islamabad, the general elections have not been held.
What does the law say in this regard and who is actually responsible for this? Thank you very much Farzana, this is an important and big matter. In all the international organizations where there are democracies, the most important thing is called its strength and this is called grass root democracy.
Unfortunately, it is not being allowed to flourish in Pakistan. This solves the problems of common people but no attention is being paid to it. Wafaqi Darul Hukoomat Islamabad which is a model city of Islamabad Pakistan. The city is counted among the modern cities of Pakistan. There are around 12 lakh voters here and the citizens here have been deprived of local governments for the last 5 years. Not only this, it is deprived in Punjab also. And it's going to be another 5 years. The Election Commission of Pakistan could not conduct the sacrifice election in Islamabad. The tenure of these sacrificial institutions ended on February 14, 2021, and since then, the Election Commission of Pakistan has conducted constituency demarcations six times. The election schedule has been released four times. But on behalf of the loyal government, either an ordinance is brought or changes are made in that law or the structure of the Baliyati system is changed. Instead of the Election Commission of Pakistan fulfilling its legal responsibility, you also questioned who is responsible. Article 140 of the Constitution empowers the Election Commission of Pakistan to conduct a sacrificial election and is bound by it to conduct a sacrificial election and the Constitution says this in very clear categorical words. Just as it is the responsibility of the Election Commission to conduct the presidential elections for the National Assembly and the State Assembly. Similarly, conducting sacrificial elections is also within the responsibilities of the Election Commission. But in the last 5.5 years, the Election Commission has not shown any resistance except following the orders coming from the government. The same attitude remained faithful and 5 years passed.
Do you really think that the Election Commission is helpless or has it not been given its legal powers or is it not able to use the legal powers it has effectively?
This is what I was coming to. The Election Commission of Pakistan knows very well what the law says?
What are his powers? And how many wide powers have been given in the law as to what action should be taken against someone if he does not obey its orders.
In the recent past, the Election Commission of Pakistan has summoned many ministers, many loyal ministers and even the Prime Minister in the contempt of Election Commission cases.
Here they are neither able to control the Secretary Dakhla, nor the Commissioner, nor any orders of the Ministry Dakhla, nor the rule of loyalty. And for the last 5.5 years, a model city like Islamabad and its nearly 12.5 million voters have been deprived of the sacrificial system. First let me tell you a little bit about what is pending and how things are being changed and the Election Commission of Pakistan instead of registering it, instead of exercising the powers it has under Article 140 of the Constitution, just keeps quiet. We will also tell you the reason behind it. First of all, in 2022, the Election Commission of Pakistan conducted constituency demarcations for the first time. The government changed the law. Then in August 2022, the Election Commission made the announcement.
Then the law is amended and the number of Union Councils of Islamabad is also increased. Then the constituency demarcations are done again in June 2023.
Good. Then the Election Commission makes the constituency demarcations in July 2024.
Then the Election Commission closes the constituency in March 2025. And now the blockades are being done for the sixth time. The election schedule comes four times. The main one is withdrawn on Sunday. Earlier the number of union councils in Islamabad was 50.
Then this number was increased to 101. Then this number was increased to 125. Then it was said that the system would be mayor type. There will be a deputy mayor. The Chairman and Vice Chairman of the Union Council will also contest through elections. There will be wards under them and within those wards, the councillors will also move forward in their respective wards and then they will become members of the council that will be formed. Be it the District Council or the Metropolitan Corporation or something else, its members will be formed in this manner. Then the system was removed, is it new or not, the election of Chairman and Vice Chairman will be done through the public, they will not elect their Chairman and Vice Chairman. Seven, eight or nine wards will be created in each Union Council. After that, those members who will be selected indirectly will be free.
Will contest the elections as an independent. Will they fight on non-Jamati grounds or will they fight on Jamati grounds? Then he will go and elect the Chairman and Vice Chairman.
Then the Chairman and Vice Chairman should go and take the proposal of women, you will make seats for the workers, so what I mean to say is that every time a new thing is given to the Election Commission and the Election Commission silently accepts it and then starts working on the new system.
This is the attitude of the Election Commission of Pakistan, basically this is our news and our objection is also that why is the Election Commission of Pakistan not exercising its authority? Why has 5 1/2 years passed?
Why are you failing to fulfill your legal responsibility? Faheem, so many points that you have put before us. Let us first talk about the law. You have talked about Article 140A of the Act. If we look closely, there is continuous opposition against him. So who will answer for this opposition that is being made against Verziji? Is there no punishment for this?
Look, this is a very serious violation. The punishment for violating the law is very severe. You may be disqualified now. Not only the Election Commission, even the court would file a petition against the Election Commission of Pakistan that the Election Commission is not punishing anyone.
Ok? The government changes the law of the law. The government changes the number of Union Councils. It changes the structure.
Ordinances are brought. So this does not mean that the Election Commission will accept it. The Election Commission can also say that Article 140A of the Act empowers me and this is my responsibility. I have to get it done. I am challenging this ordinance of yours in the court.
When the Election Commission as an organization will challenge this thing.
Which we saw in the past when Pakistan Tehreek-e-Saf was in power. When legislation was being done regarding electronic voting machines and biometric verification, the Election Commission of Pakistan used to challenge the decisions and ordinances of the loyal government in the Supreme Court or the High Court. Now the question here is what maximum does the Election Commission do? Holds a meeting.
Notice is given to Secretary Dakhla and Chief Commissioner Islamabad and they come. They make one believe that something is scary. Then the Election Commission issues a press release.
Then 2 months pass. Then in the third month the Election Commission summons him.
Then a press release is issued.
So, in this way, the story of Kalimullah Salimullah continues, Farzana, it has been 5 and a half years. The Election Commission could not conduct the elections.
If we look at the behavior and attitude of the Election Commission. What is the obstruction?
If we want to discuss it, then tell us the real obstacle, what is the real obstacle and what is the real harm it is causing to democracy?
Look, it is obvious that democracy is suffering losses due to this. Just as not accepting the outcome of someone's election harms democracy, similarly a nursery is created from the grass root level. This is the name of Shah Mahmood Qureshi, who was also the former Foreign Minister of Pakistan. The reasons are being fulfilled twice. He is a senior parliamentarian. There are many such ministers.
He has come from this grass root. He used to be the District Nazim.
He did it in Balliat. He did this in the Baliyati elections of 20 or before that.
So there is a grass root nursery. This brings out leaders.
Well then the issue is not that leaders come. The public issues are resolved. The issue is that we should not allow the powers that we have to be transferred to the lower level.
We did not allow people's problems to be solved.
They believe that the MLAs we have made or are sitting or the MPs say that from getting the streets paved to building roads, from clean water schemes to any other development work, we should do it, people should come to us so that when we go to seek votes, then we the voters will be grateful to us. If these sacrificial institutions are working, providing clean water, getting the roads paved, small issues like lanes and drains are also being resolved, from people's birth certificates to other union council level works, if all this is happening then who will ask the MLA and the second thing which is very interesting is that because of which these things are facing obstruction. There was a meeting when the polling for February 2025 was being postponed. An ordinance was brought in which the structure was changed.
So before that, a meeting is held, Farzana Farzana, in that meeting, all the three MLAs of Islamabad are present, along with them there are two-three loyal ministers, they say that yes brother, it is of Muslim League Noon because there are three MLAs. Will Baldiyati Intakhabadat be able to win the election? So he said that brother, it is difficult, we will find it very difficult to get the candidates because the number of candidates also goes up to hundreds.
So he said, okay then let's postpone it. Then it was postponed because the ordinance came, firstly the ruling class is not the government, as you told us Fahim, the election schedule was issued four times and then it was withdrawn, so what answer was given by the Election Commission on this and which was accepted by everyone, the Election Commission says that because the law, the Local Government Act, is made by either the province or the government of loyalty will make it and give it, that this is the structure. You have to conduct elections on this. We have to follow that only. So, because of this, whatever new legislation comes to the Election Commission, the Election Commission of Pakistan accepts it and withdraws the schedule.
But this attitude of law is not seen in other places. The sacrifice system was also changed through the ordinance.
So, what does this change in these ordinances mean? Was all this really done as per administrative needs? There is no need for any arrangements. There is no need for any arrangements. It would be great if there is a model of Baliati Nizam somewhere. You can go over the model that was present here earlier.
Once, in the schedule given by the Election Commission in 2025, which was dated February 2025, the Election Commission, using its powers, implemented the 2015 law and issued the schedule.
Well then obviously the Election Commission of Pakistan is also present on the extension after the 26th Ain-e-Tarmeem, you know. He will remain in place as long as the loyal government wants. So when the ordinance came and the law was amended, then they also withdrew that ordinance.
But the matter does not stop here. The matter is that when the same thing is said by the governments of Balochistan or Sindh or the governments of Khyber Pakhtunkhwa, they say that we have these issues. There is also an issue of peace and order. There is no issue of peace in Islamabad [sound of clearing throat]. Everything is safe and sound. It is a small district. Three are lighter than this.
Within that you have to create 125 Union Councils.
You can easily conduct the elections.
Ok? You may have issues inside Punjab but Amanman does not have any problem there also. But when this matter comes from Khyber Pakhtunkhwa, Khan, Balochistan or Sindh, the attitude of the Election Commission towards them is different. The Election Commission of Pakistan clearly tells them that look, this is what the law says, this part of the law says, these are our powers and we will conduct the elections.
If you do not delay then we will release the schedule there itself. But when it comes to the loyal government of Islamabad, then the attitude of the Election Commission of Pakistan changes. Then as soon as the order comes from there, the Election Commission silently implements it and the citizens of Islamabad are directly suffering due to this. This is a very simple question Faheem, tell me that despite the election schedule being presented four times and the constituency demarcation being completed five times, now the constituency demarcation is being done again for the sixth time.
So why is this needed now?
Because now under the new law that has come, the Election Commission has to do the constituency demarcation and according to the structural changes that have been made in the Union Council, they have to do the constituency demarcation.
But still some time last week on 1st June, the Election Commission had written a letter to the government of Wazirabad that the maps and other things of the Union Councils and Municipal Committees have to be provided so that we can finalize it and the latest information is that those things have been provided.
But at the same time, a new proposal has started coming from within the circles of the ruling party that a big thing is being planned for Islamabad, perhaps Rawalpindi will also be merged with Islamabad.
Some other areas of Pathahar region should also be included.
So a big provincial assembly type work will be created and after that, in this way, will not the citizens of Fahim Islamabad be deprived of the right to local representation?

And just because of this, a game is played by the loyal government by changing a law. To deprive the people of their right to local representation and secondly the Election Commission accepts it.
That is, the two communities in Islamabad and Wafaq, which have representation above the local level, do not have it. Whereas the rest of the states are lagging behind, just as you are saying that the Vifaaki government is not taking any action.
So has the Election Commission taken any action against him?

The Election Commission has immense powers and if the Impartial Non- Party Election Commission is present here because the term of two of its members and one Chief Sahib has just ended.
They are present under the 26th amendment. If one can say that if there was an independent Election Commission, which did not have the power of the 26th, then Farzana would have been martyred in Islamabad and we would not have been doing this story.
So how long will we have to wait for Fahim i.e. sacrificial election?

Democracy is not just a name for national or provincial elections, but its real foundation is the system of sacrifice.

Let us tell you that in district Thatha, revelations of alleged irregularities, over-fulfillment and poor performance have come to light in the water supply projects issued under Public Health Engineering. Subaai Wazir Syed Riaz Hussain Shah Sherazi has written a letter to the Chief Secretary Sindh demanding accountability of responsible officers and incomplete projects for the last 12 years, non-fulfillment of schemes despite payments of crores of rupees, unforeseen financial irregularities and the same. Along with this, emphasis has also been laid on the need for investigation and immediate action.
Representative Zahid Khokhar has gone to Karachi to give further details on this entire matter.
Zahid, we have already told you the brief story. Please share its details with us as to why even after 12 years these water supply plans have not been completed.
Where is the issue?
Thank you so much. It is an important issue because whatever is involved in public health engineering is only about providing facilities to the people, providing drinking water or improving the drainage issues.

In the last 12 years, various plans were given to Thatha district and efforts were made by the government to provide clean drinking water to the people there and the plans for the RO plants were different, the water supply was different and schemes to provide water to the people through various water sources were also included. Unfortunately, corruption has been committed by various officers there. Due to which these plans could not be accomplished. There are various reasons, one is that the provincial minister Riaz Hussain Shah Shadji Sahib has also written a letter to the Chief Secretary and pointed it out because he is also an MPA elected from there.
So obviously, whatever problems people have there, if they do not get relief then they try to get the matter resolved through the officials.
If he did not do so, then a letter was written to the Chief Secretary asking him to complete the schemes which could not be completed.
Gusta has been running various drinking water schemes for the last 12 years. The letter he has written includes about six to seven schemes.
In which it is said that it could not be completed.
Regarding water in the city, it has been said that there is a water supply scheme, there is a water supply scheme in village Abdullah Kehar, there is a water supply scheme in Murad Gheranon, there is another water supply scheme in Maqbool Jokhion and similarly in village Siddique, the village named Gandhro, the drinking water supply schemes there also could not be completed. Ok. What happened due to this was that a survey was also conducted by the Monitoring Evolution Cell of the Planning and Development Department. He monitors the schemes that are put in place by various departments of the Sindh government.
He submitted a report and in the light of this report, the Chief Secretary, Public Health Engineering was asked to take notice of the matter and take action against the officers involved in it. The targeting was done by G Cell. This letter was written to point out which schemes could not be completed.
And in the light of this letter, a committee has been formed by the Secretary Public Health Engineering. Aala Satai Committee is headed by Akhtar Hussain Alamani Sahib. The chairman of this committee and its member is Mohammad Farooq Sahib.
That ACA basically but chief engineering. Well Zahid, I have a very basic question here because either the money has not been spent or the funds have not been received. Crores of rupees have been spent here.
Despite that, the people of Thattha are still deprived of clean water. So what is the secret behind this?
See, what has been told is that Sajid Mala, who was a CN, the funds given by him for many years were allegedly wasted by him. They were not invested there and there are many schemes for which advance payments were made. After advance payment, neither the contractor nor the officers are seen.
When this matter came to the knowledge of Subedi Wazar [ __ ] Alisan Zardari Sahib, Jarai told us that he was removed from the post on his behalf.
Sajan Mala was further told that he would never be given any position.
Because various schemes are in the works from the side of the Minister [ __ ] Ali Hasan Zardari. The record is that various drinking water schemes, road schemes and other schemes were given. Sindh government means the basic objective of the government is to provide facilities to the people.
But some officers, in collusion with some contractors, squander this huge amount of money themselves. They do corruption.
So the same thing happened in this also. When this came to his knowledge, he immediately got it removed from the post and asked the Secretary of Public Health Engineering to take notice of the matter and get it investigated and take action against him in the light of whatever evidence comes to light.
Zahid Actual Reese What is here? Is this just a case of negligence or has there been major corruption somewhere or is it a combination of both?
See, nothing happens without corruption.
These are all such cases where big schemes were given and money was also invested in them. Despite that, proper expenditure could not be made.
However, it is shown in the records that these schemes have been completed and that is why the teams from the Monitoring Evolution Cell go on the ground and visit them. Look, people need water supply. There is drinking water and it is needed. If you provide a water supply scheme through any source or through a canal, then water reaches the people.
If there is no such canal system there, then there are RO plants which clean the water and provide it to the people.
Similarly, the RO plants and water supply schemes have not been completed. There is a list of about 17 projects in which different people will tell that the schemes have not been completed but according to us the payments have been completed.
But despite this, if we look closely, the plans have been left incomplete. So what reason is being given for that? What opportunity is being given in this regard?
See, in this context, let me tell you that only about Aro plants, first let us tell you that there are about 25 to 26 falls of Aro plants only.
These are Aro plants out of 62. The amount has been released on these. The contractors took the money there. The work has not been done.
It is not functional at all. This is how they get money to help with maintenance as well. Are functional. And on the other hand, the schemes have been shown to be complete. See, Axion has authority. Just like if you appoint an officer like Sajid Mala, he gets the authority. The law allows him to make the payment. Now whether he makes wrong payment or correct payment, there should be monitoring check and balance on that. And now this complaint has come to light. We had talked to the other Chief Engineer Sahib, who is the member of this committee, a few days ago, Mohammad Farooq Sahib, he said that this committee has been formed on behalf of the Sindh Government and the Secretary Sahib.
We are working on it.
You have been given orders to submit the report within 7 days. We will give the report. According to the information we have received and the initial work we have done till now, all the schemes for which funds were released and money was paid, firstly, they have not been completed and secondly, there are many such schemes which are non-functional.
If any officer is found involved in this, action will be taken against him and this committee will give its recommendation within seven working days. After that, action will be taken against all the officers.
Secondly, I would like to tell you that in this entire context, I had a conversation with Secretary Public Health Engineering Soel Qureshi Sahib and he said that this thing has come to our knowledge and we have been written to by MEC and Monitoring Evolution Cell, so we have constituted a highly constituted committee.
Now let us see what that report gives and if any officer is accused at this time, a CN or any of his team will take action against him, that is, the officers during whose tenure all this happened will now be asked for a proper answer and they will also be held responsible.
See, all the things will be recommended by this committee and in the light of this, all the officers will be appointed because the officer who has issued the payment and the contractor to whom the payment has been issued, both are responsible, if this payment is issued on behalf of X, then the contractor is bound that if the advance payment is given to him within the time limit for the scheme, only for the purpose of completing it before the time limit, then it should be completed before the time limit and if it is not done, then all these corruption cases arise.
Therefore, if this is done in this manner, because it is a matter of record that the way the cheque was given to which company, which contractor, whatever recommendations will be given by the committee, action will be taken against those officers after that and see, when a report has been sought in this manner, then why is there so much tension in the report of the inquiry committee? Where is the obstruction coming from?
See, the committee which has been constituted was dissolved on June 1st. The notification is a government document till it reaches there because when we talked to Akhtar Hussain Alamani Sahab, the chairman of this committee, I myself was surprised that he said that I do not even know which committee has been formed. Well, I WhatsApped him these papers of the committee that Sir, this committee has been formed by the government and your Secretary has formed it, so perhaps it is not in your knowledge, so you should look into such things, if a Chief Engineer level officer does not know that he has been made the head of this committee, then there is a little bit of negligence as well and you should then imagine how the work can be resumed, still we hope that this report will be complete within seven working days and since the Secretary himself is monitoring it, then action will also be taken against him in the light of his findings. If we talk about the figures that have come to us, Zahid, there are a total of 62 RO plants, out of which only 25 or 26 are successful, then where has the budget spent on the remaining plants gone?
See, this is the thing that 62 RO plants have been installed by the government. The rest are non-functional and a list of those non-functional plants is available and the rest which are running are also running and let me tell you an interesting thing about them that all the non-functional RO plants are getting funds for their maintenance every month, that is, every month and they are also being received. It is not known where the expenditure is made, there is an idea that if there is a functional or non-functional scheme, then how are you taking maintenance money on it, that officer should also be questioned and action should be taken against him as well, if the public asks this question that where has their tax money been spent, then what answer will they have, what answer will they give, see this, the officers consider themselves to be powerful, these are the matters which have been highlighted by the MC also. The current Subaai Wazir Sahib has also highlighted the matters and there is another Sahib in this regard. He has also given a legal notice. So this thing is being looked into from three or four places and this matter has been exposed. After that this investigation was done. There are many such plans across Sindh. No, we are not talking about one district.
Many officers of one are like this as long as there is targeting. And the second thing is that if the local people there do not report such matters [sound of clearing throat] then they themselves are negligent in that they do not report all these matters and do not complain, then those officers continue to indulge in corruption in this manner. So the same thing happened in this also, just as I am trying to tell you the list again and again that there are about 17 different RO plants, these schemes are closed. 17 schemes mean that there are lakhs of people in different villages and rural areas, there are small and big cities, there are some schemes in Thatta city, some schemes in Makli where people live and apart from that there are big villages and rural areas, just like there is a water supply scheme in Karimori, all these people are deprived of clean water, but anyway Zahid, now the way the matter has come to light and the way the Chief Secretary himself has intervened, do you really think that after this any concrete action will be taken or this matter will also be buried with time?
Look, it will not happen like this this time because these matters have been addressed at a higher forum and it is not such that no action will be taken against them now.
I think that one name which has come up and has been mentioned repeatedly is that of CN Sajid Mala because he has been here for a long time, there are different officers here who keep getting their transfer postings through different ministers of the department or through someone else, so in this way he has spent most of the time in Thata and we have received information that even at this time he is probably trying to get Thata once again.
But I am sure that in the presence of the provincial minister, be it [ __ ] Alisan Zardari or Riaz Hussain Shah Sharaj, at least this cannot come inside Thatha district.
