Hwende defends the Military in debate
Added:All right. Anyway, my my point is is is is this.
Clearly, this is a matter that there's no harm in us as Parliament leaving it as it is.
Whilst the minister like you to further consultation, because this matter was before the courts.
An an interpretation on uphold was already given.
And we want to take away that right from from from the constitution. So, my on the court case from honorable Gumbo. ON YOUR BEHALF SO THAT I can respond.
Honorable Gumbo can also educate me because he was interjected when he was still talking. I had two points that I wanted from honorable Comparative jurisdictions that have this I'm reaching there. SECONDLY, THE COURT CASE THAT I have not recognized him.
>> The minister The minister is speaking.
May we take your seat?
>> I have not finished. I have I have not finished. Let me finish my point. I have not finished.
>> YOU WILL TALK AFTER THE MINISTER.
>> WHY?
WHY?
>> HONORABLE MEMBER, may you TAKE YOUR SEAT?
IN THE IN THE minister's amendment, let him speak.
>> Your procedure is wrong.
>> And I've also asked you to take your seat WHILE THE MINISTER LET THE MINISTER CLARIFY, THEN YOU PROCEED.
I HAVE NOT STOPPED YOU from debating, but I just want the minister TO CLARIFY CLARIFY >> YOU COME AFTER I FINISH.
I HAVE NOT FINISHED SPEAKING.
>> HONORABLE MEMBER, YOU ARE NOT arguing with me.
>> Yes, I'm arguing.
>> I will not allow you to to argue WITH THE CHAIR.
>> POINT OF ORDER. OVERRULED ON THE BASIS OF >> ORDER.
>> POINT OF ORDER, MADAM.
>> POINT OF ORDER, HONORABLE MEMBER.
THE IFP >> HONORABLE MEMBER, POINT OF ORDER.
>> IFP >> HONORABLE MEMBER, IFP >> HONORABLE MEMBER, POINT OF ORDER.
YES, YOU HAVE BEEN TALKING.
>> POINT OF ORDER.
I I HAVE A POINT OF ORDER. POINT OF ORDER.
I'VE GOT A POINT OF ORDER.
EVERYBODY MUST TALK AT THE SAME POINT OF ORDER.
THANK YOU, MADAM.
>> HONORABLE MINISTER >> Go and see Victor.
You must GO AND SEE VICTOR.
>> ORDER.
>> YOU ARE NOT SUPPOSED TO BE IN THIS PARLIAMENT.
MY POINT OF ORDER, MADAM, IS SPEAKING.
>> I FINISHED MY POINT.
FINISH.
Thank thank you very much.
Thank you very much, honorable chair.
After submission here, honorable Gumbo and submission here, government chief whip, my appeal to the minister is that let's drop this silly clause.
Then we stick to what is in the constitution for now.
Whilst we give him time to go and look into the submissions by honorable Gumbo, what the courts have said, and what the members are talking about here. Because kind of a personal problem, our appeal, we are appealing to you from a friendly perspective.
Amen.
>> So that THOSE WHO ARE SUPPOSED to uphold the constitution continue to uphold >> Madam Speaker, Madam Chair on a point of order >> Order, honorable member.
May you lower your voice?
>> uh my soldier and our military defense forces uh budget but no later We have the cabinet ministry when there is a cabinet portfolio committee of defense someone like that >> Honorable members, the minister is yet to respond.
>> MADAM SPEAKER >> YOU ARE OUT OF ORDER.
>> MY MY MY DAUGHTER chair >> further further debates further debates >> Thank you, Madam Chair.
I know that my honorable colleague, honorable Gumbo, requested the honorable minister to shed more light on the alleged mischief that has occasioned this proposed change, and up to now he has not yet done that.
But, I would suggest that from the precedent set in 2017 and the subsequent change of leadership in this country, that is the mischief that is being addressed.
It is a preventive strike to avoid uh a repetition of what happened in November 2017, which in my view is an exercise in futility.
The honorable minister must be informed that the national army, with or without changing this specific part of the constitution, will still reserve its right to intervene for the best interests of the people of Zimbabwe because ultimately, it is accountable to the people of Zimbabwe.
So, to the extent that it is an exercise in futility, the honorable minister may be advised to maintain the original text and at the very least, take the compromise offer from our honorable chief whip, who in his wisdom is already or who proposed an alternative that joins the two options and we move to the next clause. If we adopt what the honorable chief whip has said, I think it's fair enough. Let's move to the next clause. Thank you.
