[00:00:02]Distinguished Prime Minister, I would like to start with saying that Cambodia is our long-standing friend and partner.

[00:00:11]In May this year, we celebrated the 70th anniversary of diplomatic relations.

[00:00:16]Our country, as you know, assisted in the consolidation of the statehood of Cambodia with the help of the USSR. In Cambodia, large hospital and technological institute were built.

[00:00:28]Energy, agriculture, telecommunications, maritime transport infrastructure facilities were made operational, and many of them to the date continue to serve for the benefit of the Cambodians. Today, Russian-Cambodian relations continue to progressively develop. By the end of last year, bilateral turnover grew at 2%. Of course, this is a figure that is quite quite small. The figure does not meet the existing potential that we have.

[00:01:06]In order to step up commercial and investment ties between our countries, the governments are working actively.

[00:01:12]These matters were discussed just today in the morning in Kazan at the meeting of the co-presidents of the bilateral commission, intergovernmental commission. For example, Loot is the co-president from our side. We are interested in expanding contacts between the business communities of our countries. In November 2025, representatives of large Russian companies visit Cambodia. Afterwards, Gazprom, Miratorg, and others.

[00:01:36]The Cambodian delegation was presented at the St. Petersburg International Economic Forum held from the 3rd to the 6th of June. We invite your companies to participate in the Eastern Economic Forum from the 1st to the 4th of September, and the Russian Energy Week in Moscow in October this year. between our countries in the cultural and humanitarian field is being strengthened. In March in Phnom Penh, the days of the Russian culture were held successfully.

[00:02:08]We continue to assist Cambodia in uh preparing and training human resources.

[00:02:14]Over 8,000 citizens of your country have already received uh subjects of your country have received higher education in Russia already, and right now 160 60 Cambodian students are undergoing studies and this academic year another 63 scholarships were provided. Distinguished uh Prime Minister, once again, we have long-standing relations. The volume of our cooperation is growing and we are very happy. Once again, welcome. We have matters to discuss.

[00:03:40]Mr. President, this year marked a milestone in our shared history, 70 years anniversary of our diplomatic relations. Our past seven decades Cambodia has attached great importance to traditional friendship and long-lasting cooperation with Russia.

[00:03:57]We always remember with deep gratitude and invaluable assistance and support [clears throat] of the former Soviet Union extended to Cambodia during our most difficult time in our history following the immediate fall of the Pol Pot regime in 1979.

[00:04:12]We equally appreciate Russia's continued significant contribution to Cambodia's socio-economic development over the years.

[00:04:20]Despite the changing geopolitical landscape, Cambodia's position on its relation with China with Russia remain unchanged based on political trust, mutual support, and respect and shared interest.

[00:04:33]Russia remain a long-standing and reliable partner of Cambodia.

[00:04:38]Cambodia highly values Russia's continued important role in regional and global affairs, including advancing the role of the United Nations, enhancing voice of global south, and promoting EAEU-ASEAN connectivity.
